Research on Development Countermeasures of Marine Cultural Industry in Dalian City

Nowadays, culture, as a kind of soft power, has become the worldwide force that has an influence on the future world. The competition in the future world will also be the competition of culture and cultural productivity. The consciousness of cultural construction and cultural development has become the consensus of all countries in the world. Dalian is an important city in terms of opening to and cooperation in Northeast Asia. The development of marine culture and marine cultural industry is of great significance on promoting the growth of Dalian’s marine economy and the revitalization of the old industrial bases in northeast, which is also beneficial to the development of Liaoning coastal economic belt, the economic circle around the Bohai Sea and the construction strategy of the “Belt and Road initiative”. This paper takes the development countermeasures of marine cultural industry in Dalian city as the research subject. Based on the detailed analysis of the status and insufficiency, putting forward several specific development countermeasures of marine cultural industry in Dalian city.

Inherent Rules and Development Path for Marine Cultural Industry Cluster

Marine cultural industry is a special part of cultural industry and is a frontier research field of local cultural industry. Using theoretical study combined with field survey,this paper listed Lu Jiazhi,Daishan Dongsha Town,Putuo Mountain,Zhujiajian,Shenjiamen,Changzhi Island,Mayi Island,Taiyang Valley,Zhujiajian Baishan,and Taohua Island in Zhoushan Islands. From three core rules of cultural industry cluster,namely,rules of combination and extension of industry chain,rules of location advantage and selection,and rules of industrial agglomeration and linkage,to fully reveal inherent rules and development ideas for marine cultural industry cluster in Zhoushan Islands. It came up with recommendations for developing marine cultural industry cluster in accordance with resource endowment characteristics of each island. It is of certain directive significance for the development of marine cultural industry cluster in Zhoushan Islands.

Development Status and Policy Path of Cultivating Marine Bio-industry Cluster in Zhanjiang City

Cultivating the marine bio-industry cluster is a key industrial strategy for Zhanjiang to seize the manufacturing position of Guangdong's marine economy. By deconstructing the overall scale,characteristics and industrial composition of marine bio-industry cluster and the development status of the industrial parks and bases in Zhanjiang,the resource misallocation coefficient was used to analyze the problems in the marine bio-industry cluster and the resource allocation in Zhanjiang. It is found that in the cultivation of the marine bio-industry cluster in Zhanjiang,the leading effect of leading enterprises needs to be upgraded,the key technologies needs to be broken,the scientific and technological service system needs to be improved,and policy support needs to be strengthened. Moreover,there are serious resource misallocation and high efficiency losses. By optimizing resource allocation,the healthy development of cultivation of marine bio-industry cluster in Zhanjiang will be promoted. To this end,the policy paths that the government can implement are as follows: improving the market access system to appropriately guide medium and small-sized marine enterprises to enter the marine bio-industry,inspiring the marine bio-industry market demand with the industrialization of innovation results as the guide,improving the legal guarantee system to create an innovative atmosphere for the marine bio-industry,and promoting the deepening of the division of labor in the industrial parks.

SUSTAINABLE DEVELOPMENT OF MARINE ECONOMY IN CHINA

China is a large marine country. Developing marine economy is an effective way to solve a series of problems with which man is faced, such as the want of natural resources, space limitation, the environmental deterioration, etc. This article analyzes the rich resources of marine biology, harbor, offshore oil and natural gas and coastal tourism resources in China and describes the developing features and regional differences of marine economy. To realize the sustainable development of marine economy in China, what we need to do are as follows: 1) to list exploiting ocean into national development strategy; 2) to realize integrated economy of sea and land; 3) to develop ocean by science and technology; 4) to perfect legal institution of marine environment: 5) to establish new idea of sea defending. Construction of talent training system in marine cultural industry in developed countries was introduced firstly,and then the enlightenment of talent training in marine cultural industry in developed countries to China was analyzed,such as changing the development consciousness of marine cultural industry,strengthening the construction of professional teaching staff in marine cultural industry,and innovating the talent training modes of marine cultural industry.

Development of a global high-resolution marine dynamic environmental forecasting system

A project entitled‘Development of a Global High-resolution Marine Dynamic Environmental Forecasting System’has been funded by‘The Program on Marine Environmental Safety Guarantee’of The National Key Research and Development Program of China.This project will accomplish its objectives through basic theoretical research,model development and expansion,and system establishment and application,with a focus on four key issues separated into nine tasks.A series of research achievements have already been obtained,including datasets,observations,theories,and model results.

A Study on the Interaction among Financial Development,Industrial Adjustment and Urbanization

This paper attempts to study the interactive relationship among financial development,industrial structure adjustment and urbanization in China.Based on the data from 1978 to 2018,this paper establishes a VAR model for empirical analysis.The results show that after the impulse response analysis and variance decomposition of the model,industrial structure adjustment and urbanization have a positive impact on financial development in the long run.Financial development and industrial structure adjustment do not play a positive role in the process of urbanization,and there is still room for further development.It is suggested that the state should strengthen the financial support for urbanization so that the two can develop in coordination.At the same time,we should adhere to the simultaneous development of industrial structure adjustment and urbanization to ensure the simultaneous development of financial scale and efficiency.

An Evaluation of the Coupling Coordination of Technological Innovation System in China’s Marine Biopharmaceutical Industry

The marine biopharmaceutical industry(MBI)has been considered as an important part of the blue economy.The high-quality development of this industry depends on the high-level coordinated development of technological innovation system(TIS).In the present study,the coupling mechanism of industrial innovation input subsystem and innovation output subsystem was analyzed for the first time.On this basis,the development level and coupling coordination level of TIS in China’s MBI during 2008-2018 were empirically evaluated with the capacity coupling coordination model.Then,the obstacle factors were diagnosed and recognized with the obstacle model.The results showed that the innovation input index fluctuated at a low level in China’s MBI.The innovation output index has basically maintained a growth trend,whereas the quality of development was not high.Although the coupling coordination level of TIS showed a positive change as mild disordered→primary coordinated→well-coordinated,the development type of innovation system has changed from the lagging output of innovation into the lagging input of innovation.Insufficient input of innovation factors remained the main obstacle to the improvement of coordination level.Based on the above analysis,suggestions were put forward from the perspectives of policy and fund guarantees to improve the coupling coordination level in China’s MBI.

On the Planning of Chinese Marine High-tech Industry Demonstration Zones:From the Perspective of Supply-side Structural Reform

China’s national agricultural high-tech industry demonstration zones focus on supply-side structural reform in their overall plan of development.This paper selected the China’s marine industry as its research subject and analyzes its current situation and major problems.After summarizing the current researches of China’s marine industry parks,from the perspective of supply-side structural reform,this paper specifies the tasks and objectives of the construction of the marine hi-tech industry demonstration zones.The overall planning of the demonstration zones must set distinctive developmen as its orientation,and we should emphasize innovation-driven and green development,devise a functional zoning that embraces marine-land and allround integration,and seek mechanism innovations that could invigorate the inner drive of development.The paper also puts forward the major principles that the planning of marine hi-tech industry demonstration zones should obey in the context of supply-side structural reform.

涉海产业类企业融资效率及影响因素测评研究——基于DEA-Random Effects Models的经验数据

为发展壮大涉海产业类企业并带动海洋产业发展以实现海洋强国战略,有必要对涉海产业类企业融资效率状况进行准确定位并采取相应策略。以企业融资效率理论为基础,运用DEA模型评价涉海产业类企业融资效率及并运用随机效应面板数据模型检验其影响因素。检验结果发现,2008-2013年间涉海产业类企业融资效率整体上处于低效水平,其主要影响因素有宏观经济形势、行业竞争程度、企业规模大小和公司治理机制。企业融资效率与宏观经济形势、行业竞争程度和公司治理机制显著正相关,与企业规模大小显著负相关。这说明涉海产业类企业还有大幅度提高融资效率的空间,政策建议是引导资本市场支持海洋资源开发利用,保持稳定增长的整体经济环境,促进垄断竞争性涉海产业类企业理性投融资,缓解中小型涉海产业类企业融资难困境和深化国有控股涉海产业类企业改革。

Demands and challenges for construction of marine infrastructures in China

The oceans are crucial to human civilization.They provide core support for exploitation and utilization of marine space,resources,and energy.Thus,marine infrastructures are vital to a nation’s economic sustainable development.To this end,this article first describes the main challenges in current ocean utilization,and then reviews the China’s ocean engineering progress.As such,six major sectors are evaluated:1)global climate change and marine environment,2)comprehensive utilization of marine space,3)marine transportation infrastructure interconnection,4)ocean clean energy development and maricultural facilities,5)ecological crisis and marine engineering countermeasures,and 6)marine infrastructure operation safety and maintenance.Finally,perspectives on future directions of ocean utilization and marine infrastructure construction in China are provided.

绿色金融、产业结构升级与海洋经济高质量发展——基于环境规制调节的中介模型

绿色金融是促进“双碳”目标实现和提升海洋经济高质量发展水平的重要抓手。论文基于2009—2019年我国11个沿海省市的面板数据,运用中介模型考察了绿色金融对海洋经济高质量发展的影响及其传导路径。在此基础上构建有调节的中介效应模型,基于产业结构高级化和合理化的中介路径与环境规制的调节效应探究绿色金融对海洋经济高质量发展的路径机制。研究发现:首先,绿色金融显著促进海洋经济高质量发展,产业结构高级化和合理化均存在正向中介效应;其次,环境规制正向调节绿色金融发展对产业结构升级的积极影响,同时强化产业结构升级对海洋经济高质量发展的促进作用,且在绿色金融对海洋经济高质量发展的直接效应中起到显著正向调节作用。

产业链视角下中国海洋渔业高质量发展水平综合评价

产业链建设是产业高质量发展主阵地,提升海洋渔业产业链现代化水平是支撑海洋经济高质量发展的必要条件。为进一步提升海洋渔业区域产业链联动水平,深入推进海洋经济转型升级,本文基于产业链多维内涵,从创新链、价值链、供应链、空间链四个维度出发,构建海洋渔业高质量发展水平评价指标体系;运用逼近理想解排序法(TOPSIS)、对抗解释结构模型(AISM)和障碍度模型,对2006-2020年中国沿海11个省(区、市)海洋渔业高质量发展水平及其影响因素进行分析,并提出相应建议措施。结果表明:(1)时间上,研究期内中国海洋渔业高质量发展水平逐年向好,各维度贴近度数值均呈现不同程度波动上升趋势,其中创新链维度贴近度数值较高且稳定增长,价值链和空间链维度贴近度数值增长较快,供应链维度贴近度数值还有较大提升空间。(2)空间上,中国海洋渔业高质量发展水平区域差异较大,在四大维度中优势和劣势各不相同。(3)优劣层级划分上,研究区海洋渔业高质量发展水平总体层级较为明显,其中山东表现最好,河北和海南较差,除江苏、上海、广西三个活动要素外,其他地区发展稳定,呈刚性结构。(4)影响因素上,创新链水平对海洋渔业高质量发展阻碍最大,价值链水平和供应链水平也有一定影响,研究期内第一障碍因子分别是X1水产技术推广经费、X5水产技术推广机构技术成果数量和X3渔民技术培训期数。产业链视角下研究海洋渔业高质量发展可促进现代渔业体系向信息化、智慧化发展,助推经济、社会高质量发展。

海洋新质生产力的内涵特征、发展路径与政策建议

海洋是高质量发展战略要地,海洋经济的高质量发展需要以培育和发展新质生产力为重要着力点。海洋新质生产力是由海洋资源开发与利用技术的革命性突破、生产要素的创新性配置,以及海洋产业深度转型升级而催生的先进生产力。相对于传统海洋生产力,海洋新质生产力蜕变和能级跃迁的核心要义集中体现在“新”和“质”两个层面,强调“以质促新”“以新带质”。从发展路径上来看,需要突出海洋科技高水平自立自强的创新主导力,以及传统海洋产业转型升级、海洋战略性新兴产业发展壮大、未来海洋产业前瞻性布局的坚实载体作用。培育和发展海洋新质生产力还需要构建完善的海洋科技创新体系、打造高素质海洋人才队伍、完善海洋新型基础设施,以及构筑高水平对外开放和区域分工格局。

海洋科技人才集聚对海洋经济绿色全要素生产率的影响研究

海洋科技人才是促进海洋经济高质量发展的重要资源和核心要素。文章构建了海洋科技人才集聚影响海洋经济绿色全要素生产率的理论机制,选取2006—2019年我国11个沿海省市的数据进行实证检验,并进一步分析海洋产业结构升级的中介作用和环境规制的调节作用。研究发现:海洋科技人才集聚与海洋经济绿色全要素生产率之间存在显著的“倒U”型关系;海洋科技人才集聚对海洋经济绿色全要素生产率的影响存在区域异质性,长江流域以南沿海地区表现出明显的“倒U”型关系,而长江流域以北沿海地区二者关系不显著;海洋产业结构升级在海洋科技人才集聚影响海洋经济绿色全要素生产率中发挥中介作用,且海洋产业结构升级能够显著促进海洋经济绿色全要素生产率提升;环境规制强化了海洋科技人才集聚对海洋经济绿色全要素生产率的“倒U”型影响。基于此,提出合理引导人才集聚、注重人才和产业适配、优化人才发展环境的政策建议。

我国海洋科考船推进系统及推进器发展现状

基于海洋资源调查、科考作业、资源勘探等国家的战略需求,海洋科考船对于实现我国海洋战略十分重要。文章通过搜集、整理、分析近些年我国主要海洋科考船数据,根据现有海洋科考船类别进行分类,并对其推进系统及推进器在海洋科考船上的应用现状和特点进行分析和总结,研究结果可以为我国未来海洋科考船推进方案的选择提供参考。

中国海洋产业结构升级对海洋经济绿色全要素生产率的影响

本文基于SBM超效率模型,测算了2006~2017年中国沿海11省份的海洋经济绿色全要素生产率(MGTFP),从海洋产业结构合理化和海洋产业结构高级化两个维度,运用动态面板数据模型和系统GMM估计方法,检验海洋产业结构升级对MGTFP的影响效应。结果显示:(1)在研究时段内,中国MGTFP年均增速为2.97%,增长的主要原因是海洋绿色技术进步指数的提升;(2)海洋产业结构高级化对促进MGTFP的增长有显著的正向作用,但同时也具有滞后效应,需要一定的时间。因此,需要继续推进海洋第三产业的发展,协调海洋产业结构升级与资源环境的关系,加大海洋环境治理的力度,从而提升MGTFP。

中国海洋研究型人才流动网络及动态变化——基于知网数据分析

人才是区域发展的核心要素,人才的开发和培育是衡量一个区域创新能力的重要维度,对人才的吸引力更是一个区域发展活力的最好体现。为此,文章以知网涉海类核心期刊作者在2000—2020年发表的文献为基础数据,对海洋研究型人才的动态变化进行分析。结果表明:1)20年间,海洋研究型人才流动呈现先增后减的变化态势,网络表现出典型的“金字塔结构”特征,网络被少数枢纽型节点城市控制。2)海洋研究型人才流动的空间分布格局相对稳定,形成以青岛为核心,大连、北京、上海、广州为顶点的菱形结构,海洋研究型人才迁移分为城市内的闭环迁移和异地迁移2种模式,闭环迁移占比逐年增加,市内迁移现象凸显。3)海洋研究型人才流动表现出明显的空间非均衡性,迁入人次的空间分布逐渐均衡化,迁出人次则趋向集中分布。华东、华南地区是海洋研究型人才净流入活跃区,东北、华中地区以及北京等地是海洋研究型人才净迁出活跃区,且这些区域的高强度净流入现象和净流出问题在逐渐缓解。4)海洋研究型人才流动网络具有明显的“核心-边缘”结构,“马太效应”显著,青岛一直处于网络的核心,半边缘城市与核心城市保持较强的人才往来,彼此之间也存在较强的关系流,边缘城市的海洋研究型人才主要流向核心城市、半边缘城市。

海洋巨灾保险支持海洋经济高质量发展路径探索

加强海洋防灾减灾是海洋经济高质量发展的重要层面。海洋巨灾保险作为海洋灾害风险管理的重要金融工具,通过发挥分摊损失、经济补偿、投融资功能,保障海洋经济向高质量发展转型。因此,明确海洋巨灾保险的需求迫切性,探索海洋巨灾保险支持海洋经济高质量发展路径,对于促进海洋生产要素充分利用与有效配置,助力海洋产业创新驱动和结构优化具有重要理论和现实意义。鉴于现有国内外海洋巨灾保险的典型实践,采用主题分析法,对海洋巨灾保险的背景、现状和面临挑战进行剖析,最终从政府、保险机构和涉海主体三个层面,提出促进海洋巨灾保险实施的具体路径,为破解海洋巨灾保险供需失衡困境,保障海洋经济高质量发展提供对策建议。

GaR视角下海洋产业结构升级、科技创新与海洋经济高质量发展

海洋产业结构升级是实现海洋经济高质量发展的关键,其能否促进海洋经济增长是海洋产业结构高质量转型的着力点。文章从在险增长视角,以我国沿海11个省(自治区、直辖市)为样本,通过构建面板分位数回归模型,研究海洋产业结构升级对GOP分布的影响,着重分析海洋经济下行风险和上升潜力的变化趋势。实证结果显示:海洋产业结构升级与短、中、长期海洋经济增长正相关,显著促进海洋经济高质量发展,且不同经济增长水平下,该促进作用具有异质性。而科技创新能够正向调节海洋产业结构升级与海洋经济增长的关系,助力海洋产业结构升级,降低中、短期海洋经济下行风险,并提高中、长期海洋经济上升潜力,发挥出海洋产业升级对海洋GaR的正向促进作用。因此,有关部门应完善海洋科技创新体系,加快推进海洋产业结构升级,对海洋经济高质量发展具有重要的意义。
