In the post-pandemic era,the global economic and security landscapes are fraught with complexities and uncertainties.Among them,four risk flashpoints merit attention:Certain countries are raising interest rates to subdue inflation,despite their already high levels of debt;the bulk commodities market is experiencing volatility,leading to global turbulence and change;trade protectionism is at the forefront of major-power rivalry in political and economic spheres;and regional security crises are compounding international tensions.Behind those flashpoints are contradictions that obstruct world peace and progress,including development imbalances,governance gaps,and structural tensions in global security.In the face of uncertainties,it is crucial for China to seize strategic opportunities and transform crises into favorable situations.China has launched the Global Development Initiative(GDI)and the Global Security Initiative(GSI)to contribute to global prosperity and security.The two initiatives demonstrate China’s commitment to addressing global deficits in peace,development,security,and governance. 展开更多

Global environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19 th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative(BRI). BRI are also closely linked with South-South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum,seeking and intensifying the linkages between BRI and 2030 sustainable development goals(SDGs) could address global environmental governance deficits and enhance cooperation among nations. 展开更多

The global community has prepared for the withdrawal of the U.S. from the Paris Agreement since Donald Trump was elected as the president of the U.S. However, Trump's formal declaration of withdrawal still caused worldwide reaction. Trump will use the withdrawal to build his political reputation and to renegotiate the Paris Agreement despite its negative effects on the political credibility, international relationships, and potential long-term economic growth of the U.S. In general, the withdrawal of the U.S. from the Paris Agreement will not change the development of low-carbon technologies and the transformation trend of the global climate governance regime. However, the long-term goals and international cooperation on climate change will be affected by budget cuts in American climate change research and the cancelation of donations from the multilateral environmental fund of the U.S. If the Paris Agreement is renegotiated, the common but differentiated principle of responsibility of the United Nations Framework Convention on Climate Change will be challenged again. Nevertheless, climate change governance remains a main theme of future sustainable development. Instead of national governments, local governments and non-governmental organizations will develop strategies for technical innovation and emphasize pragmatic cooperation, thus expanding their roles in climate change governance. The capacity building on climate change research and public awareness should be enhanced as a long-term objective of global climate change governance. 展开更多

On 1 June 2017, the US President Donald Trump officially announced the withdrawal from the Paris Agreement, thus the study on the reasons of withdrawal, the potential impacts, and coping strategies has become a focus among policy circles and of the international community. Based on the self-developed US Policy Assessment Model, this paper systematically evaluates the three potential "major deficits" in terms of mitigation, climate finance, and global climate governance, as a result of the US withdrawal from the Paris Agreement and puts forward policy suggestions for coping with such transformations accordingly. The study shows that the United States 'withdrawal from the Paris Agreement will affect the existence and implementation of successive climate policies and result in an additional 8.8-13.4% increase in the global emissions reduction deficit. The United States' withdrawal will also deteriorate the existing climate finance mechanism. The Green Climate Fund (GCF)'s funding gap will increase by USS2 billion, while the gap of long-term climate finance will increase by about USS5 billion a year. Either the China-EU or the "BASIC plus" mechanism could fill the governance deficit caused by the United States and the lack of political momentum may continue for a while in the future. 展开更多

As one of the top ten environmental problems to be solved in the world,marine plastic waste and microplastic pollution seriously affect the health of marine ecosystems and the sustainable development of Marine economies.It is necessary to promote the establishment of a scientific and systematic Marine plastic waste and microplastic pollution control system and take strong measures to fundamentally curb and reverse the trend of marine pollution intensification in China.This paper first explains the practical significance of marine plastic waste and microplastic pollution control from three aspects:the sustainable development of the blue economy,the structural upgrading of the pan-plastic industry,and the improvement of public health awareness.Secondly,the particularity of marine plastic waste and microplastic pollution control system is summarized from three aspects of formation mechanism,migration path and damage performance.Then,it identifies domestic and international governance strategies and action plans from the perspectives of mechanism,subject,object,and measures,summarizes existing problems in the existing marine plastic waste and microplastic pollution control system,and gives directions for future improvement.Finally,some countermeasures and suggestions are put forward to accelerate the construction of China’s marine plastic waste and microplastic pollution control system,including the formation of a cross sectoral integrated land and sea control system,a full life cycle waste management process,a multi-participation model for marine ecological and environmental governance,and a global marine pollution prevention and control system. 展开更多

Background: The outbreak and global pandemic of coronavirus disease 2019 (COVID-19) attracts a great deal ofattentions to the problem of travel health. Cruise tourism is increasingly popular, with an estimated 30 millionpassengers transported on cruise ships worldwide each year. Safeguarding the health of cruise travelers duringthe entire travel is of ultimate importance for both the industry and global public health.Objective: This study aimed to explore the challenges and opportunities in travel health from the perspective ofglobal health governance.Methods: The global governance framework including problems, values, tools or regulations, and actors relatedto travel health were used to analyze the issues involved.Results: Up to April 2020, nearly thirty cruise ship voyages reported COVID-19 cases. The Diamond Princess,Grand Princess and Ruby Princess cruise ship had over 1,400 total reported COVID-19 cases, and more than 30deaths. A community with a common future in travel health is the core value of global health governance fortravel health. The travel-related international regulations, including the International Health Regulation (IHR[2005]), United Nations Convention on the Law of the Sea (UNCLOS) and the International Maritime Organization(IMO) conventions should be further updated to deal with the travel health problems. The roles andresponsibilities and the cooperation mechanisms of different actors are not clear in relation to the public healthemergencies during the travel.Conclusion: Travel health transcends national borders and involves multilevel actors, thus needs globalcooperation and governance. Regulations and legislation at global and country level are required to preventlarge-scale humanitarian crisis on travel health. Multilateral coordination, cooperation and collaborationmechanisms between governments, intergovernmental organizations, non-governmental organizations andindustry are needed to build a better community of common destiny for travel health. 展开更多

China and the United States are two key players in global climate governance.What about their relations in the field of climate change and how should we view these relations? An analysis of their relations in global climate governance is of great significance both for global multinational negotiations and their bilateral relations. The two parties have enhanced their cooperation on climate change since 2009 in terms of increasing willingness, broader scale, more diverse mechanisms and higher effectiveness. With the U.N. Paris Climate Conference 2015 approaching, China-US cooperation will inject much momentum into the multilateral process of reaching an ambitious agreement. However, there are also sharp divergences between China and the U.S. regarding principles, rules, and legal means. These divergences might become prominent during the Paris Conference and need to be addressed at the bilateral level. 展开更多

Presently,the full implementation of the negotiations and collaborations under the Paris Agreement faces new key problems and severe challenges.These problems and challenges include the following:how to honor the principle of“common but differentiated responsibilities”to facilitate a comprehensive,balanced,and effective implementation of the key elements of the Paris Agreement,such as adaptation,mitigation,finance,technology,capacity building,and transparency;how to uphold and maintain the status of China and other emerging countries as developing countries in light of the requirements of the United Nations Framework Convention on Climate Change and the historical responsibilities of these countries;and how to assess the goal of limiting the global temperature increase to 1.5℃and what constitutes an equitable carbon mitigation pathway for different types of countries.Developed countries and developing countries have drastically diverging views on carbon border adjustment measures for trade with developing countries proposed by several developed countries such as the European Union.Developed countries have demonstrated obvious intentions and actions designed to weaken and neglect the principle of“common but differentiated responsibilities”,to impose mitigation pressure on developing countries,to shift the responsibilities for emissions onto others,and to pass on the costs of mitigation.The maneuvering among different types of countries and interest groups has become increasingly intense.In response,China must maintain its strategic focus,adhere to the goals and principles established by the Paris Agreement,stick to its strategic positioning as a developing country,solidify strategic support from the developing world,and safeguard the legitimate rights and interests of developing countries.China played a conducive role in facilitating the Paris Agreement and has become an active participant,contributor,and leader in global climate governance.China must continue to follow Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and its conception of ecological civilization and the concept of building a community of common destiny,to actively lead the cooperation process in the construction of a global climate governance system characterized by equity,justice,and win-win collaborations,and to promote compliance with the Paris Agreement.At the same time,China should accelerate the green,low-carbon,circular transformation of its economy;accelerate the coordinated governance of the economy,environment,and climate change;and formulate and implement a long-term low-carbon development strategy.By the middle of the 21st century,while achieving the goal of building a great modern socialist country,China can also achieve a deep decarbonization development path that is in line with the goal of limiting the global temperature increase to well below 2°C and pursuing efforts to limit the increase to 1.5℃. 展开更多

China's idea of a community of a shared future for humanity(CSFH)has become the guiding principle and norm to be further embedded and integrated into the country's approach to environmental governance.Under the Paris Agreement and the UN Sustainable Development Goals,China strongly emphasizes the implementation of its national strategy to mitigate the global climate crisis,and construct international environmental institutions by advocating fair cooperation resulting in mutual gain.China's role as a responsible major country is expected to be more proactive in international process.In particular,the concept of CSFH exerts positive,far-reaching impacts on the greening of the Belt and Road Initiative and the construction of solid South-South relations.Based on the renewed perception,China shall undertake its responsibilities in the reform of the global environmental governance system by leading multilateralism to strengthen the capacity of relevant international institutions such as the UN.Driven by China's political will,this concept reflects China's more confident attitude toward global environmental governance.Most profoundly,mainstreaming the vision of CSFH will elevate China's role to a new level in the coming years in terms of norm creation in international environmental institutions. 展开更多

Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. In recent years,problems such as cyber warfares,cyber espionages and cyber crimes have become global public nuisances and always challenge the authority of the sovereign states. Therefore,the governance of the derivative problems concerning the global cyberspace has become an issue of importance in the international law. To overcome these challenges,sovereign states begin to get involved in cyberspace and seek international cooperation,so as to promote the evolution of the international rule of law in cyberspace. Currently,the cyberspace is filled with contradictions and conflicts. The cyber hegemonic states monopolize basic resources for cyberspaces,and their liberalism of double standards is the best tool to maintain their centralized and dominant situations. Moreover,the differences on governance problems between different camps leads to the significant institutional supply shortage. Accordingly,as a responsible power,China should advocate the Chinese solution and wisdom so as to create the reform of global cyberspace governance system. With the profound changes taking place in the international power structure and the accelerated changes occurring in the world that have not been seen in a century,the discord between China and the United States(US)in the realm of global governance is becoming increasingly prominent.Moreover,the raging COVID-19 pandemic has aggravated the divergences between the two countries in terms of global governance strategy.Since the end of World War II,although the diplomatic strategies of the US and their implementation have varied from administration to administration,such strategies have generally been defined by the US desire for hegemony in global governance.China’s engagement in global governance,by contrast,has undergone twists and turns,and its strategies and policies have kept pace with the times,which has gradually led to a global governance strategy that highlights extensive consultation,joint contribution,and shared benefits.The divergences between China and the US in terms of global governance strategy are embodied in governance values,areas,and approaches,relations among governance entities,and balance between national and global governance,which have resulted mainly from the two countries’different cultural backgrounds,historical traditions,realistic goals,and national strength.In the context of intensifying competition among major countries today,these strategic divergences between China and the US have exerted a profound impact on global governance cooperation and the reform of the global governance system,and exacerbated the fragmentation of global governance and the competition over leadership.Therefore,a comparison of the global governance strategies pursued by China and the US will help enhance mutual understanding,avoid confrontation and conflict,properly manage disagreements,and promote a healthy and stable development of bilateral relations between China and the US. 展开更多

Global governance is often equated with international institutions such as the United Nations and the World Bank that were established after World War II to address problems transcending national borders. While these institutions incorporate norms of representative democracy that evolved in national societies, their legitimacy is often questioned on grounds of limited effectiveness and remoteness from the citizens they purportedly serve. The arguments of many democratic theorists that deliberation among ordinary citizens can legitimize policies that heed these views thus bear important implications for global governance. In this paper, the possibility and different ways that civil society enhancing public participation, transparency and accountability in global governance are addressed. The empirical focus will be on the world's first global deliberation--WWViews (world wide views on global warming) that was held in 38 countries with all inhabited continents in 2009. The social drivers that encourage innovation in global democratic governance are analysed, as the main successes and challenges of WWViews and sketch three scenarios of the future of deliberative global governance are based on the experiences and plans around global citizen participation. The authors argue that despite some challenges, such as ensuring high quality of deliberation in highly variant policy cultural contexts and building policy pathways conducive to political impact, the prospects of deliberation in helping solve global environmental and policy problems are high, and likely to see cumulative progress in the near future. 展开更多
