Suggestions to Promote Sino-Japanese Relations

It is obvious that Sino-Japanese relations are importantly both to China and to Japan. Nevertheless, the reality of "hot economic relations vs. cold political relations" between the two countries puzzles people who show deep concern for Sino-Japanese relations: Are the inherent features of Sino-Japanese relations the cause of the phenomenon? Is the gap between aspiration and action the cause of it? Or both are the causes? The answer is there, but exploration needs to be made. In October 2003, the Export Forum of Contemporary Internation- al Relations held a discussion on "the Future of Sino-Japanese Relations. " On June 5, 2004, the forum further sponsored a symposium, inviting four members of the 21st Century Committee for Sino-Japanese Friendship to have a discussion on "Suggestions to Promote Sino-Japanese Relations" in Wanshou Housing Estate. Based on the current situation of Sino- Japanese relations and on "pulse-feeling" and "group consultation," the four members of the 21st Century Committee for Sino-Japanese Friendship in Beijing tried to write out a "prescription" for the development of Sino-Japanese relations. The modernization of water conservancy project management is a complicated engineering system involving a management system, a management method, management personnel, the exertion of social, economic, and ecological effects, and so on. However, indices for evaluating the modernization of water conservancy project management are usually unobtainable in practical applications. Conducting appropriate extension of the classical rough set theory and then applying it to an incomplete information system are the key to the application of the rough set theory Based on analysis of some extended rough set models in incomplete information systems, a rough set model based on the θ-improved limited tolerance relation is put forward. At the same time, upper approximation and lower approximation are defined under this improved relation. According to the evaluation index system and management practices, the threshold for θ is defined. An example study indicates the practicability and maneuverability of the model.

Evaluation of Development Level of New Four Modernizations Based on Gray Relational Model——A Case Study of 14 Cities in Hunan Province

The development level of industrialization,informationization,urbanization and agricultural modernization(New Four Modernizations) is an important indicator for evaluation of regional economic development.In this paper,an indicator system was designed for evaluation of the development level of New Four Modernizations according to the interaction mechanism between them.It introduced the data related to New Four Modernizations of 14 cities in Hunan Province during 2004 and 2012,and made a comprehensive analysis of the development level of New Four Modernizations in these cities by entropy-gray relational method.It found that the development level of New Four Modernizations in 14 cities in Hunan Province was extremely uneven,and the stronger would become stronger,while the weaker would become weaker,like Matthew effect.Thus,it is required to straighten out the development idea,carry out reform and innovation in the mechanism construction,urbanrural integration,interaction and integration,and regional coordination,to promote simultaneous development of New Four Modernizations.
