The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety risks.Monitoring the unclear contamina...The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety risks.Monitoring the unclear contaminated water is a starting point to combat these risks and seek remedies for the rights and interests of all concerned parties.The establishment of a mechanism for international cooperation in this respect is necessary to handle the risks of the Fukushima nuclear-contaminated water and to lay the foundation of a framework for tackling any future disposal of nuclear-contaminated water following Japan’s example.At present,the international legal systems in the spheres of nuclear safety and security,marine environmental protection,and other areas,as well as the questioning of the monitoring reports of the International Atomic Energy Agency(IAEA)by the relevant parties,the monitoring practices of historical nuclear accidents,and numerous radioactivity monitoring mechanisms have provided the institutional and practical basis for constructing such a mechanism.The mechanism can be promoted by the IAEA through its existing mechanisms or be jointly initiated by China,the Russian Federation,the Republic of Korea,the Democratic People’s Republic of Korea,and the Pacific Island countries,among other stakeholders.Specifically,this mechanism should consist of three levels:first,the framework of the basic legal system,including the cooperative principles of national sovereignty,interest-relatedness,and procedural fairness,and the signing of the Framework Convention on the Monitoring of Fukushima’s nuclear-contaminated water and its Optional Protocol;second,the organizational structure and its responsibilities,which may include the Conference of Parties as the decision-making body,the Secretariat as the central coordinating body,and the monitoring committees in various fields as specific implementing agencies;and third,specific administrative arrangements,which involve the standardization of monitoring,the management system of monitoring networks and stations,the rules for monitoring procedures,and the rules for the utilization of the monitoring data,etc.With the urgent need for the scientific and fair monitoring of Fukushima’s nuclear-contaminated water,China,as a stakeholder country,can promote the establishment of such a mechanism for monitoring nuclear-contaminated water through the following paths:①It is necessary to clarify the factors affecting the construction of an international cooperation mechanism for monitoring nuclear-contaminated water so as to ascertain the standpoints of the stakeholders,claims of their interests,contents of their cooperation,and the relevant international relations.②On the basis of existing practices,China should consider improving the monitoring mechanism to cope with the risks of the discharge of Fukushima’s nuclear-contaminated water by formulating targeted policies and systems,setting up specialized monitoring institutions,and establishing a systematic monitoring network system.③This is an effective way for China to actively promote the participation of stakeholders in the construction of an international cooperation mechanism for monitoring nuclear-contaminated water in Fukushima by further innovating the dissemination mechanism to address the risk of Fukushima’s nuclear-contaminated water discharging into the sea and facilitating the identification of issues for international cooperation in monitoring Fukushima’s nuclear-contaminated water based on the concept of a community with a shared future for mankind.展开更多

However, the energy cooperation of Chinese enterprises are also facing some challenges in the complex environment of energy cooperation, the interference of big powers, non-traditional security threats, and energy policy factors. Currently, the algorithms proposed for this purpose do not fit well the autonomic, dynamic, distributive and heterogeneous features of the grid environment. According to MAS (multi-agent system) cooperation mechanism and market bidding game rules, a model of allocating allocation of grid resources based on market economy is introduced to reveal the relationship between supply and demand. This model can make good use of the studying and negotiating ability of consumers' agent and takes full consideration of the consumer's behavior, thus rendering the application and allocation of resource of the consumers rational and valid. In the meantime, the utility function of consumer is given; the existence and the uniqueness of Nash equilibrium point in the resource allocation game and the Nash equilibrium solution are discussed. A dynamic game algorithm of allocating grid resources is designed. Experimental results demonstrate that this algorithm diminishes effectively the unnecessary latency, improves significantly the smoothness of response time, the ratio of throughput and resource utility, thus rendering the supply and demand of the whole grid resource reasonable and the overall grid load balanceable.展开更多

Their cooperation has been driven not only by economic and political factors, but also the failure of the existing global economic governance framework to satisfy the real needs of these countries. In this paper, we analyze how the BRICS moved from a financial category into a political group, and are progressively developing from a dialogue-based platform into a full-fledged mechanism of long-term coordination on a wide range of key issues relating to the world economy and politics. We also analyze how the BRICS have coordinated their positions in the G20, pushing for deep reform in global governance. Then, given the major hindrances to cooperation among the BRICS, including the challenge of economic transition, weak geopolitical links, complicated internal and external relations and inadequate governance capabilities, the present paper speculates on how the BRICS can use the opportunity arising from China taking the G20 presidency in 2016 to improve the cohesiveness and influence of the BRICS in terms of their agenda, organization and deliverables.展开更多

This paper studies the cooperative mechanism for a three-echelon supply chain with remanufacturing outsourcing comparing a supplier,a manufacturer,and a third-party remanufacturer,wherein we take the relative fairness...This paper studies the cooperative mechanism for a three-echelon supply chain with remanufacturing outsourcing comparing a supplier,a manufacturer,and a third-party remanufacturer,wherein we take the relative fairness concerns into consideration.The Stackelberg game theory is introduced to analyze the best values for the supply chain and each member.Nash bargaining solution is used as the relative fairness-concerned reference to discuss the corresponding optimal solutions of these models.By determining and comparing the equilibrium solutions across the five models,we discover that given the Nash bargaining fairness-concerned behavior,the system profits in the completely decentralized and three cooperative scenarios are lower than they are for products in the completely centralized decision model.The results show that in the centralized channel,the optimal profit and market demand in the three-echelon supply chain are maximized.Furthermore,it turns out that a cooperative mechanism can bring great benefits to its performance.展开更多

文摘The strategy of 21st Century Maritime Silk Road provides favorable policy environment for deepening the economic cooperation between Guangdong and ASEAN,actively promoting the transformation and upgrading of the marine economic structure,and establishing win-win marine economic cooperative development platform. For deepening the marine cooperation with ASEAN,Guangdong has significant advantages in geographical location,humanistic foundation,marine resources and economic strength. Based on interest demands of Guangdong and ASEAN,Guangdong should build the marine economic cooperation mode and mechanism from the overall mechanism and sub-mechanism,establish a three-dimensional marine economic cooperation path with characteristics of Guangdong and ASEAN from top design,to specific cooperation level,then to implementation of supporting facilities,and expand fields of the marine economic cooperation between Guangdong and ASEAN,to promote strategic construction of 21st Century Maritime Silk Road.
文摘China's international energy cooperation and energy security are important parts of The Belt and Road initiatives. China and the countries along the Belt and Road continue to promote cooperation, actively use the existing bilateral and multilateral cooperation mechanisms to promote the regional and inter-regional energy cooperation. Countries along the Belt and Road are rich in oil and gas resources; their demand on the diversification of export meet with the diversification demand on imports of consumption countries; and their oil refining and chemical technology as well as construction capacity is weak, which provides a lot of new opportunities in cooperation for Chinese enterprises. However, the energy cooperation of Chinese enterprises are also facing some challenges in the complex environment of energy cooperation, the interference of big powers, non-traditional security threats, and energy policy factors. Finally, the paper puts forward the strategic thinking of China's international energy cooperation under the new situation.

文摘In this paper,we analyzed the One Foundations relief and reconstruction activities after the Yaan earthquake.The analysis shows that the participation of NGOs in disaster relief activities has undergone different stages.In the Jiujiang earthquake,NGOs participation was in the rudimentary stage.In the Wenchuan earthquake,they became one of the active participants.In the Yaan earthquake,they played an active role through a cooperation mechanism.That means NGOs have had the capability of resource mobilization and cooperation with them will improve disaster management capacities,especially in the national significant seismic monitoring and protection regions.
文摘The paper summarizes domestic and overseas research results on synergetic innovation. Then it discusses the mechanism of synergetic innovation on industrial clusters according to these theoretical results. Firstly, we analyze the behavior of synergetic innovation on industrial clusters from a microeconomic point of view. Secondly, we explain component elements of synergetic innovative system. Lastly, we discuss the formative process of synergetic innovation in detail. Thus we can provide synergetic innovation of cluster companies with theoretical guidelines.

文摘Allocation of grid resources aims at improving resource utility and grid application performance. Currently, the algorithms proposed for this purpose do not fit well the autonomic, dynamic, distributive and heterogeneous features of the grid environment. According to MAS (multi-agent system) cooperation mechanism and market bidding game rules, a model of allocating allocation of grid resources based on market economy is introduced to reveal the relationship between supply and demand. This model can make good use of the studying and negotiating ability of consumers' agent and takes full consideration of the consumer's behavior, thus rendering the application and allocation of resource of the consumers rational and valid. In the meantime, the utility function of consumer is given; the existence and the uniqueness of Nash equilibrium point in the resource allocation game and the Nash equilibrium solution are discussed. A dynamic game algorithm of allocating grid resources is designed. Experimental results demonstrate that this algorithm diminishes effectively the unnecessary latency, improves significantly the smoothness of response time, the ratio of throughput and resource utility, thus rendering the supply and demand of the whole grid resource reasonable and the overall grid load balanceable.
文摘Brazil, Russia, lndia, China and South Africa (BRICS) have come together economically as a group since 2009. Their cooperation has been driven not only by economic and political factors, but also the failure of the existing global economic governance framework to satisfy the real needs of these countries. In this paper, we analyze how the BRICS moved from a financial category into a political group, and are progressively developing from a dialogue-based platform into a full-fledged mechanism of long-term coordination on a wide range of key issues relating to the world economy and politics. We also analyze how the BRICS have coordinated their positions in the G20, pushing for deep reform in global governance. Then, given the major hindrances to cooperation among the BRICS, including the challenge of economic transition, weak geopolitical links, complicated internal and external relations and inadequate governance capabilities, the present paper speculates on how the BRICS can use the opportunity arising from China taking the G20 presidency in 2016 to improve the cohesiveness and influence of the BRICS in terms of their agenda, organization and deliverables.

文摘Knowledge acquisition Is the bottleneck of expert system. To solve this problem, KD (D&K), which is a comprehensive knowledge discovery process model coopersting both database and knowledge base, and related technology are proposed. Then based on KD (D&K) and related technology, the new construction of Expert System based on Knowledge Discovery (ESKD) Is proposed. As the key knowledge acqulsltlon component of ESKD, KD (D&K) Is composed of KDD* and KDK*. KDD*- the new process model based on double bases cooperating mechanism; KDK*- the new process model based on double-basis fusion mechanism are Introduced, respectively. The overall framework of ESKD Is proposed. Some sub-systems and dynamic knowledge base system are discussed. Flnelly, the effectiveness and advantages of ESKD are tested In a real-world agriculture database. We hope that ESKD may be useful for the new generation of expert systems.

文摘This paper studies the cooperative mechanism for a three-echelon supply chain with remanufacturing outsourcing comparing a supplier,a manufacturer,and a third-party remanufacturer,wherein we take the relative fairness concerns into consideration.The Stackelberg game theory is introduced to analyze the best values for the supply chain and each member.Nash bargaining solution is used as the relative fairness-concerned reference to discuss the corresponding optimal solutions of these models.By determining and comparing the equilibrium solutions across the five models,we discover that given the Nash bargaining fairness-concerned behavior,the system profits in the completely decentralized and three cooperative scenarios are lower than they are for products in the completely centralized decision model.The results show that in the centralized channel,the optimal profit and market demand in the three-echelon supply chain are maximized.Furthermore,it turns out that a cooperative mechanism can bring great benefits to its performance.
文摘The“China-Arab States Cooperation Forum”is an important cooperation mechanism between the Arab world and China.Though the forum has made remarkable achievements since its establishment,enormous challenges are still ahead.The largest challenge is that both sides have common aspirations for further achievements and integration,and for a closer relationship between China and the Arab World.The real strategic vision is not limited to trade and investment,but also includes security,national defense building,technology transfer and some other fields.To overcome these challenges,three problems must be taken care of.First,the two sides need to deepen their mutual understandings;second,both Chinese and Arabs must get rid of the deep cautiousness towards each other;and third,both parties need to develop a comprehensive outlook from an aspect of civilization.
