In this study, we developed a comprehensive index system for forestry sustainability of Heilongjiang Province, which includes forest resources sustainability,sustainable economic development, sustainable social develo...In this study, we developed a comprehensive index system for forestry sustainability of Heilongjiang Province, which includes forest resources sustainability,sustainable economic development, sustainable social development and sustainable advancement in science and technology. Based on this system and the regional forest development, we further evaluated the sustainability of Heilongjiang Province for year 2008-2013. The results show that even though the regional forestry has been preliminarily on the track of sustainable development, it is fragile. Four indicators, e.g. soil and water retention rate,forest stand growth(per unit area), the proportion of national investment and the annual carbon sequestration have important impact on the sustainability, with a weight of 39.0 % in all the indicators. We also analyzed the factors hindering the sustainable development. It turns out that soil and water retention rate, forest stand growth(per unit area),the proportion of science and technology funds, per capita GDP and the proportion of the tertiary industry production are the main factors hindering regional sustainable development, which accounts for 50.94 % of the total obstacle degrees in the system. At last, we discussed how to promote the regional sustainable development from the perspectives of forest resources sustainability, economic development sustainability, society development sustainability and the sustainable advancement of science and technology.展开更多

Participation is an essential element of both the European Sustainable Development (SD) Strategy and the White Paper on Governance. G...This paper discusses participatory processes in wildland fire management (WFM). Participation is an essential element of both the European Sustainable Development (SD) Strategy and the White Paper on Governance. Governance end SD have thus become an interconnected challenge to be applied to WFM (as a sub-area in forest policy), amongst other policies. An overspread weakness in WFM is lack of real participation of stakeholders. Absence of (or deficient) participation can seriously impair contribution of this group to WFM in high-risk areas and runs counter governance and the SDS. Further, this weakness might prevent an efficient use of fire as a land management tool (prescribed burning, PB) and as a technique for fighting wildfire (suppression fire, SF). Even though these fire practices have been well known in many different places, they have been increasingly neglected or Prohibited over time in Southern Europe. At present, forest and fire fighting administrations are turning their eyes back on them and analyzing the benefits of using fire in relation to preventive and suppressive actions. Therefore, participatory and diffusion mechanisms (the latter adopting the shape of national and international experts' networks) are required in order to solve the so- called fire paradox: that is, the need to move from a one-dimensinnal perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the ELI should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena.展开更多

Among them, digital forestry was an effective measure to improve the ability of forestry innovation, to realize resources sharing, and to develop sustainable forestry. Spatial database of digital forestry should be constructed according to the criteria and index system of forest sustainable management. Based on analyzing the status and advances of China's digital forestry construction, a database framework of digital forestry towards sustainable forestry development was studied and established preparatorily. The database was divided into four layers as theory layer, system layer, status layer, and parameter layer. It was concluded that during the process of digital forestry platform construction, the relative social, economic, and politic data should be considered and collected, which meant that the database should represent not only the current forestry development, but also the social, politic, and economic situations. Constructing China's digital forestry information platform under full utilization of idea and index system for sustainable forest management was urgent and important.展开更多

These impacts to the extent when positive are deemed “co-benefit” and if adverse and uncertain, imply risk. It is important to recognize that implementation of forestry mitigation activities can have varied environmental, socio-economic co-benefits and/or risks. Further, there is no general agreement on attribution of co-benefits and risks to specific forestry mitigation activities. An overarching risk to mitigation potential that could be realised by implementation of forestry activities is climate change. But, overall, forestry mitigation activities also contribute to the sustainable development agenda.
