Traditional risk management attempts to manage, control, and direct a project through various phases, from planning and design, through procurement, and to construction. However, the risk management in Botswana seems to be either not implemented or not successful. The project performance in Botswana has a poor performance record. The researchers are attempting to identify why the traditional project/risk management is not working. In analyzing the problem in Botswana, the researchers discovered that the traditional risk management model was theoretically unsound, and designed a new project and risk model, with an entirely different approach to risk. The new model is an outgrowth of the highly successful Performance Information Procurement System (PIPS) and the Information Measurement Theory (IMT)/Kashiwagi Solution Model (KSM) concepts. The approach has been presented to some Botswana clients and academics and has received a favorable response. The development of the new risk model will lead to a huge change in the paradigm for delivering projects in Botswana. This article used a sample of 162 French banks over the period from 2005 to 2012. By using three different tests (loss-avoidance, just-meeting-or-beating prior year's earnings, and abnormal loan loss provision), the findings of this paper show that both high auditor reputation and qualified audit opinion constrain earnings management to avoid loss or to just meet or beat prior year's earnings in banks. In separate tests related to earnings management through abnormal loan loss provisions, the paper also finds that high auditor reputation constrains earnings management. Qualified audit opinion has a negative but non-significant effect on abnormal loan loss provisions.展开更多

Th...Escalation of commitment has been linked to losses in information systems (IS) projects. Understanding the nature and the rationality of escalation allows the firm to promote optimal project management practices. This study takes an inter-disciplinary approach and draws on research from economics and management to create a model of irrational escalation and a model of rational escalation. The forces that contribute to irrational escalation include the responsibility of the same manager for both the project selection and project continuation decisions that create proneness to self-justification, the potential for negative framing of decision options due to large sunk costs, the proximity of project completion and the presence of organizational inertia. Identifying these irrational escalation factors helps design appropriate de-escalation techniques. The rational escalation model draws on the real option theory and the bandit process theory to identify conditions when project continuation is justified by the value of information and the value of flexibility that the firm receives from continuing the project.展开更多

For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.展开更多

Despite the presence of bye-laws, solid waste management continues to be an issue in Mbarara municipality with households and businesses continuing to dump solid waste on open plots, low-lying areas, public spaces and...Despite the presence of bye-laws, solid waste management continues to be an issue in Mbarara municipality with households and businesses continuing to dump solid waste on open plots, low-lying areas, public spaces and rivers, or simply burning it in their backyards. This qualitative study aimed at establishing reasons as to why there was still improper solid waste management in Mbarara municipality and also establishing its constraints. Tools used included semi-structured questionnaires, observation and photographs. Two hundred and ninety-four participants (24 solid waste collectors, eight municipal council members and 262 community members) participated in the study. The study revealed both insufficient budget (87.5%) and insufficient equipment (50%) as the most common policy challenges in implementing proper solid waste management. Solid waste collectors not being comfortable with their salaries (79.2%), limited sensitization regarding solid waste management (66%) and limited necessary tools (58.3%) as other challenges faced by solid waste management policy makers and implementers and finally, community members having limited awareness about laws governing solid waste management (61.1%). In conclusion, insufficient budget, insufficient equipment, poor motivation and inadequate sensitization were found to be the major reasons as to why there was still improper solid waste management in Mbarara municipality, western Uganda.展开更多

Water constitutes a principal stake of these environmental policies in the majority of the countries and especially in the countries of North Africa as Algeria, where this resource is threatened by repeated dryness and by the impact of the climate change. The integrated water resource management reflects today the world tendency of the governments to exploit and preserve this resource by a way based on a process of governance, which passes by the dialog of diversified actors (various sectors). According to this policy and to the promulgation of the Algerian National Report on State effective implementation and coordination mechanisms are required. How this principle of integrated water management will be executed with various scenarios in Algeria and what are the main difficulties that can be met? In fact, the PPSMVSS (permanent plan of safeguard and enhancement of saved sectors) as an instrument of protection, preservation and enhancement of this heritage, in its content, does not guide decision makers on how to manage the vulnerability of preserved areas from the earthquake. After the disaster of the earthquake that hit the Algerian Centre (wilaya of Boumerdes) in 2003. A legislative framework was created while other texts have been adapted. Emergency measures operations are launched to preserve the under threat monuments and protected areas. Saved sectors of Dellys, in the wilaya of Boumerdes and T6n^s in the wilaya of Chlef, are all the time subjected to seismic risk. This article presents a comparative study of two PPSMVSS, Dellys and T6n6s, and the management of the vulnerability of their two safeguarded areas. This paper is based on the assumption that expedient human resource controlling is an effective human resource management tool that achieves the required performance of employees and expected competitiveness of a building company. This paper uses the results of a questionnaire survey conducted in November 2013 to analyze human resource management in building companies in the Czech Republic and specify the organization and conditions of human resource management. Some 81 small (less than 50 employees) and 66 medium-sized (50-249 employees) building companies operating in the Czech Republic took part in the questionnaire survey. The results of the questionnaire survey showed the lack of concept and random nature of human resource management in most small and medium-sized building companies. Of course, in terms of the present economic trend, it is above all important for small and medium-sized companies to develop their adaptability to the building market and to be able to deal with a variety of construction works. It is effective human resource management supported by expedient human resources that serves this purpose.展开更多

In this study, the authors have established that Kenyan universities have mainly implemented systems for finance and accounting, student admissions, examinations management, and library services. The authors have also established that there are no significant differences in information systems needs among Kenyan universities, but there are significant differences in strengths and weaknesses among the private and public universities in the capabilities of systems they have implemented. The authors have further established that despite fears especially on delays in projects implementation and system costs, Kenyan universities are in a position to implement enterprise systems to facilitate their operations. However, the universities need to allocate more funds to systems implementation if they have to successfully implement enterprise systems which generally require more resources than ordinary software applications.展开更多

The aim of this concept analysis was to clarify what is meant by family functioning in the context of diabetes self-management by assessing specific attributes, antecedents, and consequences. A concept analysis model by Walker and Avant was applied. The identified attributes of family functioning in a diabetes self-management context included problem-solving, communication, roles, affective responsiveness, affective involvement, and behavioral control. Antecedents included family structure, socioeconomic status, family functioning relationships, family stage, and life events. Consequences included family satisfaction, family cohesion, and family relationships. This analysis provided a deeper understanding of a family functioning concept within a diabetes self-management context. It is recommended that health care providers should be aware of antecedent factors that could inhibit outcome improvement. Further research is needed to explain family functioning attributes in relation to antecedents and potential consequences.展开更多
The dramatic rise in the number of people living in cities has made many environmental and social problems worse.The search for a productive method for disposing of solid waste is the most notable of these problems.Ma...The dramatic rise in the number of people living in cities has made many environmental and social problems worse.The search for a productive method for disposing of solid waste is the most notable of these problems.Many scholars have referred to it as a fuzzy multi-attribute or multi-criteria decision-making problem using various fuzzy set-like approaches because of the inclusion of criteria and anticipated ambiguity.The goal of the current study is to use an innovative methodology to address the expected uncertainties in the problem of solid waste site selection.The characteristics(or sub-attributes)that decision-makers select and the degree of approximation they accept for various options can both be indicators of these uncertainties.To tackle these problems,a novel mathematical structure known as the fuzzy parameterized possibility single valued neutrosophic hypersoft expert set(ρˆ-set),which is initially described,is integrated with a modified version of Sanchez’s method.Following this,an intelligent algorithm is suggested.The steps of the suggested algorithm are explained with an example that explains itself.The compatibility of solid waste management sites and systems is discussed,and rankings are established along with detailed justifications for their viability.This study’s strengths lie in its application of fuzzy parameterization and possibility grading to effectively handle the uncertainties embodied in the parameters’nature and alternative approximations,respectively.It uses specific mathematical formulations to compute the fuzzy parameterized degrees and possibility grades that are missing from the prior literature.It is simpler for the decisionmakers to look at each option separately because the decision is uncertain.Comparing the computed results,it is discovered that they are consistent and dependable because of their preferred properties.展开更多

It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.
文摘Aiming to reveal the university students' understanding in management as for the strategy and strategic management phenomena, this study accomplishes a phenomenographic research to assess the future managers' market perception. It was chosen university students in Management of a Portuguese University. We conclude that the strategy definitions obtained are an assembly of the diverse existing concepts. Concerning to strategic management it was perceived an approach with one of the main existing concepts. The findings raise interesting issues with respect to the difficulties felt by new managers in translating their theoretical definitions in real examples in the organizations.
文摘Despite the presence of bye-laws, solid waste management continues to be an issue in Mbarara municipality with households and businesses continuing to dump solid waste on open plots, low-lying areas, public spaces and rivers, or simply burning it in their backyards. This qualitative study aimed at establishing reasons as to why there was still improper solid waste management in Mbarara municipality and also establishing its constraints. Tools used included semi-structured questionnaires, observation and photographs. Two hundred and ninety-four participants (24 solid waste collectors, eight municipal council members and 262 community members) participated in the study. The study revealed both insufficient budget (87.5%) and insufficient equipment (50%) as the most common policy challenges in implementing proper solid waste management. Solid waste collectors not being comfortable with their salaries (79.2%), limited sensitization regarding solid waste management (66%) and limited necessary tools (58.3%) as other challenges faced by solid waste management policy makers and implementers and finally, community members having limited awareness about laws governing solid waste management (61.1%). In conclusion, insufficient budget, insufficient equipment, poor motivation and inadequate sensitization were found to be the major reasons as to why there was still improper solid waste management in Mbarara municipality, western Uganda.
文摘Alternatives to the sectoral and public policies and regulations of environmental and water resources' protection, and the experiments of integrated management have been rapidly multiplied since the year 1990. Water constitutes a principal stake of these environmental policies in the majority of the countries and especially in the countries of North Africa as Algeria, where this resource is threatened by repeated dryness and by the impact of the climate change. The integrated water resource management reflects today the world tendency of the governments to exploit and preserve this resource by a way based on a process of governance, which passes by the dialog of diversified actors (various sectors). According to this policy and to the promulgation of the Algerian National Report on State effective implementation and coordination mechanisms are required. How this principle of integrated water management will be executed with various scenarios in Algeria and what are the main difficulties that can be met? Or, more exactly, what are the variables that can influence the operation of the local water process governorship? This analysis will be carried out through the example of the Wadi El K6bir watershed located in the northeast of Algeria, which is real natural area of water supply that feeds the communities, the natural and artificial basins, and preserves the perenniality of the existing natural ecosystems especially the one of the natural park classified by the United Nations Educational Scientific and Cultural Organization (U.N.E.S.C.O) in 1989 as the inheritance of humanity and six other sites classified according to the Ramsar convention as wetlands of international importance to be preserved.
文摘Discussing the matter of organizational data management implies, almost automatically, the concept of data warehousing as one of the most important parts of decision support system (DSS), as it supports the integration of information management by aggregating all data formats and provisioning external systems with consistent data content and flows, together with the metadata concept, as one of the easiest ways of integration for software and database systems. Since organizational data management uses the metadata channel for creating a bi-directional flow, when correctly managed, metadata can save both time and resources for organizations. This paperI will focus on providing theoretical aspects of the two concepts, together with a short brief over a proposed model of design for an organizational management tool.
文摘The greater part of urban heritage, especially of the medium and small Algerian cities, is subject to a major seismic risk. The probability of a happening earthquake is strong, and the territories vulnerability is great. Legislative procedures are implemented to support urban heritage and managing natural disasters. In fact, the PPSMVSS (permanent plan of safeguard and enhancement of saved sectors) as an instrument of protection, preservation and enhancement of this heritage, in its content, does not guide decision makers on how to manage the vulnerability of preserved areas from the earthquake. After the disaster of the earthquake that hit the Algerian Centre (wilaya of Boumerdes) in 2003. A legislative framework was created while other texts have been adapted. Emergency measures operations are launched to preserve the under threat monuments and protected areas. Saved sectors of Dellys, in the wilaya of Boumerdes and T6n^s in the wilaya of Chlef, are all the time subjected to seismic risk. This article presents a comparative study of two PPSMVSS, Dellys and T6n6s, and the management of the vulnerability of their two safeguarded areas. As a result of this study, some indicators were identified to allow the development of plans for the protection and management natural risks of these protected areas.

文摘The aim of this paper is to define the nature, present the possibilities, and discuss the problems of using human resource controlling in small and medium-sized building companies. This paper is based on the assumption that expedient human resource controlling is an effective human resource management tool that achieves the required performance of employees and expected competitiveness of a building company. This paper uses the results of a questionnaire survey conducted in November 2013 to analyze human resource management in building companies in the Czech Republic and specify the organization and conditions of human resource management. Some 81 small (less than 50 employees) and 66 medium-sized (50-249 employees) building companies operating in the Czech Republic took part in the questionnaire survey. The results of the questionnaire survey showed the lack of concept and random nature of human resource management in most small and medium-sized building companies. Of course, in terms of the present economic trend, it is above all important for small and medium-sized companies to develop their adaptability to the building market and to be able to deal with a variety of construction works. It is effective human resource management supported by expedient human resources that serves this purpose.
文摘The-increasing importance of interoperability (IOp)--reciprocal communication and accommodation among government organizations and NGOs to develop interactive policy and programming--has become an integral part of networked organizations, now utilized beyond IOps's emergency management origins in public administration. Using a mixed methods approach, this paper empirically examines IOp in a networked STEM (science, technology, engineering and mathematics) secondary school that includes 16 school districts and their public agency and NGO partners, particularly in its planning and operational phases. It also identifies the growing use of lOp in a number of non-emergency management settings and raises the prospects for utilizing this type of interorganizational management in the public arena.
文摘Kenyan universities, as other business entities, are implementing various information systems to facilitate their operations. The systems include enterprise systems which are implemented to enhance institutional management given their emphasis on standardisation, streamlining, and integration of business operations. In this study, the authors have established that Kenyan universities have mainly implemented systems for finance and accounting, student admissions, examinations management, and library services. The authors have also established that there are no significant differences in information systems needs among Kenyan universities, but there are significant differences in strengths and weaknesses among the private and public universities in the capabilities of systems they have implemented. The authors have further established that despite fears especially on delays in projects implementation and system costs, Kenyan universities are in a position to implement enterprise systems to facilitate their operations. However, the universities need to allocate more funds to systems implementation if they have to successfully implement enterprise systems which generally require more resources than ordinary software applications.

文摘Allelopathy importance and its application under field conditions are reviewed. Recent achievements in the field of plant protection are mainly considered and presented. Natural chemicals of potential use as pesticides, commercialized natural products of pesticidal properties are included. Reported plants of pest control properties, their targeted agricultural pests, formulations, methods of application and activity under field conditions are presented. Allelopathic plant species and implications on their use in the field, positive and negative impacts on cultivated crop species and agricultural pests are discussed. Some research difficulties and experimental methodology problems are mentioned. Prospects of allelopathy as a future strategy for pest management, development of eco-friendly biopesticides and importance for sustainable agriculture and recent developments in allelopathy research are discussed.

文摘Although the concept of family functioning has gained recent popularity, the terms "family functioning" and "family resilience" are sometimes confused and used interchangeably. The aim of this concept analysis was to clarify what is meant by family functioning in the context of diabetes self-management by assessing specific attributes, antecedents, and consequences. A concept analysis model by Walker and Avant was applied. The identified attributes of family functioning in a diabetes self-management context included problem-solving, communication, roles, affective responsiveness, affective involvement, and behavioral control. Antecedents included family structure, socioeconomic status, family functioning relationships, family stage, and life events. Consequences included family satisfaction, family cohesion, and family relationships. This analysis provided a deeper understanding of a family functioning concept within a diabetes self-management context. It is recommended that health care providers should be aware of antecedent factors that could inhibit outcome improvement. Further research is needed to explain family functioning attributes in relation to antecedents and potential consequences.
文摘The dramatic rise in the number of people living in cities has made many environmental and social problems worse.The search for a productive method for disposing of solid waste is the most notable of these problems.Many scholars have referred to it as a fuzzy multi-attribute or multi-criteria decision-making problem using various fuzzy set-like approaches because of the inclusion of criteria and anticipated ambiguity.The goal of the current study is to use an innovative methodology to address the expected uncertainties in the problem of solid waste site selection.The characteristics(or sub-attributes)that decision-makers select and the degree of approximation they accept for various options can both be indicators of these uncertainties.To tackle these problems,a novel mathematical structure known as the fuzzy parameterized possibility single valued neutrosophic hypersoft expert set(ρˆ-set),which is initially described,is integrated with a modified version of Sanchez’s method.Following this,an intelligent algorithm is suggested.The steps of the suggested algorithm are explained with an example that explains itself.The compatibility of solid waste management sites and systems is discussed,and rankings are established along with detailed justifications for their viability.This study’s strengths lie in its application of fuzzy parameterization and possibility grading to effectively handle the uncertainties embodied in the parameters’nature and alternative approximations,respectively.It uses specific mathematical formulations to compute the fuzzy parameterized degrees and possibility grades that are missing from the prior literature.It is simpler for the decisionmakers to look at each option separately because the decision is uncertain.Comparing the computed results,it is discovered that they are consistent and dependable because of their preferred properties.
