This research aims to elucidate the process of policy implementation at the national and regional levels, and to explain the obstacles of policy implementation. The method was qualitative study. The stakeholders were 88 people. The data were collected by in-depth interview and coded by a computer program. The policy was transferred from the national AIDS committee to the Department of Disease Control (DDC) and provincial level. This process was lacking budget support. The provincial AIDS committee was monitored by the provincial health office, cooperating with the central level. The major role was to transfer the policy to the school, Local Administration Organization (LAO) and associated organization. The activity was funded by provincial, global funds, and outside sources. In the community, the core activities were AIDS knowledge, establishing core youth groups, and building the network of AIDS. The obstacle at the national level was changing the policy process from one with a budget to one without budget. In the area of practice, the AIDS problem and the effects of the risk behavior in youth groups were slightly concerned.展开更多

This means the necessity of applying modern management concepts, first and foremost, the concept of process management and instruments related to this process. This article describes the results of research on process management in insurance companies operating in Poland that was conducted by the Faculty of Management at the Warsaw University of Technology and presents the concept of the identification of processes carried out in insurance companies encompassing management, basic and auxiliary processes, as well as the objectives of the processes and the relationships between the basic processes and other processes carried out in insurance companies.展开更多
Mathematical models can produce desired dynamics and statistical properties with the insertion of suitable nonlinear terms,while energy characteristics are crucial for practical application because any hardware realiz...Mathematical models can produce desired dynamics and statistical properties with the insertion of suitable nonlinear terms,while energy characteristics are crucial for practical application because any hardware realizations of nonlinear systems are relative to energy flow.The involvement of memristive terms relative to memristors enables multistability and initial-dependent property in memristive systems.In this study,two kinds of memristors are used to couple a capacitor or an inductor,along with a nonlinear resistor,to build different neural circuits.The corresponding circuit equations are derived to develop two different types of memristive oscillators,which are further converted into two kinds of memristive maps after linear transformation.The Hamilton energy function for memristive oscillators is obtained by applying the Helmholz theorem or by mapping from the field energy of the memristive circuits.The Hamilton energy functions for both memristive maps are obtained by replacing the gains and discrete variables for the memristive oscillator with the corresponding parameters and variables.The two memristive maps have rich dynamic behaviors including coherence resonance under noisy excitation,and an adaptive growth law for parameters is presented to express the self-adaptive property of the memristive maps.A digital signal process(DSP)platform is used to verify these results.Our scheme will provide a theoretical basis and experimental guidance for oscillator-to-map transformation and discrete map-energy calculation.展开更多

So far, existing protocols of this type only provide a deterministic counterfactual communication service. However, this counterfactuality should be payed at a price. Firstly, the transmission time is much longer than a classical transmission costs. Secondly, the chained-cycle structure makes them more sensitive to channel noises. Here, we extend the idea of counterfactual communication, and present a probabilistic-counterfactual quantum communication protocol, which is proved to have advantages over the deterministic ones. Moreover, the presented protocol could evolve to a deterministic one solely by adjusting the parameters of the beam splitters.展开更多

Conventionally, the optimum weights are obtained by substantial independently and identically distributed (i.i.d.) interference samplings, which is not always realistic in an inhomogeneous clutter background of airborne radar. The lack of i.i.d. samplings will inevitably lead to performance deterioration for optimum processing. In this paper, a novel parametric adaptive processing method is proposed for airborne radar target detection based on the modified Doppler distributed clutter (DDC) model with contribution of clutter's internal motion. It is different from the conventional methods in that the adaptive weights are determined by two parameters of DDC model, i.e., angular center and spread. A low-complexity nonlinear operators approach is also proposed to estimate these parameters. Simulation and performance analysis are also provided to show that the proposed method can remarkably reduce the dependence of i.i.d. samplings and it is computationally efficient for practical use.展开更多
