基于CD-BSMOTE的D-S证据融合变压器故障诊断

针对变压器油中溶解气体数据集不均衡特性对故障诊断结果的影响,提出一种基于清除临界点改进的边界合成少数类过采样算法均衡数据集和Pearson冲突距离改进D-S证据融合的变压器故障诊断模型。首先,对少数类样本进行均衡化处理,根据K-means聚类结果清除处于临界位置的样本;其次,搭建梯度提升树、随机森林、BP神经网络的故障诊断模型,实现变压器故障初步诊断;接着引入Pearson冲突距离改进D-S证据融合模型,实现诊断结果的融合决策;最后,经实际算例分析,诊断精确率达到92.65%。结果表明,所建模型能有效解决数据不平衡对诊断结果的影响,提高故障诊断精度。

DNA barcoding discriminates Pampus minor(Liu et al.,1998) from Pampus species

Although Pampus minor has been classified as a new species, it still remains controversial. Was used a DNA barcoding technique based on homologous sequence analysis of the16S and CO1 genes to clarify the confusion over the identification of this species. Among 12 individuals whose genetic distance was 0.002, two haplotypes were found. According to the 16S sequences, the genetic distances ranged from 0.121 to 0.133 between P. minor and other Pampus species. Although the same the genetic distance between the two P minor haplotypes was generated using CO1 sequences, the haplotype of Pm22-23, Pm28, and Pm32-33 was the same as that of Pci EF607462 and EF607466, while the haplotype of Pm24-27 and Pm29-31 was the same as that of Pci EF607461 and EF607463-65. In addition, the genetic distance ranged only from 0.002 to 0.005 between P minor and Pa EF607460 and EF607458. Apart from this, the interspecies genetic distances varied from 0.135 to 0.143 between P minor and other t＇ampus species according to the C01 sequences. Phylogenetic trees, using combined 16S and CO1 data, strongly support the viewpoint that all the P. minor individuals form one clade that is in a sister position to Pampus sp. individuals （EU357803, FJ434342-FJ434343, and FJ652423-FJ652427）.

Genetic Analysis of Major and Minor Gene(s) Resistant to Stripe Rust in Important Resource Wheat Line Jinghe891-1

Inheritance of line Jinghe891-l resistant to pathotype of Puccinia striiformis in two patterns of temperature (Normal: day 18℃ /night 10℃ , High: day 24℃ /night 15℃ )was studied in this paper. The results showed that there were at least two pairs of dominant major genes and one pair of recessive minor genes in Jinghe 891-1. The two pairs of major genes that conferred resistance to CY31 were allelic or linked closely with resistance gene in Jubilejna Ⅱ , Kangyin655 and T. spelta Album. They were novel resistance genes and were inherited in a repeated or independent mode. The minor genes, which could modify the major genes, were sensitive to temperature and conferred resistance to all pathotypes of Puccinia striiformis in China. It is recommended that this line can be used as an important resource stock.

Israel＇s Changing Attitude Toward the Arab National Minority： Between Ben Gurion and Eshkol Military Rule as a Test Case

In August 1963, Israel＇s Prime Minister Levi Eshkol initiated the procedure for terminating the martial law in effect since the end of the War of Independence （1948） with regard to Israeli Arabs. Martial law discriminated against Israel＇s Arab minority, as opposed to the majority of Israel＇s society, as part of different issues bound up with this population＇s daily functioning. The aim of the paper is to present the reasons why Eshkol＇s doing away with the martial law stemmed was its ineffectiveness, while the other, and this makes up the core of our concern here, was his changing attitude toward the Arab minority in Israel, by contrast with that of his predecessor, David Ben Gurion The main conclusion of the paper is that even though Eshkol＇s ideas about the Arab minority were not very different from Ben Gurion＇s ideas one insisted on maintaining the military government in Israel, while the other saw this as unnecessary, and so brought it to an end. In August 1963, a few months after assuming office, Israel＇s Prime Minister Levi Eshkol initiated the first steps leading to the annulment of military rulet which had applied to Arabs in the State of Israel ever since the end of the War of Independence （1948）. This process was concluded some three years later. Military rule was lifted in effect on December 1, 1966. In the presentation, the author would like to look into the considerations which prompted Eshkol to take such a step, in light of the fact that his predecessor, Ben Gurion, was a staunch opponent of annulling the military regime, convinced as he was, even after the conclusion of his term in office, that the current state of affairs should remain in effect.

Protection of the Human Rights of Those Under Guardianship in the General Provisions of the Civil Law

Based on the guardianship system in the General Principles of the Civil Law, the General Provisions of the Civil Law establish the three concepts of respecting the true will of the ward, benefiting the ward to the greatest extent, and moderate intervention of public power in guardianship. The three concepts are embodied in the specific provisions of the guardianship system, highlighting respect for and protection of human rights under the spirit of the Constitution as well as the human rights concept of protecting the interests of this vulnerable group, improving the scope of protecting the human rights of minors, the disabled and the elderly in the Chinese guardianship system. The General Provisions of the Civil Law expand the functions and types of the guardianship system, enrich and perfect the guardianship system for minors, and clearly stipulate the conditions and means for disqualifying guardians, and arranging temporary custody and state custody. They expand the scope of guardianship for minors, respond to the reality of increasing guardianship needs and the aging of Chinese society, dovetail with the international community’s concept of respecting and safeguarding the rights of the elderly and adults with disabilities, and reflect the law moving with the times. The Specific Provisions on Marriage and Family under the General Provisions of the Civil Law now being compiled should refine and enrich the guardianship system under the framework of the guardianship system in the General Provisions, so that they become the rules of conduct that is practically feasible and enforceable in judgments.

Building a Comprehensive Well-off Society in Yunnan＇s Minority Areas A Study of the Prediction on the Differences in Life Quality Indexes

Based on the gray theory and GM （1, 1） model, the life quality indexes in next few years are predicted using the statistical data of the life quality indexes of Yunnan＇ s 8 minority areas in recent years and also compared with the standard value （2020） of building the national well-off society, and the differences between them are measured and calculated. Based on the gray theory and GM （1, 1） model, the various indexes in 2013-2020 are predicted using the data of all indexes of the economic development of Yunnan＇ s 8 minority areas in 2013-2020 and also compared with the standard values of all indexes of building a well-off society in 2020, and the differences between them are analyzed. The purpose of this study is to provide a reference basis for Yunnan province＇ s government to analyze the economic development of the minority areas.

Alzheimer’s Disease among American Minority Populations: An Eco­logical Exploratory Study

A significant public health concern with regards to increasing rates of Alzheimer’s is that it disproportionately affects minority groups in the United States.The present ecological exploratory study uses secondary aggregate data from the fifty United States in the year of 2019.The pur­pose of this study was to address the disparities in Alzheimer’s in minori­ty populations in the US and explore associated factors.The“minority”populations considered were African American and Hispanic populations,and the“majority”population was referred to as“white”.The data were extracted from the United States Census Bureau,the CDC National Cen­ter for Health Statistics,and the Behavioral Risk Factor Surveillance Sys­tem(BRFSS)Dataset.The prevalence rates of Alzheimer’s disease are greatest in both older Hispanic(12.2%)and African Americans(13.8%),compared to older whites(10.3%)in the investigated time period.Our results showed that being over 65 years old(p=.009),with a below-av­erage($62,843)median household income(p=.024),history of stroke(p=.029),and being a part of the Hispanic population(p=.036),were significantly associated with Alzheimer’s mortality rates in the United States.By identifying disparities in access to Alzheimer’s healthcare and at-risk communities,more comprehensive intervention strategies can be developed to promote change and advocate for more Alzheimer’s educa­tion and resource allocation for minority populations.

China's Ethnic Minorities and Their Own Languages

China has 56 ethnic groups, who speak a total of 120 languages. Chinese, China＇s official language, is spoken by the Han, Hui and Manethnic groups, and all the other ethnic groups have their own languages. About 15 million people speak the Zhuang lan- guage, outnumbering speakers of any other ethnic minority language. Quite a few ethnic minority groups have two or even more spoken languages. Though belonging to the same ethnic group, the ethnic Yaos who live in different places speak four different languages -the Mian, Bunu, Lajia and Yangbu. The ethnic Jingpos also have four different spoken languages the Jingpo, Zaiwa, Langsu and Leqi.

On China's Protection of Delinquent Minors'Rights

At the end of June 2011, China had 29 reformatories for delinquent minors, where 17,149 convicts aged 18 oryounger were serving their terms. These facilities have persistently followed the policy of ＂combining punishment with redemption, with redemption taken as the main objective＂ as well as a policy that calls for the integration of ＂educa- tion, persuasion and redemption＂ Good results have been achieved thanks to implementation of these policies, es- pecially since the People＇s Republic of China Law on the Protection of Minors was promulgated in September 1991.

Mating Calls of Six Forms of Pelobatid in Wawu Mountain National Forest Park,Sichuan,China (Anura:Pelobatidae)

The mating calls of six forms belonging to four genera Megophrys,Oreloalax,Scutiger and Leptolalax were recorded in Wawu Mountain National Forest Park,Sichuan Province of China,using cassette tape recorder (Aiwa) and Sony tape with an external microphone.All recordings were analyzed with an IBM PC based 'SIGNAL' software analysis system (Engineering Design,USA).The range of analyzed frequency was set as 0-10 kHz.Acoustic analysis shows that the dominant frequency of L.oshanensis,M.minor,M.sp.,S.(S.)chintingensis,O.omeimontis,and O.schmidti is 4521.9,3456.4,2293.8,1076.5,1071.0 and 1849.4 Hz on average respectively;the note duration is 46.2,90.8,99.6,72.2,78.8 and 110.3 millisecond on average respectively;the note interval is 140.4,253.0,681.4,1517.7,461.3 and 619.5 millisecond on average respectively.One-Way ANOVA analysis indicates that there are significant differences among the analyzed six forms on the dominant frequency,the note duration,and the note interval (P<0.01).Multiple comparisons using Least-Significant Difference (LSD) show that the difference of the dominant frequency between S.(S.) chintingensis and O.omeimontis is not significant (P=0.917>0.05);on the note duration,only L.oshanensis is significantly different from M.minor,M.sp.,O.omeimontis and O.schmidti (P<0.01);on the note interval,L.oshanensis is not significantly different from M.minor,the same with M.sp.versus O.schmidti and O.omeimontis versus O.schmidti (P>0.05).Correlation analysis indicates that there are no significant correlation among the three acoustic characters of dominant frequency,note duration and note interval,and two environmental factors of the elevation and air temperature (P>0.05) except that the note interval is significantly linear correlated with the elevation (r=0.943,P=0.005<0.01).In the light of above,it is suggested that acoustic characteristics of calls are useful in distinguishing forms;the change of the note interval with the elevation may be a kind of strategy of reproduction.

小麦抗源Holdfast和Flinor抗条锈病主效、微效基因的遗传分析

【目的】Holdfast、Flinor是国际上已经报道在生产上具有持久抗条锈性表现的小麦品种,在成株期对中国条中29、30、31号小种表现出免疫或近免疫的抗性水平。【方法】本文采用常规杂交分析和潜育期变温处理方法,分别在常温(昼18℃/夜10℃)和高温(昼24℃/夜15℃)两种温域下,对其主效和微效抗条锈病基因进行遗传分析。【结果】品种Flinor中至少含有1显1隐2对主效和2对温敏微效抗条锈基因,Holdfast中至少含有2对显性主效和2对温敏微效抗条锈基因。主效基因均互补控制其抗条锈性,微效基因呈隐性,具累加效应,受高温诱导表达,控制中度抗性水平。【结论】Flinor和Holdfast均含有全生育期主效抗条锈病基因和对高温敏感的微效抗条锈基因,建议在抗病育种中加以有效利用,并提供了温敏微效抗条锈基因的快捷检测方法。

甘蓝型油菜(Brassica napus L.)千粒重性状遗传体系分析

通过遗传差异较大的 2个甘蓝型油菜 (BrassicanapusL )纯系亲本组合 (HSTC14×宁油 7号 )衍生后代的世代家系群体分析 ,应用主基因 +多基因家系世代联合分离分析方法研究油菜千粒重的遗传体系。结果表明 ,甘蓝型油菜HSTC14×宁油 7号组合千粒重遗传体系系由一对主基因 +多基因构成 ,主基因中只有加性效应 (d =0 10 6 2 ) ,不存在显性效应 ;多基因存在加性 ([d]=0 2 2 2 8)和显性效应 ,但显性效应为负值 ([h]=- 0 2 80 0 )。表明该组合千粒重主要由主基因加性效应和多基因效应决定 ,但无杂种优势。F2∶3家系群体主基因遗传力为 83 39% ,多基因遗传力为 11 71%。HSTC14×宁油 7号组合千粒重的改良可能受主基因无显性效应 ,多基因显性效应为负值的制约。

早期血浆S-100B蛋白测定在醉酒后轻型颅脑损伤诊断中的应用

目的探讨早期血浆S-100B蛋白测定在醉酒后轻型颅脑损伤诊断中的应用价值。方法醉酒后轻型颅脑损伤患者50例,入院后即抽取血浆标本送检,检测血浆S-100B蛋白含量及乙醇含量,检测结果与患者CT检查结果比较。结果CT阳性组血浆S-100B蛋白含量〔(0.55±0.13)μg/L〕明显高于CT阴性组〔(0.21±0.07)μg/L〕,P<0.01。结论血浆S-100B蛋白在醉酒后轻型颅脑损伤的诊断中具有可靠的应用价值。

负有照护职责人员性侵罪的保护法益及其认定

《刑法修正案(十一)》增设负有照护职责人员性侵罪,以回应社会中滥用照护职责形成的信赖关系来攫取性利益的行为。学界关于该罪保护法益的争鸣观点主要有性自主权说、身心健康说和折中说,性自主权并不能完全涵盖负有照护职责人员性侵罪的保护法益,身心健康说和折中说亦有各自的不足。负有照护职责人员性侵罪的立法源自于应对惩治性侵未成年人行为的实践需要和保护未成年人合法权益的迫切需求,该罪保护的法益是多重的、复杂的,包括性自主权和未成年人身心健康权。

我国未成年人国家监护制度的反思与完善

未成年人国家监护制度是保障未成年人权益、促进其健康成长的重要制度。然而,我国该制度在法理基础、干预机制、专业化程度和社会参与等方面仍存在不足。有必要借鉴美国、英国、法国和日本等国家的监护制度经验,结合我国实际,明确国家介入监护的条件和程序、设立专门的机构负责国家监护事务、建立健全的监护监督机制以及加强社会参与,完善我国未成年人国家监护制度,为未成年人的健康成长提供更加有力的保障。
