College English Curriculum Reform in the Context of New Engineering Education:Taking Wuhan University of Technology as an Example

With the introduction of“new engineering,new medical science,new agricultural science,and new liberal arts”construction,the reform of college English teaching is also imperative.Scholars nationwide have conducted attempts in different aspects of college English teaching and produced fruitful results.Yet,more efforts should be made.This paper discusses the reforms made by Wuhan University of Technology,focusing on the reformation of curriculum.

The Role Played by Agricultural Policy-based Finance in New Village Construction

The necessity of the agricultural policy-based finance in terms of supporting the new village construction is analyzed: in the first place, the theoretical roots of agricultural policy-based finance supporting new village construction are "market failure" and "government intervention"; in the second place, the continual decline of agriculture and the "rural financial market failure" in recent years have become the objective evidence and historical mission for agricultural policy-based finance to support new village construction; in the third place, the combination of agricultural policy-based finance and new village construction is conducive to solving the "three agriculture" problems and facilitating the reform of new village construction. The feasibility of the support is analyzed: firstly, agricultural policy-based finance boasts the status and position of the "primary drive" in new village construction; secondly, the nation continuously deepens the reform of rural financial system and policy-based banks and strengthens the functions of Agricultural Development Bank, which provides policies for agricultural policy-based finance to support new village construction; thirdly, the 14 years' reform and development of Agricultural Development Bank and the eleventh five year plan lay sound practical basis for the support of agricultural policy-based finance to new village construction. Based on the necessity and feasibility, the following six aspects are analyzed to fully display the function of the "first engine" of agricultural policy-related finance to new village construction. Firstly, strengthening the credit and loan aid to grain and cotton and some other agricultural products in the circulation domain; secondly, strengthening the credit and loan aid to agricultural industrialization in processing field; thirdly, intensifying the credit and loan aid to agricultural comprehensive development, rural infrastructure construction, application and promotion of agricultural technology, agricultural production means and agricultural ecological construction; fourthly, intensifying the credit and loan aid to rural special group and regional development; fifthly, intensifying the credit and loan aid to agriculture and rural emergency response system and social security system; sixthly, strengthening the credit and loan aid to agriculture and the intermediary construction of rural financial services.

Spatio-temporal Evolution Characteristics and Driving Mechanism of the New Infrastructure Construction Development Potential in China

With the advent of the era of big data and artificial intelligence, new infrastructure construction(NIC) has attracted the attention of many countries. The development of NIC provides an opportunity to bridge the digital divide and narrow the regional gap,providing continuous impetus to further promote economic development. Here, we considered 31 provincial-level administrative units in China(not including Hong Kong, Macao, and Taiwan of China due to data unavailable) and established comprehensive evaluation indicators for the development potential of NIC. Afterward, we used the entropy-weight TOPSIS model to determine the development potential of NIC and analyze its spatio-temporal evolution characteristics. Furthermore, the GeoDetector model was applied to explore the driving mechanism of the NIC development potential. The conclusions were as follows: (1) The Chinese NIC development potential is generally low. The eastern China was the region with the highest development potential year by year, while the development potential in the central China was found to be in an accelerating phase. (2) The evolution of the Chinese NIC development potential’s spatial pattern has been characterized by an inland extension and coastal agglomeration. Moreover, we identified a superior development zone, a rising development zone, an inferior development zone, and a declining development zone. (3) The scope of Chinese NIC development potential agglomeration areas has gradually expanded and its degree has gradually deepened. The range of high-value agglomeration in eastern area gradually expanded and its degree gradually deepened. (4) Investment in innovative talents appears as the core factor affecting the Chinese NIC development potential. Whether acting alone or synergistically with other factors, its promoting effect on Chinese NIC development potential is the strongest.

Remodeling of Rural Public Service Supply Mechanism under the Background of New Village Construction

Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.

Circular Economy in New Village Construction——A Case of Qinhuangdao City, China

On the strength of the theory of agricultural circular economy, the mutual relation between the development of agricultural circular economy and new village construction is analyzed. The results show that developing agricultural circular economy and constructing new village is the mutual promotion; realizing agricultural circular economy is the main target of new agricultural construction and developing agricultural circular economy is the way of realizing new village construction. The major problems in the development of agricultural circular economy in Qinhuangdao City are pointed out, covering weak ideological foundation of developing agricultural circular economy; inadequate directions from the government and insufficient technical and financial support. The countermeasures on developing agricultural circular economy in new village construction are put forward, including cultivating people's awareness on circular economy; establishing the law and regulation system of agricultural circular economy; intensifying the technical and model innovation of agricultural circular economy and accelerating the maketization pace of agro-products.

A Study on the Allocation of New Construction Land Use Indicators in Huai'an City

This paper makes a comprehensive analysis on the characteristics and influencing factors of regional allocation of new construction land use indicators,and determines the primary indicators from social,economic,external and internal factors.Using Delphi method and correlation analysis,this paper selects indicators and establishes evaluation indicator system.Using entropy method and AHP,this paper determines the weight of indicators,rationally allocates new construction land,and uses the actual data in Huai'an City for case studies,so as to provide a reference for land use planning.In addition,this paper makes a comparative analysis on the land use internal factors as important factors,in order to make the weight assigning more in line with the actual situation of construction land in Huai'an.

Application of Geothermal Energy to New Countryside Construction——A Case Study of Xiong County, Hebei Province

Hujiatai Village, Xiong County, Hebei Province was nominated as the experimental unit of new countryside construction by Hebei Province in 2008. In order to make Hujiatai Village become a new countryside model with friendly ecological and environmental conditions, local energy resources should be considered. In this study, a mode of 'geothermal energy extraction-heat exchange-space heating-reinjection' was adopted to supply heat to resident houses in Hujiatai Village cooperating with a geothermal development entity based on the abundant geothermal resources, thereby constructing a clean, economic and autarkic new countryside energy system, which avoids utilization of fossil-energy, reduces emission of greenhouse gases and generation of solid coal cinder, protecting air and land environment, improving life quality of the people and building a typical model for Hebei Province and even for the whole country.

Bottleneck of Farmers' Quality in New Socialist Countryside Construction and Countermeasures

We analyzed problems of farmers' quality in the new socialist countryside construction,including low educational level,poor specialized skills,and low ideological and ethical quality.These problems become bottleneck of the socialist countryside construction.In view of these problems,we put forward following countermeasures:speeding up urbanization development,consolidating rural basic education,strengthening rural vocational education,and developing new approaches to improve farmers' ideological and ethical quality.

Investigation of Village Greening in the New Countryside Construction of Xinyu City, Jiangxi Province

On the basis of field investigation in 13 typical villages in Xinyu City, Jiangxi Province, and questionnaire survey over 45 local residents, this paper analyzed rural production and living environment, greening conditions, and villagers' consciousness about greening in the local area, and proposed 5 major principles for village greening: government plays the leading role, rural households are subjects; adopt unifi ed planning and coordinated development; choose suitable species for suitable land according to actual conditions; put ecology on the top priority, balance economic and ecological development; facilitate operation and management. In addition, the paper highlighted 5 characters in village greening, namely, cultural, ecological, practical, concise, and lifeconcerned.

Research on Financial Support of New Countryside Construction in China

The cpc＇s 13th Five-Year comprehensive plan put forward a major historic task of building a new socialist countryside. This is the comprehensive implementation of urban and rural development to increase industrial agriculture, move the city to support the countryside, accelerate urbanization and narrow the gap between urban and rural areas. To solve the ＂three rural issues＂, the comprehensive construction ofa well-offsociety, has a very important strategic role to ease the contradiction of China＇s rural and urban ecnomic structure. In the process of building a new socialist countryside, the financial policy, as an important means ofmacroeconomic regulation and control, should play a leading role in solving the effective allocation ＆funds. Due to various factors affected by the current supply of rural financial market constraints, system defects and environmental constraints, there is a large gap between the level of the existing rural financial services and the requirements of the new rural construction which is to be improved urgently.

Study the interaction between the development of specialized Southwest National Area Rural Tourism and New Countryside Construction

Southwest minority areas has its unique culture, natural landscape resources and post-development advantages, in recent years, the local government is developing rural tourism in order to promote local new rural construction. In practice, however, the lack of coordination measures necessary between rural tourism and new rural, leading to interoperability between the two thrust did not really been achieved. On the basis of analyzing current interaction of Liangshan rural tourism development and new rural construction, it focus more on discussing the strategy of developing rural tourism in Southwest National Area and the construction of new socialist countryside.

Influence Mechanism,Fundamental Tasks and Key Points of the Construction of New Liberal Arts from the Perspective of Management Majors:A Case Study of Tibet

On the basis of combing domestic and foreign related literature and research practice,the influence mechanism of the construction of new liberal arts was analyzed,and the fundamental tasks of the construction of new liberal arts in Tibet were summarized.Based on 173 field questionnaires in Tibet,factor analysis was used to conduct empirical analysis.It is found that the cumulative contribution of the first,second,third and fourth common factor was 24.921%,21.742%,17.331%,and 14.206%,respectively.Professional orientation,the reform of talent training mode,teacher ability,quality and level of the teaching team,curriculum system reform,teaching content reform,education training service,and other evaluation indicators are the key points of the construction of new liberal arts.The research conclusion is that the construction of new liberal arts needs to highlight the"three positions";it is needed to plan and promote various resources to focus on the ability and level of professional teachers’social services;the managers and professional teachers should be the leaders and participants of the innovation of the talent training model respectively.Finally,relevant policy recommendations were put forward.

An Optimal Model for Carbon Sinks of CDM Project to Build a New Countryside Based on Cyclic Economy under Uncertainty

Based on the status and characteristics of Clean Development Mechanism （CDM） renewable energy project and the mode of cyclic economy, aimed at achieving the maximum capacity of carbon sinks in the system, Lvjin Jiayuan—New Countryside Distripark CDM project in Wuchuan County was taken as an example for developing an interval linear programming （ILP） model to optimize the crops planting scheme and cows breeding scheme by using interval optimal method. The case showed that the optimized crops planting scheme and cows breeding scheme obtained from the optimal model was reasonable with relatively preferable overall performance. In the context of meeting economic benefits and fertilizer, electricity demand, [231 287.8, 273 312.7] t of CO2 could be absorbed and fixed, which had increased by [12.94, 33.46]% compared with the feasibility scheme of case project and provided technical support for making the decision in CDM project.

A NEW METHOD FOR CONSTRUCTING DIGITAL-STRAIN-FIELD-IMAGES FROM MOIRE PATTERNS

A new method for constructing digital-strain-field-image from a moire pattern with the help of digital image processing technique is proposed in this paper. The digital-strain-field-image expresses the strain values directly by its grey levels. The digital-strain-field-image can be obtained by making a differentiation for the digital moire pattern and doing a simple division operation. This image not only gives the visual strain field distribution, but also gives the strain values of every point. This method is simple and applicable and has satisfactory accuracy.

Utilization of Livestock's Dejection as Biogas Origin in Building New Countryside in Heilongjiang Province--Developing Utilization of Biogas and Promoting Energy-saving and Emission Reduction

With the startup and execution of new socialistic countryside construction in Heilongjiang Province,the transition from castoff to resource is strengthened in the countryside,aiming at neat appearance of the countryside,clean production and saving energy.People produce biogas and provide the countryside with new energy by means of turning livestock＇s dejection into resources,composting of the plant and animal＇s leavings in the courtyard and even in the factory.It is helpful for the countryside to conserve the energy and reduce emission of the waste.And it also plays an important role in protecting the eco-environment,beautifying homestead and developing the ecological agriculture and so on.The liquid and solid residue in the biogas production can be reused as fertilizer for crops or food for animals after pretreatment,which is propitious to accelerate the development of the circular economy in Heilongjiang Province.

Comparative Study on Settlement Systems under Different Land Systems——Structure and Optimization

Based on the data of the second national land survey and GIS method, this paper takes Fujin City as a study area to refl ect the similarities and differences of settlement system characteristics between reclamation and agricultural region in Heilongjiang Province, in order to discover the effect of land system on structure of settlement system. The results are as follows:(1) In the aspect of the spatial distribution pattern, settlement systems of both reclamation and agricultural region show clustered distribution, but those in reclamation region are denser;(2) The settlement systems of reclamation and agricultural regions can be divided into 4 levels, and their settlement systems are not incompatible with the 3 distribution patterns proposed in the center place theory, and show completely different hierarchical orders;(3) The average scale of reclamation settlement is smaller than that of agricultural settlement, but the difference is much more signifi cant;(4) The settlement systems in reclamation and agricultural regions have some problems, such as high proportion of the mini-settlements, and unreasonable space network system. Some measures should be taken, such as accelerating the reconstruction of the settlement system, optimizing the layout of settlement network system and transportation network, and promoting the connection between settlement systems in reclamation and agricultural regions in near future.
