Countermeasures for the Protection and Sustainable Development of Forestry Resources

Firstly,the problems of the protection and sustainable development of forestry resources were analyzed,such as lack of overall planning for the protection of forestry resources,insufficient investment in the protection of forestry resources,etc.Afterwards,the corresponding countermeasures were proposed,such as making overall planning for sustainable forestry development,increasing the investment in the protection of forestry resources,improving the forestry management system,etc.

Review of runoff forestry in Shanxi Province and sustainable development tactics of forestry

Through more than one month of investigation on runoff forestry in Luliang mountainous areas of Shanxi Province, the runoff forestry techniques were regarded as having a popularized value in arid and semi-arid areas. The development of runoff forestry in Shanxi Province was summarized and the sustainable development tactics was put forward.

Developing a quantitative index system for assessing sustainable forestry management in Heilongjiang Province,China： a case study

In this study, we developed a comprehensive index system for forestry sustainability of Heilongjiang Province, which includes forest resources sustainability,sustainable economic development, sustainable social development and sustainable advancement in science and technology. Based on this system and the regional forest development, we further evaluated the sustainability of Heilongjiang Province for year 2008-2013. The results show that even though the regional forestry has been preliminarily on the track of sustainable development, it is fragile. Four indicators, e.g. soil and water retention rate,forest stand growth（per unit area）, the proportion of national investment and the annual carbon sequestration have important impact on the sustainability, with a weight of 39.0 % in all the indicators. We also analyzed the factors hindering the sustainable development. It turns out that soil and water retention rate, forest stand growth（per unit area）,the proportion of science and technology funds, per capita GDP and the proportion of the tertiary industry production are the main factors hindering regional sustainable development, which accounts for 50.94 % of the total obstacle degrees in the system. At last, we discussed how to promote the regional sustainable development from the perspectives of forest resources sustainability, economic development sustainability, society development sustainability and the sustainable advancement of science and technology.

The challenge of applying governance and sustainable development to wildland fire management in Southern Europe

This paper discusses participatory processes in wildland fire management （WFM）. Participation is an essential element of both the European Sustainable Development （SD） Strategy and the White Paper on Governance. Governance end SD have thus become an interconnected challenge to be applied to WFM （as a sub-area in forest policy）, amongst other policies. An overspread weakness in WFM is lack of real participation of stakeholders. Absence of （or deficient） participation can seriously impair contribution of this group to WFM in high-risk areas and runs counter governance and the SDS. Further, this weakness might prevent an efficient use of fire as a land management tool （prescribed burning, PB） and as a technique for fighting wildfire （suppression fire, SF）. Even though these fire practices have been well known in many different places, they have been increasingly neglected or Prohibited over time in Southern Europe. At present, forest and fire fighting administrations are turning their eyes back on them and analyzing the benefits of using fire in relation to preventive and suppressive actions. Therefore, participatory and diffusion mechanisms （the latter adopting the shape of national and international experts＇ networks） are required in order to solve the so- called fire paradox： that is, the need to move from a one-dimensinnal perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the ELI should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena.

Hot Issues and Trends of Global Forestry Development

With acceleration of economic globalization,ecological problem becomes increasingly prominent,and forestry and forest issues become world concerns.Since 1992 United Nations Conference on Environment and Development,sustainable forest management(SFM)becomes a subject of times,and hot issues,such as climate change,assessment of forest resource,biomass energy of forestry,combating illegal timber and relevant international forest product trade,gradually become world concerns.This paper sum up these hot issues,analyzes background and current situations of forestry development,and discusses the development trends of global forestry.

Introduction of Action Plan of Forestry Sustainable Development of Qinzhou-Fangchenggang area, Guangxi Zhuang Autonomous Region, China

Guanngxi Autonomous Region is an important tropical forestry region in south of China. The main purpose of this research supported by FAO is to generate action plan for sustainable forestry development of this region. Through two-year broad and deep investigation, the programme of the action plant has been made, which includes 12 fields, 38 projects, with duration of 5 years.

A database framework of digital forestry towards sustainable forestry development in China

Six forestry scientific and technological projects being actualized in China were the implementations of ecological construction and security, development of forestry biological technique and fine variety cultivation, protection and utilization of forest biological germplasm resources, development of forestry bio-industry and digital forestry, and construction of forestry innovation ability. Among them, digital forestry was an effective measure to improve the ability of forestry innovation, to realize resources sharing, and to develop sustainable forestry. Spatial database of digital forestry should be constructed according to the criteria and index system of forest sustainable management. Based on analyzing the status and advances of China's digital forestry construction, a database framework of digital forestry towards sustainable forestry development was studied and established preparatorily. The database was divided into four layers as theory layer, system layer, status layer, and parameter layer. It was concluded that during the process of digital forestry platform construction, the relative social, economic, and politic data should be considered and collected, which meant that the database should represent not only the current forestry development, but also the social, politic, and economic situations. Constructing China's digital forestry information platform under full utilization of idea and index system for sustainable forest management was urgent and important.

Discussion on Forestry Sustainable Development in the Yellow River Delta Region

The Yellow River Delta (YRD) is one of the biggest deltas that have not been developed in the world. During the turn of the centuries, YRD development is listed in the two major projects in the new century by Shandong provincial government. According to the plan, YRD will become an important energy, chemical and agricultural production base in 15-20 years. In view of its location and natural conditions, so far there exist a lot of environmental problems in YRD. Thus the principle of economic development coordinating with environmental protection must be implemented during YRD development. Forestation is one of the vital measures to cope with environment degradation. Therefore, strategies of forestry development and techniques of tree planting in different land use types are discussed in the paper based on site classification with specific problems involved .

Forestry development to reduce poverty and improve the environment

Poverty reduction is a world-wide concern.At the end of 2017,according to the rural poverty standard in China,there were 30.46 million poor in China.However,complete poverty alleviation by the end of 2020 had been achieved.This is significant and complicated,especially as poverty-stricken areas and ecologically fragile areas overlap.During the process of poverty alleviation,the development of forestry projects was not only conducive to improving the environment but also an important way to reduce poverty.Therefore,based on an analysis of the causes of poverty-stricken areas,this study examined successful cases in different regions and proposed ways to promote economic growth:providing state subsidies for tree planting and forest maintenance;developing undergrowth economy;and/or initiating an industrial chain.It also introduces principles to promote forestry progress,according to local conditions,keeping a balance between economic development and the environment.This study provides effective ways to promote forestry development and rural poverty alleviation.

Ecosystem Management and Forestry

In this paper, the conceptions and developments of ecosystem and ecosystem ecology were reviewed and summarized. Then, the conception, connotation, objective, and development of ecosystem management were expounded. Based on these discussions, forest ecosystem management was discussed. The viewpoint was that the former unreasonable forest resources management should be changed, and forest ecosystem management was a suitable way to sustainable development of forestry. The chief research contents were also pointed out in this paper.

Co-Benefits and Risks of Implementation of Forestry Activities for Climate Change Mitigation in India

Implementation of forestry activities as a climate change mitigation option is likely to result in a range of outcomes in addition to carbon sequestration and these include changes with respect to environmental, social and economic aspects. These impacts to the extent when positive are deemed “co-benefit” and if adverse and uncertain, imply risk. It is important to recognize that implementation of forestry mitigation activities can have varied environmental, socio-economic co-benefits and/or risks. Further, there is no general agreement on attribution of co-benefits and risks to specific forestry mitigation activities. An overarching risk to mitigation potential that could be realised by implementation of forestry activities is climate change. But, overall, forestry mitigation activities also contribute to the sustainable development agenda. Maximizing co-benefits of forestry mitigation measures can increase efficiency in achieving the objectives of other international agreements.

From agricultural engineering and forestry engineering to biomechinfotronic engineering

The deterioration of global environment,decreasing of biological diversity,increasing of natural disasters,exhausting of biological resources and acceleration of desertification emphasize the need to provide the human-beings with the suitable environments.Nowadays,precision agriculture and precision forestry have been emphasized to obtain the maximum output with minimum input and the least impact on the environment,so agricultural and forestry engineering systems require multi-disciplinary design groups to deal with some common interests and the concept of biomechinfotronics is needed.The word“biomechinfotronic”is introduced to describe the multidisciplinary aspects of this complex system.In the paper,the prospects,mission analysis,education system,research areas of biomechinfotronics are studied.The particular characteristics of biomechinfotronics are the synergistic integration of biological engineering with mechatronics,bioinformatics,infotronics,bioelectronics and intelligent computer systems for conducting common research and development and for recruiting and training students with wide specialties.

珠三角彩叶林美学文化与功能评价指标体系构建

针对珠三角城市群中广州、深圳、佛山等地及周边地区常见的彩叶树种美学文化功能评价中的关键问题,在文献梳理和理论实践的基础上,运用专家评估法和层次分析原理建立综合指标法,构建包括3个准则层(B1~3)、9个次准则层(C1~9)和27个指标层(D1~27)的评价指标体系,以期有效地评价珠三角彩叶林的美学与文化功能,明确森林城市群生态系统文化服务保护与开发的重点,提升彩色林相营建技术与美丽湾区建设的匹配性与实用性,拓展城市林业和人居环境学科理论的内涵与应用。

加强森林培育技术实现林业可持续发展策略

Discussion on Status and Functions of China’s Forestry

In recent years, the quantity and quality of global forest resources are declining continually. Contrarily, the both in China are increasing, which is deeply related to the sustainable forest management and eco-system management in China. With the trend that world community knows more about the important role of forest, more and more functions of forest are recognized. The impact and functions of China's forestry deserve more concern. Based on some experiences in the field of forestry research, the authors introduced and analyzed the key role of China's forestry for the sustainable development, and explained the functions of China's forestry, such as ensuring ecological safety, addressing climate change, improving economic development, promoting social harmony and prospering ecological culture.

New Positioning of Forest in Green Development

In the 20 years after the UN Environment and Development Conference in 1992,the essential issues in relation to sustainable development have been unsolved.The upcoming "Rio + 20" conference put the focus on the shift towards green development. To achieve this requires the change of some ideologies that dominate human actions,such as the concepts of wealth,welfare and security,and it also require identifying the new position of nature resources, especially the position of forest.It was pointed out in the paper that forest is the foundation of socioeconomic development and constitutes basic wealth,basic welfare and basic security of the whole community under the green development context. Nevertheless,it is a must to aggressively invest and develop green economy.It was also proposed to set up forestry development organizations,investment mechanisms,policy system and research & education system compatible with green development. Moreover,some forestry policies that should be revised were combed.

基于CiteSpace的森林病虫害研究进展与展望

随着生态可持续发展的不断推进,森林病虫害研究成为其不可或缺的一环。基于中国知网文献检索功能,利用CiteSpace软件对1990-2021年836篇主题核心文章进行计量分析。结果表明:研究机构以原国家林业局森林病虫害防治总站为中心,向农林类高校和科研院所辐射,机构间合作存在地域和学科局限性,但团队合作较为稳定。30年来,林业有害生物研究特征体现在:目标转向生态控制、视角突出多学科交叉融合、主题聚焦变化下的森林健康、内容趋向多层次发展、空间尺度分散至区域化、科研方式强调动态分析。未来国内森林病虫害研究仍需进一步强化多重驱动力影响下精准防治策略、深层次生态机理下人与自然和谐共生可持续发展理论以及多维度借鉴下的制度创新研究。
