In this pa per, we propose a fully self-organized public key management based on bidirectional trust model without any centralized authority that allows users to generate their public-private key pairs, to issue certificates, and the trust relation spreads rationally according to the truly human relations. In contrast with the traditional self-organized public-key management, the average certificates paths get more short, the authentication passing rate gets more high and the most important is that the bidirectional trust based model satisfys the trust re quirement of hosts better.展开更多

Bridge councils and free ferry services are non-profit and non-government public-interest institutions, whose members were elected by local communities. These councils were responsible for the fundraising, construction, and long-term maintenance and operation of public facilities and infrastructure at the grassroots level. They adopted open and transparent management procedures and could coordinate cross-jurisdictional affairs and mediate disputes. They possessed independent assets such as lands and fund reserves, and such exclusive legal-entity ownership received protection from the government and under the laws. Such form of legal-entity ownership provided the institutional foundation for the development of clans, temples, charitable groups, academies of classical learning, and various associations and societies. These self-organizing groups demonstrate remarkable mobilization and organizational capabilities and institutional creativity of civil society in traditional China. They served as a link between the government and communities and played a unique and active role in maintaining social order at the grassroots level.展开更多

Functionally, it has emerged as the organizational necessity of both the universal complex structure and the importance of its overall activity. It was created on the basis of Article 57 of the United Nations Charter, stipulating that the specialized UN agencies are autonomous international organizations. They enjoy their autonomy on the basis of the contract they were established by, being engaged in activities within the United Nations system. On the territories the organization member states comprise, they enjoy privileges and immunities, having the international legal capacity to carry out their activities in accordance to the Statute. The 1944 Multilateral Convention was to establish both protection and efficient development of international civil aviation. In accordance to that rights and obligations of member states were established. It is of a special importance to emphasize obligation of parties to take their parts in both co-operation and programs aimed at improvement of international transport, navigational equipment, and installations. In the globalized world of today, air traffic is an irreplaceable part of the system of communication. It enables fast and timely business contacts between the people from various continents, as well as transport of goods.展开更多

Overall, there is a high pressure to increase productivity and reduce operating costs. The need to adapt to the new environment is pushing public organizations to implement Lean Management strategies in accordance with Private Sector standards. However, the limited budget, public deficits and debts, bureaucratic culture, political dependence and lack of transparency present several issues. These pose a serious threat to successful implementation of Lean practices in the long-run. Lack of relevant research and dichotomous role of public service organizations make this study very interesting. This research paper is aiming at exploring and highlighting the impact of the most important Critical Success Factors (CSFs) for the effective integration of Lean Management principles in Public Utility organizations in Greece by combining bibliographic research and empirical—with the quantitative method-research through case studies. Research Methodology: The research method combines bibliographic research and empirical—with the quantitative method. Quantitative method was employed on a sufficient sample of public employees from two of the largest public companies of Greece: Public Power Corporation (PPC S.A.) and Athens Water Supply and Sewerage Company (EYDAP S.A.) in order to investigate the impact of the most important CSFs on successful Lean Transformation of them. Findings: Quantitative findings from this research illustrated that the most important CSFs that have a positive impact on successful Lean Transformation on Greek public organizations/utilities are: Effective Communication, flexible Organizational Infrastructure, Customer Focus, Linking Lean to Suppliers, Business Plan and Vision, competent Change Management, Top Management Support and Commitment, Training and Education, as well as Selection of Staff. On the contrary, the existence of a bureaucratic Organizational Culture has a negative effect on successful integration of Lean Management. Limitations: Important limitations of this study are the utilization of a convenience sample and the strict focus on Greek public organizations operating in a competitive environment.展开更多

The approach is to implement primary prevention and secondary prevention activity to increase knowledge and skills of the clients and their families of how to prevent and control type 2 diabetes through a wellness program in the clinic. The practicum began January 2015 and ended April 2015. 53 food bank recipients (non-diabetic and diabetic) were recruited. A quasi-experimental study design, pre-test/posttest, was used for the study. The impact of the program targeted diverse audience, high risk ethnic groups, and improved knowledge, awareness, management, and positive behavioral change. The study implication for public health promotion specialists is to narrow venues targeting the most vulnerable populations to promote and reduce type 2 diabetes.展开更多
