Today,the world faces daunting challenges in security governance.What security order the world needs and how to deliver global security governance are humanity’s major issues.This article takes stock of relevant conc...Today,the world faces daunting challenges in security governance.What security order the world needs and how to deliver global security governance are humanity’s major issues.This article takes stock of relevant concepts and practical guidelines embedded in the efforts of the Communist Party of China to promote a fairer and more equitable international order and the existing theses and theories of Eastern and Western civilizations on the meaning of fairness and equity.It proposes five principles-equality,fairness,consent,efficiency,and compensation-as the requirements and foundations of fairness and equity.Furthermore,it verifies the applicability of these principles to major practical issues,including the Ukraine crisis,climate change,and China’s stance on global security governance,expounding the policy implications of fairness and equity as a norm or value orientation.Championing a fair and equitable global security order will help build consensus on Chinese solutions and facilitate historical peace,development,and win-win cooperation trends.展开更多
In this letter, the physical layer security of hybrid automatic repeat request with chase combining(HARQ-CC) scheme is investigated from the viewpoint of information theory. Different from the literature which used Wy...In this letter, the physical layer security of hybrid automatic repeat request with chase combining(HARQ-CC) scheme is investigated from the viewpoint of information theory. Different from the literature which used Wyner code, our analysis focuses on the general scenario without specific code. We firstly obtain the outage probability of both main channel and wiretap channel. Since retransmissions are completely determined by main channel, we then prove that its achievable diversity order equals to maximum transmission number() while this order of wiretap channel is only one. Furthermore, we evaluate the metric of secure gap which demonstrates the difference between main channel and wiretap channel with reliable and secure constraints. As increases, the secure gap decreases monotonously. When is large enough, the security can be guaranteed even if wiretap channel is better than main channel.展开更多

The Middle East has been a region involved with various problems for many years.Recently the Iranian nuclear issue is bringing the attention of the international society to the security situation in the Persian Gulf r...The Middle East has been a region involved with various problems for many years.Recently the Iranian nuclear issue is bringing the attention of the international society to the security situation in the Persian Gulf region.With the rising of Iran after the Iraq War,Iran is willing to cooperate with the other Persian Gulf states to establish a sub-regional security order.According to the regionalism theory,the establishment of the security region means a kind of effort to transfer a certain geographic region suffering from clashes among nations and domestic conflicts into a security community that will commit itself to the cooperation with the outside world and keeping peace inside.For this purpose,Iran is now improving its relation with Iraq,opening dialogue with GCC states,and pledging its neighbor states that its nuclear program is only for the peace purpose.With its advantageous conditions,strong will and active preparation,it is highly possible for Iran to establish a sub-regional stability and order in the Persian Gulf region in the future.展开更多
