Epichlorohydrin (EPI) was used as crosslinking agent, and β-cy...In this paper, biochar (BC) was used as raw material, activated by deionizing aqueous solution, NaCl solution, CA solution and HCl solution respectively. Epichlorohydrin (EPI) was used as crosslinking agent, and β-cyclodextrin (β-CD) was used to modify biochar (BC). The prepared modified biochar materials were labeled with β-CDBC, β-CDBC-Na, β-CDBC-CA and β-CDBC-H, respectively. The infrared spectrum, X-ray diffractometer, scanning electron microscope and specific surface area of the four modified materials were tested. The results showed that the C-O stretching vibration peak at 1020 cm<sup>−</sup><sup>1</sup> of the modified materials was slightly offset compared with that of biochar. The characteristic absorption peaks of XRD pattern decrease obviously at 2θ = 26.7˚ and 29.5˚. It can be obviously observed on the electron microscope image that the surface is loaded or formed clathrates, and BET data and graphs also show that the specific surface area of the modified biochar is larger. Therefore, β-cyclodextrin successfully modified biochar and formed clathrates on the surface of biochar or was loaded in the pore structure of biochar, especially β-CDBC-CA achieved better modification effect. Because biochar and β-cyclodextrin raw materials are cheap, easy to prepare and green, and less prone to secondary pollution, it has a good advantage in environmental governance.展开更多

The CEPI applies a joint supervision strategy to address salient...The central environmental protection inspection (CEPI) system in China is a significant institutional innova‐tion in national environmental governance. The CEPI applies a joint supervision strategy to address salient en‐vironmental issues and strictly enforce the environmental responsibilities of local governments. This study col‐lects and organizes CEPI inspection reports covering three stages that encompass the first round, the “look back”, and the second round, applying text analysis to obtain sample data and conduct statistical quantifica‐tion of word frequency in inspection reports and identify notable changes. The study explores the allocation of CEPI attention between policy objectives and the intensity of policy instruments. We determine that in con‐junction with public opinion feedback, the CEPI conducts targeted inspections and focuses more on pollutant governance, which has high severity and can be addressed quickly. The CEPI fills the gap of normalized gover‐nance with a campaign-style governance approach. Regarding the intensity of policy measures, the CEPI pri‐marily uses economic incentive policy instruments, supplemented by command-and-control and public guid‐ance approaches, advancing the sustainability of regulatory effectiveness through economic, social, and politi‐cal activities. This study extends knowledge in the field of CEPI policy priorities and implementation, expand‐ing the literature related to outcomes of environmental policy in developing countries.展开更多

Simultaneously, illegal trade has emerged as a global challenge, giving rise to economic issues, losses of tax revenue, heightened criminal activities, health risks, and environmental hazards. The depletion of the ozone layer, a critical shield protecting the Earth from harmful ultraviolet (UV) radiation, has become a global environmental concern. This paper delves into the legal dimensions surrounding ozone-depleting substances (ODS), their impact on the ozone layer, and the subsequent risk of skin cancer. As countries navigate international agreements, domestic regulations, and enforcement mechanisms, the intricate interplay between legal frameworks and the health implications of ozone layer depletion comes to the forefront. The paper highlights particular instances of illegal trade in ozone depleting substances, drawing from data reported by the parties to the Montreal Protocol. Notably, China stands out as a significant source of contraband ODS, with other countries such as Bulgaria, Lithuania, Poland, and France reporting numerous cases. Analyzing these case instances offers insights into the efficacy of legal frameworks and enforcement measures. The paper offers a comprehensive set of recommendations to strengthen global control and enforcement against the illegal trade of ozone depleting substances. These recommendations span diverse aspects such as production monitoring, customs collaboration, mutual verification, cross-border agreements, public-private partnerships, international cooperation, detection equipment, global regulatory standards, resource allocation, public awareness campaigns, alternative substance development, and controlling the trade at its source. 文摘Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.
文摘The depletion of the ozone layer, a vital shield protecting the Earth from harmful ultraviolet (UV) radiation, is now a worldwide environmental concern. Human activities, particularly the release of ozone depleting substances (ODS), have led to the thinning of this protective layer over recent decades. Simultaneously, illegal trade has emerged as a global challenge, giving rise to economic issues, losses of tax revenue, heightened criminal activities, health risks, and environmental hazards. The depletion of the ozone layer, a critical shield protecting the Earth from harmful ultraviolet (UV) radiation, has become a global environmental concern. This paper delves into the legal dimensions surrounding ozone-depleting substances (ODS), their impact on the ozone layer, and the subsequent risk of skin cancer. As countries navigate international agreements, domestic regulations, and enforcement mechanisms, the intricate interplay between legal frameworks and the health implications of ozone layer depletion comes to the forefront. The paper highlights particular instances of illegal trade in ozone depleting substances, drawing from data reported by the parties to the Montreal Protocol. Notably, China stands out as a significant source of contraband ODS, with other countries such as Bulgaria, Lithuania, Poland, and France reporting numerous cases. Analyzing these case instances offers insights into the efficacy of legal frameworks and enforcement measures. The paper offers a comprehensive set of recommendations to strengthen global control and enforcement against the illegal trade of ozone depleting substances. These recommendations span diverse aspects such as production monitoring, customs collaboration, mutual verification, cross-border agreements, public-private partnerships, international cooperation, detection equipment, global regulatory standards, resource allocation, public awareness campaigns, alternative substance development, and controlling the trade at its source. By applying these recommendations and enhancing enforcement measures, we aim to protect the ozone layer and create a healthier and safer world for future generations and achieve sustainable development goals.

文摘This paper presents a comprehensive overview of various advanced technologies employed in the treatment of volatile organic compounds(VOCs),which are crucial pollutants in industrial emissions.The study explores different methods,including direct combustion,thermal combustion,catalytic combustion,low-temperature plasma purification,photocatalytic purification,membrane separation,and adsorption methods.Each technology is critically analyzed for its operational principles,efficiency,and applicability under different conditions.Special attention is given to adsorption concentration and catalytic combustion parallel method,highlighting its efficiency in treating low-concentration,high-volume VOC emissions.The paper also delves into the advantages and limitations of each method,providing insights into their effectiveness in various industrial scenarios.The study aims to offer a detailed guide for selecting appropriate VOC treatment technologies,contributing to enhanced environmental protection and sustainable industrial practices.

文摘Resource environment of traditional villages is an important historical and cultural heritage of China. It deserves protection but currently is faced with severe destruction resulting from unsuccessful village planning or implementation. 文摘Starting from the historical evolution of China s regional coordinated development policy and practice,three stages of"enlightenment stage","development stage"and"maturity stage",as well as the connotation,characteristics and content of implementing regional coordinated development strategy were analyzed.On this basis,from different aspects of industrial distribution,pollutant characteristics and regional environmental protection policy,the existing ecological and environmental protection problems in China s regional coordinated development in the new era were analyzed,and some suggestions for the next step were put forward.It is necessary to follow the"four ones"concept from the overall point of view,implement"three lines and one list"from the perspective of the width of the access red line,strengthen"joint prevention and control"from the perspective of the depth of regional regulation,deepen the"planning environmental impact assessment"from the perspective of the breadth of industrial distribution,and promote the"green-way model"from the perspective of ecological low carbon.
