Study on Balanced Development of Industrialization,Urbanization and Agricultural Modernization in Henan Province

This article expounds the connotation of balanced development of " industrialization,urbanization and agricultural modernization",and points out the problems thwarting balanced development of " industrialization,urbanization and agricultural modernization" in Henan Province as follows:the level of industrialization is not high;the general level of urbanization is low;the agricultural foundation is weak and there are many institutional barriers.The goal of balanced development of " industrialization,urbanization and agricultural modernization" in Henan Province is to take a road of industrialization and urbanization,not at the expense of agriculture and food.Based on this,the measures are put forward for balanced development of " industrialization,urbanization and agricultural modernization " in Henan Province as follows:keep to the new road of industrialization with characteristics of Henan Province,promote the development of industry and accelerate the transformation of pattern;keep to the road of new urbanization with characteristics of Henan Province,and promote the rapid change in urban development pattern;adhere to the road of agricultural modernization with characteristics of Henan Province,and promote the rapid change in pattern of agricultural development.

Thoughts on Present Situation of Development of Rural Animal Husbandry and Its Relationship with Construction of Ecological Agriculture and Revitalization of Rural Industry

After several rounds of phased ups and downs of development,rural animal husbandry finally presents a shrinking and depressed development situation under the comprehensive action of the failure of transformation and upgrading and the increasing production costs and breeding risks.Actively exploring and guiding the healthy and sound development of rural animal husbandry is not only an important measure to promote the construction of ecological agriculture,but also the main starting point to realize the revitalization of rural industry.This paper analyzes the present situation of the development of rural animal husbandry in recent years,the influence of animal husbandry on the construction of ecological agriculture and the revitalization of rural industry,and puts forward the corresponding measures,in order to promote the steady and efficient development of animal husbandry in the grand strategy of revitalizing rural industry.

Strategies for Prioritizing Ecological Construction with Consideration of Agricultural Industry Development in Northern China’s Agro- pastoral Ecotone : A Perspective of Opportunity Cost

In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable ecological improvement.Taking the development concept of"lucid waters and lush mountains being mountains of gold and silver"as the guiding principle of prioritizing ecological and green development,this paper studied the strategies for prioritizing ecological construction with consideration of economic development of agricultural industry from the perspective of opportunity cost.Through the analysis of opportunity cost,externality,and Pareto optimal theory,and using the calculation method of the unit equivalent factor value of terrestrial ecological service function,this paper calculated the ecological service value of forest,grassland,and farmland.It found that the ecological value of forest and grassland per unit area was greater than the ecological value of agricultural industry.This indicates that the opportunity cost of farmland for ecological construction was less than that of agricultural industry.Based on the theoretical and quantitative analysis,it came up with recommendations for establishing a comprehensive system for prioritizing ecological construction with consideration of agricultural industry development and establishing and improving the incentive mechanism of ecological construction.

Industrial Policy Analysis of Restricted Development Zones in Western China——A Study of State-level Main Producing Areas of Agricultural Products and Key Ecological Functional Areas

As one of the important policies of promoting the formation of main functional areas, the industrial policy directly determines the sustainable growth of space control ability of main functional areas. A restricted development zone is a type of main functional area which provides agricultural products and ecological products, assures the supply of national agricultural products and the stability of ecosystems, as well as safeguards the ecological functions and agricultural functions of wider regions by restricting its own development. Therefore scientific, complete and operable industrial policy support is needed. Restricted development zones are distributed widely in western China. With the restriction of their main functions, differential industrial policies should be implemented in the development of the restricted development zones: Dealing well with the relationship between industrial development and ecological protection, developing special industries which are friendly to resources and environment and appropriate for local conditions, guiding and encouraging industries to learn from regions with favorable development conditions, orderly withdrawing industries and enterprises adverse to main functions, facilitating industrial structure upgrading, optimizing industrial organization, improving industrial technological level and rationalizing industrial layout.

小农自主生产能力与现代农业有机衔接问题研究——基于广西三个村的纵时段—多案例考察

自2013年以来,全国各地借助“新农业革命”推动小农融入现代农业。以此为背景,依据吉登斯对行动者自主行动能力的相关阐释,对广西灌阳县三个原贫困村的产业扶贫模式进行纵时段—多案例考察,发现了小农自主生产能力与现代产业模式之间的内在互构机理。具体来说,相较于订单型产业和雇佣型产业,统分结合型产业为小农构建了一种“准日常型生产情境”。在此情境中,小农形成了完整的意识结构并稳定停留在实践意识之中,小农的自主生产能力被充分激活,与农业现代化之间形成了长效的交互推进关系,并形成能力提升与产业发展之间交互推进的可持续发展格局。基于此,在乡村振兴过程中,国家应当统筹兼顾农业资本带动、小农生产和村社集体建设三者的作用,使小农在传统与现代的互嵌共生中渐进式融入现代农业。

构建新发展格局促进乡村振兴新阶段高质量发展

乡村振兴是我国全面建设社会主义现代化国家的重大历史任务,是推进中国式现代化的基础保障。当前,乡村振兴战略推进迈入新阶段,推进工作面临新的挑战和问题。文章在分析新阶段农村居民、农业和农村面临的增收增效、产业转型、人口结构变化等问题的基础上,提出构建乡村振兴新发展格局、促进高质量发展的举措与保障措施。研究认为,构建乡村振兴新发展格局关键在于建设现代化农业产业体系,提高农村居民的产业组织度,形成以国内循环为主、国际循环为辅的供给流通体系。保障乡村振兴高质量发展,必须坚持党建引领,强化县域统筹规划、智能精准服务、治理人才引育、全国统一大市场建设和区域协调发展。

农业现代化赋能乡村振兴的实践路径

乡村振兴与农业现代化耦合是实现我国农业强国目标的重要路径,也是解决“三农”问题的关键举措。文章以农业现代化为出发点和落脚点,系统分析农业现代化在产业振兴、人才振兴和生态振兴三方面对乡村振兴的意义,继而深入剖析农业现代化在农业基础设施建设、农业人才供给和农业生态保护机制的现实困境,最后提出在农业现代化赋能乡村振兴的过程中必须完善农业基础设施,打造农业人才队伍和完善农业生态保护机制的实践路径。

乡村产业数字化、生态化质量转型:基本内涵、问题分析及保障路径

当前我国进入实现第二个百年奋斗目标的新征程,“三农”工作重心历史性转向全面推进乡村振兴。随着数据要素在农业生产领域逐步渗透以及农业高质高效实际发展需要,对乡村产业质量提出了更高的要求,在全面推进乡村振兴、加快农业农村现代化建设战略背景下,乡村产业质量转型迫在眉睫。然而,打破内部要素原有秩序,推动乡村产业传统生产方式、经营方式、经营范围等朝着数字化和生态化实现乡村产业质量转型进程中,面临人才、技术、基础设施等多方位支撑保障不足等问题。因此,基于当前乡村质量转型发展困境,提出通过挖掘农业农村现代化人才资本、以政府主导完善基础设施建设、以科技创新推动乡村产业融合等举措,持续推动乡村产业转型。

石漠化治理过程中农民参与意识与响应——以广西壮族自治区河池地区为例

基层农民在石漠化治理中有着不容忽视的作用,但对其态度及参与意愿的了解相对较少。基于参与性调查方法,按不同石漠化程度,对广西河池地区环江县、都安县、大化县33个屯154户居民石漠化治理过程中参与意识与响应进行了调查。结果表明,了解石漠化的农民所占比例较小,且随石漠化程度的增加反而减少。影响农民石漠化治理参与意识的主要因素是农民的文化程度和年龄,但生态示范区内农民参与意识要远好于非示范区。生态农业模式能被多数农民所接受,但因存在成本、农产品销路、技术等问题而实施难度大。政府支持的经济发展模式往往具有经济生态双重效益,但实施过程复杂;农民自发形成的发展模式通常具有收益高及操作简单等特点,但规模往往较小,且受市场影响较大。因此,石漠化治理过程中,一方面需要加强对重度石漠化地区农民的宣传教育,同时充分发挥生态示范区的作用,增加示范区的辐射范围;另一方面,在支持已有发展模式的同时,应重点支持种桑养蚕、手工品加工等农民自发形成的发展模式,并开拓农产品市场。总之,在石漠化治理过程中,政府加大支持力度,科研单位提供技术指导,农民群众积极配合,形成政府-科研单位-基层农民共同参与的石漠化治理模式。

持续农业模式及其对我国农业产业现代化的影响

在简要阐述“现代农业”与“农业现代化”基本内涵的基础上引入农业发展模式的概念,讨论了常规农业与持续农业的区别与历史渊源,强调了持续型农业发展模式对世界农业现代化发展的影响;同时结合我国的基本国情,探讨了如何借鉴国外农业现代化经验,尽快建立我国农业产业现代化发展的途径。

乡村振兴战略背景下四川农旅融合发展模式及对策研究

农业和旅游融合发展能有效增强农业的供给活力,助推美丽乡村建设,促进农民就业增收,实现城乡要素流动,满足城乡居民休闲需求,是乡村振兴战略的重要抓手。文章对农旅融合发展模式进行总结分析,指出当前四川农旅融合发展仍然存在耦合度不高、顶层设计缺失、行业管理无序、经营主体发展乏力和利益联结机制不完善等问题,提出要通过加强规划引领、探索制度创新、构建增收机制、加强产业引导和建立现代旅游农业创新试验区等对策来推动区域农旅产业融合发展。

吉林省农产品加工产业集群布局和发展模式研究

综合分析吉林省农产品加工产业集群在9个地市州数量分布及产值分布情况,发现农产品加工产业集群在吉林省空间分布上存在不均衡现象:环长春区域的产业集群数量多且产值高,发展相对较好。比较分析吉林省农产品加工产业集群发展模式,发现目前吉林省农产品加工产业集群发展模式有多种类型,各类型各有其优势和劣势,提出集群组织形式上创新发展模式,即依据实际情况加强既代表公司企业利益的行业协会也代表农户利益的合作社在公司与农户之间的协调和组织作用,以求最大程度地规避市场带来的不确定因素,保证农户和公司双方的共同利益。

“六位一体”高效生态农业产业发展模式与实施途径研究

"六位一体"生态农业产业发展模式是在生态农业产业发展模式基础上,针对我国生态农业产业中存在的问题,把"龙头企业-基地-加工-沼气发酵-物流-销售市场"六者紧密、有机结合而构建而成,形成典型高效生态良性循环的农业生态经济系统。该模式指出必须把实现高效生态农业产业化,恰当地采取最有效的生态农业产业模式作为我国农业发展的研究方向。本研究构建了该模式的基本框架,并根据该模式的特征,同时结合典型案例,提出了该模式的适宜范围、实施方案和有效实施途径。

The agricultural civilization, an early civilization of human beings, occurred in catchment basin of large rivers and lakes with perfect ecosystems. The industrial civilization has greatly increased productivity and raised the living standards. 小农户衔接生态农业产业链的偏好与异质性研究——基于选择实验法的实证分析

小农户与生态农业产业链衔接是小农户与现代农业发展有机衔接的重要途径,对小农户富裕及生态农业发展有着重要意义,然而现有研究针对性不足制约了相关实践的开展。本研究立足于小农户主体意愿,在对相关理论进行分析的基础上,应用随机参数Logit模型就小农户与生态农业产业链衔接偏好及其异质性来源进行深入分析。相对现有研究,本研究在概念、研究视角、研究方法方面进行了拓展,可为小农户发展生态农业相关政策设计提供参考和支持。研究表明,小农户与生态农业产业链衔接存在偏好。(1)小农户更愿意通过“小农户+龙头企业”路径及“小农户+电商平台”路径与生态农业产业链衔接,其系数分别为4.60及2.10;(2)相对于股份合作,小农户对于合约协作以及务工参与等利益联结机制有着显著偏好,其系数分别为7.47及5.41;(3)小农户对于产业链服务的偏好依次为农资供应服务、农业生产技术指导服务、资金信贷服务、加工及物流服务,系数分别为3.96、2.94、1.82和1.49;(4)小农户在政策扶持上更偏好农业补贴,系数为2.10;(5)小农户与生态农业产业链衔接偏好存在异质性,小农户年龄及其生态农产品种植面积对衔接效用具有正向影响,小农户受教育水平在一定程度上制约了衔接效用的发挥。在此基础上,进一步从路径建设、机制设计、服务体系、资金需求等方面提出了建议。

生态蚕桑产业是传统蚕桑产业转型升级,实现可持续发展的必由之路。在建设生态桑产业的基础上,探讨生态蚕桑产业的基本内涵、特征和发展要求,并通过近年对产业发展方向的思考,以及传统蚕桑产业由单一种桑养蚕转向多元化开发利用的实践,总结出发展生态蚕桑产业的几种模式,谨供业界参考。

鄱阳湖生态经济区农业发展特征及格局研究

随着鄱阳湖生态经济区的建立,其农业发展与格局建设也必将适应生态型转变。利用区位商法,对研究区域各区县农业内部的产业结构进行了分析,确定了生态经济区内各区县的优势产业,并对农业投入产出效率进行了分析。根据生态经济区农业的发展态势,对农业格局进行了研究,提出了四大产业区的农业发展战略。

安徽生态农业产业发展模式探析

生态农业产业化的关键是通过农业生产链的两端延伸,实现农业生产服务的系列化及农产品的转化增值,因此生态农业应借力技术、信息、文化等服务产业推动生态农业的六次产业化。安徽地区生态农业产业存在综合生产能力不高、资源粗放式利用、科技成果推广应用力度不足、标准化建设滞后等问题,限制了地区生态农业综合效益的不断提高。采用聚类分析将安徽16个城市划分成三大类别,针对安徽不同地区特点,立足自然区域资源优势,结合"互联网+"、物联网等新兴信息服务业探索符合安徽实际的现代生态农业产业化发展模式具有重要的现实意义。

湖北省农产品地理标志产业发展研究

发展农产品地理标志是现代农业和生态文明建设的重要抓手,也是促进农民增收的有效手段。本文通过实地调研,对湖北省农产品地理标志产业的重要性、发展现状、典型案例、存在的问题等进行分析和研究,提出推进湖北省农产品地理标志产业发展的对策和建议。

以现代服务业引领现代农业发展的模式及路径

为推进农业发展方式转变和促进我国现代农业发展提供理论参考,以北京国际鲜花港为例,分析了其以现代服务业引领现代农业发展的实践经验,探讨了通过这一发展模式促进农业发展方式转变的路径。结果表明:现代服务业可以成为引领现代农业发展的龙头,能够带动农业园区、生产基地乃至整个现代农业产业的发展。对此,应从推动农业服务业园区建设、完善相关优惠政策、改善农业基础条件、优化服务市场环境等方面强化现代服务业对现代农业的引领作用,有力推动农业发展方式的转变。
