New Urbanization Strategies of Fumin County,Kunming City during the Fourteenth Five-year Plan Period

Fumin County is a satellite town closest to Kunming City,its economic development level has lagged behind that of the city and other districts and counties of the city,and the urbanization rate has been quite low.Through analyzing development conditions and problems of Fumin County,strategies and countermeasures were put forward for the new urbanization of the county during the Fourteenth Five-year Plan.

Discussion on the Planning of a Remaining Market in the New Urban Area under the Background of Urbanization: A case study of Xin’an Grand Market of Qingdao

Chinese markets play an important social role in the long history and are important places for currency circulation,human communication and cultural collision.However,with the acceleration of urbanization,market civilization has gradually faded.In this study,the current situation of a remaining market in Qingdao Development Zone was surveyed,and the problems of the market were discussed.Meanwhile,the reasons for the formation and survival of the market were analyzed,and some strategies to transform the market were put forward to find a way out for the development of the same type of markets in China.

Influence of new town development on the urban heat island-The case of the Bundang area

Five new towns have been developed around the Seoul metropolitan area since 1996 However, these new towns generate lots of traffic and related problems in the areas including those new towns and Seoul as a result of increases in population and a lack of ecological-self-sufficiency. Currently, construction of another new town is under deliberation, and what should be a major consider is the notion that the new town be located within a wide, green zone. Many studies have revealed that green space can play an important role in improving urban eco-meteorological capability and air quality. In order to analyze the urban heat island which will be created by the new urban development, and to investigate the local thermal environment and its negative effects caused by a change of land use type and urbanization, Landsat TM images were used for extraction of urban surface temperature according to changes of land use over the last 15 years. These data are analyzed together with digital land use and topographic information. As a study result, it was found the urban heat island of the study area from 1985 to 1999 rapidly developed which showed a difference of mean temperature above +2 0 Before the Bundang new town construction the temperature of the residential area was the same as a forest, but during the new town construction in 1991 analysis revealed the creation of an urban heat island. The temperature of a forest whose size is over 50% of the investigation area was lowest, and thus the presence of a forest is believed to have a direct cooling effect on the urban environment and its surroundings. The mean temperature of the residential and commercial areas in the study was found to be +4 5 higher than the forest, and therefore this part of land use is believed to be the main factor causing the temperature increase of the urban heat island.

Analyzing land use characteristics of rural settlements on the urban fringe of Liangjiang New Area, Chongqing, China

The objective of this paper is to analyze land use characteristics of rural settlements in urban fringe so as to provide references for optimizing the regional distribution of rural settlements, consolidating rural settlements, and coordinating urban-rural integrated development. The methods of spatial statistical analysis, buffer analysis, Ripley's K function, kernel density analysis based on GIS(Geographic Information System) were used to analyze the characteristics of scale, spatial differentiation and spatial patterns of the rural settlements in Liangjiang New Area in Chongqing Municipality of China. The fractal dimension formula was also developed to reflect fractal feature of the rural settlements. The results show that, the scale of rural settlements in Liangjang New Area takes on distinct characteristics of spatial differentiation along with changes in elevation, gradient, location, geohazards distribution, and the like. The fractal characteristic of rural settlements has obvious regional variations subject to the 6 factors of location in the Liangjiang New Area. Overall, the worse the terrain conditions are, the larger the fractal dimension values become. The better the locationconditions, the larger the fractal dimension values are. The spatial pattern in the township scale presents three kinds of distribution as being aggregated, uniform and random. In contract, the spatial pattern in the plaque scale displays a banding distribution from a general view with several aggregation zones centering on each town center. From the results, we can see that the characteristics of rural settlements in urban fringe are more complicated. For such kind of rural settlements in special regions, in the rural land consolidation more attention should be paid to improve the rural living environments and public services, as well as to promote the harmonious relationship between the urban and rural areas.

Existing Problems in Financial Support for New Urbanization and Recommendations

Firstly,this paper discussed differences between traditional urbanization and new urbanization. Then,from current situations of financial support for new urbanization,it analyzed existing problems in financial support for new urbanization. The problems include difficulty in infrastructure financing,shortage of funds for small and medium sized enterprises,narrow scope of financial services,and uneven industries of financial support. Finally,it came up with pertinent recommendations,including implementing diversified infrastructure financing modes,solving financing difficulty of small and medium sized enterprises through many channels,strengthening service level and expanding service scope of financial institutions,and changing the situation of uneven industry of financial support,in the hope of providing helpful references.

How to Develop Chinese Rural Tourism in the Context of New Urbanization?

With economic development,the type and form of tourism products are constantly innovated,and rural tourism has become one of the main travel choices of contemporary Chinese people. In 2014,China formulated National New Urbanization Plan,providing a new opportunity for development of rural tourism. In this paper,we first summarize the development situation and connotation of new urbanization and rural tourism,then discuss the mutually reinforcing interaction between the two,analyze the main problems in Chinese rural tourism under new urbanization,and finally put forth the recommendations,in order to better meet the needs of new urbanization,and strive to create a new model of tourism urbanization.

Research on the Harmonious Development of New Rural Communities under the Perspective of Balancing Urban and Rural Areas

On the basis of offering a definition of New Rural Communities (NRCs), the paper analyzes the values of New Rural Communities and argues that the construction of NRCs is able to contribute to the enhancement of the comprehensive agricultural production capability as well as the development of social productivity. Meanwhile the incomes of the rural residents can be boosted, which denotes the realization of a harmonious society where the achievements of China's reform and development are shared by each citizen. Moreover, the construction of NRCs facilitates the economization of land use and thus improves the overall living standard of the residents, while helping to cut the administrative cost and promote democracy at the primary level. This paper also points out various problems arising during the construction of NRCS in China: blindly following suit in accordance with the modes of the urban communities; lack of funds, which leads to the absence of the supporting mechanisms of NRCs; vague positioning and the ensuing shortage of impetus for continued development. Finally, the paper raises the corresponding measures and suggestions: first, based on reality, make overall planning and scientific arrangement; second, the government should play the dominant role while respecting the principal position of the rural residents and introducing the market mechanism; third, increase science and technology input and attach equal importance to economic and social benefits; fourth, broaden fund-raising channels while completing the supervision mechanism.

Study on New Urbanization and Urban Ecological Security Assessment

Taking the relationship between new urbanization and urban ecological security protection as research object, based on pressure -status - response model, taking Gaochun （Gucheng Lake basin） and Zhangjiakou （Guanting Reservoir basin） as the examples, basin ecological security in its new urbanization process was evaluated. Based on the principle of comprehensiveness, representativeness and data availability, evaluation indexes were selected, and index system was established. Mathematical function of evaluation indexes was established, and security index of each evaluation indicator in index layer was determined. Using weighted average method, ecological security indexes in the two areas were obtained. On the basis of comparison and analysis, it is proposed that we must deal with urban ecological security problem in new urbanization process, thereby truly achieving ultimate value orientation of new urbanization construction oriented by people.

Evaluation of the Overall Level of New Urbanization in Hebei Province Based on Factor Analysis and GIS

Urbanization is the result of economic and social development,but also an important indicator to measure the level of regional economic and social development. Since the reform and opening up,the level of urbanization in Hebei province has been lagging behind the national average level. The 18 th National Congress of the CPC proposed to develop new urbanization,and this paper evaluated the comprehensive urbanization level of Hebei province combined with new connotation of urbanization. It constructed an evaluation index system of Hebei Province's urbanization comprehensive level,and then used the method of factor analysis with SPSS statistical analysis software to distinguish the major influencing factors. Thirdly,it overlaid the result with spatial pattern,which calculated by the spatial visualization function of ArcGIS software,making the evaluation results presented in a more vivid way. Finally,it analyzed the driving factors of urbanization development in Hebei Province and put forward some suggestions.

New Urbanization Evolution System and Practices in Press Reports

China has witnessed decades of urbanization, its value, and the plight it is faced with, and development tendency have related and infl uenced social mechanism and system of China. Through adopting media analysis, this paper analyzed reports on "new urbanization" in quality newspapers, so as to provide references for introducing the role of "new urbanization" in the current social transformation, the game-playing relationship and interaction of different social power relation in discourse fi eld, role of social classes in "new urbanization", and their infl uence on the construction and development tendency.

The Current Situation and Planning Strategy of Police Station Facilities in Megacities Under the Background of New Urbanization:A Case Study of Changping District in Beijing

In the process of new urbanization,the population of megacities is increasing rapidly,the scale of cities is expanding,and the supply of service facilities has been unable to meet the demand.As an important carrier of urban governance and urban management,the police station should properly deal with the existing problems in the urban police stations,and improve the quality of life of residents by optimizing urban service facilities,which is of great significance for the implementation of people-oriented new urbanization.Taking Changping District of Beijing as an example,this study pointed out that there were many problems in police stations in Changping District.For example,the area of land is not up to the standard,the service capacity is not up to the demand,and the facilities are not up to the demand.Then,three planning strategies:adjusting the planning standards of facilities,optimizing the spatial layout of facilities,and strengthening the later guarantee of facilities were put forward,so as to improve people’s satisfaction with life,promote the high-quality development of new urbanization,and provide reference for the supplement of service facilities in megacities.

Regional coupling coordination degree between new urbanization and water ecological civilization in China,2009-2018

New urbanization is closely related to the construction of aquatic ecological civilization,and it promotes and restricts each other.Based on the panel data of 30 provinces in China from 2009 to 2018,this paper constructs the evaluation index system of new urbanization and water ecological civilization,determines the weight by using entropy method,and comprehensively analyzes and judges the development status and coupling coordination of new urbanization and water ecological civilization by constructing the coupling coordination model of new urbanization and water ecological civilization.The results show that the coupling coordination degree of new urbanization and water ecological civilization in most provinces and cities is in the state of barely coordination and primary coordination,and is at the level of medium coupling coordination;the overall trend is increasing,and the gap between provinces is gradually narrowing with the advance of time;In terms of regional distribution,the eastern region is higher than the central and western regions.Beijing,Shanghai,Tianjin and other places in the eastern region have realized the high-level coupling of new urbanization and water ecological civilization,while Henan,Anhui,Hunan and other places in the central region still have a large space for improvement.

Coupling and coordination of provincial new urbanization and high-quality agricultural development in China, 2004-2018

The construction of a new type of urbanization is a necessary path for the development of modern cities,and a powerful support for coordinating the balanced development of urban and rural areas and promoting high-quality agricultural development.Based on the panel data of 30 provinces in China from 2004 to 2018,the article constructs a new urbanization and agricultural high-quality development evaluation system;then using the coupling coordination degree model and the spatial correlation analysis method,the paper empirically tests the coupling coordination of the two systems degree and its spatial relevance.The results of the study show that the average level of coupling and coordination between new urbanization and high-quality agricultural development in the period under study is at a barely coordinated level,with the highest level being moderately coordinated.There are significant inter-regional differences,with a higher level of coupling and coordination in the eastern regions and more room for improvement in the central and western regions.At this stage,the trend of"club convergence"is remarkable,with highhigh agglomeration and low-low agglomeration coexisting,and the polarization is serious.Therefore,comprehensively promoting the rural revitalization strategy,adhering to the integrated development of urban and rural areas,and enhancing inter-regional collaborative governance are powerful measures to promote the joint progress of new urbanization and high-quality agricultural development.

NEW PATTERNS OF URBAN DEVELOPMENT IN CHINA

According to the basic features of socio economic development in China, the paper retrospects the developmental process of Chinese cities in the 20th century. Based on lots of data and related research achievements, five new patterns of Chinese urban development are pointed out, that is 1) regional disparity of urban development in China is still obvious and large; 2) cities in developed region develop in the form of agglomeration and coordination; 3) spatial layout shape of Chinese cities appears relatively tight, and there exists great outside expansion inclination; 4) the construction of exploitation zone becomes the new important factor of urban development in the 1990s; 5) number increase of cities at county level become the main tide of urban development, but cause the discrete understanding for the concept of urban substantial region, which construct a challenge to urban management. In the end the article puts forward a series thoughts on the future trends and countermeasures of urban development in China.

Urban Construction Land Suitability Evaluation Based on Improved Multi-criteria Evaluation Based on GIS(MCE-GIS): Case of New Hefei City,China

Urban construction land suitability evaluation(UCLSE)is a complex system engineering and the basis for rational use of the limited urban land resources in China.It has an important practical value on urban construction land use planning and management from the angle of methodology.As a widely used technique,traditional multi-criteria evaluation based on GIS(MCE-GIS),is not suitable for UCLSE.This study develops an improved MCE-GIS method which could be more suitable for UCLSE based on urban complex ecological system theory and the summary of the shortcomings of traditional MCE-GIS.The improvements include three aspects:a composite evaluation index system rather than natural indexes alone,an index weight calculated by using fuzzy Analytic Hierarchy Process(AHP)method rather than the common AHP method,and the integrated overlay rule,which includes selecting the minimum value,weighted linear combination(WLC)and simple summation.The main advantage of this improved technique is that it can make UCLSE more comprehensive,more operational and more reasonable.It can provide a scientific basis for decision making in the planning and management of urban construction land use.The improved MCE-GIS system has been adopted in the New Hefei City,Anhui Province,China.Based on the results of UCLSE in New Hefei,three functional areas including construction-appropriate areas,construction-restricted areas and construction-forbidden areas could be worked out,in which 36.90%of the total study area could be developed as urban construction land and the remaining 63.10%should be protected as reserves land or as ecological land.Furthermore,the results can provide scientific decision support for spatial planning and eco-environment protection in New Hefei.

Mass Human Migration and the Urban Heat Island during the Chinese New Year Holiday: A Case Study in Harbin City, Northeast China

Many Chinese people leave big cities for family reunions during the Chinese New Year(CNY), which is the most important public holiday in China. However, how modern mass human migration during the CNY holiday affects the urban heat island(UHI) is still unknown. Here, the authors investigate the role of modern human migration for the UHI effects during the CNY holiday for the period of 1992–2006 in Harbin City, Northeast China. The results show that during the CNY week, the UHI effects expressed as daily mean, maximum, and minimum temperature differences between urban and rural stations averaged over the period of 1992–2006 are 0.65°C(43%), 0.31°C(48%), and 1.14°C(71%) lower than during the background period(four weeks before and four weeks after the CNY week), respectively. Our findings identify previously unknown impacts of modern mass human migration on the UHI effects based on a case study in Harbin City.

An Analysis of the Consumer Demand Structure of Rural Residents in Chongqing City in the Context of New Urbanization

Using ELES model and econometric methods,in the context of new urbanization,we use the time series data on the consumer spending of rural residents in Chongqing City to perform an empirical analysis of the consumer demand structure of rural residents,reveal the characteristics,differences and changes concerning the consumption structure of rural residents in Chongqing City,and set forth some policy recommendations such as carrying out the new rural construction,optimizing the consumption structure,establishing sound social security system and income growth mechanism,and stabilizing the price level.

NEW RURAL SPACES: THE IMPACT OF RURAL INDUSTRIALIZATION ON RURAL-URBAN TRANSITION IN CHINA

Since the 1980s, rural-urban transition has been becoming one of the most important aspects in China’s fast transformation from traditional to modern modes. From the perspective of change of rural space, this paper examines the impact of rural industrialization on the rural-urban transition. After an introduction to the issue of rural-urban transition in rural-urban continuum, a historical overview of the transformations of China’s rural space in economic, social and geographical structure is presented. This is followed by an analysis of regiotal uneven development among provinces in rural industrialization and rural-urban transition. It is concluded that the fast industrialization of rural area has brought on many radical transformations of rural space in China, especially on the formation of new rural economic, social and geographical spaces and the uneven development of rural-urban trgnsition among the eastern, central and westem areas.

Reform of Rural Land System from the Perspective of New Urbanization

In view of artificially high urbanization rate of China and possible causes,survey and data analysis methods were used to discuss reform of household registration system,and path for promoting rural land system reform. Results show that it is required to eliminate bottlenecks of land system in the advance of new urbanization process. In line with land system bottlenecks of new urbanization,it is recommended to take following measures.( i) Promoting land right confirmation centered land system reform.( ii) Weakening rural land ownership and stressing land use right.( iii) Establishing urban and rural integrated land market and putting an end to low cost urbanization road.( iv) Realizing asset value of rural construction land and tackling the problem of insufficient construction land.( v) Reforming the land expropriation system and increasing the share of gain in land value to farmers.( vi) Implementing different land policies to promote coordinated development of regional social economy.( vii) Establishing land circulation access system to ensure unchanged land use purpose and high efficient use.

Urban-rural Coordinated Development in China from the Perspective of New Urbanization:A Case Study of Jinan City

New urbanization has important and practical significance and profound historical significance to the building of a moderately prosperous society in all respects,acceleration of the socialist modernization process and the great rejuvenation of the Chinese nation. And new urbanization emphasizes the coordinated development of urban and rural areas,and it provides new idea for constructing new relationship between urban and rural areas and solving issues of agriculture. This paper sees new urbanization as background,takes Jinan City as an example to study the constraints on coordinated development of urban and rural areas,path choice,urban and rural primary missions. The strategies and measures are finally put forward. This paper will help to solve the problem of the uncoordinated development of urban and rural areas,enrich the research content of urban and rural areas,and provide a reference for other cities.
