Based on the theory of evolutionary resilience, we developed an analytical framework for the industrial structure evolution of old industrial cities, and applied the framework to a case study in Shenyang. The following conclusions are drawn. First, since 1978, Shenyang's industrial growth capacity has shown fluctuation between ‘contraction-expansion'. As the secondary industry has a much stronger expansionary and contractionary capacity for growth, this results in lacking stability leading to industrial structure transformation. Second, since 1999, the orientation towards a high-end manufacturing industry in Shenyang has weakened, and the evolution of the new and old growth path is characterized by low-end orientation. Third, since 2007, Shenyang's industrial innovation output capacity has dropped sharply which has been significantly affected by scientific and technological personnel and enterprise-owed science and technology institutions and to a less extent by R&D expenditure. We applied the resilience theory to study the industrial evolution of an old industrial city, explored new study perspectives on industrial evolution and verified the applicability of the resilience theory. This paper provides a scientific reference for understanding the recent deceleration in economic growth in the Northeast old industrial base, and for exploring new paths toward revitalization.展开更多

This area has a rich history of seismicity and had experienced many destructive earthquakes such as the Chlef (1954), El-Asnam (1980), Beni-Chograne (1994), AYn-Temouchent (1999) and recently Boumerdes (2003) earthquakes. The earthquake of AYn-Temouchent on December 22, 1999, was of magnitude 5,7, killed at least 28 people and made thousands of families homeless. Consequent damage was seen in all the structures located in a radius of 30 kin. In the city of E1-Maleh, located 12 km northeast of Ain-Temouchent, the "The National Bank Branch" of E1-Maleh suffered moderate damage, but enough to justify questions about its safety. The project of rehabilitating this building required a broad analysis of its static and dynamic, past and present behaviors. The study reported in this paper was a necessary preliminary step toward the development of an optimal retrofit solution.展开更多

The behaviors of residents and providers in this model are trained with back propagation and simulated with Swarm software based on environment-rules-agents interaction. This model simulates the evolution of old urban residential area and analyzes the relations between the evolution and urban management with the background of Chaozhou city. As a result, the following are obtained : ( 1 ) Simulation without government intervention indicates the trend of housing ageing, environmental deterioration, economic depression, and social filtering-down in old urban residential area. If the development of old urban residential area is under control of developers in market, whose desire is profit maximization, and factors such as social justice, historic and culture value will be ignored. (2) If the government carries out some policies and measures which will perfectly serve their original aims, simulation reveals that old urban residential area could be adapted to environment and keep sustainable development. This conclusion emphasizes that government must act as initiator and program maker for guiding residents and other providers directly in the development of old urban residential area.展开更多
