IMPEDIMENTS AND SOLUTIONS TO NATURAL RESOURCES FOR SUSTAINABLE DEVELOPMENT IN CHINA

The paper introduces the situation of studies on sustainable development in the world and China’s response to the topic. The impediments of natural resources to realize sustainable development in China are analyzed. And seven strategies to accomplish this arduous task are suggested.

Multifaceted natural resources and green energy transformation for sustainable industrial development

Climate change is the most phenomenal challenge to humanity,and its roots are intervened with unsustainable industrialization,exercising overexploitation of natural resources.Therefore,the departure from non-renewable to renewables has become inevitable,though thought-provoking.In this respect,we explore how green energy transformation moderates the impacts of multifaceted natural resources on sustainable industrial development in the presence of other covariates involving technological progress,financial development,and economic progress.We compiled data from Group of Seven(G-7)members over the 19952018 period and applied panel quantile regression(PQREG)to capture the effects across varying levels of quantiles of sustainable industrial development.Results revealed a positive role of natural gas rents,while coal,forest,and total natural resource rents contributed adverse implications for sustainable industrial development.However,the green energy transformation proved to be the game changer because it not only directly induced sustainable industrial development improvement but also turned the unfavorable effects of coal,forest,and total natural resources into favorable ones by interacting with those multifaceted natural resources.Technological,financial,and economic progress supported sustainable industrial development in G-7 nations,particularly in members with existing middle and upper scales of sustainable industrial development.These findings are robust enough when subjected to different estimation tools.In light of these outcomes,the interaction between green energy transformation and natural resource policy is inevitably critical to attaining natural resource efficiency for sustainable industrial development.Therefore,it is imperative to establish a close policy coordination between advancing green energy technology and allocating natural resource revenue to achieve sustainable development goals(SDGs),with a particular emphasis on SDG-7 and SDG-13。

Research Status and Future Trends of Natural Resources and Sustainable Development in China: Visual Analysis based on CiteSpace

As an important foundation for promoting social progress and economic development, natural resources play an important role in the sustainable development of cities. However, the increasing demand of human beings for natural resources has led to various ecological environmental problems, such as excessive population density, serious environmental pollution, the continuous decline of total natural resources and per capita resources, all of which have hindered sustainable development. Therefore, the study of natural resources and sustainable development has become the focus of many current scholars. In this paper, CiteSpace is used as an analysis tool to analyze the literature on natural resources and sustainable development over the past 20 years. First of all, this paper deeply analyzes the research status of this field in terms of academic research trends, authors and research institutions, co-occurrence of keywords, etc., and on this basis, it then deeply analyzes its evolutionary path and research hot spots in the past 20 years through keyword emergence. Finally, according to the visualization of the analysis results, the future development trends of this research field are speculated:(1) Grasp the current research focus;(2) Improve the research accuracy;(3) Enrich the theoretical system of research;and(4) Establish an interdisciplinary research system.

A Study on Eco-Tourism and Sustainable Development of Economic Underdevelopment Areas—An Example from Kanas Nature Reserve, Xingjiang Province, Northwest China

Based on the assessment of eco-tourism resource and its location advantage, the paper has discussed the principle, projects, and facilities of eco-tourism, in the Kanas Nature Reserve in Xinjiang as well as the direction of related industries. To solve the problems occurred at present in the Kanas Nature Reserve, strategic counter measures of sustainable development of eco-tourism have also been put forward, including: 1) The establishment of eco-tourism planning legislative system of eco-tourism;2) The establishment of environmental protection planning system of eco-tourism;3) The establishment of environmental audit system of eco-tourism;4) The establishment environmental legislation and law enforcement system of eco-tourism;5) The establishment ethic education and management system of eco-tourism.

Relationship between Environmental Tax and Sustainable Development

[ Objective] The study aimed to discuss the relationship between environmental tax and sustainable development in China. E Method From the aspects of economic growth, development mode, environmental consciousness of national people, equity and efficiency, we analyzed the relationship between environmental tax and sustainable development in China, then studied the current taxation systems aiming at sustainable devel- opment. [ Result] In China, the design idea of present taxation system is not suitable for sustainable development, and a complete and scientific environmental tax system has not been established. Environmental tax indicates fairness principle, promotes equal competition and economic struc- ture adjustment, and enhances the environmental consciousness of national people. [ Conclusion] Environmental tax is not only an important sys- tem guarantee for the implementation of scientific development concept and circular economy, but also an effective method for governments to pro- tect environment and realize sustainable development.

Protect the Environment and Speed up the Sustainable Development of Chinese Agriculture

Strengthening the environmental protection, deepening rural reform, increasing agricultural input, and promoting a more stable and higher-speed growth of peasants＇ income, all of these are playing a very important role in the sustainable development of agriculture. The environment problems are not only economic problems, but also important political problems. And they constitute an urgent and arduous task that we meet, and need a long time to be conquered. Under the present new historical circumstances, we should establish a scientific development philosophy, strengthen the environment protection, and build up a harmonious society in which urban and rural areas are progressing coordinately.

河流伦理建构中的八个理论和实践问题探讨

河流伦理是河流哲学,其自然科学基础和实践基础是河流生态学。从八个方面进行了探讨:深化对水、河流、湖泊的认识,建构河流伦理知识体系;深化对当前水利工作主要矛盾的认识,充分发挥水利部门在解决“四水”问题中的基础性作用;深化水工程对水生态影响的认识,调整完善水利工程布局;深化对水工程使用寿命问题的认识,高质量高水平建设管理水工程;深化对生态调度工作的认识,推进江河湖库的精细化调度;深化对河流生态系统复杂性的认识,用生态的方法修复河流生态;深化对水旱灾害的认识,对洪灾旱灾进行分级管理;深化对发展改革紧迫性的认识,推进水利工作管理体制机制的改革。提出推动河流伦理落实落地的建议,推进实现水利治理体系和治理能力现代化。

Application of Ecological Footprint

Ecological footprint is a method of measuring how much we use the natural resources and how much the nature provides services for human beings. This paper summarized the application of ecological footprint at different scales and in different fields and different ecological types at home and abroad,analyzed the advantages and disadvantages of ecological footprint method,and made a prediction of the application of ecological footprint.

自然资源技术标准在支撑“双碳”标准体系建设中的作用与挑战分析

随着全球气候变化问题日益严峻,中国提出的“双碳”目标(即碳达峰和碳中和)显得尤为重要。在这一背景下,建立一个有效的“双碳”标准体系成为实现这一目标的关键。本文通过探讨自然资源与“双碳”目标之间的联系,分析自然资源技术标准在支撑“双碳”标准体系建设中的作用及其面临的挑战,并强调了合理利用和保护自然资源在实现“双碳”目标中的重要性,在此基础上提出了相应的对策建议,从而为未来标准体系的完善和发展提供了方向及策略指导。

生态旅游模式下自然保护区资源开发利用研究--以西双版纳为例

生态旅游是一种可持续发展的旅游,它更加注重对景观资源的保护。本文以西双版纳国家级自然保护区为例,简要分析了生态旅游资源开发利用的现状,并指出了其存在的主要问题。针对这些问题,从开发特色生态旅游产品、加强对自然资源和景观的修复保护、打造文化型生态绿洲以及从全域视角进行均衡开发等方面提出了具体的对策建议。简言之,生态旅游模式下自然保护区资源开发利用,要维系生态系统的稳定性,在保护好自然资源的前提下适度合理开发,使得保护区生态旅游能够实现可持续发展,从而实现经济效益与生态效益、社会效益的均衡发展。

基于学科分类的资源经济学与环境经济学及生态经济学比较分析

学科分类是为了从不同角度研究问题,针对目前学术界对资源、环境、生态经济学概念混淆、研究内容区分不清晰问题,本文根据学科的构建条件与原则,从定义、研究对象、研究内容与研究方法等方面对与自然资源有关的3门应用经济学科加以比较,从而为学科发展及相关部门政策制定、管理规划提供理论参考。资源经济学、环境经济学、生态经济学均是应用经济学思想研究复合经济系统的基本原理与变化规律,分别解决经济社会发展与资源稀缺性、环境自我调节能力、生态系统承载力之间的矛盾,从而实现经济社会可持续发展的共同目标。资源经济学重点研究自然资源的时空变异性,自然资源产权、配置和安全方面,今后仍需加强自然资源资产价值核算、自然资源开发与保护关系研究,提升治理能力的现代化水平。

Ecological Democracy and Sustainability in Fragile Environment： Environmental Discourse in Select Pieces of Environmental Writing from India

Environmental writing has attained a new relevance in the 21st century. In the present scenario, environmental writing becomes a social discourse. This is the result of a new, vibrant and growing environmental constituency in societies such as Brazil, India, Thailand and other Third World Countries. The features of environmental writing include a visible concern for social justice, defence of livelihood and the determining part played by women. This new discourse has emerged with a new focus on redefinition of terms like human rights, common good, democracy and CPRs （common property resources）. Environmental Writing becomes a powerful discourse when it protests against the increasingly intrusive and interventionist developmental projects, implemented by the government, which in turn assert dominion over indigenous people of the land. There is also a strong emphasis on prudence among the poor as contrasted to the ecological profligacy of the rich. This paper is an attempt to examine the voices of dissent and the accountability of postmodern writers and environmental activists in India regarding environmental issues in India.

风景名胜区保护性旅游开发探讨

本文对皇藏峪风景名胜区的基本情况、保护价值、旅游资源、旅游开发待改进的方面以及可持续开发策略进行了梳理和分析。结果显示,该景区集自然景观与人文景观于一体,具有较高的科学研究和生态保护价值,同时也存在自然保护地空间重叠、旅游开发与周边社区建设的协调等需重点关注的方面。为实现景区的可持续发展,提出坚持保护优先、加强建设项目管理、完善功能区划、保护古树名木、健全森林防火机制和建立社区生态补偿机制等策略,目的是平衡生态保护与旅游开发,确保该地自然资源和文化得到保护与合理利用。

MSPA-based Collaborative Evaluation and Planning Governance of Territory and Natural Environment in Metropolitan Agglomerations-A Case Study of EGIDDZ in Yangtze River Delta

The intersection of environmental conservation and urban development has garnered global attention.This study aims to contribute to the theoretical foundation and policy recommendations for the collaborative governance of territory and the natural environment in metropolitan agglomerations.Employing a comprehensive Morphological Spatial Pattern Analysis(MSPA)approach,this research analyses and overlays various indicators,constructing an integrated evaluation system based on“natural resource management and conservation,land use,and ecological network assessment”.Our findings reveal that:(1)The overall collaborative degree between the spatial configuration and natural environment in the Ecological Green Integration Development Demonstration Zone(EGIDDZ)is relatively high and still needs improvement at the micro level.Notably,regions characterised by elevated synergy levels exhibit considerable spatial overlap with ecological green cores outlined in territorial planning.(2)The selection and distribution of land use patterns are pivotal factors influencing collaborative levels,with multiple land use types favouring enhanced collaboration.By exploring the interplay between metropolitan territory and the natural environment using MSPA,this study seeks to provide holistic evaluation methodologies and governance insights for advancing sustainable urban planning and development.

基于生态足迹的内蒙古自然资源可持续利用分析

内蒙古自治区作为中国北方重要的生态安全屏障,其重要性不言而喻。精准掌握内蒙古自治区自然资本利用状况是其可持续发展的基础,有利于提升绿色发展水平,构建绿色特色优势现代产业体系,促进生态保护与经济建设协调发展。生态足迹模型是一种广泛应用于判别可持续发展程度的重要方法。该文在行政单元内部开展生态足迹研究,进一步明确生态足迹空间异质性,为开展更为精准细致的工作提供有力支持。基于净初级生产力构建了内蒙古12个盟市均衡因子和产量因子,采用生态足迹模型对内蒙古1990-2020年每隔5年共7个时期的自然资本进行核算;并结合相应年份人口空间分布公里网格数据集对其生态足迹、生态承载力、生态赤字/盈余进行空间化显示;最后采用区域土地可持续利用指数分析内蒙古土地可持续利用程度。结果表明:内蒙古6种地类中,林地均衡因子最高,呼伦贝尔市各地类的产量因子均高于内蒙古其他区域。内蒙古生态承载力呈现先下降后小幅上升趋势,生态足迹呈现上升趋势,并在1995-2000年由生态盈余转为生态赤字。内蒙古生态赤字面积由9.1%上升至51%,并具有明显的空间异质性。生态赤字主要集中在呼和浩特市、包头市、鄂尔多斯市、通辽市的市区。内蒙古区域土地可持续利用指数由0.67降至0.15,由轻度可持续状态转变为强不可续状态,可持续利用程度较低的区域集中于工业化、城市化等发展较快的地区。该研究可以为实现高质量可持续发展提供依据,为推动生态文明建设提供科学指导。

面向SDGs的“海上丝绸之路”沿线国家自然资源可持续利用能力评价

围绕联合国可持续发展目标(SDGs)6、14和15,构建自然资源可持续利用能力评价指标体系,包含24个目标和42个指标。引入“强可持续性”和“弱可持续性”概念,采用常数替代弹性函数和Combined Compromise Solution(CoCoSo)模型,评价2020年“海丝”沿线国家关于自然资源利用的可持续性。结果表明:1)“弱可持续性”情景下的分数普遍高于“强可持续性”情景下的分数,指标分数间的不均衡性是导致目标分数存在差异的原因。2)“海丝”沿线国家总体上在目标6.3、6.4、6.5、14.1、14.4、14.5、14.a、15.1和15.6表现不佳。3)葡萄牙、克罗地亚和意大利在任一SDG均名列前茅,苏丹、索马里和吉布提则位列倒数。4)葡萄牙、克罗地亚和希腊的综合排名最高,利比里亚、索马里和吉布提的综合排名最末。区域自然资源可持续利用能力由高到低依次是欧洲、南美洲、亚洲和非洲,其与区域经济发展水平和资源禀赋有关。5)中国应根据沿线国家在资源利用、发展水平等方面的差异,制定针对性投资与合作策略。

中国城市自然资源管理效应测度与对比

本文采用综合指数法建立城市自然资源管理效应评价体系,对全国地级以上城市进行评价,并由好到差划分为A、B、C、D、E五个等级。2020年评价结果显示:全国297个地级以上城市在统筹生产、生活、生态空间布局,降低发展的自然成本方面总体表现较好;北京等9个城市的评分等级为A,武汉等68个城市为B,玉溪等143个城市为C,其他城市评分相对较低,被评为D和E级。从国际对比情况看,中国在宜居、绿色、韧性城市建设方面取得跨越式发展,但城市空间经济效率、地耗和电耗指标与美国等发达国家相比仍存在一定差距;部分经济发展滞后的城市其人口密度降幅达到5%~71%,其中37个地级市有沦为收缩城市的风险。

Environmental ethics and regional sustainable development

The scientific environmental ethics plays a key role in the recognition of the human-environment interactions. Modern environmental ethics is the philosophical re-thinking of modern human race environmental behavior. The development of environmental ethics theory, as well as its application in reality, determines the viewpoints of environmental ethics. Sustainable development implies harmony on human-environment interactions and inter-generation responsibility, with emphasis on a harmonious relationship among population, resources, environment and development, so as to lay a sustainable and healthy foundation of resources and environment for future generations. The harmonious society construction in China that is raised by the Chinese central government should be covered by environmental ethics. The connotation of open environmental ethics includes a respect for nature, care for the individual human race, and respect for the development of future generations, which means giving consideration to natural values, individual and human race benefits and welfare across generations. The role of environmental ethics in regional development consists of cognition, criticism, education, inspiration, adjusting, legislation and promoting environmental regulations. The major problems in regional development are extensive resource exploration, fast population growth, irrational industrial structure, unfair welfare distribution and the twofold effects of science and technology development. The formulation of environmental ethics that aims at regional sustainable development, can not only harmonize the relationship of population, resource, environment and economic development, but also guide behavior selection, push social and political system transformation, strengthen the legal system, and raise environmental awareness of the public.

现阶段,我国自然保护区林业资源管理现状不尽人意,虽然各个地区都建立了相应的自然保护区,并且也取得了一定的成效,但是依然存在着某些方面的问题。文章就自然保护区林业资源管理现状展开分析,提出了相应的可持续发展对策,以期提高自然保护区林业资源的管理成效,促进林业的可持续发展。
