The Seventh National Games of the People's Republic of China

Global Human Rights Governance in the United Nations Arena:China's Participation and Contribution

This paper expounds how China participates in and contributes to global human rights governance from the perspective of its participation in United Nations’ human rights affairs. For more than 70 years since the United Nations was founded, it has done a good deal of work in establishing the principles and standards for human rights, developing the connotation of human rights, setting up the international human rights treaty system, and reforming the specialized United Nations’ body on human rights, and so on. Since the United Nations was founded, China has been an active participant in and made important contributions to global human rights governance under the framework of the United Nations’ human rights conventions. It has contributed to the establishment of the principles and standards for human rights and the connotations of human rights. It has also actively joined international human rights treaties and conscientiously fulfilled its obligations.

美国分层网络威慑战略与中国的应对研究

近年来,美国按照分层网络威慑框架不断强化其网络威慑战略,即综合“塑造行为”“拒止收益”和“施加成本”三层威慑,在坚持“前置防御”和“持续接触”的同时,日益注重低烈度网络进攻行动,以维护美国的网络安全和全球主导地位。美国分层网络威慑战略以冷战思维将网络空间阵营化,不仅增加了全球网络空间治理的困难,还增加了国家间网络冲突的风险。由于国际社会至今尚未达成对网络空间行为规范的共识,现有国际法也缺乏有效的约束,美国的分层网络威慑战略加剧了与中国在网络领域发生危机甚至对抗的风险。对此,中国应进一步完善和落实相关法律法规,提高关键网络基础设施的安全韧性;在双边层面要做好应对美国技术“去风险”和危机管控的准备;在国际层面,要继续推进网络空间全球治理合作。

智慧图书馆数据开放共享及安全治理平衡研究

数据是智慧图书馆发展过程中必不可少的资源,数据开放共享促进了智慧图书馆数据价值的无限释放,然而也对数据安全治理提出了更高的要求。文章深入剖析欧盟《数据治理法》和《中华人民共和国数据安全法》的内容,合理借鉴两部法律对数据开放共享和安全治理的法律规定及应对策略,结合其法理思想以及智慧图书馆发展实际,从理论指引、数据开放共享架构及数据安全治理保障体系三个维度,提出了适合我国国情的智慧图书馆数据开放共享及安全治理的平衡对策。

海洋命运共同体研究综述

随着海洋相关治理理念的不断拓展与深化,近年来海洋命运共同体概念逐渐构建起多重学术语境。本研究基于CNKI文献数据库,借用CiteSpace梳理了2016-2023年中国以海洋命运共同体为主题和关键词的相关文献,围绕研究热点、前沿趋势、主题类别、未来展望四大方面进行综述。研究发现,自2019年海洋命运共同体理念被正式提出后,相关研究文献也在逐年增长,形成了历史溯源、法律体系、区域地缘、海洋治理新领域四大研究类别,深化了不同领域和尺度的国际海洋事务研究。为进一步充实海洋命运共同体的概念内涵,彰显其号召力,未来研究建议从三个方向拓展:鼓励更多的学科参与研究、加强“世界看中国”的相关研究、重视中国经验与技术的总结与输出。

国际体育参与对民族国家意识的建构——基于民国时期中国参与远东运动会和奥运会的考察

20世纪初,中国在世界资本主义洪流的席卷下开启了构建现代民族国家的历程。受西方文化的影响,现代体育在清末民初传入中国之际即被引以为“救国强种”的有效途径,并与政治紧密结合。借助文献资料,运用史学研究的基本方法,基于中国在20世纪上半叶的远东运动会及奥运会参与史,发现在民国时期通过国际体育参与,包括收回国人体育领导权、积极参与国际体育竞争等,强化了中国的独立自主意识,推动了民众参与国家政治议程,塑造了国民的国家意识和民族认同,并借助远东运动会和奥运会在争取国际合法权益、表达国家立场及输出民族传统体育文化等行动中推进了作为现代民族国家的外交进程,表达了参与国际事务、融入国际社会的意愿。

构建新发展格局视域下的营商环境治理研究

营商环境治理作为中国国家治理的重要部分,是国家治理体系和治理能力现代化的重要标志,也是中国式现代化在经济领域的突出表现,彰显着国家治理现代化水平。因此,要牢牢把握营商环境发展方向,坚持以习近平新时代中国特色社会主义思想和党的二十大精神为指导、以中国式现代化为目标、以马克思主义中国化时代性成果和经验为基础,将营商环境的制度优势转化为国家治理效能。文章以中国式现代化作为营商环境治理的方向引领,以大国经济发展理论、新新贸易理论、马克思主义政治经济学为理论支撑,剖析了构建新发展格局视域下营商环境治理的内在机制,即大国经济理论从“人口规模巨大的现代化”出发,从人口规模多样性和市场多样性的现实角度,揭示了构建形成强大国内市场的重要意义;共同富裕、物质文明与精神文明相协调、人与自然和谐共生的中国式现代化目标,与新新贸易理论中基于企业异质性、挖掘企业潜力、关注企业参与度与社会责任感、最终实现产业整体效益的逻辑相符合;马克思主义政治经济学追求的国民经济良性循环目标,从国内国际“双循环”的角度,诠释了“和平发展道路”的政治经济学内涵。其次,文章基于三大理论基础,解析新发展格局视域下营商环境治理促进经济发展的多维动态逻辑,即基于大国经济发展理论的要素市场化配置逻辑、基于新新贸易理论的产业链供应链升级逻辑与基于马克思主义政治经济学的现代流通体系建设逻辑。最后,文章将营商环境治理的多维动态逻辑融入中国当前构建新发展格局的目标取向和战略选择中,提出构建新发展格局视域下营商环境治理的市场化改革路径、创新驱动路径和“放管服”改革路径,三条作用路径相辅相成、协同发力,以制度创新为新发展格局经济体系注入源源不断的活力。

主场外交:国家治理与全球治理互动的中国探索

当前,全球治理面临着治理主体缺位、治理赤字增加、治理效能不足等问题,对中国等新兴国家提出了更高的责任和要求。近年来,中国举办了一系列主场外交活动,基于自身国内治理经验提出了大量全球治理的中国方案,涵盖了政治、经济、安全、文化等多个领域,既增强了中国的国际话语权,有力地塑造了大国形象,提升了中国的国家治理水平,又为中国推动全球治理体系完善变革,解决全球性问题提供了强大动力。究其原因,主场外交通过进行信号传递,展示自身理念;编织合作网络,增强动员能力;理顺工作机制,提升地方城市治理能力等方式,实现了国家治理和全球治理的内外联动。

新中国成立初期国家领导层对和平共处的认识

在两极对立的冷战背景下,中华人民共和国在和平共处外交方针的指导下,至1956年,通过直接建交和谈判建交的方式,与27个国家建立了外交关系,还通过“走出去”与“请进来”的外交实践,实现了与一些国家的和平共处。国家领导层从新中国成立初期的外交实践中认识到:和平共处是新中国外交的长期方针;尊重领土主权和平等互利是和平共处的核心;制度自信是和平共处的底蕴;国家富强是和平共处的后盾;和平共处要有危机意识;坚持和平共处形式上的多样性、策略上的灵活性和方针上的求同存异;签订和平条约和建构制度机制是和平共处的保障。上述认识对当下坚持和谐共处外交、构建人类命运共同体仍有指导意义。

地名治理与更名政治 ——民国时期北京街巷地名的演变

明清以来,北京的街巷地名基本上处于自主发展和多中心管理的状态中,既受到王朝政治和精英文化的影响,也为民间文化的发展保留了空间。进入民国以后,城市当局开始强化对街巷地名的“标准化”管理,同时又将地名管理与不动产登记相结合,形成精细治理城市空间的技术基础。城市当局还发动了对街巷地名的“雅化”、民族主义化和“地名革命”等运动,通过对街巷地名的政治化操作,将街头打造成意识形态展演的空间。但由于存在着各种限制性因素,城市当局对街巷地名的全盘整顿难以落到实处。民国时期北京街巷地名的演变,既展示了权力生产和行使的新方式,也反映出近代国家与社会关系的新走向。
