Policy Assessment and Recommendations for Forestry-based Ecological Poverty Alleviation: An Empirical Study from the Prefectures of Nujiang and Aba, Southwestern China 被引量:4

China has adopted a long-term campaign against poverty. In recent decades, there is an increasing understanding that ecological poverty alleviation can meet the dual goals of environmental protection and rural poverty reduction. China is pivoting towards forestry-based poverty reduction in the severely poverty-stricken areas. However, several key factors remain elusive, including the extent to which the poor people benefit from forestry programs, whether they are satisfied with the policies and whether the policies are effective for poverty alleviation. Based on data collected through a questionnaire survey of 79 households in the prefectures of Nujiang and Aba, southwestern China, the analytic hierarchy process(AHP) approach was used to examine the effectiveness of the forestry-based poverty alleviation policy. The results showed that four poverty alleviation pathways, including industry, employment, micro-finance and pairing assistance in villages, had obviously increased the incomes of the filing poor households and solved the problem of "Two Worries-free and Three Guarantees". The poor were satisfied with the forestry-based ecological poverty alleviation policies and these policies had good effects in fighting against poverty. However, there are still some shortcomings, such as a lack of active participation, imperfect targeted identification, lack of funds and limited sources of funds during the policy implementation. Our results highlight the importance of the forestry industry and the public welfare position in the alleviation of poverty in the poverty-stricken areas. Synergies between ecological protection and poverty reduction are possible through sound forestry-based policies. This article recommends five policies to simultaneously realize the potential of poverty alleviation and environment protection through forestry development. 展开更多

Introduction: Antibiotics are medications that have the property of destroying bacteria or preventing their proliferation. The aim of this study is to evaluate antibiotic prescriptions in oral practice: case of the dental office of the Coyah prefectural hospital. Methods: This is a descriptive cross-sectional study which took place from August 2019 to January 2020 inclusive, i.e. a duration of six (6) months, during which 400 patients were identified. Results: Our results revealed a frequency of 70% of antibiotic prescriptions. The 16 - 25-year-old age group was the most dismayed, at 47.25% and with an average age of 27.78 years. Men represent 55% compared to 45% of women, i.e. sex ratio of 1.22. Pulp gangrene was the most common pathology in 55% of cases. The most prescribed family was Betalactamine or 61.71% and the most represented molecules were Amoxicillin with 56.10% followed by Metronidazole or 34.16%. And the favorable prognosis was observed in 99% of cases. Conclusion: Prescription should always be based on the benefit-risk ratio. This prescription by practitioners aims to prevent or eradicate infections and pain in order to obtain a good therapeutic result. 展开更多

Patients and Methods: Prospective, d... Introduction: Domestic accidents are defined as accidents that occur in the home or its immediate surroundings. Objective: To describe the epidemioclinical and therapeutic aspects. Patients and Methods: Prospective, descriptive study from July 1, 2019 to June 30, 2020 in the emergency department of Boffa prefectural hospital included all children aged 0 to 15 years admitted for domestic accidents. Results: Of 120 cases of accidental trauma, 56 were domestic accidents. The mean age was 7.08 years. The 0 - 5 and 11 - 15 age groups were the most represented (35.71%). The sex ratio was 1.55 in favor of boys. Domestic accidents were represented by falls (26.78%), thermal burns (21.43%), snakebite wounds (17.86%) and dog bites (10.71%), drowning (5.36%), and electrification by lightning (3.60%), one case or 1.78% of each of the following: esophageal foreign body by palm nut, firearm, wall collapse, stretching of upper limb. Paracetamol was the molecule most frequently used (89.28%). The outcome was favorable in 92.86% of cases. However, four (4) deaths were recorded. Conclusion: Domestic accidents remain a significant pathology at Boffa prefectural hospital. 展开更多

This study aimed to provide theoretical bases for optimized land use in minority settlements at high altitude. On the basis of forest form map and land use type map (1∶250 000) of Ganzi Tibetan Autonomous Prefecture in Sichuan Province in 2007, this study carried out further analysis and assessment on the landscape pattern and fragmentation degree of Ganzi from the perspective of overall landscape characteristics, area and perimeter of patches, quantity and fractal dimension of patches and so on with the support of geo-info systematical software ArcCIS and landscape structure analysis software Fragstats. The results showed that among all landscape elements alpine meadow and evergreen broad-leaved shrubs take up a larger part as temperate and cool temperate grassland and marsh are scattered with small areas; deciduous and broad-leaved as well as their mixed forest have higher landscape fragmentation degree, on the whole, the fragmentation degree of forest type is higher than that of meadow and shrub; fractal dimensions of landscape components are all small and tend to 1, which indicates that the folded degree of all landscape boundaries are small. 展开更多

[Method]Pollen viability of C. oleifera was determined using I-KI and TTC (2,3,5-triphenyl tetrazolium chloride) method, the germination rate of pollen was determined by in vitro culture method, the pollen tube growth was observed by the fluorescent microscope through aniline blue dyeing, and the effects of different pollination methods on fruit setting rate of C. oleifera was analyzed. [Results] The pollen viability and the quantity of pollen tube of C. oleifera with good fruiting were significantly higher than the plants with poor fruiting, but their pollen germination rate had no significant differences; cross pollination was conducive to fruiting setting of C. oleifera. [Conclusion] The growth and development condition of C. oleifera pollen had important effect on the yield of C. oleifera in Dehong prefecture. 展开更多

[Objective] The aim was to analyze the changes characteristics of temperature in Tacheng.[Method] By dint of monthly average temperature from 1955 to 2008 in four typical meteorology station,Tacheng,Hebukesai’er,Tuoli and Wusu,the temperature multi-temporal scale characteristics and changes trend in future in Tacheng were expounded by small wave analysis and climate trend coefficient method.[Result] The average temperature in so many years in Tacheng was 5.88 ℃.The annual changes of temperature were relatively stable.The coefficient of changes were between 0.130-0.265.The extreme value was between 1.73-3.79;the sequence distribution of temperature showed plat peak form and the annual average temperature was divergence.The temperature in Tacheng had 5-year,9-year and 14-year period.It was in cold period in 1970 when average temperature was only 3.77 ℃.The 1980s was the warmest age in recent 54 years,reaching 8.10℃.In recent 90s,and comparing with 80s,temperature in Tacheng was decreasing,but still higher than that in 70s.It was forecasted that the temperature in future would increase.The annual average temperature in each area and the average temperature in each season in Tacheng increased significantly,with a range of 1.15-2.05 ℃/10 a.The smallest temperature increase speed in summer was 0.16-0.45 ℃/10 a.The annual average temperature changes speed was 0.40-0.78 ℃/10 a.[Conclusion] The temperature changes in Tacheng had positive corresponding trend toward the climate warming. 展开更多

The "Twenty-Four Solar Terms" is an integrated knowledge system and functional social practice initiated and developed by ancient Chinese. Appling to their daily lives and agricultural production, based on records of the periodic motions of the sun, this knowledge system echoes seasonal and climate changes, phenological variation and reflects the features of ancient agricultural activities. As a comprehensive demonstration of their lives and production, it is a phenomenal achievement thanks to the ancient Chinese people's experience and wisdom. The "Twenty-Four Solar Terms" is also a cultural phenomenon unique to China, geographic location, the Yellow River Basin being at a mid-latitude zone with distinctive seasonal climate changes; its long-existing agrarian tradition, advanced agricultural philosophy and a harmonious lifestyle. In the meantime, while China's superior knowledge on astronomy made its formation technically possible, the "agriculture first" governmental policy and the "prefectures and counties" administrative system, introduced by governors from Qin and Han Dynasties, cultivated its formation institutionally. Besides, the "Twenty-Four Solar Terms" is the outcome of the harmonious civilization progress and traditional Chinese culture, which is different from Western Europe's aggressive and predatory industrial expansion. The "Twenty-Four Solar Terms" is still of great cultural and practical significance in China even today. It highlights the "unity of mankind and nature" philosophy and serves as another signature symbol of the Chinese culture. [Objective] The aim of this study was to compare the drought resistance difference of the main Capsicum annuum cultivars planted in Wenshan Prefecture of Yunnan Province. [Method] The total anthocyanin, soluble sugar, soluble protein and free proline contents of the leaves of the five main C. annuum cultivars planted in Wenshan Prefecture, i.e., ZSZ75-1, ZSZ49-1-1, 12WS-18-1, 12ZH01 and ZS130, under the drought stress simulated by PEG-6000 were studied by using spectrophotometry, and the total osmoregulation abilities of the leaves were evaluated by using subordinate function. [Result] Under the drought stress simulated by PEG-6000, the total anthocyanin contents of the veins, mesophylls and whole leaves of the five cultivars were all as: ZSZ75-1〉ZSZ49-1-1〉12WS-18-1〉12ZH01〉ZS130, the soluble sugar contents as: 12ZH01 〉12WS-18-1 〉ZS130〉ZSZ49-1-1 〉ZSZ75-1, the soluble protein contents as: ZSZ75-1〉12ZH01〉ZSZ49-1-1〉12WS-18-1〉ZS130, and the free proline contents as: ZS130〉ZSZ75-1 〉12WS-18-1 〉ZSZ49-1-1 〉12ZH01. Furthermore, the differences among the total anthocyanin contents of the veins, mesophylls and whole leaves of the five cultivars all reached the extremely significant levels, whereas the differences among the contents of the soluble sugar, soluble protein and free proline did not reach the significant levels, the correlation degrees among the contents of the total anthocyanin, soluble sugar, soluble protein and free proline of different cultivars were also inconsistent, and the total osmoregulation abilities of the five cultivar leaves were as: ZSZ75-1 〉7SZ49-1-1 〉12WS-18-1 〉ZS130〉12ZH01. [Conclusion] The anthocyanin accumulation in the specific organs of the five C. annuum cultivars in Wenshan Prefecture is beneficial to the strengthening of the leaf osmoregulation abilities under drought stress, favoring the drought tolerance of the cultivars. 展开更多

These services are now rapidly being lost, not least because of the inability of making the impacts measurable. To overcome this obstacle, assessment frameworks for freshwater ecosystem services are needed. A simple water equivalent framework to assess the ecological services provided by freshwater ecosystems was developed in this study. It translated the occupation of freshwater ecosystem services into biologically freshwater volumes and then compares this consumption to the freshwater throughput, that is, the ecological capacity available in this region. In this way, we use the example of Yangzhou Prefecture, to account the main categories of human occupation of water ecosystem services. The result showed that there is a huge gap between the consumption and the supply of freshwater ecosystem services. This must encourage local government to make land-use and water management decisions both economically rational and environmentally sound. 展开更多

Objective This study was to investigate the HIV current situation in Liangshan prefecture, in order to predict prevalence and transmission trends. Methods Region-specific population, behavior, serosurveillence, and policy/program data (from 1995 to 2020) were gathered from various local and national organizations and applied to the Asian Epidemic Model (AEM) and used to derive estimates of future HIV prevalence, epidemic trends, and outcomes of intervention strategies. Results The AEM projections for 2020 included increased number of people living with HIV (PLHIV; to 136 617), increased HIV prevalence (2.51%), and 8037 deaths from acquired immunodeficiency syndrome (AIDS) in this region. However, the overall HIV incidence rate (per 10 000) was projected to decline from 27 in 2015 to 22 in 2020, largely due to a predicted decrease in HIV infection rate (per 10 000) from 658 in 2013 to 621 in 2020 among intravenous drug users. In contrast, the cases of HIV infection per i0 000 was projected to increase from 420 in 2010 to 503 in 2020 among men who have sex with men, and from 8 in 2010 to 15 in 2020 among the general population. The predominant risk factor for HIV transmission over the next decade in Liangshan was casual sex. Community-based outreach strategies to reduce injected drug use and casual sex, and to promote condom use, were predicted as effective interventions to decrease HIV transmission. Conclusion Implementation of a comprehensive public health program, with targeting to the region-specific at-risk populations, will help to mitigate HIV/AIDS spread in Liangshan. 展开更多

Taking Yulin prefecture in northern Shaanxi抯 Loess Plateau area as an example, 1:250,000 map-scale national geographical database as a major information source, a GIS-based research was conducted to investigate the spatial distribution of the rural settlements. In this paper, many significant characteristics of the rural settlement distribution are reviewed by means of a series of GIS-based information processing methodology. The results obtained in this study should be helpful for the urban and rural settlements reconstruction planning in this area. 展开更多

This study investigated the linkages between river water quality and land use in river catchments in Yama- guchi Prefecture, the western Japan, in order to examine the effect of land use changes of both entire catchment and buffer zone on river water quality. Dissolved Oxygen (DO), pH, Biological Oxygen Demand (BOD), Suspended Solids (SS), Escherichia coli, Total Nitrogen (TN) and Total Phosphorus (TP) were considered as river water quality indica- tors. Satellite images were applied to generating the land use map. Multiple regression model was applied to linking the changes in the river water quality with the land uses in both entire catchment area and buffer zone. The results in- dicate that the integrative application of land use data from the entire catchment and the buffer zone could give rise to more robust model to predict the concentrations of Suspended Solids (r2=0.88) and Total Nitrogen (r2=0.90), rather than models which separately considered land use data in catchment and buffer zone. 展开更多
