BOTTLENECK" AND COUNTERMEASURE OF HIGH-TECHNOLOGIZATION OF MARINE INDUSTRY IN CHINA

This article deeply researched into the existent five problems and four main "bottlenecks" in the high-technologization of marine industry in China on the basis of analyzing the new trends in international marine problems and the necessity of implementing the strategy of developing China based on marine. This article brought up specific measures to the five "bottlenecks" according to the situations, and pointed out that new marine industry should be high-technologization and the traditional marine industry should be reformed by high-technique. The research results may provide the scientific basis for realizing the high-technologization of marine industry in China.

Re-measuring Status of China＇s High-Tech Industries in International Division of Labor： Applying a Non-Competitive Input-Output Model

Based on a refined ＂non-competitive input-output model,＂ this paper proposes a new framework for analyzing the status of a country＇s high-tech industries in the international division of labor, i.e. calculates the index of＂ weighted value-added productivity ＂ by compiling non-competitive input-output tables which distinguish high-tech industries from traditional industries. The new method effectively avoids ＂statistical illusion＂ which stems from a biased focus on gross exports under intra-product specialization. The empirical study shows that since 1995, the status of China＇s high-tech industries has grown quickly as a result of enhanced labor productivity, but still lags behind those of major developed countries. In addition, the study also suggests that the status of China＇s high-tech industries has been over-estimated using the traditional gross export statistical method.

On the Planning of Chinese Marine High-tech Industry Demonstration Zones:From the Perspective of Supply-side Structural Reform

China’s national agricultural high-tech industry demonstration zones focus on supply-side structural reform in their overall plan of development.This paper selected the China’s marine industry as its research subject and analyzes its current situation and major problems.After summarizing the current researches of China’s marine industry parks,from the perspective of supply-side structural reform,this paper specifies the tasks and objectives of the construction of the marine hi-tech industry demonstration zones.The overall planning of the demonstration zones must set distinctive developmen as its orientation,and we should emphasize innovation-driven and green development,devise a functional zoning that embraces marine-land and allround integration,and seek mechanism innovations that could invigorate the inner drive of development.The paper also puts forward the major principles that the planning of marine hi-tech industry demonstration zones should obey in the context of supply-side structural reform.

The effects of sediment from an industrial outfall area on a marine planktonic ecosystem

-Sediment from Xiamen industrial area was added to marine ecosystem enclosures to test the effects on the planktonic communities in Xiamen Bay, China, in April, 1985. Sediments were added at two concentrations, 11.2 and 112 ppm dry wt. respectively. The species of phytoplankton did not change as compared with the control, but the number of diatoms markedly decreased in the sediment treated enclosures. A suppression of photosynthesis was presumed to be due to light attenuation by the added sediment. Microflagellates, zooplankton and bacteria were resistant to sediment increase in water column.

Spatio-temporal Evolution of Marine Fishery Industry Ecosystem Vulnerability in the Bohai Rim Region

The building of the ocean power strategy and the implementation of the blue agriculture plan urgently need to strengthen the sustainable development of marine fishery.Taking vulnerability as the starting point, this paper constructs the vulnerability index system of marine fishery industry ecosystem from the aspects of sensitivity and response capacity, and combines the entropy method with the Topsis to comprehensively analyze the spatio-temporal evolution characteristics of vulnerability of marine fishery industry ecosystem in the Bohai Rim Region from 2001 to 2015.The results show that: 1) In the time dimension, from 2001 to 2015, the vulnerability of the marine fishery industry ecosystem in the Bohai Rim Region shows a fluctuant and degressive trend;2) In the spatial dimension, the spatial distribution of the marine fishery industry ecosystem vulnerability in the Bohai Rim Region presents the gradient characteristics which shows high vulnerability in the east and low vulnerability in the west.According to the evolution track of the system’s vulnerability level, the vulnerability of the marine fishery industry ecosystem is divided into ‘declining’ and ‘stable’ types of evolutionary structures;3) The development of marine fishery in the Bohai Rim Region needs to be derived from the marine fishery’s ecological environment and the industrial development mode and structure, which can improve the marine environment remediation efforts, optimize the marine fishery industry structure, vigorously focus on pelagic fishery, and enhance the introduction of marine fishery’s science and technology talents, etc.Then, the marine fishery’s development in the Bohai Rim Region will be moving in the green, circular and sustainable direction.

A LOCATIONAL COMPARATIVE STUDY ON HIGH-TECH INDUSTRIAL ZONES IN CHINA

SUSTAINABLE DEVELOPMENT OF MARINE ECONOMY IN CHINA

China is a large marine country. Developing marine economy is an effective way to solve a series of problems with which man is faced, such as the want of natural resources, space limitation, the environmental deterioration, etc. This article analyzes the rich resources of marine biology, harbor, offshore oil and natural gas and coastal tourism resources in China and describes the developing features and regional differences of marine economy. To realize the sustainable development of marine economy in China, what we need to do are as follows: 1) to list exploiting ocean into national development strategy; 2) to realize integrated economy of sea and land; 3) to develop ocean by science and technology; 4) to perfect legal institution of marine environment: 5) to establish new idea of sea defending. It is needed to give full play to the active roles of governments,enterprises,colleges,scientific institutions and users in the training of marine cultural talents,develop training mode of innovative scientific and technological talents,speed up the construction of collaborative innovation ability of marine cultural talents,and improve the efficiency of talent training.

Research on Development Countermeasures of Marine Cultural Industry in Dalian City

Nowadays, culture, as a kind of soft power, has become the worldwide force that has an influence on the future world. The competition in the future world will also be the competition of culture and cultural productivity. The consciousness of cultural construction and cultural development has become the consensus of all countries in the world. Dalian is an important city in terms of opening to and cooperation in Northeast Asia. The development of marine culture and marine cultural industry is of great significance on promoting the growth of Dalian’s marine economy and the revitalization of the old industrial bases in northeast, which is also beneficial to the development of Liaoning coastal economic belt, the economic circle around the Bohai Sea and the construction strategy of the “Belt and Road initiative”. This paper takes the development countermeasures of marine cultural industry in Dalian city as the research subject. Based on the detailed analysis of the status and insufficiency, putting forward several specific development countermeasures of marine cultural industry in Dalian city.

Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

With the exploitation of marine resources and the development of marine economy, marine economic regions have been formed gradually. We shouldn’t ignore them when we divide economic regions throughout the whole nation,especially in our country. In this paper, we’ll expand division principles, practice and methods of .marine comprehensive economic region. Liaoning Province,facing the Yellow Sea and the Bohai sea, is not only a part of Round-the-Bohai Sea Economic Region, but a part of national marine econemic region. Through evaluating marine resources of Liaoning, and analyzing development of marine economy, composition of marine industries and distributional characteristic of marine economy, Liaoning marine region is divided into Bohai Sea marine economic region and Yellow Sea marine economic region based on differences of marine economy. Thereby we go further into the formation of regional marine economic region and distributional mechanism of regional marine economy.

A study on marine industry and environment of China: regarding Japan's experience

China is facing the challenge of many marine environment problems with rapid economic growth. Japan had experienced similar marine environmental pressure during its industrialization and had been facing the problem through successful environment policy step by step. The paper reviews the lessons and experiences of Japan’s marine environment protection and analyzes the marine environment pollution in China and its causes, taking Shandong province as a case, such as GDP-oriented economic growth, heavy coal assumption, etc. The paper also analyzes the marine industry with focuses on coastal tourism and its relationship with marine environment. Suggestions on polices are provided based on the analysis on China’ marine environment and Japan’s experience.

The Development of Marine Industry in China:Quantitative Analysis and Evaluation of Differences in Regional Development

This article is based on the imbalance state of China's marine industries,focuses on how to evaluate and calculate marine industries'development level,and to enhance the comprehensive competitiveness.Based on the present situation of China's marine industries,we construct the marine industries development index system and then measure the developing level of main marine industries,use detailed data and table to show the difference of marine pillar industries.After comprehensive evaluation and comparative analysis,we give some suggestions to enhance China's marine industrial competitiveness.
