Human Capital Management(HCM)is a management concept that demands theoretical foundations for implementation.It must not be easily equated with human resource management activities.HCM must include initiatives directly focused on the knowledge resources that are at the organization’s disposal.However,using only internal knowledge resources is not enough to raise the level of competitiveness.Organizations must reach outside their environment.It has been adopted that,in instrumental terms,HCM is based on intentionally selected and applied organizational,technical,social,formal,and legal,as well as economic and financial instruments in a manner that enables the organization’s goals to be achieved.At the inter-organizational level,HCM was included in the organization’s business ecosystem as the organization gains new opportunities to use the knowledge and human capital of its stakeholders thanks to its network connections.It is from this perspective that the article proposes the main concepts,goals and practices,methods that HCM can serve.

Penalty model for delay of bidding section construction period in South-to-North Water Diversion Eastern Route Project from perspective of programs

According to the multi-project and program management theory, this paper analyzes the program generation principle and establishes a program based on progress goals. On the basis of the present situation of calculation of penalty for delay of the bidding section construction period with the critical path method, we studied the effects of contractor-induced delay of the bidding section construction period in detail, including the effects on the construction period of the bidding section itself, the earliest start times of the next bidding section and other subsequent bidding sections, and the construction period of the program, and then constructed a penalty model for delay of the bidding section construction period from the perspective of programs. Using the penalty model, we conducted a practical analysis of penalty for delay of the construction period of the Baoying station program in the South-to-North Water Diversion Project. Research and practice on system engineering management of a mobile payment project

The popularization of the mobile internet has given rise to demand for flexible and convenient payment methods. For China, it is necessary to keep pace with or even lead the trend of innovation and development in the age of mobile payment. From the perspective of systems engineering, this paper introduces research and implementation of China Union Pay's mobile payment project. The general requirements and core engineering problems of the mobile payment project are summarized based on analyses of the characteristics and engineering difficulties of this project. Integration of innovative technologies is introduced to resolve the contradiction between ease-of-use and security. A rapid iterative development process is adopted to improve the product release efficiency as well as the users' experience. The launch of the mobile payment project also opens the window to coordinating and upgrading the whole payment industry chains.

The Theory and Evaluation Method of the Sustainable Development System About the Harmonious Growth of Population, Resource, Environment and Economy in the County District of China

But to achieve the Sustainable Development based on the harmonious development of population, resource, economy and environment, the most important thing is how to carry on its management and evaluation method under the guide of the Tenth Five Year Plan of national economy and the Perspective Target of 2010.Therefore,this paper aims at reforming the traditional judging method focusing on output value Income and establishing a systematic management method and evaluation index system about the sustainable development based on the harmonious growth of population, resource, economy and environment.

Design of a Digital Management System for the Sintering Material Ground

There are many kinds and a large number of raw materials in the sintering material ground to be managed,while it is difficult to obtain the precise inventory values,which often leads to high cost.Furthermore,the external factors of material ground are difficult to handle,such as weather variation,order fluctuation,measurement failure and so on.To solve such raw material management problems,a digital management system has been developed.First,the practical requirements and the raw material management processes are analyzed.Then,optimization and prediction methods are used to calculate the inventory according to the practical situation.With the help of practical technologies and production conditions,the developed system has been applied to a large-scale sintering material ground.The practical running results of the application demonstrate the validity of the proposed digital management system.

Production risk caused by human factors： a multiple case study of thermal power plants

Introduction： Thermal power plants are very popular in China. However, there has not been proportional research attention paid to production risk in these plants and human impact on production due to their importance in electricity generation. This study investigates production risks caused by human factors in thermal power plants and management methods to address identified human factors. Case description： Eighteen semi-structured interviews with front-line, middle and senior managers from four thermal power plants in China were carried out in this cross-sectional inductive study. Fault tree analysis and causal network analysis are used. Discussion and evaluation： We identify a range of production risks and human factors potentially influencing production in both negative and positive ways. We also recognize the most effective and practical relevant management methods to deal with identified human factors. Conclusion： By investigating production risk caused by human factors through the whole production process, this study emphasizes working attitude, safety consciousness, creativity and awareness of environmental protection as essential human factors potentially influencing production risks in thermal power plants. Through our analysis, by linking human factors to different types of production risk and supplying corresponding management methods to address these human factors, we offer practical human resource management approaches in the production management of thermal power plants.
