Public Service Media and Parliaments＂ How the Two InstitutionsCan Collaborate and Promote Public Values in a Democracy（The European Perspective）

Public service media （PSM） are linked to a variety of bodies and function in a setting in which various stakeholdersparticipate. The article deals with the issue of the relationships between public service media and parliaments astwo public institutions indispensable to democracy. They have to be independent, to act to the interest of societyand to initiate and sustain an open democratic debate enabling a diversity of voices to be heard. Conspicuous istheir characteristic to integrate groups and communities around commonly shared values and to promote humanrights. The discussion dwells on the direct and indirect relationships that expand between public service media andparliaments and makes conclusions about the principles that have to be put in practice in order for the democraticdialogue between the two to be strengthened.

Rationality of Reincorporating the Reserved Seat Provision in the Constitution of The People’s Republic of Bangladesh

The Constitution (17th Amendment) Act 2018, passed on this 8th July 2018, provides for the tenure of the reserved seats for women in Parliament to be extended for a period of 25 years from the first day of the 11th parliament. In Bangladesh, there is a consensus in general that women’s political participation is necessary for both the democratic development of the country and women’s empowerment. Studies and research on the constitutionality of the Reserved Seat Provision for women in Parliament show that this Reserved Seat Provision does not actually help women impact in the political process in Parliament and/or in achieving the goals of women empowerment. Hence, this paper shall discuss how this Reserved Seat Provision is affecting the election system, leaving a scope for it to be less democratic, effective, and meaningful. This paper shall highlight that merely a sizable presence of women in Parliament for such a long period won’t aid in achieving the aims and objectives of women empowerment. This paper shall conclude with the recommendation that the Reserved Seat Provision may be integrated in the Constitution in a manner that provides for direct election of reserved seat nominations for women in Parliament and that too should not be in the Constitution for an indefinite period.

Based on an analogy with more advanced development systems and using the results of model work on economic objects,a dichotomy of society management is proposed.Astronomical terminology is used—normal and dark matter.Normal matter,i.e.the observable,economically controllable and interconnected part of society,is built next to dark matter,which is controlled by the satisfaction of citizens.With some simplification,it is called a political system.The decisive factor for it is the complete absence of ties to the economy—financial ties.On the contrary,its essence is the evaluation of the distribution of satisfaction among citizens and,on the basis of that,the design and regulation through the laws of activity of normal matter—the economy.Recent considerations suggest that dark matter in society is not just a euphemism,but that there is an ever closer connection with the astronomical dark matter as such.This is also connected with the management of satisfaction—i.e.existence—but in other systems.

Whether, and if so how, parliaments should participate in the Universal Periodic Review mechanism of the UN Human Rights Council is emerging. Due to their unique contributions to human rights protection and promotion, parliaments should participate in the process. Furthermore, some parliaments are already involved in this mechanism, including drafting national reports, engaging in interactive dialogues, and the implementation of review recommendations. In the past two rounds of reviews, China's National People's Congress has a positive record in this regard, but it should play a more active role in ratifying or acceding to international human rights conventions.
