Increasing the Adaptive Capacity in Unembanked Neighborhoods? An Exploration into Stakeholder Support for Adaptive Measures in Rotterdam, The Netherlands

Cities in deltas are vulnerable to climate change, especially their unembanked neighborhoods that are not protected by dikes. Rising sea levels and extreme water levels in the rivers can lead to the flooding of these urban areas. The Netherlands has a long history in water management. However, building dikes and the elevation of land are traditionally treated as rather stand-alone measures. Attention is rarely paid to the surrounding area, let alone to the complex context of cities and certainly not to disadvantaged neighborhoods. Yet, inner-city area redevelopment may provide opportunities to integrate flood management in these planning processes. In order to investigate the support of stakeholders for risk-reducing adaptive measures and more resilient measures, we did research in an unembanked inner-city area in the city of Rotterdam (The Netherlands), in which we conducted in-depth interviews with the central stakeholders. The main conclusion is that the most important barriers for integrating climate adaptation measures into that neighborhood are the fragmentation of water-safety policy (e.g. elevation of rebuilding locations) and the hierarchical governance arrangement in water management. This type of fragmentation led on its turn to fragmentation with other policy goals for the neighborhood. It also led to fragmentation between different areas in the same neighborhood that received political attention and those that are excluded from water-safety policy. This questions the approach in terms of social justice. An important side effect is that this governance arrangement also restricted innovation towards climate adaptation. Therefore, integrating water-safety policies in urban planning (in its capacity as a more integrative and comprehensive spatial approach) should be considered the best option to increase the adaptive capacity in delta cities. Not only can the negative effects in terms of policy fragmentation be dealt with effectively, but also spatial fragmentation can be tackled.

Health Council of the Netherlands and evaluation of the fifth generation,5G,for wireless communication and cancer risks

Currently the fifth generation,5G,for wireless communication is about to be rolled out worldwide.Many persons are concerned about potential health risks from radiofrequency radiation.In September 2017,a letter was sent to the European Union asking for a moratorium on the deployment until scientific evaluation has been made on potential health risks(http://www.5Gappeal.eu).This appeal has had little success.The Health Council of the Netherlands released on September 2,2020 their evaluation on 5G and health.It was largely based on a World Health Organization draft and report by the Swedish Radiation Safety Authority,both criticized for not being impartial.The guidelines by the International Commission on Non-Ionizing Radiation Protection were recommended to be used,although they have been considered to be insufficient to protect against health hazards(http://www.emfscientist.org).The Health Council Committee recommended not to use the 26 GHz frequency band until health risks have been studied.For lower frequencies,the International Commission on Non-Ionizing Radiation Protection guidelines were recommended.The conclusion that there is no reason to stop the use of lower frequencies for 5G is not justified by current evidence on cancer risks as commented in this article.A moratorium is urgently needed on the implementation of 5G for wireless communication.

Migration continues to serve as platform for financial and social empowerment in many countries including Ghana.There are many constraints associated with the life of migrants;however,the quest to be socially acknowledged enables them to adopt certain survival strategies.Using qualitative methodology,this paper examines Ghanaians migration to the Netherlands using the concept of“burger”.This research work highlights that some Ghanaian migrants travel with the goal of earning money to meet their personal and family needs,and so engage in any available job to build and maintain their new burger status.As burgers,they have to obtain enough money to maintain their elevated social status but need to ensure that relatives and friends in Ghana do not know how this money is obtained.To maintain the new“privilege”social status often ascribed to Ghanaians living abroad,migrants are compelled to juggle their work,income,and lifestyle in the Netherlands and(mis)-representation of themselves in Ghana.

The Role of an Independent Netherlands Laboratory in the Trade and Industry of Edible Oils and Fats

The task of an independent laboratory within the trade of edible oils and fats is to determine the quality of shipped goods. Samples of the cargo are taken upon loading and discharge of a vessel and tested for the contractual quality specifications. The testing is performed according to contractual agreed methods of analyses. The laboratory should be recognised by the trade organisations and be tested every year on its performance. Also there is an increasing demand for analyses on contaminants, e.g. pesticide residues. This is enforced by national and international legislation. Therefore, the laboratory should be equipped with the newest analytical instruments in order to detect the requested low levels of contaminants and should keep up with the latest methods of analyses. A brief introduction of the independent laboratory in the Netherlands, the main analytical indexes agreed in the contract in the oil and fat trade, the important quality parameters, the key pollutants (including pesticide residues, polycyclic aromatic hydrocarbons, mineral oil, phthalate, dioxin,monochloropropane, etc.) are summarized in this paper, in order to make readers understand the quality control and technical progress of the goods in the oil and fat trade by the International Organization for Standardization (ISO) and the European Union (EU), provide some references for facilitating technology exchange.

Cutaneous leishmaniasis (CL) in western countries seems to be appearing more frequently. Our aim was to determine if there has been a shift in countries where CL is acquired and whether the incidence has changed, and to assess current diagnostic procedures and treatment modalities. In a retrospective study medical records of patients with the diagnosis of CL at the Departments of Tropical Dermatology and Tropical Medicine, Academic Medical Center, Amsterdam, the Netherlands, from 1990 to 2000 were analysed. CL was diagnosed in 78 patients. The majority was acquired in Belize, Surinam, French Guyana and Bolivia. Giemsa stains were positive for the parasite in impression smears from 43% and in biopsies from 71% . Seventy-eight per cent of cases were culture- positive and 89% were PCR-positive. Sixty-two patients were treated systemically: pentavalent antimony (32), pentamidine isetionate (11), itraconazole (19), and 13 locally, the majority with a combination of cryosurgery and intralesional pentavalent antimony. Imported CL is becoming more frequent, with South and Middle American countries being important sources of infection. Multiple tests, of which PCR is the most sensitive, are required to confirm the diagnosis. Systemic treatment was given to the majority of the patients.

National spatial data infrastructures are key to achieving the Digital Earth vision.In many cases,national datasets are integrated from local datasets created and maintained by municipalities.Examples are address,building and topographic information.Integration of local datasets may result in a dataset satisfying the needs of users of national datasets,but is it productive for those who create and maintain the data?This article presents a stakeholder analysis of the Basisregistratie Adressen en Gebouwen(BAG),a collection of base information about addresses and buildings in the Netherlands.The information is captured and maintained by municipalities and integrated into a national base register by Kadaster,the Cadastre,Land Registry and Mapping Agency of the Netherlands.The stakeholder analysis identifies organisations involved in the BAG governance framework,describes their interests,rights,ownerships and responsibilities in the BAG,and maps the relationships between them.Analysis results indicate that Kadaster and the municipalities have the highest relative importance in the governance framework of the BAG.The study reveals challenges of setting up a governance framework that maintains the delicate balance between the interests of all stakeholders.The results provide guidance for SDI role players setting up governance frameworks for national or global datasets.
