On the development of modern service industry under mismatched Blotto game of knowledge flow

In order to highlight and analyze the influence of heterogeneous knowledge flows to enterprises in the modern service industry,based on a review of the Colonel Blotto game,some presumptions such as the game's utility function are modified,and a mechanism to change tacit knowledge into explicit knowledge is constructed to carry out an analysis of a two-player knowledge flow management.The characteristics of the players' optimal reactions of knowledge flow management are studied,and the results bear evidence of the facts that a gap always exists under the spillover effect.Meanwhile,tacit knowledge seems more important to the development of enterprises than explicit knowledge.So it implies that the foremost task for the development of the modern service industry is to strengthen the settings and institutions for the flux of tacit knowledge and enterprise knowledge management.

By describing the status quo of tourism industry in Shenyang and by eval- uating and comparatively analyzing the tourism competitiveness in the four cities of Shenyang, Dalian, Changchuan and Harbin, this paper points out advantages and existing problems in tourism competitiveness of Shenyang and finally comes up with strategies to promote the competitiveness of tourism in Shenyang.

Coupling Path of China's Modern Service Industry and Agriculture Based on Improved Entropy Method

The economic development of China has transformed from factor-driven type to innovation-driven type,and the upgrading of industrial structure is very important. In this paper,in order to explore the path of the coupling effect of modern service industry and agriculture,based on previous research and practical experience,we select 14 indicators,and then use the theory of dissipative structure,coupling degree and coupling coordination degree to measure the coupling phase of modern service industry and agriculture. On this basis,we use the spillover effect for the empirical testing of influence of modern service industry on agricultural development. The study shows that modern service industry and agriculture in our country are at the medium coupling,and in the early stage of development. The spillover effects of China's modern service industry on China's economic development and agricultural progress are significant. Finally,the policy recommendations are put forward from tourism,logistics and so on to promote the coupling of modern service industry and agriculture and provide a reference for promoting the coupling level of China's modern service industry and agriculture.

The Promotion of Deep Integration of Modern Service Industry and Advanced Manufacturing Industry

Industry integration is a significant trend in modern economic system and industrial development.It has been proved by both theory and practice that choosing the path of integrated development is the inevitable course for expanding the modern industrial system,extending the industry boundary and improving industry competitiveness.The modern service industry and advanced manufacturing industry with the core feature of innovation and development under the leadership of technology need to satisfy the high standard and requirement of development quality,comprehensive competitiveness,demand shift and green development.Under the development trend of“integration of two industries”,profound changes have taken place in the status,industrial form and agglomeration mode of producer services.New models are emerging in the integrated development of advanced manufacturing and modern service industries in the aspects of innovation,input,output,demand and region.To accelerate the in-depth development of“integration of two industries”,under the precondition of respecting the choice of market supply and demand and industrial development trends,the government needs to exert targeted force in supporting key integrated areas,organizing working mechanisms orderly and standardizing market access regulations,and fostering diversified integration development entities and establishing talent systems.

Basic Characteristics,Spatial Disparity and Its Major Influencing Factors of Service Industry in China

Based on the analysis of its basic characteristics, this article investigated the disparities of Chinese service industry among the three regions （the eastern China, the western China and the middle China） and inter-provincial disparities of that in the three regions by Theil coefficient and cluster analysis. Then, major factors influencing its spatial disparity were explored by correlation analysis and regression analysis. The conclusions could be drawn as follows. 1） The development of Chinese service industry experienced three phases since the 1980s： rapid growth period, slow growth period, and recovery period. From the proportion of value-added and employment, its development was obviously on the low level. From the composition of industrial structure, traditional service sectors were dominant, but modem service sectors were lagged. Moreover, its spatial disparity was distinct. 2） The level of Chinese service industry was divided into five basic regional ranks： well-developed, developed, relatively-developed, underdeveloped and undeveloped regions, As a whole, the overall structure of spatial disparity was steady in 1990-2005. But there was notable gradient disparity in the interior structure of service industry among different provinces. Furthermore, the overall disparity expanded rapidly in 1990-2005. The inter-provincial disparity of service industry in the three regions, especially in the eastern China, was bigger than the disparity among the three regions. And 3） the level of economic development, the level of urban development, the scale of market capacity, the level of transportation and telecommunication, and the abundance of human resources were major factors influencing the development of Chinese service industry.

Modern services and China’s economic transformation

Development of a modern service industry must be accelerated if China’s economic growth pattern is to be transformed and its industrial structure upgraded. For a long time, China’s modern services have been backward and played an insignificant role in the national economy. Sluggish growth of modern services is particularly dragging on China’s otherwise surging economic and social development; and it puts a strain on industrial restructuring and efforts to build a prosperous and harmonious socialist society. This paper sheds light on outstanding issues concerning the role of China’s modern services in various arenas, including transforming the economic growth pattern, improving economic structuring, upgrading the industrial structure, facilitating technological progress and spurring changes in the employment structure. Based on in-depth analysis, this essay proposes policies and countermeasures for the promotion of modern services.

数字经济驱动扬州先进制造业与现代服务业融合的路径研究

“两业”融合与先进制造业全要素生产率

现代服务业和先进制造业深度融合是中国参与大国博弈与产业竞争的重要抓手,是实现先进制造业高质量发展的重要途径。基于2003—2021年沪深A股上市公司数据,实证检验“两业”融合对先进制造业全要素生产率(TFP)的影响。实证结果表明:“两业”融合显著提升了先进制造业TFP。异质性分析表明,“两业”融合对先进制造业TFP的影响在国有企业及大型企业中更为显著,分行业来看,专用设备制造业以及计算机、通信和其他电子设备制造业与现代服务业融合之后,能够显著提升行业TFP。机制检验发现,“两业”融合主要通过改进技术创新、缓解融资约束、优化资源配置等渠道对先进制造业TFP起到促进作用。据此提出引导先进制造业与现代服务业深度融合、积极发展数字经济和现代服务业、鼓励企业之间协同创新以及减弱要素流动壁垒等政策建议。

多中心产业共治的区域现代产业集群建设策略——以广东省精密仪器设备产业集群为例

在国际高端技术封锁日益严峻的新形势下,从任务解构的角度将区域现代产业集群建设进行分层任务细化尤为重要,且需要从目标需求导向的角度出发,针对具体分层任务明确多元治理主体的结构关系及对应主体的治理举措。基于现代产业体系的内涵特征提出区域现代产业集群建设逻辑,并基于多中心治理理论构建多中心产业共治建设区域现代产业集群的理论框架。研究认为,面向区域现代产业集群建设的战略层、发展层、支撑层等五大分层建设任务,政府部门、企业、科研机构、行业协会与服务机构等多元主体通过自发互动博弈,形成分类主导的多中心产业共治模式。为进一步阐述及试验理论,以广东省精密仪器设备产业集群主导咨询机构的集群治理为实践案例,认为其存在多中心联动的积极性和共治模式均有待加强的问题,且关键核心技术短缺问题较为突出。针对此,提出健全多中心联动协调工作机制、政企双中心共治提升产业安全度、多维支撑中心有序推进关键核心技术攻关、政府牵引多中心集聚融通、数字治理创新助推区域产业集群智慧建设等共治效能提升的建议。

新质生产力推动现代服务业同先进制造业深度融合发展研究

“两业”融合背景下大数据何以驱动产品与服务质量双提升:海尔案例

数据要素与传统生产要素相结合,催生了数据驱动型生产方式,推动了制造业与服务业的深度融合。在此背景下,大数据驱动企业产品与服务质量实现了双提升。采取纵向单案例研究方法,以海尔集团作为案例企业,以战略匹配理论为理论基础,通过考察企业资源基础和动态能力的变化,探究了“两业”融合背景下大数据驱动企业产品与服务质量双提升的内在机理。研究发现:(1)数据驱动海尔集团产品与服务质量双提升,经历了消费互联网阶段、生产数据化阶段和产业互联网阶段,此三个阶段分别对应着产品与服务质量分离式双提升、嵌入式双提升和融合式双提升。(2)在产品与服务质量分离式双提升阶段,海尔集团采取了敏捷响应战略,在此战略框架下,通过点连式资源拼凑和个性化定制能力推动了海尔集团产品与服务质量分离式双提升。(3)在产品与服务质量嵌入式双提升阶段,海尔集团采取了智能化战略,在此战略框架下,通过汇面式资源编排和智能定制能力推动了海尔集团产品与服务质量嵌入式双提升。(4)在产品与服务质量融合式双提升阶段,海尔集团采取了生态化战略,在此战略框架下,通过网络式资源协奏和生态赋能能力推动了海尔集团产品与服务质量融合式双提升。研究结论丰富了战略匹配理论和动态能力理论的作用边界和适用情景,对制造业企业提升产品与服务质量具有一定的实践指导意义。

现代服务业与先进制造业融合水平测度及影响因素研究 --以长三角地区为例

现代服务业与先进制造业在技术研发、产业结构、要素流动等方面密切关联,具有融合发展的内在逻辑。基于2010—2021年长三角地区三省一市的现代服务业与先进制造业面板数据,运用耦合协调度模型对现代服务业与先进制造业的融合水平进行测度,并利用多元回归模型探究其影响因素。结果表明:长三角地区现代服务业与先进制造业耦合协调水平呈稳步上升态势,整体从勉强协调阶段进入初步协调阶段,但不同阶段及各省(市)的发展速度存在差异;科技水平、交通便利程度、环境治理水平、人力资源投入对现代服务业与先进制造业的融合发展具有显著促进作用。据此,提出促进长三角地区“两业”深度融合的对策建议:推进区域联动发展,强化科技支撑,完善交通基础设施建设,提升环境治理水平和加大高层次人才培养力度。

平台经济促进江苏现代乡村服务业发展研究

江苏省乡村经济发展良好,但是乡村之间发展不均衡、乡村产业融合深度不够等问题依然存在。要高质量地发展现代乡村服务业,实现全面乡村振兴和共同富裕,政府主导构建乡村数字电商平台是一个可选方案,既能兼顾弱势乡村和弱势产业,也能用数据和流量激活乡村现代服务业,并为乡村数字平台将来的融合发展打好基础。

产业集群视角下市域产教联合体的建设逻辑、基础和路径

市域产教联合体是我国深化现代职业教育体系改革的重要抓手之一。“产业集群”的场域、主体、资源及价值等维度特征,正契合了市域产教联合体的建设要求,由此构成了产业集群视角下市域产教联合体的建设逻辑。立足教育部一省一策建设意见,分析江苏省的“省情”和“教情”,产业集群数量多、实力强、领域广,职业院校多层次、高发展、有经验,是江苏建设市域产教联合体的有利基础;江苏省内产业集群领军企业少、内部竞争大、建设同质化,职业院校吸引力弱、教学要素散、改革求稳妥等现象,是建设市域产教联合体的不利因素。对此,产业集群视域下,围绕场域布局、主体联结、资源融合以及机制设计等方面,市域产教联合体建设的应然路径是:从“有”到“优”布局场域,以“点”带“群”联合主体,由“散”及“整”整合资源,转“虚”为“实”设计机制。

现代服务业综合试点是否促进绿色创新

现代服务业综合试点是推动绿色创新的重要抓手。不但现代服务业综合试点对绿色创新的促进作用在科技服务业占比较高的地区相对更大,而且现代服务业综合试点能促进绿色金融改革创新试验区和“碳排放权”交易试点地区的绿色创新效率快速提升。现代服务业综合试点政策能直接提升一地区的绿色创新能力,而且还能提升周边地区绿色创新能力,各地区综合试点政策对周边地区绿色创新能力具有显著的促进作用。虽然现代服务业综合试点能促进一线城市和二线城市绿色发明专利申请量增长,但现代服务业综合试点不能促进四线城市和五线城市绿色发明专利申请量增长。

数字经济赋能先进制造业和现代服务业融合研究

基于2011-2020年中国31个省(市、自治区)的相关数据,构建了先进制造业和现代服务业发展水平指标体系并计算其综合得分,运用耦合协调度模型测算出两业融合水平,并验证了数字经济对两业融合的直接与间接赋能作用。研究表明:我国两业融合水平在2011-2020年间仍处于不稳定、不平衡状态。数字经济能够直接赋能两业融合,也可通过提升生产端要素配置效率、渠道端科技创新能力以及消费端客户需求力度,间接赋能两业融合,且数字经济对两业融合的影响存在地区异质性。由此提出实施区域差异化数字经济发展战略、提高生产端要素配置效率、提升渠道端技术创新水平和加强消费端客户需求力度的政策建议。
