K-Modes聚类数据收集和发布过程中的混洗差分隐私保护方法

针对目前聚类数据收集与发布安全性不足的问题,为保护聚类数据中的用户隐私并提高数据质量,基于混洗差分隐私模型,提出一种去可信第三方的K-Modes聚类数据收集和发布的隐私保护方法。首先,使用K-Modes聚类数据收集算法对用户数据进行采样并加噪,再通过填补取值域随机排列发布算法打乱采样数据的初始顺序,使恶意攻击者不能根据用户与数据之间的关系识别出目标用户。然后,尽可能减小噪声的干扰,利用循环迭代的方式计算出新的质心完成聚类。最后,从理论层面上分析了以上3种方法的隐私性、可行性和复杂度,并利用3个真实数据集和近年来具有权威性的同类算法KM、DPLM、LDPKM等进行准确率、熵值的对比,验证所提方法的有效性。实验结果表明,所提方法的隐私保护和发布数据质量均优于当前同类算法。

基于HRP系统的医用耗材精细化管理模式实践探索

目的在医用耗材零加成、疾病诊断相关分组付费改革的实施背景下,探索医用耗材精细化管理模式,为公立医院高质量发展提供保障。方法以北京市某公立三级综合医院为研究对象,基于医院资源规划(Hospital Resource Planning,HRP)系统物资管理模块信息联通形成的数据,以规范临床用耗行为为导向,探索在医院运营管理委员会、医用耗材管理委员会领导下,以物资管理部门为主导,与医务、护理、医保、绩效等管理部门协同联动,以“精细管理、控制成本、优化结构”的理念为主线,对医用耗材目录、医用耗材申领、医用耗材消耗以及医用耗材监测进行精细化管理的模式。比较2023年2-7月与2021年同期的耗材成本、收入结构,来检验基于HRP系统的精细化管理模式的实践成效。结果经实践,该院医用耗材管理相关人员的精细化管理意识提升;2023年2-7月百元医疗收入消耗卫生材料(不含药品收入)相较2021年同期明显降低,差异有统计学意义(P<0.001),耗材成本控制初见成效;2023年2-7月医院耗占比相较2021年同期明显降低,医疗服务收入占比相较2021年同期明显升高,差异均有统计学意义(均P<0.001),收入结构有所改善。结论基于HRP系统的医用耗材精细化管理模式,可有效控制成本,促进收入结构优化,降低管理风险,可为公立医院耗材控制提供参考。

公共采购模式变革:从创新中性到创新友好

公共采购是拉动创新的核心工具之一,公共采购模式限定了相关主体的行动空间,对公共采购发挥驱动创新的政策价值具有重要影响。基于开放式创新视角与创新导向型公共采购的基本原理,对公共采购模式影响创新的关键因素进行系统识别,构建有序probit模型,运用来自供应商的调查数据进行实证分析。结果发现:我国现行的公共采购模式设计呈现创新中性特征;需求表达方式、采购数字化、需求重叠度等因素对供应商创新性响应具有显著正向影响;将上述因素嵌入相关公共采购制度,可以提高我国公共采购模式的创新友好程度。最后,提出公共采购模式变革的基本思路:在兼顾成本导向与创新导向的情况下,对公共采购模式进行分类设计,包括常规型集中采购、常规型分散采购、创新导向型集中采购和创新导向型分散采购。

基于FMEA的药剂科岗位廉政风险防控

目的:降低药剂科岗位廉政风险。方法:运用失效模式与效应分析方法评估药剂科各岗位流程中潜在的失效模式,将各班组岗位相似的失效模式进行整合,进而分析整改措施并实施;将实施前后失效模式优先风险值(RPN)进行配对t检验。结果:实施整改措施后,药剂科各岗位RPN值显著下降(P<0.05)。结论:失效模式与效应分析法的运用和改进措施的实施可以有效降低药剂科岗位廉政风险,促进药剂科开展科学、有效的廉政建设工作。

撤销论文的科研合作规模与模式差异对比分析

在积极推动科研诚信建设的背景下,分析撤销论文的科研合作特征是建立良性的合作模式及科研秩序的重要视角。以撤稿观察数据库(RWD)收录的社会科学、人文艺术、应用科学和自然科学四大领域共5884篇撤销论文为研究对象,分析不同领域撤销论文的合作规模、合作模式差异,研究撤销论文中科研合作存在的主要问题。研究发现:撤销论文中合作规模出现频次最高的为3~5人,其中国际合作年均占比为20%左右;多数国家合作论文的国际合作比例与其论文撤销率呈负相关关系,其中跨国合作形式为南北合作的论文数量最多。由此说明合作模式、合作规模与论文撤销现象之间有显著关联性,说明在科研合作框架下,更广泛的合作交流、构建相互监督机制对于有效降低科研不当行为的发生率具有积极作用。

创新链视角下地方公益农业类科研机构创新效率测度研究

文章基于创新链理论,将公益农业类科研机构划分为科技研发阶段和成果转化阶段,采用DEA-Malquist指数法测算2011—2020年21家福建省属公益农业类科研机构不同阶段科技创新效率。结果表明:10年间,科技研发阶段和成果转化阶段的创新效率均表现为退步状态,科技研发阶段创新效率下降5.10%,成果转化阶段下降3.20%,可见两阶段均有较大提升空间;21家机构不同阶段创新效率差距明显,47.62%的机构科技研发效率处于退步状态,创新指数最大差距达0.756,38.10%的机构成果转化效率处于退步状态,创新指数最大差距达0.919;机构创新发展模式差距大,23.81%为集约型,9.52%为粗放型,28.57%为研发高效-转化低效型,38.10%为研发低效-转化高效型。在此基础上,结合加快推进科技政策创新、科技体制改革等外部因素,引导机构形成学科布局、技术积累与产业经济发展格局相适应科研组织模式等内部因素,分类提出有针对性的对策建议。
