On 10 September 2013,the State Council promulgated the Action Plan for the Prevention and Control of Air Pollution(hereinafter referred to as the Action Plan).To study the variations in the air pollutant concentration...On 10 September 2013,the State Council promulgated the Action Plan for the Prevention and Control of Air Pollution(hereinafter referred to as the Action Plan).To study the variations in the air pollutant concentrations in Hohhot during the implementation of the Action Plan and the effects of various measures,the daily concentrations of air pollutants(fine particulate matter(PM_(2.5)),inhalable PM(PM 10),SO_(2),and NO_(2))in Hohhot published by the China Environmental Monitoring Station were obtained to analyze the general meteorological conditions in Inner Mongolia from 2013 to 2017.The variations and causes of the ambient PM concentration in Hohhot were examined,and the quantitative influence of sandstorms on the ambient PM concentration in Hohhot was analyzed by selecting the spring season with frequent sandstorms as an example.The results showed the following.(1)The air quality in Hohhot continuously improved,and compared with those in 2013,the PM_(2.5)and PM 10 concentrations decreased by 24.6%and 48.2%,respectively,in 2017.However,the air pollutant concentrations remained high,with the average PM_(2.5)and PM 10 concentrations exceeding the national secondary standards by 22.9%and 35.7%,respectively.(2)The reductions in the spring PM_(2.5)and PM 10 concentrations were 5.6%and 8.9%,respectively,and the annual decreases in the PM_(2.5)and PM 10 concentrations were 3.6 and 15.1μg m^(−3)yr−1,respectively,from 2013 to 2017.(3)The absolute contribution ranges of dust weather to the concentrations of PM_(2.5),PM 10,and TSP during 2013–17 were 0.6–5.2μg m^(−3),9.0–16.9μg m^(−3),and 14.7–30.0μg m^(−3),respectively,in Hohhot during the spring.展开更多
French insurance is part of a public-private partnership with the French State to compensate flood-related damages, and there is growing concern among insurers about damaging climatic events. To promote preventive act...French insurance is part of a public-private partnership with the French State to compensate flood-related damages, and there is growing concern among insurers about damaging climatic events. To promote preventive actions as well as to take them into account in flood risk assessment, insurers have recently expressed the need to develop a rating system of preventive actions. This study identified Action Programs for Flood Prevention (Programme d’Action pour la Prévention des Inondations—PAPI) as the key French public policy instrument: they provide an overview of the diversity of actions that are conducted locally at the relevant risk basin scale. A database of all intended actions in the 145 launched PAPIs was constructed and the actions were coded (88 codes). The analysis consisted of two steps: (1) We conducted an expert valuation using the Analytic Network Process and the Analytic Hierarchy Process, aiming at creating an experimental national rating system. The results show the importance of implementing an integrated strategy that particularly emphasizes land use planning and urban planning. This appears even sounder as individual actions show relatively limited effectiveness. (2) The ratings of actions were applied to each PAPI according to their implemented actions. The resulting scores for individual PAPIs, as local risk coping capacity indicators, show great variance ranging from 8 to 324 points. However, there is a lack of studies on the underlying molecular mechanisnls. In this regard, in vitro metabolomic approaches are suitable for the investigation o1 the molecular changes in response to PC exposure. Up to date, the biological effects of PCs have only been cxalnined for PCs from rosemary (Rosmarinus officinalis), olive oil, and reSVCl-atrol using cell-based mctabolomic approach, although transcriptomic and/or proteomic studies have also been conducted in the same in vi[ro cell experiment in some cases. Our integral analysis of the reviewed studies suggest that PCs may be involved not only in basic cellular processes or macro-and micro-nutrient meta- bolism, but also in specific metabolic pathways that have been thoroughly investigated. These modulated pathways could have a clinical impact on neurodegenerativc diseases, type 2 diabetes, cancer, and cardiovascular diseases. In conclusion, the in vitro metabolomic approaches provide additional information of the molecular mechanisms involved in disease risk reduction of dietary PCs. In order to elucidate the mechanisms of action of PCs, more metabolomic cell-based studies are nccdcd and testing the physiological conjugated forms of PCs in these cell systems could be of special interest.展开更多
