Objective To assess the implementation of five key tobacco control policies in China: protection from second-hand smoke (SHS); offering help to quit; health warnings regarding tobacco use; the enforcement of bans o...Objective To assess the implementation of five key tobacco control policies in China: protection from second-hand smoke (SHS); offering help to quit; health warnings regarding tobacco use; the enforcement of bans on tobacco advertising, promotion, and sponsorship; and increasing tobacco taxes and prices. Methods Using 2010 Global Adults Tobacco Survey in China (GATS-China), 10 indicators are used to assess the implementation of five key tobacco control policies of MPOWER in China. Results Overall, 63.3% and 72.7% of adultsnoticed people smoking indoor workplaces and public places, respectively. Approximately 60% of smokers were not asked about their smoking habits and approximately 67% were not advised to quit on their visit to a health worker. Sixty percent of adults noticed health warning messages on cigarette packaging and in the media in the last 30 days, 63.6% stated that they would not consider quitting. Twenty percent of respondents noticed tobacco advertising, promotion, and/or sponsorship activities in the 30 days prior to the survey. Among them, 76.3% noticed the direct advertising and 50% noticed from TV programs. Although purchasing price of one pack of cigarettes ranged from 1 to 200 RMB, 50% of current smokers (about 150 million) spent 5 RMB or less on one pack of cigarette. The expenditure on 100 packets of cigarettes represents 2% of 2009 GDP per capita. Conclusion The average score for the implementation of the 5 policies of MPOWER in China is 37.3 points, indicating tobacco control policies in China is poor and there is a large gaps from the FCTC requirements.展开更多

A general overview on research priority areas on biodiversity and approaches and tools to provide information for forest policy implementation on biodiversity are briefly summarized. Challenges for biodiversity research and related policy in Europe and Greece are depicted. General information on forests, protected areas and forest management in Greece is also presented. Major actions and measures for conservation of forest biodiversity in Greece are described and analysed. The implementation of forest policy in Greece (including the adoption of International constitutional frame) in relation to biodiversity protection and climate change is also analysed. Priorities identified by the Strategic Plan of Rural Development 2007-2013 in Greece in order to adapt to climate change, are also presented. Furthermore, the National institutional framework (Legislation) and strategic targets for biodiversity conservation in Greece are synoptically presented. Finally, major conclusions and future challenges are highlighted.展开更多

Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation.展开更多
Various transportation systems have been developed in recent years.In this study,an artificial society model is developed to examine the combination of transportation policies in urban areas.In this model,each trip ma...Various transportation systems have been developed in recent years.In this study,an artificial society model is developed to examine the combination of transportation policies in urban areas.In this model,each trip maker selects the primary and terminal transportation modes.An artificial society model is applied to the southeastern region of Osaka City,Japan.The effects of introducing BRT(bus rapid transit,primary transportation)and on-demand buses(terminal transportation)are investigated.The results confirm that BRT is used by a certain number of users.An increase in the use of BRT will increase the amount of walking,thus resulting in a healthy city.However,on-demand buses are rarely used as terminal transportation.Additionally,the development of bicycle parking stations near BRT stops is shown to be effective in the northern section of the BRT route.展开更多

The local backup servers are hooked up by LAN and replace broken main server immediately and several different types of backup servers are also considered. The remote backup servers are hooked up by VPN (Virtual Private Network) with high-speed optical network. A Virtual Private Network (VPN) is a way to use a public network infrastructure and hooks up long-distance servers within a single network infrastructure. When the system performs a mandatory routine maintenance of main and local backup servers, auxiliary servers from other location are being used for backups during idle periods. This qualitative study was undertaken to investigate how district officials implemented Curriculum and Assessment Policy Statement in the Vhembe West District in South Africa.Interview data were collected and used for...This qualitative study was undertaken to investigate how district officials implemented Curriculum and Assessment Policy Statement in the Vhembe West District in South Africa.Interview data were collected and used for themes identification.The study identified the following challenges that the district officials experienced as they performed their duties:insufficient resources,lack of finances to buy learning and teaching support materials,infrastructure failures,the district’s inadequate support to schools,shortage of district officials in certain disciplines,unclear roles,lack of collaboration,unavailability of followup visits,the shortage of computers for the district officials and teacher support materials,bribery and corruption of selling principalship posts,slow filling of district officials posts,and inappropriate skills for school management and leadership.The study concluded that qualified district officials should be appointed,ongoing support from the Department of Basic Education and provision of resources in ensuring smooth curriculum implementation is needed,and bribery and corruption should be stopped when school principal appointments are made.This study also concludes that the district officials should be continuously capacitated so that they should be able to meet curriculum challenges,and the Department of Basic Education should speed up the curriculum delivery by ensuring that the vacancies are filled up.展开更多

Legitimate authority, sufficient resource...When implementing open access, policy pioneers and flagship institutions alike have faced considerable challenges in meeting their own aims and achieving a recognized success. Legitimate authority, sufficient resources and the right timing are crucial, but the professionals charged with implementing policy still need several years to accomplish significant progress. This study defines a methodological standard for evaluating the first generation of open access policies. Evaluating implementation establishes evidence, enables reflection, and may foster the emergence of a second generation of open access policies.While the study is based on a small number of cases, these case studies cover most of the pioneer institutions, present the most significant issues and offer an international overview.Each case is reconstructed individually on the basis of public documents and background information, and supported by interviews with professionals responsible for open access implementation. This article presents the highlights from each case study. The results are utilized to indicate how a second generation of policies might define open access as a key component of digital research infrastructures that provide inputs and outputs for research,teaching and learning in real time.展开更多
