A Novel Computerized Water Level Control System of PWR Steam Generator of Nuclear Power Plant

This paper presents a novel method to solve old problem of water level control system of pressurized water reactor (PWR) steam generator (SG) of nuclear power plant (NPP) .The level control system of SG plays an important role which effects the reliablity,safty,cost of SG and its mathematical models have been solved.A model of the conventional controller is presented and the existing problems are discussed. A novel rule based realtime control technique is designed with a computerized water level control (CWLC) system for SG of PWR NPP.The performance of this is evaluated for full power reactor operating conditions by applying different transient conditions of SG′s data of Qinshan Nuclear Power Plant (QNPP).

A Lecture of the Taylor Rule from the Sandpile Model

Sandpile phenomena in dynamic systems in the vicinity of criticality always appeal to a sudden break of stability with avalanches of different sizes due to minor perturbations. We can view the intervention of the Central Banks on the rate of interest as a perturbation of the economic system. It is an induced perturbation to a system that fare in vicinity of criticality according to the conditions of stability embedded in the equations of the neoclassical model. An alternative reading of the Taylor Rule is proposed in combination with the Sandpile paradigm to give an account of the economic crisis as an event like an avalanche, that can be triggered by a perturbation, as is the intervention of the Central Bank on the interest rate.

A practical approach to improve alarm system performance: Application to power plant

Process safety in chemical industries is considered to be one of the important goals towards sustainable development. This is due to the fact that, major accidents still occur and continue to exert significant reputational and financial impacts on process industries. Alarm systems constitute an indispensable component of automation as they draw the attention of process operators to any abnormal conditi on in the plant. Therefore, if deployed properly, alarm systems can play a critical role in helping plant operators ensure process safety and profitability. How-ever, in practice, many process plants suffer from poor alarm system configuration which leads to nuisance alarms and alarm floods that compromise safety. A vast amount of research has primarily focused on developing sophisticated alarm management algorithms to address specific issues. In this article, we provide a simple, practical, systematic approach that can be applied by plant engineers (i.e., non-experts) to improve industrial alarm system performance. The proposed approach is demonstrated using an industrial power plant case study.

Development of Distributed Complex Network for Representation of Knowledge Base

For management of power system on the bases of distributed complex network （DCN-network） authors developed a new structure of knowledge base： at macro-nodes of network are located a database and a logical conclusion making machine, and on the arcs are located their connecting properties. Socialism Based On Rule of Law

In April, the Ministry of Public Health announced the shutdown of the National Committee for Oral Health (NCOH). Corruption, it seems, has once again raised its ugly head. This organization, which is not an agency under the government, but has some government affiliation, allegedly has raked in millions of yuan in illegal profits for the past 18 years by making unauthorized approvals for oral health care products. It is widely believed that the situation involving NCOH reflects the lack of government credit management because of the loopholes in the overall system. Commenting on NCOH dissolution, Professor Li Shuguang from China University of Political Science and Law believes that, while to reform public service units within a short period of time is important, the final solution is to set up a system that is based on the rule of law.

重大突发事件的爆发对金融机构和金融体系带来的重创可能造成系统性风险。通过金融应急管理权来实施紧急状态的金融治理是各国监管当局的共识。金融应急管理权具有应急性、管理主体的多元性和权力扩张的天然性,这决定了必须通过程序法治对其实施规范治理。金融应急管理程序法治的构建须坚持合法性原则、协同应急原则、保护金融消费者合法权益原则和保持透明度原则,围绕金融应急管理的启动、运行和退出程序展开具体的法律制度设计。

司法制约职务犯罪监察调查的逻辑定位与法治路径

在职务犯罪监察与司法二元治理模式下,监察调查作为职务犯罪诉讼案件的前置程序,有可能形成主导职务犯罪办理全局的监察中心主义倾向,影响以审判为中心的刑事诉讼职能的实现。对此,需要加强司法对监察调查的制约机制。司法制约监察的目标应定位为监察机关不得妨碍审判权、检察权的依法独立行使;防止其不当介入司法机关对职务犯罪案件的审查活动。在程序调控层面,应将监察机关的强制措施建议权形塑为一项配合机制,强化对庭外核实技术调查类证据建议权的程序控制,合理规制情况说明的适用范围。在制度保障层面,须强化职务犯罪监察干预司法过程的法律控制,消弭监察监督与司法监督的内在张力,完善职务犯罪案件证人出庭作证的保障性规则。

拟Newton流的一种新的稳定化方法

对一般的拟Newton流问题,针对(双)线性/(双)线性和(双)线性/常数两种低阶有限元空间,提出了一种新的稳定化方法.该方法可以看成压力投影稳定化方法从Stokes问题到拟New-ton流问题的推广与发展.在速度属于W1,r(Ω),压力属于Lr'(Ω)(1/r+1/r'=1)下,给出了误差估计.服从幂律及Carreau分布的拟Newton流问题可看成该文的特殊情况.进一步地,还给出了基于残差的后验误差估计.最后给出的数值算例验证了理论结果.

论党内法规对党内关系的调整——以《中国共产党统一战线工作条例》为视角

马克思主义政党的先进性要求需要党内法规制度予以保障。相较于国家法律,党内法规在调整方式上有其独特优势。党内法规以义务为本位划定党员和党组织的行为边界,党内法规制度对于执政党建设、国家治理、社会治理等都具有重大意义。党内法规作为党内具有法律性质的规范,仅应对党内关系进行调整,不应调整党外关系,其只对党员与党员、党员与党组织、党组织与党组织三组党内关系进行直接调整。但党自身特殊的政治法律地位决定了党内法规对党内关系的调整势必会影响党外关系,从而对党外关系产生间接调整作用。《中国共产党统一战线工作条例》很大程度上体现了党内法规调整的要求和特点,但存在超越范围调整党外关系的问题,需要在今后党内法规制度建设中予以矫正。
