The competition in the future world will also be the competition of culture and cultural productivity. The consciousness of cultural construction and cultural development has become the consensus of all countries in the world. Dalian is an important city in terms of opening to and cooperation in Northeast Asia. The development of marine culture and marine cultural industry is of great significance on promoting the growth of Dalian’s marine economy and the revitalization of the old industrial bases in northeast, which is also beneficial to the development of Liaoning coastal economic belt, the economic circle around the Bohai Sea and the construction strategy of the “Belt and Road initiative”. This paper takes the development countermeasures of marine cultural industry in Dalian city as the research subject. By deconstructing the overall scale,characteristics and industrial composition of marine bio-industry cluster and the development status of the industrial parks and bases in Zhanjiang,the resource misallocation coefficient was used to analyze the problems in the marine bio-industry cluster and the resource allocation in Zhanjiang. It is found that in the cultivation of the marine bio-industry cluster in Zhanjiang,the leading effect of leading enterprises needs to be upgraded,the key technologies needs to be broken,the scientific and technological service system needs to be improved,and policy support needs to be strengthened. Moreover,there are serious resource misallocation and high efficiency losses. By optimizing resource allocation,the healthy development of cultivation of marine bio-industry cluster in Zhanjiang will be promoted. To this end,the policy paths that the government can implement are as follows: improving the market access system to appropriately guide medium and small-sized marine enterprises to enter the marine bio-industry,inspiring the marine bio-industry market demand with the industrialization of innovation results as the guide,improving the legal guarantee system to create an innovative atmosphere for the marine bio-industry,and promoting the deepening of the division of labor in the industrial parks.展开更多

This paper attempts to study the interactive relationship among financial development,industrial structure adjustment and urbanization in China.Based on the data from 1978 to 2018,this paper establishes a VAR model fo...This paper attempts to study the interactive relationship among financial development,industrial structure adjustment and urbanization in China.Based on the data from 1978 to 2018,this paper establishes a VAR model for empirical analysis.The results show that after the impulse response analysis and variance decomposition of the model,industrial structure adjustment and urbanization have a positive impact on financial development in the long run.Financial development and industrial structure adjustment do not play a positive role in the process of urbanization,and there is still room for further development.It is suggested that the state should strengthen the financial support for urbanization so that the two can develop in coordination.At the same time,we should adhere to the simultaneous development of industrial structure adjustment and urbanization to ensure the simultaneous development of financial scale and efficiency.展开更多
The marine biopharmaceutical industry(MBI)has been considered as an important part of the blue economy.The high-quality development of this industry depends on the high-level coordinated development of technological i...The marine biopharmaceutical industry(MBI)has been considered as an important part of the blue economy.The high-quality development of this industry depends on the high-level coordinated development of technological innovation system(TIS).In the present study,the coupling mechanism of industrial innovation input subsystem and innovation output subsystem was analyzed for the first time.On this basis,the development level and coupling coordination level of TIS in China’s MBI during 2008-2018 were empirically evaluated with the capacity coupling coordination model.Then,the obstacle factors were diagnosed and recognized with the obstacle model.The results showed that the innovation input index fluctuated at a low level in China’s MBI.The innovation output index has basically maintained a growth trend,whereas the quality of development was not high.Although the coupling coordination level of TIS showed a positive change as mild disordered→primary coordinated→well-coordinated,the development type of innovation system has changed from the lagging output of innovation into the lagging input of innovation.Insufficient input of innovation factors remained the main obstacle to the improvement of coordination level.Based on the above analysis,suggestions were put forward from the perspectives of policy and fund guarantees to improve the coupling coordination level in China’s MBI.展开更多
