New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recen...New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.展开更多

The underlying viewpoint of this article is that to promote the building of a new countryside, a system and mechanism of balancing urban and rural development must be gradually established and improved. The policies should focus on improving the social mobility mechanism to remove the institutional barriers to the social mobility of farmers; establishing public finances to cover both urban and rural areas to narrow the gap in basic public service provision between cities and the countryside; expediting the establishment of a social security network to protect the interests of rural disadvantaged groups; improving the mechanism of protecting land-use rights and interests of farmers; effectively organizing the mechanism of ensuring allocations for the building of a new countryside; improving the organizational structure of rural society to support self-organized farmers' groups; and changing the concept of rural governance and the operation of social governance.展开更多

In this study,an analytical framework was established to analyze how overall institutional changes were reflected in the roles of relationships between governmental and non-governmental actors engaged in environmental governance. Institutional changes were observed at three levels:informal institutions(cultural traditions, and political ideology); formal institutions(the polity,political system, property rights, and judiciary); and governing mechanisms(structures, regulatory approaches, and incentives). This analysis of interactions between institutional changes and the changing environmental process explained not only the drives and constraints behind China's environmental policy evolution so far but also shed light on future challenges and opportunities.展开更多
The Coastal Zone Management Act was finally promulgated in 2015,while Ministry of the Interior was asked to draft a coastal management act in 1991 by Executive Yuan.It was until the government’s lifting of martial la...The Coastal Zone Management Act was finally promulgated in 2015,while Ministry of the Interior was asked to draft a coastal management act in 1991 by Executive Yuan.It was until the government’s lifting of martial law in 1987,vigorous activities started prevailing on coastal areas.And relevant legal documents were on sea reclamation for development in the 1980’s by Council of Agriculture.The approval of“Taiwan Coastal Area Natural Environment Protection Plan”showed an era of environmental protection in 1980s.However,it was surely not market driven,similar to land development,but some efforts by the administration systems.Through all the years,the efforts were put on drafting plans and these efforts were not quite sounding.The coastal disasters and further climate change caught the attention of relevant NGOs,scholars,politicians,and the society.At the critical juncture the government was made to react to outside demands.And then the Coastal Zone Management Act was passed by Legislative Yuan,establishing an integrated coastal management system in Taiwan.As such,it is proposed to look into this long process of the attempt with the concept of institutional change in order to understand this coastal environmental preservation and protection issue in a broader scope.展开更多

Objective To study the possible relationship between the output of new products in China’s pharmaceutical industry and the investment in research and development(R&D),and to provide a theoretical basis for the de...Objective To study the possible relationship between the output of new products in China’s pharmaceutical industry and the investment in research and development(R&D),and to provide a theoretical basis for the decision-making of relevant enterprises and institutions.Methods The econometric software Stata 14 was used to perform unit root test on the relevant data.Then,a co-integration regression equation was established after stabilization,which was analyzed through co-integration test(E-G two-step method).Results and Conclusion There is a long-term equilibrium and short-term error correction relationship between the output of new products and the investment of R&D funds in China’s pharmaceutical industry.During the lagging periods from 1 to 6,R&D investment is the Granger reason for the output of new products.The investment of R&D funds has a positive effect on the output of new products and the effect is significant.Therefore,more investment should be made in R&D to enhance the output of new products.展开更多

Results show that both rural medical institution and public health undertaking have considerable development in this course. Working capital situation gradually turns better. However, there are still problems and challenge of shortage of high quality medical care personnel, lack of employment mechanism, poor medical environment, and imperfect bidding and purchasing system of medicines.
