新加坡教育信息化新战略述评——以Master Plan 4为蓝本

2015年,新加坡教育部推出第四个教育信息化发展规划——Master Plan 4,它对教育信息化愿景、目标和实施策略的描述既与前三个教育信息化规划一脉相承,同时又有很大的改进。文章梳理了Master Plan 4提出的背景,并从愿景、目标和实施策略等三个方面分析了其具体内容,最后提出了促进我国教育信息化发展的相关建议,以期对我国教育信息化的发展有所启示。

Master Plan of Characteristic Towns from Universal Viewpoint:A Case study of Guzhu Town

Characteristic town has became an important carrier for urban-rural integration. Based on the multiple compounding of the characteristic town planning, it is significant to combine the universal viewpoint with traditional small town planning. This paper by combining with "universal" viewpoint introduced the transformation of traditional small town planning in theory and practice, and combed the planning strategies from the 4 aspects of "all level", "all space", "all element" and "all dimension". Based on the master plan of Guzhu Town in Heyuan, specific strategies were put forward from the 6 dimensions of resource analysis, spatial layout, industrial construction, traffic connection, ecological control and system update, to provide references for the planning of characteristic towns.

Correction of the Production Master Plan According to Preventive Maintenance Constraints and Equipments Degradation State

In this paper, we tried to formulate the interdependences of the systematic maintenance policies and the choice of a production master plan. We started from the intuitive relation between the time of production and the degradation state of the equipment to mathematically formulate the problematic and thus to build the objective space function and feasible solution set of this multiobjective problematic. The solutions set could after be presented to the decision maker to choose one, or more of these solutions, in order to manage and control the maintenance and production policies at the same time.

Strategic Guidance & Rigid Control: Innovation of Urban Master Planning in the New Period by Taking Shanghai 2040 Master Plan as an Example

The reform of urban master planning should make continuous progress to meet the requirements of urban and rural spatial resource control in the urbanization transformation period, considering its role of both strategic guidance and rigid control. As urban development in Shanghai is entering the era of stock-based development, it is important for the Shanghai 2040 Master Plan to upgrade urban strategies to adapt to the transformation environment of urban development, and to adjust the master planning system in line with Shanghai's reality. This article analyzes the development environment and challenges faced by the Shanghai 2040 Master Plan and reflects on the limitations of traditional master planning. To facilitate the spatial development transformation and spatial governance, the article summarizes the innovation ideas of the Shanghai 2040 Master Plan from aspects of functions, outcome framework, control system, organization format, etc.

Re-understanding the Role of City Master Planning in the Spatial Planning System

Holding a dominant position in the spatial planning system at the city level, a city master plan should be able to guide both long-term strategies and short-term planning implementation, while taking into account both resource conservation and urban-rural development and coordinating multi-government power and interests of various stakeholders. In the future, city master planning should keep its advanced nature and must follow the principles of being people-oriented, paying equal attention to both development quality and quantity, promoting diversified development, and containing multiple driving forces for development.

Reflections and Explorations on the Decremented Regulation of Construction Land in the New Beijing City Master Planning

Construction land use has always been a key point for the planning department to practice national transformation strategy. In the new round of compilation of Beijing City Master Plan, the management of construction land use is under the rigid restriction of the bearing capacity of resources and the environment. Setting the upper-limit of the population size, a general strategy of decremented development of urban-rural construction land has been put forward, in order to realize a transition from quantitative expansion planning to qualitative upgrading planning. By "decremented development," "decremented" means a more rigid bottom-line restriction, and "development" means a more scientific allocation of resources. From the master planning level, the new Beijing City Master Plan establishes a comprehensive control framework and restrictive index system from perspectives including land use scale, construction scale, space boundary, urban and rural structure, land use structure, and cross-boundary collaboration; and in practice, it promotes strict management methods by setting up a dismantle-construction land ratio, dismantle-construction building area ratio, employment and residence land ratio, and "two lines and three districts," which is an exploration on the planning management method of construction land use that is stock-based and decremented master planning. Considering that decremented development is a major reform and a special challenge to planning implementation, the Beijing City Master Plan carries out explorations in terms of the planning management method, land policy, jurisdiction division, assessment and supervision, etc.

Reform and Innovation of Urban Master Planning: Taking Dongguan as an Example

This paper analyzes the function of a master plan and the growing emphasis on its public policy attribute, and argues that in terms of the current plan formulation, major disadvantages of current master planning lie in the physical spatial epistemology, the blueprint-oriented work method, and over-technical expression of the planning deliveries. Based on the reform and innovation in formulating the City Master Plan of Dongguan(2016 – 2030), the paper explores experiences of Dongguan on spatial structure, planning management and control approaches, and delivery format.

Experience of Sponge City Master Plan: A Case Study of Nanning City

As a new urban development pattern, the construction of sponge cities has been deeply integrated into the new urbanization and water safety strategy. Nanning City, as one of the first batch of experimental sponge cities in China, has undertaken exploration and practice on sponge city planning, construction, and management. The sponge city master plan of Nanning City establishes an urban ecological spatial pattern in order to protect the security of the sponge base. The sponge city construction strategy has also proposed an overall construction strategy of a sponge city in line with urban development features. Through the systematic analysis and planning, a "23+10+202" pattern of sponge city construction has been formed. "23" represents 23 drainage basins, in which major sponge facilities such as storage facilities, waterfront buffer zones, wetland parks, ecological rainwater corridor and sponge parks are allocated. "10" represents 10 sponge functional zones, which provide important reference for the establishment of sponge city construction index system. "202" represents 202 management units, which decomposes the general objective and provides technical support not only for sponge city construction and management, but also for the implementation of general objectives in the regulatory plan as well.

An Intelligent Master Model of Computer Aided Process Planning for Large Complicated Stampings

Process planning for large complicated stampings is more complicated, illegible and multiform than that for common stampings. In this paper, an intelligent master model of computer aided process planning （CAPP） for large complicated stampings has been developed based on knowledge based engineering （KBE） and feature technology. This innovative model consists of knowledge base （KB）, process control structure （PCS）, process information model （PIM）, multidisciplinary design optimization （MDO）, model link environment （MLE） and simulation engine （SE）, to realize process planning, optimization, simulation and management integrated to complete intelligent CAPP system. In this model, KBE provides knowledge base, open architecture and knowledge reuse ability to deal with the multi-domain and multi-expression of process knowledge, and forms an integrated environment. With PIM, all the knowledge consisting of objects, constraints, cxtmricncc and decision-makings is carried by object-oriented method dynamically for knowledge-reasoning. PCS makes dynamical knowledge modified and updated timely and accordingly. MLE provides scv. cral methods to make CAPP sysmm associated and integrated. SE provides a programmable mechanism to interpret simulation course and result. Meanwhile, collaborative optimization, one method of MDO, is imported to deal with the optimization distributed for multiple purposes. All these make CAPP sysmm integrated and open to other systems, such as dic design and manufacturing system.

总体国家安全观:国土空间总体规划的探索与思考

为探索新的国土空间规划体系的基本理论,建立指导“多规合一”、超越原城市规划、土地利用总体规划的规划理论,推进国土空间规划理论研究和编制实践工作,立足我国国土空间规划体系改革的人地资源关系、行政管理体制和时代宏观背景,分析国家制定五级国土空间规划“三线”统筹划定规则和国土空间总体规划技术逻辑的价值导向,结合特大城市和县区国土空间总体规划编制工作实践,总结提出总体国家安全观是统帅整个国土空间规划技术内容体系的顶层规划理念,并主要通过划定空间管控底线、明确自然资源保护要求、采取空间布局主动避灾、完善城市支撑系统等路径进行落实。同时,提出要全面贯彻落实总体国家安全观,国土空间总体规划还应在优化“双评价”技术方法、完善“三区三线”划定规则、平衡国家整体秩序和地方发展活力等方面进一步研究。
