Energy Conservation and Emissions Reduction: Experiences from Three Provincial Power Companies and One Regional Power Grid Company

Power industry is one of the key fields for energy conservation and emissions reduction (ECER) in China. In order to achieve the nation's overall energy consumption target and pollutant emission target set by the 11th Five-Year Plan, to build the resource-conservation and environment-friendly society during the 11th Five-Year Plan period (2006-2010), it is crucial to implement the policy of "Large (units) In and Small (units) Out (LISO)" (i.e., replacing small units with large ones) and accelerate the retirement of small thermal units. According to the statistics, the power industry has made a significant progress in SO2 emission reduction during the first half of 2007. Specifically, with 18.3% growth in power generation, the SO2 emission was reduced by 5.2% compared with the same period in 2006. By the end of July 2007, the retired small units have totaled 6950 MW, 85% of which belongs to the five major power generation groups such as Guodian and Huadian. In this article, the achievements and remaining issues in Henan, Jiangsu, Sichuan Power Companies and East China Grid Company were presented and discussed thoroughly.

Efficiency Analysis of Listed Power Companies Based on Malmquist Index

This paper improved the known study for technical progress in Malmquist productivity index calculating. In the method, all the possible movements for decision making units （DMUs） are listed, and the condition that several DMUs lie on the productivity frontier is analyzed. The dynamic efficiencies of Chinese listed power companies from 1997 to 2006 were evaluated. The empirical results indicate that the improved method is effective.

Impacts of a Japan–South Korea power system interconnection on the competitiveness of electric power companies according to power exchange prices

In many regions,international power system interconnections provide economic,energy-security,environmental,and technical benefits.In contrast,such interconnections remain scarce in Northeast Asia.In 2016,after approving a joint memorandum of understanding between major electric power companies from China,Japan,South Korea,and Russia,related initiatives regained momentum in the region.Nevertheless,the corresponding developments in Japan remain limited,mainly owing to the lack of involvement of Japanese electric power companies.This study represents a pioneering attempt to provide an economic assessment based on power exchange prices of a power system interconnection between Japan and South Korea regarding the competitiveness of electric power companies in terms of competitive business segments and strategic consequences.We found that although the position of Japanese generators may slightly deteriorate,that of the supply segment would substantially improve,thus suggesting that more opportunities than threats are derived from the interconnection.This promising outcome may foster the adoption of an interconnection with South Korea considering the positive economic and business perspectives in Japan.Furthermore,realizing the interconnection may improve the energy security and air quality in the region.

Corporate governance in generating companies of the Russian electric power industry in the context of ESG agenda

To address the issues of investment appeal in the Russian electric power industry,this study analyzes the dynamics of corporate governance,including permanent redistribution of property and compliance with the Russian Corporate Governance Code,in wholesale and territorial-generating companies.The increasing concentration of property in the hands of the state and its implications for investors are also noted.This study reveals the violations of essential principles,and the substantial differences in corporate governance practices,in the best-and worst-performing companies.Additional standards for better corporate governance practices to benefit the investors in the context of the current Environmental,Social,and corporate Governance(ESG)agenda are proposed.This study provides a new insight at the development of corporate governance in Russian power generating companies through property redistribution and compliance with corporate governance principles.

A Generalized Accelerated Failure Time Model to Predict Restoration Time from Power Outages

Major disasters such as wildfire, tornado, hurricane, tropical storm, and flooding cause disruptions in infrastructure systems such as power and water supply, wastewater management, telecommunication, and transportation facilities. Disruptions in electricity infrastructure have negative impacts on sectors throughout a region, including education, medical services,financial services, and recreation. In this study, we introduced a novel approach to investigate the factors that can be associated with longer restoration time of power service after a hurricane. Considering restoration time as the dependent variable and using a comprehensive set of county-level data, we estimated a generalized accelerated failure time(GAFT) model that accounts for spatial dependence among observations for time to event data. The model fit improved by 12% after considering the effects of spatial correlation in time to event data. Using the GAFT model and Hurricane Irma's impact on Florida as a case study, we examined:(1) differences in electric power outages and restoration rates among different types of power companies—investor-owned power companies, rural and municipal cooperatives;(2) the relationship between the duration of power outage and power system variables;and(3) the relationship between the duration of power outage and socioeconomic attributes. The findings of this study indicate that counties with a higher percentage of customers served by investor-owned electric companies and lower median household income faced power outage for a longer time. This study identified the key factors to predict restoration time of hurricane-induced power outages, allowing disaster management agencies to adopt strategies required for restoration process.

Defects in Chinas Independent Director System: A Case Study of Leshan Power Company

A system has been set up in China which provides for independent directors of listedcompanies. Whether these independent directors could play an effective role has, however,always been a matter for dispute. The recent case of Leshan Power shows that under thelegal framework and share structure which currently exists in China, there is very narrowscope for independent directors to carry out their function. After discussing the main obstaclesto implementation of independent directorship of Chinas listed companies, the authorpoints out several measures that must be taken in order to enhance the effectiveness ofboards of directors. Finally this paper concludes that without the necessary conditions forindependent directors to actually have a functioning role to play, invitation of independentdirectors by listed companies will be a matter of form only.
