文明1(civilized)、文明2(civilization)、文明3(civitas)——论“文明”一词的三种不同含义

学术界对于“什么是文明”存有争议的原因,是把文明(civilized)、文明社会(civilization)和国家(civitas)三个不同的概念混为一谈造成的。“文明1”大致相当于英语civilized(文明的)。文化是人群的生活方式,但是不仅彬彬有礼、琴棋书画、轻歌曼舞、美味佳肴是文化,愚昧粗鲁、恶俗陋习、野风蛮舞、吃糠咽菜也是生活方式,所以文明1不完全等同于文化,而只有被认可与受推崇的文化才被称为文明。无论古今中外,作为文化的文明1都是褒义的,文明1即“文明”的本义,也是对文化的价值判断。“文明2”相当于英语civilization(文明社会),摩尔根用以指称继蒙昧社会与野蛮社会之后出现的、高于蒙昧与野蛮状态的社会阶段。作为社会形态的文明2当然比蒙昧与野蛮社会要进步,但是文明社会并非一切都是文明的,其中充斥着种种不文明的蒙昧与野蛮,所以不能说文明2就是“文明的”社会。“文明3”相当于英语civitas(国家),是中国学者根据恩格斯的“国家是文明社会的概括”得出的概念,系指继部落联盟或酋邦之后出现的社会组织形态。因为不同国家的国体与政体各不相同,有了国家之后并非一切都变得比野蛮社会更文明了,所以作为国家的文明3也不都是“文明的”国家。

Civil3d技术在河道治理中的应用分析

为了切实加强水环境保护及水资源管理与利用,近年来我国一直在加快和加大力度落实河道治理,要想保证河道治理达到预期效果,并最大程度提高河道治理工程生态效益,首先要确保河道治理设计与施工方案的科学合理性,可见借助现代化技术手段,优化和改进河道治理设计与规划是很有必要的。基于此本文首先进行Civil3d技术的梳理与说明,继而详细分析Civil3D软件在某河道治理项目的具体应用,旨在与相关工作人员相互交流、共同探讨。

Hidden Multiverse Extraterrestrial Super Civilizations

Theoretical and experimental evidence of physical reality of imaginary numbers using interpretation of Ohm’s law for electrical AC circuits proposed in 1897 by Steinmetz was presented. Other pieces of evidence are mentioned as well. The use of the general scientific principle of the physical reality of imaginary numbers allowed to prove that the relativistic formulas in the existing version of the special relativity theory are wrong, as well as to deny the principle of non-exceeding the speed of light and the hypothesis of monoverse. Corrected relativistic formulas are given and on their basis a theory of hidden Multiverse is proposed, parallel universes of which are mutually invisible. Using data obtained by the spacecrafts WMAP and Planck, it is proved that the hidden Multiverse has a quaternion structure, exists in the six-dimensional space, and forms Hyperverse together with other Multiverses. It is shown that the parallel universes of the hidden Multiverse are continuously drifting in multidimensional space, touch each other in many places and are even partially immersed in each other, forming portals. It is alleged that the search for extraterrestrial life in deep space is devoid of meaning, as you can even walk to the adjacent parallel universes through portals, which are anomalous zones on Earth. Moreover, extraterrestrial super civilizations have already found us long time ago and are located on Earth. The attempts to contact these super civilizations are meaningless as well, because such contacts are possible only at their wish. Consequently, to make the contacts possible, we need to convince super civilizations that human civilization is of interest to them and that it has a sufficiently high intelligence. It is shown how the human super intelligence over can be realized.

基于Civil3D的渠道工程参数化设计研究

针对渠道工程设计前期勘探时间长、二维计算过程繁琐、设计变更工作量巨大、现有渠道建模未考虑与地形数据联动等问题,提出一种基于Civil3D的渠道工程参数化设计方法,即以Civil3D为核心的渠道参数化设计关键技术,采用91位图助手获取勘察后的平面坐标,使用GlobalMapper对栅格文件中高程数据进行纠偏,通过ArcGIS整合、提取地形三维空间数据,并结合WPF窗体技术,以MVVM编程框架,开发面向对象的渠道参数化设计数据管理平台,拓展Civil3D参数计算及工程数据科学管理功能,为渠道参数化模型与三维地形模型的建立奠定基础。利用Atuodesk Subassembly Composer定制渠道横断面部件,通过建立目标参数及部件元素中的逻辑关系,实现渠道模型的参数化操作和与地形模型动态链接。实例应用结果表明,该技术可使渠道工程由二维设计过渡到三维参数化设计,优化了渠道设计阶段数据采集方面时间成本,降低了Civil3D使用难度,减少了设计变更产生的工作量,提高了设计效率,为水利线状工程参数化设计提供了参考。

The Interdependent Coexistence of the Rational Civilizations: The Mental Origin of Civilizations

The paper purposes that the three major civilizations are territorial rational civilization originated from the tribes before the Axial Age, discrete Western rational civilization originated from the mega empires in Middle East and Greece during the Axial Age, and the connective Eastern rational civilization originated from the mega empires in India and China during the Axial Age. Territorial rational civilization with territorial worldview for ingroup and outgroup individuals produces territorial nationalist democracy based on rule of boundary to deal with ingroup and outgroup individuals. Discrete Western rational civilization with discrete worldview for discrete and independent individuals produces discrete liberty-equality democracy based on rule of law to deal with discrete individuals. Connective Eastern rational civilization with connective worldview for connective and related individuals produces connective common wellbeing democracy based on rule of relation to deal with connective individuals. The current highly international interdependence produces the purposed internationalized interdependent community which allows the interdependent coexistence of the three rational civilizations by establishing the promotion of rational civilizations, the basic rules of relation and law, the potential civilizational and the regional defense boundaries, and the cooperation in international relations. The mental origin of the rational civilization consists of the social brain for instinctive intragroup relations and worldviews to form the original human social group, the mental immune system for instinctive mental therapy, theory of imaginary mind for imaginary religious and political entities with their own minds to form cohesive large social groups, and the thinking brain for rule to form rational civilization.

Fraud and Deceit, or a Failure of American Political and Social Sciences： Towards a Theory About the Impact of Banking on the Rise and Fall of Civilizations

Many scholars have documented and analyzed the widespread fraud and deceit associated with government failures worldwide, comparing historical and recent policies leading up to the currently unstable global financial system. Most of the attention to detail, however, has been focused on the actions and failures of corporations, corporate leaders, and political and financial regulatory institutions, with little attention to generalizing political and social-psychological theories that might explain not only current but historical failures, and also prepare the way for formulating alternative futures in a manner that has some substantial likelihood of significantly impacting 61ires who are held responsible for such systemic effects. This paper offers some suggestions for such theory construction, exploring literature on grand theories of the rise and fall of empires, war and financial cycles, and social-psychological theories of political decision making, and considers some implications for the literature on growth and decline of civilizations and their worldviews, and in this context just what alternative futures might be likely and how to choose. I also explores the possibility that the social sciences are close to an understanding of civilization dynamics--close but not yet there. A framework is suggested which may be useful for continuing this research to the point where alternative futures can be constructed that have significance for the future of our globalized world order. In particular the works of Jared Diamond, Carroll Quigley, Niall Ferguson, Chalmers Johnson, and Paul Kennedy, are compared for their macro-historical theories suggesting an evolutionary dynamic in the life span of civilizations, the works of Johnson and Kwak and others for their research into the causes of recurrent financial instability threatening the stability of regimes and whole societies, and various theories of individual and group decision making （Leon Festinger, Harold Lasswell, Abraham Maslow, Richardson, and others） which may explain the social-psychological processes linking these two phenomena. Further, regarding why such comprehensive theory tends not to be addressed in the social and policy sciences, two stumbling blocks are discussed： （1） the absence of any ＂standard theory＂ in political and social science, the absence of which motivates academic struggles analogous to those characterized as security dilemmas in international relations; and （2） students and practitioners of politics often speak past one another and get embroiled in needless conflicts because of the latent structures of their dominant paradigms, specifically misunderstandings among the practitioners of political science, political philosophy, and political practitioners.

Civilizations rise and fall as they evolve.There have always been central civilizations and marginal civilizations, and civilizations that have had or are having a greater impact on world development are naturally regarded as central civilizations.The central civilizations are like the dignitaries. Civilization, even once an exclusive label, belongs only to those central civilizations. While the relatively marginal civilizations are only affixed with an unfriendly label---barbarian.However, there is no eternal nobility.In fact, human history is one where the central civilizations and marginal civilizations,or civilization and barbarian interact with each other and compete for the dominant position.

Dialogue on Civilizations

IN 2015, Chinese President Xi Jinping initiated an important idea at the Boao Forum for Asia. The President called for a conference on dialogues among Asian civilizations. In May 2019, this idea was actualized with a conference held in Beijing, focusing on six parallel sessions of multiple platforms that will promote exchange and mutual learning among the delegates as well as celebrating the contributions of Asian civilizations through a food festival, a cultural carnival, and youth gatherings.

The Joint Exhibition of Asian Civilizations is an exhibition activity during the Conference on Dialogue of Asian Civilizations, which includes the Art Exhibition and the Cultural Relics Exhibition Series. From May 13 to August 11,2019, the Cultural Relics Exhibition,"the Splendor of Asia 一 an Exhibition of Asian Civilizations", is opened at National Museum of China. Those exhibited are 45 1 cultural relics from 47 Asian countries and another 2 countries with ancient civilizations, i.e., Greece and Egypt. Among them were 1 09 Chinese relics, including Bronze Statue of Yi, Changxin Palace Lamp and other national treasures.

“Civilizations only vary from each other, just as human beings are different only in terms of skin color and the language used,” declared Xi Jinping in his May 15 keynote speech at the opening ceremony of the Conference on Dialogue of Asian Civilizations (CDAC) in Beijing, to a boisterous response.“No civilization is superior over others,” he continued as the enthusiasm swelled.

Alliance of Civilizations for Human Rights and World Community

The notions of human rights and World Community are inseparably related. It is on the basis of mutual trust that we can construct World Community, so it is quite natural that the respect of human rights is the basic condition of the participant countries. The World Community is aiming at making a peaceful global village where the lives of people are mutually encouraged and the diverse merits of different civilizations are shared together. True human welfare should imply in its concept harmony between all existences. In the history of the world, we can see the irresistible current moving towards the realization of human rights and World Community. Even if we accept this affirmative development of history in the long run, we should be always alert to the dangers and traps on the road. There have been many cases of frustration and reversion by strong counteractions or self-deceptions. In the actual situation of its age, humanity has been always at the crossroads. It is the duty of philosophy and history to shed light on the situation and present a direction.
