On the Poverty in the Rocky Desertification Areas of Southwest China Based on AHP: A Case Study of Liupanshui City in Guizhou Province

Karst rocky desertification mountain areas are regarded as main positions to wipe out poverty for their large poverty population,wide poverty area,high rate of poverty,etc. This paper takes Liupanshui city as an example where the situation of rocky desertification is very serious. We build the indicator system of poverty alleviation and development by analyzing their poverty and using the AHP method and also find the limiting factors which restrict the development of this area then put forward the recommendations to alleviate poverty.

Current Situation and Countermeasures of Agricultural Industry Development in Linyi under the Background of Poverty Alleviation

By summarizing current situation of modern agriculture in Linyi City,problems faced by the development of modern agriculture in Linyi City under the background of helping poverty alleviation are analyzed.They are mainly the low degree of farmers'organization and the low level of agricultural industrialization;the low overall quality of farmers and the weak ability to absorb science,technology and culture;weak agricultural infrastructure and deterioration of agricultural ecological environment;inadequate agricultural scientific and technological innovation and slow popularization and application of achievements.A series of solutions and countermeasures are put forward to improve the degree of farmers'organization,enhance farmers'quality,increase investment in agricultural infrastructure,and accelerate the transformation of scientific and technological achievements.

Study on Community Ethnic Work in Chengdu City under the Perspective of Modern Governance

The floating population of ethnic minorities is the key to national work in Chengdu,the city national success mainly depends on the work of Minority Floating Population.Chengdu as a multi-ethnic and multicultural city,this paper will select Yi floating population as the research object,Including the life employment situation,cultural rights,and the city of Chengdu ethnic work policy,system construction,the problem of grassroots community ethnic work,restricting factors.The paper puts forward the targeted and practical countermeasures and suggestions,and expectations of the government and social organizations to provide a reference for decision-making,to promote the development of Chengdu ethnic work.

Model of Tourism for Poverty Alleviation in Danjiangkou City

Tourism has become an important part of China's tertiary industry. Tourism for poverty alleviation has also become an important means of poverty alleviation. Formation Mechanism of Poor Settlements in Lanzhou City

Clarifying the formation mechanism of poor settlements is the " pathological" basis for urban regeneration and poverty governance.On the basis of scientific determination of 155 poor settlements in Lanzhou City,this paper classified their types and analyzed the characteristics of their quantity distribution and density distribution. From the perspective of spatial and social interaction,and combined the internal factors and external factors,this paper put forward the formation mechanism of poor settlements,namely,superposition of unit society collapse and physical environment degradation,interaction between differentiation of residents' income and reform of housing institution,interweaving between urban discontinuous planning and jumping construction,coupling between passive urbanization and active urbanization,and derivation of lagged economic development and unique regional culture.

Poverty Alleviation in Xundian Hui and Yi Autonomous County by Promoting Labor Migration

The transfer of rural population to urban areas is the inevitable result of China s economic development,and going out to work is an important poverty alleviation model for poor areas to adapt to this historical trend.Studying its typical practices not only has practical guidance and reference for targeted poverty alleviation and poverty alleviation work,but also has important implications for how to rationally allocate regional population,resources,environment and economy.This paper investigates and explores the labor migration-promoting poverty alleviation model in Xundian Hui and Yi Autonomous County in the Wumeng mountainous area,a national concentrated and contiguous poverty-stricken area.On the basis of sorting out the leadership system,training methods,assistance ideas,working mechanism and poverty alleviation achievements,the income of 50 poverty-free households in 2018 was investigated and analyzed specifically.The results show that the poverty alleviation in Xundian County has achieved significant achievements both in macro and individual farmers,and it has played a decisive role in getting rid of poverty for households with migrant workers.In addition,the successful experience of Xundian County to increase income and get rid of poverty is sorted out,and the problems existing in this model are analyzed.It is believed that attention should be paid to the impact of labor migration on rural land use and citizenization of migrant workers.

"Every poor student may get an opportunity to live a better life after receiving vocational education,”said Zhou Zhu,president of the secondary vocational school in Qianxi County of Bijie City,Guizhou Province.In recent years,the Guizhou provincial government has taken vocational education as a breakthrough method to promote targeted poverty alleviation by strengthening technical skills of students from poor families.The vocational school Zhou works in has set up five departments including information technology,tourism&hotel management,preschool education,medical science,and transportation with altogether up to 12 majors.

Path Analysis of Rural Social Work Intervention in Precision Poverty Alleviation in Sichuan Province

The targeted poverty alleviation policy isone of the important methods to solve the problemof poverty in China. The analysis focuses on the pathof rural social work in Sichuan Province to targetedpoverty alleviation and aims to provide more referencesuggestions for targeted poverty alleviation in China.

Intangible Cultural Heritage and Geographical Indication of Specialty Resources: A Case Study of Shiyan City

The protection of intangible cultural heritage and geographical indications of the specialty in Shiyan City was analyzed,and then related suggestions were proposed,for example,to collect and organize the intangible cultural heritage related to traditional specialty;to enhance the application of those intangible cultural heritage projects related to traditional industry and agriculture;to establish some demonstration bases for the productive protection of intangible cultural heritages;to strengthen the application of geographical indications of traditional specialty;to build national quality standards for various specialty with geographical indications;to integrate and cultivate the famous specialty brands with geographical indication;to implement the double protection of the geographical indications and intangible cultural heritages;to improve the poverty alleviation through developing the specialty industry with geographical indications.

Work Effectiveness,Problems and Countermeasures of Third-Party Assessment Teams from Colleges and Universities for Targeted Poverty Alleviation

Conducting a third-party assessment on targeted poverty alleviation can effectively avoid the disadvantage that local government plays as both athlete(i.e.performer of poverty alleviation work)and referee(i.e.referee for poverty alleviation effect)in poverty alleviation to ensure the truth of poverty alleviation,and therefore,it is an important part of the work to win the battle against poverty.Since 2016,the thirdparty assessment teams from colleges and universities for targeted poverty alleviation have achieved good results and performance in the assessment on both the effectiveness of targeted poverty alleviation work and the exit of poor counties in China,and they have made due contributions to the cause of poverty alleviation.However,as a new thing,third-party assessment obviously has some problems,mainly including the following:subjective understanding on the long-term nature of rural poverty alleviation is insufficient,and there is a lack of long-term considerations and related mechanism for third-party assessment;affected by policies and institutions,most of the existing third-party assessment teams from colleges and universities have not regarded third-party assessment of targeted poverty alleviation as a cause,and they lack the motivation to actively study the assessment business;and the third-party assessment staff from colleges and universities for targeted poverty alleviation have low stability and high mobility,not conducive to the long-term construction of assessment teams.In order to establish long-term poverty alleviation and prevention mechanisms,these issues must be addressed squarely and relevant countermeasures need to be taken actively to effectively build a long-term mechanism for building third-party assessment teams from colleges and universities for targeted poverty alleviation.

Social Work Involved in Targted Poverty Alleviation: From Individual Aid to System Change

The development of social work is to some extent a history of the struggle against poverty. Social work enabled targeted poverty alleviation aims to form a two–way force to implement targeted poverty alleviation policies in a bid to create a new situation featuring top–down policy guidance and bottom–up social engagement. Social work enabled targeted poverty alleviation addresses the bureaucratic defects of government dominance, upgrades the narrow conception of targeted poverty alleviation as individual aid, and pays more attention to the interactions between the poor and environmental elements and the interactions within and between systems from the perspective of eco–system. In practice, this type of poverty alleviation is manifested as social work driven integral specialized poverty alleviation. By organically combining the four systems of subjects, service objects, work processes and implementation results, it advances current targeted poverty alleviation from the mid–shallow level to the deep level. It is expected to fulfill the intrinsic policy objectives of targeted poverty alleviation and explore a supporting system for realizing the modernization of national governance system and capacity in rural areas.
