Discount Rate of China’s New Energy Power Industry

Under the dual pressures of energy crisis and environmental pollution,China’s new energy power industry has become a focal point for environmental management and requires greater investment.In this context,as a significant input of investment projects,discount rate requires a well-calibrated evaluation because new energy power investment projects are highly capital intensive.The main objective of this paper is to evaluate the discount rate of China’s new energy power industry.First,we use Moving Average to correct the parameters of capital asset pricing model(CAPM)and weighted average cost of capital,which extends the literature on the avoidance of CAPM noise information problem.Second,we study the industry-level annual discount rates of mainly China’s new energy power industries,including hydropower,nuclear power,wind power,and photovoltaic power industries for the period of 2014-2019.The results show that discount rates in China’s new energy power industries evolved differently between the years of 2014-2019 with average annual discount rates being 7.56%,5.83%,5.60%,and 8.64%,for the hydropower,nuclear power,wind power,and photovoltaic power industries,respectively.In 2019,the four annual discount rates were highest for the photovoltaic power industry(8.66%),followed by hydropower(7.17%),wind power(5.72%),and nuclear power industry(5.26%).Forecasting to 2020 from the 2019 evaluation base period,the discount rates are 6.37%,5.00%,6.57%,and 9.05%for the photovoltaic power,hydropower,wind power,and nuclear power industries,respectively.Under the different capital structures,their forecasts for the photovoltaic power,hydropower,wind power,and nuclear power industries in 2020 are,respectively,within[4.35%,9.24%],[3.92%,7.10%],[4.58%,10.40%],[5.46%,14.81%].We also discussed more details on capital structure and forecast period of discount rates for China’s new energy power industries.Our analysis shows that it is necessary to establish a new energy power industry database and steadily promote the implementation of policies. 展开更多

Geothermal energy utilization in China had been promoted actively during the 13^(th)Five-Year Plan period(2016-2020),with resultant achievements showing unique Chinese characteristics.Buildings(measured by areas)heated/cooled by intermediate-to-deep geothermal energy increased more rapidly than those by shallow geothermal energy.Geothermal power generation was restricted by the distribution of the resource and the sufficiency of local power supply.With the proposition of“dual carbon goal”by the central government of China and the coming era of great development of renewable energy,geothermal energy will be provided more development opportunities in room heating/cooling and power generation in the country ever than before.However,tackling technology bottlenecks and introduction of appropriate policy support are still urgently needed for nurturing a healthy environment for geothermal industry.Analysis suggests that a near-to medium-term development of geothermal energy shall be focused on a comprehensive and efficient utilization both through heating/cooling and power generation.Room heating/cooling by intermediate-to-deep and shallow geothermal energy shall be promoted nationwide according to local resource endowment and economic conditions.Geothermal power generation in Yunnan and Tibet shall be pushed forward in an orderly way.For medium-and long-term development,focus shall be put on power generation by using low to medium temperature geothermal energy and hot dry rocks.The"hot spring+"model shall be adapted in steps on a regular basis.To achieve these,measures including attaching importance to tackling key technologies,promoting standards for geothermal energy development and utilization,strengthening geothermal energy exploration and evaluation,and seeking for necessary policy support shall be taken. 展开更多

当前全球能源利用以化石能源为主,各国能源加速向新能源演进,呈现出化石能源下降、可再生能源快速扩张、终端电气化水平提升、低碳氢使用增加四大发展趋势。全球天然气需求先增后降,增长动力主要来自发电和工业领域。中国能源需求较长... 当前全球能源利用以化石能源为主,各国能源加速向新能源演进,呈现出化石能源下降、可再生能源快速扩张、终端电气化水平提升、低碳氢使用增加四大发展趋势。全球天然气需求先增后降,增长动力主要来自发电和工业领域。中国能源需求较长时间内仍将保持增长态势,预计2030年中国一次能源消费将达到65亿吨标煤左右,2040年前后达到峰值后缓慢下降。中国天然气发展经历了管网建设拉动、政策拉动两个历史阶段,未来发展动能将主要来自“双碳”约束下的工业用能升级和气电与新能源的融合。新型能源体系构建中,天然气在各利用领域呈现差异化发展:在新型电力系统中发挥灵活性调节和应急支撑作用,促进风光可再生能源发展;在工业用能领域发挥补煤替煤作用,促进工业用能减污降碳协同增效;在城市燃气领域长期发挥基础能源作用,增进民生福祉;在交通领域发挥过渡性能源作用,助力陆上重卡和远洋船舶运输减污降碳;在化工领域对原料气起到补充作用,主要保障农业化肥生产需求。 展开更多

机械加工质量预测是智能制造的重要组成内容,也是实现质量闭环控制的前提条件,对推动智能制造系统真正落地应用具有极其重要的作用.在对机械加工质量预测的历史进行简要回顾时发现,学者多将研究重点放在机床某一关键部件对加工质量影响... 机械加工质量预测是智能制造的重要组成内容,也是实现质量闭环控制的前提条件,对推动智能制造系统真正落地应用具有极其重要的作用.在对机械加工质量预测的历史进行简要回顾时发现,学者多将研究重点放在机床某一关键部件对加工质量影响的机理研究,却鲜见部件耦合影响的关联性研究.基于上述难题,本文首先剖析影响机械加工质量的7类要素,包括刀具几何参数、切削参数、切削液类型、热误差与热变形、数控机床零部件性能退化、切削颤振以及系统特性;随后,根据各要素数据种类和测量方式的不同,将机械加工质量监测与预测方法划分为4大类,包括机器视觉测量、功率测量、振动测量以及其他测量方法,并对各方法的技术特点、局限性和发展动态进行了阐述;最后,考虑各机械加工质量监测与预测方法的不足,指出材料切削机制研究、数据质量评估方法、面向工业现场数据库构建的标准以及质量预测信息的智能表征与可视化等方面可能是未来的发展趋势. 展开更多

保障国家粮食安全是确保经济发展、社会稳定、国家安全的重要基础。聚焦新时代十年这一具有里程碑意义的历史阶段,围绕中国粮食安全的实践历程与重大成就,完整展现新时代十年中国粮食安全之路的发展全貌;结合党的二十大提出的新任务新要... 保障国家粮食安全是确保经济发展、社会稳定、国家安全的重要基础。聚焦新时代十年这一具有里程碑意义的历史阶段,围绕中国粮食安全的实践历程与重大成就,完整展现新时代十年中国粮食安全之路的发展全貌;结合党的二十大提出的新任务新要求,系统展望提高国家粮食安全保障能力的可行路径。研究发现,新时代十年,中国严守18亿亩耕地保护红线,累计建成十亿亩高标准农田,农业科技进步贡献率提高了7.9%,农业生态环境显著改善,以刷新千亿斤粮食新纪录并连续八年稳定在1.3万亿斤以上的佳绩书写了新时代保障粮食安全的伟大实践。新征程上,中国应进一步加强高标准农田质量监管、全力推进大豆抢种扩面、推动种业科技自立自强、加快推进智慧农业发展,为农业强国及社会主义现代化强国建设夯实基础。 展开更多
