In the last few decades, water scarcity and its implications to economic, social and political dimensions has become a hot topic, especially for research agendas that try to establish a causal relationship with violen...In the last few decades, water scarcity and its implications to economic, social and political dimensions has become a hot topic, especially for research agendas that try to establish a causal relationship with violent conflicts. However, these agendas fail to deliver their promises in not providing empirical evidences to confirm theory. In this sense, the present paper provides a fresh look to water scarcity implications, presenting a theoretical framework and new causal mechanism based on complex interdependence theory applied to the physical reality in an international basin. As such, the inferred causal mechanism, its parts and causal direction is investigated applying process-tracing technique to the Rio Grande-Colorado River. The paper finds by tracing the causal mechanism evidences to confirm new theory and enough analytical power to test in other cases to increase confidence in theory to fulfill generalization requirement.展开更多
This article introduces four noteworthy papers published in China's top journals in Summer 2021,all of which are phenomenon-driven and design-based case studies.The first paper employs a process tracing approach t...This article introduces four noteworthy papers published in China's top journals in Summer 2021,all of which are phenomenon-driven and design-based case studies.The first paper employs a process tracing approach to analyze the failure of policy coordination based on an empirical case regarding the revision of the price catalog for basic medical services in Province F.The second paper develops a triple mechanism framework to account for the distortions in China's grassroots policies.With a most similar case design,the third paper proposes a typology framework for campaign-style environmental governance and compares the mobilization models for environmental governance.Based on a grounded theory approach,the final paper analyzes data from thirty-eight public crises cases to reveal the mechanism of political mobilization for emergency management.These studies explain clear theoretical puzzles brought about by practical problems,and they provide a sense of the research designs in the case studies.They show three types of case studies:(1)two single case studies,one with a process tracing approach and the other illustrating a developed theoretical framework,(2)a comparative case study,and(3)a multi-case study applying a grounded theory strategy.These studies provide enlightenment and lessons for future Chinese case studies.展开更多
This study explores the relative strength of public policies promoting advanced manufacturing by comparing the government programs and capacities of two world leaders in science and technology:the USA and Germany.Base...This study explores the relative strength of public policies promoting advanced manufacturing by comparing the government programs and capacities of two world leaders in science and technology:the USA and Germany.Based on insights from’varieties-of-capitalism’literature and using process tracing methodology,this study identifies significant differences in today’s pursuit of advanced manufacturing.The German model of Rhine capitalism has strength due to its long tradition of diversified quality work,built on a long-term commitment to government-industry collaboration,with significant indirect public support provided by vocational training and research institutes.The American model of Manchester capitalism has been challenged by the loss of millions of low-skilled manufacturing jobs due to outsourcing and competition from Asia.The study finds that the“Manufacturing USA”policy initiative of the Obama era,although directly inspired by Germany’s Fraunhofer institutes,is hampered by the contextual and institutional circumstances identified.With biobased carbon fibers offering the potential of a novel,low-cost material,pursued with research and development(R&D)efforts in both countries,it provides a measure for evaluating policy outcomes,and the study confirms Germany’s technological lead.In addition,the study’s process-tracing methodology reveals that significant legacies from German knowledge creation in the past have spilled over to American science and technology,and may continue to do so,lured by government funds.Further studies on advanced manufacturing should test the robustness of these findings.展开更多
Actors purposefully frame up their issues in multilateral negotiations to reach their desired goals.How were the issues related to mitigation framed up during the two decades of climate negotiations that yielded the P...Actors purposefully frame up their issues in multilateral negotiations to reach their desired goals.How were the issues related to mitigation framed up during the two decades of climate negotiations that yielded the Paris Agreement,what was the mechanism for the evolution of the frames and why did only certain crucially contested frames find traction?In these quests,this work conducts a simultaneous content and frame analysis by applying the framing theory and maps the historic evolution pathways of the related issues.The qualitative analysis identifies a process of frame generation through the contested rhetoric framing by the actors,in line with their primary logics which were shaped by their mental schemata.It finds that the act of framing was the sine-qua-non for the sustenance and traction of the issues,but the fates of the crucially contested frames were determined by the powerful actors.Applying the concept of framing allows the systematic visualization of the negotiation process related to Greenhouse Gas mitigation at the annual conferences of the United Nations Framework Convention on Climate Change and helps explain how and why certain outcomes appeared.展开更多
