Implications of the Development of Agricultural Research Institutes from the Perspective of New Quality Productive Forces

Combining with the important exposition of general secretary Xi Jinping on the development of new quality productive forces,this paper discusses the connotation and development requirements of new quality productive forces in agriculture,and reveals the relationship between the development of new quality productive forces and the professional work of scientific research institutes.On this basis,some policy recommendations are put forward for agricultural research institutes to develop new quality productive forces.

Reflections on the Inflection Point in Network Development

The development of communication networks is currently undergoing a period of transformation.This paper illustrates this transformation from the growth rate of communication users,network bandwidth,and service revenue.We also analyze the shift in the focus of network technology development from aspects such as information sources,mobile terminals,wireless channels,core networks,edge clouds,data perception,and artificial intelligence.Finally,we briefly outline the new paradigm for network research and development(R&D)in the intelligent era.

Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

Critical Materials Institute develops new acid-free magnet recycling process

A new rare-earth magnet recycling process developed by researchers at the Critical Materials Institute (CMI) dissolves magnets in an acid-free solution and recovers high purity rare earth elements. For shredded magnet-containing electronic wastes, the process does not require pre-processing such as pre-sorting or demagnetization of the electronic waste.

The New Media Engine for Promoting Chinese Cultural Diffusion： A Case Study of＂Confucius Institute Online＂

As a developing Non-profit Organization （NPO） system for the learning and diffusion of Chinese language and culture around the globe, the Confucius Institute network is becoming more and more important for China＇s presence and influence in a diversified arena of world cultures. While this network is being enlarged and improved with the Chinese govemment＇s persistent backing, it is, however, recognized that the influence and efficiency of the institutes are still limited. It might not be essential whether people come primarily as serious language learners, but necessarily, the platform has to be attractive enough for a considerable proportion of users to stick on, making the Confucius Institute System a sustainable cultural service provider. Within the background of information society, the Intemet, mobile service, digital broadcasting, and other types of new media would act as an important effort to help Confucius Institutes to improve the capabilities of interacting with users, offering users with abundant media-rich content, and minimizing users＇ inconvenience by enhancing users＇ experience, lowering travel and time cost, and easily providing multi-lingual support. In this paper, we take the platform of Confucius Institute Online （http：//www.chinese.cn, the official Intemet portal of the Confucius Institute network） as a case of actuality to analyze how the Confucius Institute system could utilize the communication capability of new media to enrich, enlarge, and enhance the diffusion of Chinese culture and language. Advantages and deficiencies of the planning, design, and layout of the portal＇s functionality and views are presented, upon which a number of strategic suggestions are raised, for the sake of further improvement of Confucius Institute＇s efficiency in cultural diffusion and sustainable development.

Xinjiang Institute of Ecology and Geography（XJEG）,Chinese Academy of Science（CAS）,established three new research departments in 2011.They are Department of Geology Mineralization and Mineral Resources,Department of Environmental Pollution and Process Control, and Department of Central Asian Cooperation and Coordinated Development, respectively. Building a New Countryside: a Long-term Task in China's Modernization Drive

This article discusses the achievements and major changes in China's rural development, elaborates on the prominent problems related to agriculture, rural areas and farmers in China, and discusses some key policy issues concerning the building of a new socialist countryside, especially from the perspective of balancing urban and rural development. The underlying viewpoint of this article is that to promote the building of a new countryside, a system and mechanism of balancing urban and rural development must be gradually established and improved. The policies should focus on improving the social mobility mechanism to remove the institutional barriers to the social mobility of farmers; establishing public finances to cover both urban and rural areas to narrow the gap in basic public service provision between cities and the countryside; expediting the establishment of a social security network to protect the interests of rural disadvantaged groups; improving the mechanism of protecting land-use rights and interests of farmers; effectively organizing the mechanism of ensuring allocations for the building of a new countryside; improving the organizational structure of rural society to support self-organized farmers' groups; and changing the concept of rural governance and the operation of social governance.

Pathways for Elevating China’s Opening-up under the New Development Paradigm

Due to the superimposed impacts of new industrial revolution,the changing trade policy and the COVID-19 pandemic,the world has seen setbacks in globalization,contractions in the global value chain(GVC),and the risk of a fragmented global system.The once-in-a-century changes in our world today highlight the need for China to explore a new development paradigm based on new concepts.In the new era,China must not only come to terms with a backlash against globalization and challenges from the reshaping of international rules,but also breathe life into the“dual circulations,”i.e.domestic and international economic circulations.China must open up wider to the outside world to keep abreast with changes in today’s global governance system.In the complex and volatile international environment,we should explore new areas of development spearheaded by institutional opening up,create new gateways and platforms for opening up and cooperation for mutual benefit,contribute to new global governance and security systems,and promote synergy between domestic and international circulations.In building a great modern socialist country,China must open up wider and be more inclusive to the outside world.

Research on the Optimization Path of College Counselor Team Construction in the New Era

In the new era,the team of college counselors,as an indispensable and important component of the higher education system,bears multiple responsibilities such as ideological and political education,daily student management,mental health counseling,and employment and entrepreneurship guidance.With the rapid development of society and the diversified transformation of student groups,the construction of the counselor team is facing new challenges and opportunities.In-depth research on the optimization path of the construction of the college counselor team is not only significant for improving the overall quality and work efficiency of the counselor team but also directly related to the completion effect of the fundamental task of cultivating morality and talents in colleges and universities,as well as the achievement of the goal of cultivating more high-quality talents for the country.Based on this and the author’s work experience,this paper first elaborates on the necessity of the construction of the college counselor team,and then conducts a deep analysis of its optimization path and strategy,aiming to provide a useful reference for the professionalization and professional development of the college counselor team,thereby promoting the sustainable development of higher education and the comprehensive growth of students.

Changing institutions for environmental policy and politics in New Era China

The evolution of Chinese environmental policy and politics can be better understood in the broader context of institutional changes that have taken place since the late 1970s. In this study,an analytical framework was established to analyze how overall institutional changes were reflected in the roles of relationships between governmental and non-governmental actors engaged in environmental governance. Institutional changes were observed at three levels:informal institutions(cultural traditions, and political ideology); formal institutions(the polity,political system, property rights, and judiciary); and governing mechanisms(structures, regulatory approaches, and incentives). This analysis of interactions between institutional changes and the changing environmental process explained not only the drives and constraints behind China's environmental policy evolution so far but also shed light on future challenges and opportunities.

According to our field survey,we analyzed current situations and existing problems in the new socialist countryside construction of Hebei Province. Based on these,we put forward our suggestions: put the government and farmers in correct place; improve farmers' quality and educational level; implement the new socialist countryside construction under the guidance of overall rural plan and combining natural and economic conditions of rural areas; and ensure continuous and long-term work.

On Rural Medical Care and Health Undertaking Development during New Medical Reform

Based on in-depth survey of township hospitals in Lushan County of Henan Province, this paper studies the development situations of rural medical care and health undertaking in the course of new medical reform. Results show that both rural medical institution and public health undertaking have considerable development in this course. Working capital situation gradually turns better. However, there are still problems and challenge of shortage of high quality medical care personnel, lack of employment mechanism, poor medical environment, and imperfect bidding and purchasing system of medicines. To further develop rural medical situation, it should improve medical environment, speed up informationization construction, and give prominence to functional orientation.
