Exploration of New Countryside Planning Mode Based on “Sunshine Planning”

Peasants' wills are always neglected by some new countryside planning,and these plannings fail to win peasants' support,in view of this,the paper proposed the connotations and study cases of new countryside planning mode based on the "Sunshine Planning",explored the approaches for the public fully participating in new countryside planning,so as to promote the open,democratic and scientific countryside planning in China in an all-around way.

Application of Geothermal Energy to New Countryside Construction——A Case Study of Xiong County, Hebei Province

Hujiatai Village, Xiong County, Hebei Province was nominated as the experimental unit of new countryside construction by Hebei Province in 2008. In order to make Hujiatai Village become a new countryside model with friendly ecological and environmental conditions, local energy resources should be considered. In this study, a mode of 'geothermal energy extraction-heat exchange-space heating-reinjection' was adopted to supply heat to resident houses in Hujiatai Village cooperating with a geothermal development entity based on the abundant geothermal resources, thereby constructing a clean, economic and autarkic new countryside energy system, which avoids utilization of fossil-energy, reduces emission of greenhouse gases and generation of solid coal cinder, protecting air and land environment, improving life quality of the people and building a typical model for Hebei Province and even for the whole country.

Evolution of Environmental Culture Characteristics in Construction of New Countryside:Case in Beautiful Country of Yuezhao Community,Zhongshan District

Beautiful country of Yuezhao Community,Zhongshan District is taken as the case.By digging cultural characteristics and connotation of historic buildings and integrating historical culture resources,protection region of historic site is formed.By analyzing construction condition and environment of status quo and combining surrounding natural environment,greening and activity places are arranged in the area unsuitable for construction,and landscape node rich in local culture characteristics is created.In the planning,it should sufficiently respect layout of the existing buildings,making planning region become a new rural residential community in the new era that local culture atmosphere is rich;the planned buildings have the same skin textures with original buildings and harmoniously coexist with natural environment.

Investigation of Village Greening in the New Countryside Construction of Xinyu City, Jiangxi Province

On the basis of field investigation in 13 typical villages in Xinyu City, Jiangxi Province, and questionnaire survey over 45 local residents, this paper analyzed rural production and living environment, greening conditions, and villagers' consciousness about greening in the local area, and proposed 5 major principles for village greening: government plays the leading role, rural households are subjects; adopt unifi ed planning and coordinated development; choose suitable species for suitable land according to actual conditions; put ecology on the top priority, balance economic and ecological development; facilitate operation and management. In addition, the paper highlighted 5 characters in village greening, namely, cultural, ecological, practical, concise, and lifeconcerned.

Farmers' Self-decision Right in New Countryside Construction——An interview with Lu Xueyi,a specialist on rural issues

Lu Xueyi graduated from the Philosophy Department of Beijing University in 1962. He pursued graduate studies at the Philosophy Institute of the Chinese Academy of Social Sciences during 1962-1965. He has long been engaged in the study of sociology, social structure and rural development. He worked once as director of the Sociology Institute of CASS. After 1998 he.. has served as member of the Academic Committee of CASS. In 1996 he became president of China Sociology Society. He was a deputy to the Eighth and Ninth National People＇s Congresses. Utilization of Livestock's Dejection as Biogas Origin in Building New Countryside in Heilongjiang Province--Developing Utilization of Biogas and Promoting Energy-saving and Emission Reduction

With the startup and execution of new socialistic countryside construction in Heilongjiang Province,the transition from castoff to resource is strengthened in the countryside,aiming at neat appearance of the countryside,clean production and saving energy.People produce biogas and provide the countryside with new energy by means of turning livestock＇s dejection into resources,composting of the plant and animal＇s leavings in the courtyard and even in the factory.It is helpful for the countryside to conserve the energy and reduce emission of the waste.And it also plays an important role in protecting the eco-environment,beautifying homestead and developing the ecological agriculture and so on.The liquid and solid residue in the biogas production can be reused as fertilizer for crops or food for animals after pretreatment,which is propitious to accelerate the development of the circular economy in Heilongjiang Province.

Regional diversity of peasant household response to new countryside construction based on field survey in eastern coastal China

To tackle the issues concerning agriculture,farmers,and rural areas,the central government of China initiated a new strategy called ＇new countryside construction＇ in 2005.For better understanding its actual effect,this paper analyzes the regional diversity of peasant household response to this new countryside construction strategy based on Kruskal-Wallis H test and sampling survey data from 586 households in the Bohai Rim Region （BRR）,Yangtze River Delta Region （YDR）,and Pan Pearl River Delta Region （PPR）.The result indicates that regional diversity in eastern coastal China （ECC） does exist in the form of recognized priority sequence,policy requirements,expected policy effects,and behavior response.As a result of the deviation between local policy practice and households＇ inherent demand,peasants fulfill their de facto demand via individual effort instead of government aid,and therefore the new countryside construction fails to carry out the expected target.It thus needs to shift the current policy priority,ensure the peasants＇ mainstay role,and formulate scientific ＇Rules for new countryside construction＇.

Spatio-temporal analysis of land-use conversion in the eastern coastal China during 1996-2005

Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows：（1）the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;（2）land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;（3）total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land（INL）,transportation land（TRL）,rural construction land（RUL）and town construction land（TOL）are 45.03%,15.8%,15.47%and 11.5%,respectively;and（4）the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation＇s macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.

Research on DSP-Based Automatic Excitation Regulator in Small Rural Hydropower Station

Excitation regulator has played an important role to ensure that generator run safely and stably. However, in some remote areas, the rural small generator excitation control system is very backward, and it has hindered the development of Chinese agriculture and the pace of new countryside construction. This paper introduced a kind of structure and basic principle of DSP-based automatic excitation regulator, which was applied to rural small generator. We chose TMS320LF2407A chip as the core of regulator control system; the regulator adjusted PWM based on PID control strategy to control the exciting current. The theoretical analysis showed that the regulator had the characteristics of simplicity and reliability, well dynamic and static characteristics, and it could also adjust its own state quickly. The result was applicable to small rural hydropower station.

Comparative Study on Settlement Systems under Different Land Systems——Structure and Optimization

Based on the data of the second national land survey and GIS method, this paper takes Fujin City as a study area to refl ect the similarities and differences of settlement system characteristics between reclamation and agricultural region in Heilongjiang Province, in order to discover the effect of land system on structure of settlement system. The results are as follows:(1) In the aspect of the spatial distribution pattern, settlement systems of both reclamation and agricultural region show clustered distribution, but those in reclamation region are denser;(2) The settlement systems of reclamation and agricultural regions can be divided into 4 levels, and their settlement systems are not incompatible with the 3 distribution patterns proposed in the center place theory, and show completely different hierarchical orders;(3) The average scale of reclamation settlement is smaller than that of agricultural settlement, but the difference is much more signifi cant;(4) The settlement systems in reclamation and agricultural regions have some problems, such as high proportion of the mini-settlements, and unreasonable space network system. Some measures should be taken, such as accelerating the reconstruction of the settlement system, optimizing the layout of settlement network system and transportation network, and promoting the connection between settlement systems in reclamation and agricultural regions in near future.

“Five-in-one” Comprehensive Demonstration Village Planning of Nanzhou Village,Tacheng Town,Nanchang County

Against the background of accelerating new socialist countryside construction, Nanchang City proposed the "five-in-one" comprehensive demonstration village planning, including village planning and construction, characteristic industry, ecological optimization, leisure agriculture, and civilized local customs. Taking the planning of Nanzhou Village for example, this paper introduced specific construction contents of "five-in-one" comprehensive demonstration village, in order to provide references for the new countryside construction in other regions.

Building Long-term Mechanism of Water Conservancy Development Based on Trust in Rural Communities

Current situations of water conservancy development in China include:there is serious water shortage and pollution;total water reservoir capacity is large but most are dangerous reservoirs;water is widely distributed and directly serves the masses;business is comprehensive and many fields are involved;projects include public welfare and operating types;great regional difference and problems are varied;utilization methods are extensive and water environment is vulnerable.Based on these situations,this paper analyzes the public goods feature of water resource facilities and management mechanism,and points out that water conservancy development should not merely depend on the market force.Then,it discusses that the influence and trust of transformation period on the whole social members are requirements of new harmonious rural communities,and expounds the necessity of trust for building long-term mechanism for water conservancy development.Finally,it presents policy suggestions:trust is closely connected with benefits of every person,thus developing community trust should begin with every individual;building long-term mechanism for water conservancy development should rely on cultivating highly trust-based rural community shared values.
