Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

Positioning for the Development of New Rural Financial Organizations

Based on regional differences,differences in the content and scale of economic activities,we analyze different levels of rural financial needs in China,using the system analysis method.Different types of financial need subject have characteristics of diversity and hierarchy in terms of financial needs,in need of different credit patterns and credit mechanisms for satisfaction.Based on this,we position the differentiated development of new rural financial organizations as follows:village and town banks should be established in the central and west regions and counties with the proportion of primary industry higher than the national average,to actively innovate upon loan types,support maintenance-oriented farmers, market-oriented farmers and small and medium-sized agriculture-related enterprises;loan companies and small loan companies can be established in the regions with the potential for development,lacking collaboration between economy and finance,to constantly explore the loan types and innovate upon the loan patterns for self-employed households,micro-enterprises and farmers;it is appropriate to establish rural credit union in the poverty-stricken areas with sluggish economic development and relatively isolated remote areas,to provide services for farmers and micro-enterprises, especially impoverished farmers,provide the business such as deposits,loans,and settlement for members,actively carry out business consulting services for members'poverty alleviation and income increase.

New Discovery of Reproductive Organs and Spores in Situ of Ginkgoales and Czekanowskiales from the Middle Jurassic of Shaanxi, China

Objective Ginkgoales and Czekanowskiales are important components of Mesozoic flora and were widely distributed in the Northern Hemisphere. They are usually preserved together in the stratum. Their fossils are abundant in the Middle Jurassic of Shaanxi Province, but there are no reports on their reproductive organs. Here, we report two male gymnospermous pollen cones from the Middle Jttrassic Yan＇an Formation of the northeast Yulin City, Shaanxi Province, China. The characteristics of the fossils, including those of pollens, have been described in detail. The new specimens were compared with fossils closely similar in morphology, and the taxonomic affinity and systematies were established. The present results offer new fossil materials for the study of taxonomy, evolution, and phytogeography of Ginkgoales and Czekanowskiales.

A New Discovery of Deep-Water Benthic Organisms from the Southwestern Dongsha Area,South China Sea

Dongsha waters are poorly studied for gas hydrates. Previous multi-channel seismic reflection and Chirp sub- bottom profiles show that numerous submarine mounds stand up to 100 m high above the seafloor over the continental slope of the SW Dongsha Island in northern margin of the South China Sea （SCS）. These mounds are characterized by hardened seabed, seafloor gas venting and folded structures, which implies the existence of active mud volcanoes. This work aims to confirm this speculation by seafloor sample dredging and to explore the potential of gas hydrates.

Does the Environmental Gain of Switching to the Healthy New Nordic Diet Outweigh the Increased Consumer Cost？

The new Nordic diet （NND） was designed by gastronomic, nutritional and environmental specialists to be a palatable, healthy and sustainable diet containing 30%-40% less meat than the average Danish diet （ADD）, ≥ 75% organics, and more locally grown wholegrain products, nuts, fruit and vegetables. In this study, the NND was based on economic modelling to represent a ＂realistic NND bought by Danish consumers＂. The objective was to investigate whether the ADD-to-NND diet-shift has environmental consequences that outweigh the increased consumer cost of the diet-shift. The diet-shift reduced the three most important environmental impacts by 16%-22%, mainly caused by reduced meat content. The surcharge to consumers of the ADD-to-NND diet-shift was ∈216/capita/year. In monetary terms, the savings related to the environmental impact of the diet-shift were ∈151/capita/year. 70% of the increased consumer cost of the ADD-to-NND diet-shift was countered by the reduced socioeconomic advantage associated with the reduced environmental impact of the NND.

This research is examining the degree of implementation of the attributes of exponential organization by Jordanian services companies listed on Amman Stock Exchange(ASE);around 68 companies will be examined,through their annual changes of their increase on their budget over the last 11 years.The change and increase of their annual budgets or the total value of these companies will be a great indicator for exponential trend and behaviour of these companies.The study is an attempt to examine the degree that companies listed in ASE follow internal characteristics of EXOs developed by Ismail Salim and do the capital structure of EXOs differed from the capital structure listed in ASE.

Co-integration Analysis of the Relationship between New Product Output and R&D Investment in China’s Pharmaceutical Industry

Objective To study the possible relationship between the output of new products in China’s pharmaceutical industry and the investment in research and development(R&D),and to provide a theoretical basis for the decision-making of relevant enterprises and institutions.Methods The econometric software Stata 14 was used to perform unit root test on the relevant data.Then,a co-integration regression equation was established after stabilization,which was analyzed through co-integration test(E-G two-step method).Results and Conclusion There is a long-term equilibrium and short-term error correction relationship between the output of new products and the investment of R&D funds in China’s pharmaceutical industry.During the lagging periods from 1 to 6,R&D investment is the Granger reason for the output of new products.The investment of R&D funds has a positive effect on the output of new products and the effect is significant.Therefore,more investment should be made in R&D to enhance the output of new products.
