It was under extremely complex background at home and abroad that the Communist Party of China proposed to form a coalition government. Domestically, the Kuomintang was faced with military defeat and political crisis while the strength of the Communist Party of China grew increasingly. Besides, the Constitutionalism Movement launched by democratic parties failed. Internationally, the proposal of a coalition government was inspired politically by some European countries and promoted by the US-Soviet policies towards China. It had a significant impact on domestic and international situation at that time and pointed out the direction of Chinese political model for Chinese people. 展开更多

Decision-Making Process in Japanese Board Room. Audit & Supervisory Board as a Source of Information to Outside Board Members: A Systematic Review

I the context of the Corporate Governance Code enactment in Japan, we examine how newly introduced outside directors in Japanese boards obtain information to take part in the decision-making process. We conducted a systematic review of the literature and found 18 peer-reviewed publications in a time span between 2000 and 2016 that described the asymmetry of information between the insider group of board directors (including the CEO) and the outside board members. Our fmdings show that for the course of more than a decade, despite all changes and reforms, the role of board directors, whether insiders or outsiders, is still supplementary. They are treated more as advisors than active part in the decision-making process. We reveal different insider sources of information as forming social ties with the CEO and/or inside board directors and collaboration with Audit & Supervisory Board (Kansayaku), which can help reduce this asymmetry and improve the decision-making process. We assume that it will be easier for the outsiders to establish contacts and form social ties with the Audit & Supervisory Board members because of their unspoken lower status and thus to obtain more information about the company internal affairs and discussions that take place during the informal meetings, where only insiders (including the CEO) are present. 展开更多

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national development strategies.The study calls for systematic focus on regular research on the performance of co-management in the country,and efforts towards improving the implementation mechanisms in the field. 展开更多

Far-right parties have acquired special political features that are grounded on a broad variety of far-right ideological norms and political instruments. Far-right parties challenge the state government and policy offering the key (anti-immigration politics) to solve a variety of complicated issues. The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. Based on different concepts and theories we should underline that far-right parties have a prominent electoral future but their place in the political arena greatly depends on existing conflicts of social and cultural nature in the nation-state. 展开更多

This paper assumes as a focal point the concept that the "post-Brexit" may represent a change of era for European and global financial service and particularly for capital market sector. The change of era produces new "global systemic interrelation" in which financial globalization, governance and regulation will give place to new, largely unknown complexities. In general, the different interests and immediate priorities of euro and non-euro countries, coupled with a need for prompt and, at times, politically sensitive action, have had the result of a greater fragmentation or a differentiated integration in EU governance in the financial sector. On this assumption, we may say that the post-Brexit scenario is in some way preceded by a series of "fractures" in European governance. The direct effect of the post-Brexit era is that UK regulated financial entities will still need "passporting" across the EU single market: UK is going to vest the role of third party country, which will require an "equivalence regime" similar to the "substituted compliance" used in the same direction by US regulators. At the same time, while an equivalence regime may work in principle to deal cross-border issues at the global level, in the long term, it may be an instrument for a "battle of ideas" in the new political arena of global financial governance. 展开更多

为让耕地保护目标更好地服务于保障国家粮食安全总目标,我国开始推动耕地保护考核和粮食安全考核“合二为一”。从制度基础看,修订后的《省级政府耕地保护责任目标考核办法》和《粮食安全省长责任制考核办法》都经过多年应用实践,在奖... 为让耕地保护目标更好地服务于保障国家粮食安全总目标,我国开始推动耕地保护考核和粮食安全考核“合二为一”。从制度基础看,修订后的《省级政府耕地保护责任目标考核办法》和《粮食安全省长责任制考核办法》都经过多年应用实践,在奖惩措施、结果运用等方面都具有较高的借鉴价值;从实践基础看,地方探索取得初步成效,典型省份的耕地面积、粮食播种面积都稳中有增。然而考核只是手段,耕地保护党政同责和粮食安全党政同责都实行不久。更好发挥这两项考核“合二为一”对确保各项政策措施落实见效的作用,还需要从根本上理顺关系、构建机制,为此,应着力从以下两方面推进:其一,推动形成党政齐抓共管的工作格局,重点是从讲政治的高度看待耕地保护和粮食安全问题,厘清党政权责界限,统筹协调各部门形成合力,充分发挥考核“指挥棒”作用和督察“利剑”作用;其二,构建以主产区为主、主销区和产销平衡区共同支撑的国家粮食安全保障格局,重点是主产区优先享有政策扶持和利益补偿,主销区对主产区承担横向利益补偿义务,加快产销平衡区经济发展。 展开更多
