Planning Strategy of Tourism Service Towns under the Land and Space Planning System:A Case Study of Taiping Town in Nanchang City

In May 2019,the construction of the land and space planning system was officially launched.The Ministry of Natural Resources of the State Council issued the Notice on Comprehensively Implementing Land and Space Planning,which clearly requires all regions to comprehensively launch the land and space planning and puts forward specific work requirements[1].Later,in order to guide the preparation and implementation of land and space planning,various technical standards were successively issued.The dual-assessment technical guidelines,land use classification standards,and the compilation guidelines for provincial,city and county planning were gradually submitted for review and trial implementation.In this context,there have been more and more planning theories and practical studies based on the background of land and space planning.For tourist service towns,how to protect the style and features of the towns under the land and space planning system and preserve the local characteristics is a problem that needs to be solved urgently[2].

Planning and construction of Xiong’an New Area(city of over 5 million people):Contributions of China’s geologists and urban geology

China established Xiong’an New Area in Hebei Province in 2017,which is planned to accommodate about 5 million people,aiming to relieve Beijing City of the functions non-essential to its role as China’s capital and to expedite the coordinated development of the Beijing-Tianjin-Hebei region.From 2017 to 2021,the China Geological Survey(CGS)took the lead in multi-factor urban geological surveys involving space,resources,environments,and disasters according to the general requirements of“global vision,international standards,distinctive Chinese features,and future-oriented goals”in Xiong’an New Area,identifying the engineering geologic conditions and geologic environmental challenges of this area.The achievements also include a 3D engineering geological structure model for the whole area,along with“one city proper and five clusters”,insights into the ecology and the background endowment of natural resources like land,geothermal resources,groundwater,and wetland of the area before engineering construction,a comprehensive monitoring network of resources and environments in the area,and the“Transparent Xiong’an”geological information platform that is open,shared,dynamically updated,and three-dimensionally visualized.China’s geologists and urban geology have played a significant role in the urban planning and construction of Xiong’an New Area,providing whole-process geological solutions for urban planning,construction,operation and management.The future urban construction of Xiong’an New Area will necessitate the theoretical and technical support of earth system science(ESS)from various aspects,and the purpose is to enhance the resilience of the new type of city and to provide support for the green,low-carbon,and sustainable development of this area.

Analysis on the Application of Quality Classification of Cultivated Land Resources in Municipal Land Space Planning:A Case Study of Chongzuo City

Cultivated land is the most important strategic resource to ensure food security.The newly constructed quality classification system of cultivated land resources considers the cultivated land health index for the first time.How the new classification and grading index system and the quality classification results of cultivated land resources to effectively guide the preparation of municipal land space planning has become a key research direction.This paper expounds the overall design idea for quality classification of cultivated land resources and classification index system.Taking Chongzuo City as an example,through the analysis of the quality classification results of cultivated land resources in the study area,using GIS spatial analysis and factor pairwise comparison method,this paper explores the application ideas and methods of quality classification research results of cultivated land resources in the formulation of cultivated land retention target,the delineation of dominant areas of cultivated land protection,the delineation of three control lines,the comprehensive improvement of land,and ecological restoration zoning in the municipal land space planning.

Exploration and Innovation of Village Planning Compilation Based on the Background of Land Space Planning

Compilation work of land space planning at village level is important point in promoting the strategy of rural revitalization and the key for specific implementation of land space planning.Based on analyzing the existing problems in the planning at village level in China,overall guidelines and specific measures of land space planning compilation at village level are proposed,and some thoughts and suggestions on how to perfect its legal status,considering regional characteristics and valuing landscape design are put forward.

Study on the Current Situation of Urban Integration of Aboveground Space and Underground Space:Under the Background of China’s Land Spatial Planning

Urban underground public space has a synergistic effect with its surrounding urban aboveground functions or facilities,which reflects the complementarity between underground functions and urban functions.The research analyses the degree of integration through the case study of urban aboveground space and underground space in China.The research method of this paper will give different evaluation criteria to public transport and public space and the influencing factors of space integration.The indicators of public transport include the number of subway lines and underground parking spaces.The evaluation standard of public space is the area of underground space and the number of floors of underground space.The subway entrance and exits are selected as the evaluation index for the aboveground and underground transition space.Through the specific analysis of 7 selected cases,it provides arguments for the research.The average rent in the case is taken as the dependent variable.Through the regression model,the influencing factors of the integration of aboveground and underground space are determined.The purpose of the study is to explore the influencing factors of the integration of aboveground space and underground space,and how to optimize the integration of aboveground and underground space.

基于CiteSpace文献计量分析的生态网络构建研究进展

生态网络构建作为一种有效的生态手段,对于保护物种多样性,建设城市生态空间及优化国土空间资源配置方面有积极意义。利用Arcgis平台运算、对遥感数据解译利用等新技术,应用层次分析法(AHP)、专家打分法(德尔菲法)等分析方法使生态网络的构建更加精准。以CNKI、WOS为数据源,用知识图谱计算工具CiteSpace进行定量分析,通过数据可视化与内容的结合进行研究,对于构建生态网络方面的研究进展、研究方法进行分析,特别是针对“MCR模型”在生态网络的应用进行深入研究,对不同尺度范围绿地生态网络构建方法进行总结,最后对未来研究发展态势作出展望。结果表明,我国基于MCR模型构建生态网络的研究,按照发文量可分为3个阶段,即启蒙阶段、快速发展阶段、稳步发展阶段;而现阶段最小阻力模型(MCR)在生态网络的应用已经趋于成熟,只是在因子选取及赋值方面未形成统一科学标准;此外,研究尺度呈现多元化,涉及市、省、城市群等多尺度。

The Evolution and Trend Analysis of Rural Planning Research Hotspots under the Background of Territorial and Spatial Planning

Under the background of the new round of land and space planning,the research on rural planning in China is undergoing positive changes.Based on the past emphasis on engineering thinking and planning technology,it has entered the field of planning strategy and planning guidance.The extended development trend shows a research trend of intensified integration with public management disciplines and government governance theories.The intervention of government regulation research will provide a solid theoretical guarantee for the rural revitalization strategy that focuses on planning and planning first.In order to study the rural planning hotspots and trends in the context of territorial and spatial planning,using CiteSpace software to map rural areas from the perspectives of the number of articles,authors,publishing organizations,keyword co-occurrence networks,keyword clustering analysis,hotspot evolution,prominent word analysis,etc.The knowledge map was planned and visualized comparative analysis was carried out.

Open Space Implications in Urban Development: Reflections in Recent Urban Planning Practices in Nepal

Open space has various implications in urban development planning and has been integrated in recent urban planning approaches and practices in Nepal.The open spaces are not only important for(re)shaping the urban form but are also important for enhancing urban social life and disaster risk management,particularly for dense cities.As most of the cities in Nepal have been growing haphazardly,the cities lack sufficient open space.However,the value of open space in dense cities like Kathmandu has been recognized more after the Gorkha Earthquake 2015 as the open spaces were extensively used for risk relief,treatment,recovery,and rehabilitation during and after the earthquake.With this background,this paper presents the major planning initiatives in Nepal and discusses how recent urban plans have provisioned and initiated open spaces development by reviewing concurrent urban planning practices,particularly reviewing Periodic Plans,Integrated Urban Development Plan,Smart City Plan,and Land Development Plan.The development of open areas has not been given much attention in the earlier urban planning practice but recent urban development planning has emphasized with a special focus which is very important for sustainable and safer city development and is expected to address the current bulging urban issues of spatiality and sociability.Therefore,it is very important for integrating open space implications in city planning and such open space should be conceptualized according to the city’s geography,landscape as well as socio-cultural contexts.

无人经济趋势下的未来城市空间创新与规划应对

聚焦无人化趋势下的城市新型人地关系,结合无人化趋势带来的业态创新和就业模式变化,推演未来可能出现的无人化场景及其对规划技术提出的新挑战,由此得出如下新趋势并提出相应的规划应对设想:在无人化趋势下,以人定地的空间规模预测方式的适用性会降低,需要在系统考虑机器换人对各类用地影响的基础上确定城镇空间发展规模;无人化生产和劳动力替代将在一定程度上重构现有的产城空间格局,未来需要加强对无人化产业空间的学术研究和规划技术研究;未来城市会出现大量“人—机”共存交互的空间场景并产生相应的治理难题,急需从时空行为活动导控方面探索提升建成空间利用效率的规划新理论和新方法。

流域国土空间水资源承载力评价及保护方法研究

量化测度水资源承载力并制定相应的水资源保护措施,对于区域国土空间可持续发展极为重要。运用DPSIR框架,评价了梁子湖流域的水资源承载力,并对评价结果进行空间落位。基于评价结果,使用FLUS模型模拟未来发展趋势,划定了区域国土空间功能优势区,并综合评价模拟结果,确定了梁子湖流域的水环境保护格局。从量化测度和情景模拟两个方面构建了一套切实可行的流域国土空间水资源保护规划技术路径,可为区域水资源保护目标导向下国土空间规划与生态保护提供参考。

土地财政驱动的县城发展问题和转型思路评析--以某县级市为例

上一阶段城市的发展受到“土地财政”机制的驱动,引起了有关经济和城市健康、持续发展模式问题的讨论。文章以一个县级市为例,分析了土地财政驱动下的经济发展特点,剖析了旅游度假房地产和土地开发为导向的城市发展路径和空间扩展过程,以及城市功能布局和空间组织存在的问题,探索了经济转型发展和城市空间优化的对策,对于合理规划城市空间和推进以县城为载体的城镇化发展具有典型案例的借鉴意义。

镇村布局规划实施效果评价方法研究

开展镇村布局规划实施效果评价,可以为决策优化和方案调整提供科学依据。本文结合高分辨率遥感影像与国土三调数据,通过面向对象变化检测方法,提取集聚提升类、城郊融合类、特色保护类、拆迁撤并类村庄的建设用地变化图斑,在两期建设用地图斑的基础上,构建建设用地变化量与紧凑度指标,开展村庄建设进程和村庄形态的分析评价,并以盱眙县穆店镇为例,对2019—2022年近期规划的四类村庄进行方法验证,为不同村庄的发展提供适宜的规划建议。

重庆市中心城区非集中建设区规划策略研究

非集中建设区是国土空间规划的重要区域,也是落实全域全要素规划治理的重要空间载体。针对非集中建设区存在的权属复杂多元、要素庞杂多元、管理主体多元的空间特征,以重庆市中心城区为例,提出非集中建设区国土空间规划策略:针对多元的特点,统筹谋划空间发展目标,构建非集中建设区国土空间规划体系;通过分级分区编制管理,将“多元”要素管控要求逐层传导落实;通过多规协同治理,充分发挥“多元”主体能动作用。

国土空间“三线”冲突视角下耕地管控刚性与弹性空间划定

开展耕地管控刚性与弹性空间划定,对实现粮食安全与耕地多功能利用具有重要现实意义。该研究以广西河池市辖区为例,从协调国土空间“三线”冲突发挥耕地多功能视角,基于农业-生态-城市空间的资源本底评价与未来情景模拟,运用“刚性约束”和“弹性引导”的规划思路统筹“三线”冲突区的耕地分级分类划定。研究结果表明:1)“三线”冲突视角下,耕地管控的刚性与弹性分区可划分为永久基本农田刚性管控区与生产-生态、生产-生活、生产-生态-生活复合利用弹性区;2)研究区耕地质量整体处于中等偏下水平,高质量耕地集中分布区与生态保护重要区、城镇开发边界之间冲突严重,冲突区面积达212.39 km^(2);3)冲突研判与调整融合得到2035年研究区耕地刚性管控区及三种耕地复合利用弹性区,并提出耕地刚性管制与弹性调控的分区管控措施。该研究刚性与弹性相结合的耕地管控分区有助于制定更精细化的耕地管理方案和落实耕地的多功能和可持续利用。

生态底线约束下的国土生态空间碳储量预测:以襄阳市为例

为探究生态底线约束下的国土生态空间碳储存功能的时空响应特点,运用ArcGIS平台集合PLUS模型和InVEST-Carbon模型模拟并预测2000—2030年襄阳市生态空间碳储量变化及其空间特征。结果显示:2000—2020年间襄阳市生态空间面积缩减,预测到2030年在生态底线约束下的生态空间退化速度降低;到2030年,襄阳市碳储量由于生态空间变化相应转变,栅格单元碳储量最大值约为18.47 kg,主要分布在西部、东北和东南的林地中;热点分析呈现“热点集中、冷点分散”的格局,生态底线约束有助于优化襄阳市生态空间碳热点格局。

山地城市国土空间水生态规划逻辑框架与实践

在总结我国国土空间水生态规划发展进程及山地城市国土空间水生态规划面临的困境基础上,以“五级三类”的国土空间规划体系为切入点,立足“水土—水城—水系”3大空间尺度,确定“屏、源、城、岸、系、流”6大生态维度,提出“全域国土空间—山水城聚合空间—水系网络空间”的山地城市国土空间水生态规划逻辑框架,围绕水土保护、水源涵养、水城相融、水岸协同、水系优化、水质共保6大生态功能,提出相应的规划策略和关键技术,以期为其他山地城市的国土空间水生态规划提供参考。

劳动教育融入高校专业课的路径研究——以城乡规划专业为例

劳动教育可以帮助高校学子实现“德智体美劳”全面发展。作为理论与实践并重的专业,城乡规划专业更需要将劳动教育有效地融入专业培养体系中。然而,目前在大多数高校中,劳动教育和专业课程教育仍相对独立,存在与专业课程融合不足、实施模式单一等问题。在“五育”并举、国土空间规划体系变革、新质生产力发展的背景下,如何将劳动教育有效地融入专业课程,培养适应规划行业新需求的高层次人才成为近年来教育改革的重要内容之一。文章以黄山学院城乡规划专业为例,通过分析劳动教育融入该专业“认知+实践”类课程的现状,探索新形势下劳动教育融入“认知+实践”类课程的途径,并从劳动意识提升、课程体系优化、教育方式创新、就业竞争力提升四个层面提出相应的方法和对策。
