Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological en...Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological environment and tourism development.Based on the“dual-carbon”targets,the Single index quantification,Multiple index synthesis,and Poly-criteria integration evaluation model were used in this study to measure the coordinated development index of the ecological environment,public service,and tourism economy along the Silk Road Economic Belt and to analyze its spatial and temporal evolution.Further,it explores the dynamic evolution and development trend of the three systems using the Kernel Density and Grey Markov Prediction Model.The results show that the coordinated development index along this region needs to be improved during the study period.Furthermore,the coordinated development index of the Southwest region is relatively higher than that of the Northwest region.From the development trend of the three systems,all of them develop in a stable manner;however,the tourism economy system is easily affected by external disturbances.The coordinated development index of the three systems changes dynamically and tends to be in a good state of coordination.There is a certain spatial and temporal heterogeneity.The gravity center of the coordinated development index has been in the Southwest region.During the forecast period,the coordinated development index along this region will improve significantly,while insufficient and unbalanced development will continue.展开更多
The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facili...The accessibility and fairness of public service facilities are important manifestations of the convenience and equality of urban public service resource allocation.Optimizing the layout of urban public service facilities is an inevitable requirement for promoting the construction of people centered cities.This paper takes the old urban area of Guangzhou as the research area,measures the accessibility of multiple types of public service facilities based on an improved two-step floating catchment method,and combines Palma Ratio and location quotient methods to explore the fairness of urban public service facilities from two dimensions:social equity and spatial equity,with supply and demand relationship analysis as the main line.Research has shown that:①there is a significant spatial difference in the accessibility of public service facilities in the old urban areas of Guangzhou,and the comprehensive accessibility is generally higher in the central and southeastern regions of the old urban areas with fewer residential populations;②from the perspective of social equity,the resource allocation of public service facilities in the old urban areas of Guangzhou is in a seriously unfair state(with a fairness index of 2.99),and there are also varying degrees of unfairness within the streets;③from the perspective of spatial equity,the location quotient of public service facilities in the old urban areas of Guangzhou shows a pattern of multil center circles decreasing,indicating a significant spatial mismatch between the accessibility supply side of public service facilities and the demand side of the residential population.The research conclusion will provide scientific basis for optimizing the allocation of urban public service facilities and ensuring the equalization of public services.展开更多

The United Nations has recommended integrating digital technology into various aspects of life, including public services. The objective is to offer real-time, high-quality digital services, improve the delivery of public services, enhance their effectiveness and efficiency, while achieving objectives such as transparency, interoperability and citizen satisfaction. However, most governments in developing countries are unable to keep up with this trend. As a result, they often create digital public services that fall short of users’ expectations. This study aims to identify the fundamental factors influencing the quality of service in relation to user satisfaction and to explore the relevance of digital technology in implementing this quality within Cameroon public administrations. To achieve this, we used a qualimetric research method, which included non-directive interviews, questionnaires, and structured observations. The results showed that the public services offered in our study environment did not meet users’ expectations. However, the study identified the fundamental aspects to be considered in providing quality public services connected to user satisfaction, as well as the strengths of digitization in achieving this quality.展开更多

It is also important to promote sus- tainable development of these regions. Analysing residents' satisfaction with public services in mountainous areas can help in evaluating outcomes of fiscal investment and identifying potential coping approaches for improving public service efficiencies. The residents' satisfaction with public services and the factors that influence such satisfaction were examined in this study. A study of 12 towns located in the southwestern Sichuan Province was performed using an entropy-weighted analytic hierarchy process (EWAHP), the technique for order preference by similarity to ideal solution (TOPSIS) and Tobit regression methods. The results indicate that: 1) the spatial distribu- tion of satisfaction with public services is non-uniform, and the spatial distribution structure varies for different types of public services. 2) Residents' satisfaction with public services is influenced by both objective and subjective factors. Population density, economic dis- tance, social and cultural divisions and elevation are the major objective factors, whereas bounded rationality, the hierarchy of needs and service expectations are the main subjective factors. The most effective strategies for enhancing residents' satisfaction with public ser- vices are likely to be clustering the population, choosing supply centres with different public services, regulating the cultural division in ethnic minority towns, selecting supply priorities in accordance with residents' needs, implementing targeted intervention policies and establishing 'bottom-up' and 'top-down' integrated decision-making mechanisms. This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with...This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with statistical data in 2012. The results demonstrate that expenditures on different types of public services present different spatial autocorrelation patterns. Although the spatial differences in basic public service expenditures are relatively small, a clear fan-shaped spillover to the east can be seen in Chengdu City. Chengdu also shows high clustering of advanced public service expenditures, being a typical core-periphery pattern. Post-earthquake reconstruction expenditures are clustered in the "5.12 Wenchuan earthquake" region and spill over toward cities to the east. The efficiency of public services in the mountainous areas in western Sichuan is low and exhibits a pattern of low-low spatial autocorrelation. The efficiency of public service supply is affected by economic, social, political and geographical factors. Based on the results of this analysis, we recommend a supply strategy that incorporates different types of public services and a specialized public service supply strategy for mountainous areas. Overall public service efficiency should be enhanced by focusing on narrowing the gap in farmers' income among regions and accelerating urbanization. Decision-makers should consider moresupportive policies with regard to providing basic public services in mountainous areas to ensure an equalized supply of basic public services. To enhance the efficiency of advanced public service supply, additional growth pole should be encouraged and incentivized; however, investments are required to drive the development of the peripheral regions through regional economic integration. Both software and hardware types of infrastructure are required to supply services efficiently during post-disaster reconstruction.展开更多

However, to date, most of the studies and applications have focused on science, the private sec- tor and government. A DE-supported online oceanic educational public service and popularization system, iOcean, is studied. First, the vision for the public's engagement with "digital ocean" is described: an analysis is presented from four aspects, i.e., the space dimension, the time dimension, the state dimension and its relationship with human beings. Second, the technical framework of iOcean is discussed, including data updating and model computing, the data, the function, and the application layers. Third, two key technolo- gies are studied in detail that will enable the construction of iOcean. More than half a million public viewers have used the current version's website. Practical demonstrations show that iOcean can bring virtual oceans to web browsers and desktops and construct a bridge between government departments and the general public.展开更多

Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. Government city management is facing higher requirements with the development of the number of migrant workers.Therefore,improving their subjective well-being is a significant practical problem that the government mus...Government city management is facing higher requirements with the development of the number of migrant workers.Therefore,improving their subjective well-being is a significant practical problem that the government must consider in public governance.This research discusses the influence of public service satisfaction on the well-being of urban migrant workers from the perspective of social comparison theory and the role of the sense of social equity and social conflict in the process of this influence.Using the structural equation modeling and moderated mediating mechanism analysis,the results show that:(1)the satisfaction of social and economic public service significantly and positively affects subjective well-being.(2)The sense of social equity completely mediated the influence of the satisfaction of public social service on well-being and partly mediated the influence of the satisfaction of public financial service on well-being.(3)The sense of social equity and conflict have a moderated mediating effect for social and economic public service satisfaction on well-being.Finally,the article concludes with some suggestions to improve the well-being of migrant workers based on the conclusion of the study.展开更多

There are several important groups of clients, who may determine development processes and...The situation of the contemporary economic systems is based on their ability to ensure optimal response to the customer needs. There are several important groups of clients, who may determine development processes and who are recipients of public services. They include: residents, entrepreneurs, tourists, and State Treasury. Local governments are equipped with a range of legal instruments to provide public services addressed to the selected clients. The objective of this paper is to present the application of the AHP method to assess the significance of the selected categories of public services for different groups of clients in Poland. The results allow setting priorities for future policy and adjust the tasks to the specific expectations of each group of clients. The model of assessment of public services was built using the analytic hierarchy process (AHP). Since the 1970's, this multicriteria decision-support method has been used by researchers and practitioners in many areas of socioeconomic life. The case study presented in this paper involved 14 experts--public administration workers in one of the districts in Southern Poland. The survey consisted of two stages. First, they assessed--using the AHP--the influence of each group of customers on local development processes. The most important was "business" (priority 38.7%), followed by "tourists" (29.7%), "citizens" (26.1%), and "central administration" (5.5%). Second, they evaluated at the five-point Liken scale the influence of over 20 different public services with respect to different groups of clients. The results were aggregated using arithmetic mean and multiplied by the priorities of the clients. The synthesized final score indicated the most significant public activities overall, which were "roads" (4.16), "transport" (3.93), and "tourism" (3.84).展开更多

文摘Abstract: Enhancing the efficiency of public services is essential to residents in mountainous areas. It is also important to promote sus- tainable development of these regions. Analysing residents' satisfaction with public services in mountainous areas can help in evaluating outcomes of fiscal investment and identifying potential coping approaches for improving public service efficiencies. The residents' satisfaction with public services and the factors that influence such satisfaction were examined in this study. A study of 12 towns located in the southwestern Sichuan Province was performed using an entropy-weighted analytic hierarchy process (EWAHP), the technique for order preference by similarity to ideal solution (TOPSIS) and Tobit regression methods. The results indicate that: 1) the spatial distribu- tion of satisfaction with public services is non-uniform, and the spatial distribution structure varies for different types of public services. 2) Residents' satisfaction with public services is influenced by both objective and subjective factors. Population density, economic dis- tance, social and cultural divisions and elevation are the major objective factors, whereas bounded rationality, the hierarchy of needs and service expectations are the main subjective factors. The most effective strategies for enhancing residents' satisfaction with public ser- vices are likely to be clustering the population, choosing supply centres with different public services, regulating the cultural division in ethnic minority towns, selecting supply priorities in accordance with residents' needs, implementing targeted intervention policies and establishing 'bottom-up' and 'top-down' integrated decision-making mechanisms. 文摘This article examines the spatial characteristics of public service supply and the factors influencing such supply in cities of Sichuan Province, China using spatial-autocorrelation and spatial econometric models with statistical data in 2012. The results demonstrate that expenditures on different types of public services present different spatial autocorrelation patterns. Although the spatial differences in basic public service expenditures are relatively small, a clear fan-shaped spillover to the east can be seen in Chengdu City. Chengdu also shows high clustering of advanced public service expenditures, being a typical core-periphery pattern. Post-earthquake reconstruction expenditures are clustered in the "5.12 Wenchuan earthquake" region and spill over toward cities to the east. The efficiency of public services in the mountainous areas in western Sichuan is low and exhibits a pattern of low-low spatial autocorrelation. The efficiency of public service supply is affected by economic, social, political and geographical factors. Based on the results of this analysis, we recommend a supply strategy that incorporates different types of public services and a specialized public service supply strategy for mountainous areas. Overall public service efficiency should be enhanced by focusing on narrowing the gap in farmers' income among regions and accelerating urbanization. Decision-makers should consider moresupportive policies with regard to providing basic public services in mountainous areas to ensure an equalized supply of basic public services. To enhance the efficiency of advanced public service supply, additional growth pole should be encouraged and incentivized; however, investments are required to drive the development of the peripheral regions through regional economic integration. Both software and hardware types of infrastructure are required to supply services efficiently during post-disaster reconstruction.

文摘According to the initial vision of "digital earth" (DE), the public should constitute a significant proportion of its users. However, to date, most of the studies and applications have focused on science, the private sec- tor and government. A DE-supported online oceanic educational public service and popularization system, iOcean, is studied. First, the vision for the public's engagement with "digital ocean" is described: an analysis is presented from four aspects, i.e., the space dimension, the time dimension, the state dimension and its relationship with human beings. Second, the technical framework of iOcean is discussed, including data updating and model computing, the data, the function, and the application layers. Third, two key technolo- gies are studied in detail that will enable the construction of iOcean. More than half a million public viewers have used the current version's website. Practical demonstrations show that iOcean can bring virtual oceans to web browsers and desktops and construct a bridge between government departments and the general public.
文摘Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.
文摘This paper adopts Halliday’s systemic functional grammar as the theoretical framework to make a contrastive analysis of the interpersonal meaning of Environmental Protection Public Service Advertising from the perspective of mood and modality.It is found that there are both similarities and differences in the realization of interpersonal meaning in the discourse of both English and Chinese environmental protection public service advertising.In terms of mood,both tend to use declarative,imperative,interrogative mood,among which the declarative mood is the most frequently used,while the imperative mood is the second.In the aspect of modality,the use of modal words in English environmental protection advertising language is more abundant,and it is customary to use modal words with low emotional value to realize interpersonal meaning,while Chinese advertisements prefer more modality words with high emotional value.

文摘Government city management is facing higher requirements with the development of the number of migrant workers.Therefore,improving their subjective well-being is a significant practical problem that the government must consider in public governance.This research discusses the influence of public service satisfaction on the well-being of urban migrant workers from the perspective of social comparison theory and the role of the sense of social equity and social conflict in the process of this influence.Using the structural equation modeling and moderated mediating mechanism analysis,the results show that:(1)the satisfaction of social and economic public service significantly and positively affects subjective well-being.(2)The sense of social equity completely mediated the influence of the satisfaction of public social service on well-being and partly mediated the influence of the satisfaction of public financial service on well-being.(3)The sense of social equity and conflict have a moderated mediating effect for social and economic public service satisfaction on well-being.Finally,the article concludes with some suggestions to improve the well-being of migrant workers based on the conclusion of the study.

文摘Public services provide convenient conditions for urban residents to study,work and live,and have important significance for improving the life quality of residents and improving the level of welfare.However,while China’s spatial economic is heading towards agglomeration development,a large number of cities have shrunk,which has made unbalanced supply of public services between regions increasingly prominent.Based on the existing literature and the development reality,this paper analyzes the impact of urban shrinkage on the public service level from the public service supply mechanism,and discusses the heterogeneous effects of different labor shrinkage on public services.The results of the study show that urban shrinkage will inhibit the improvement of public service level,but inter-governmental competition makes the labor shrinkage of industry and service industry promote the improvement of public service level.In addition,this paper takes economic development level as a moderating variable to study the moderating effect of economic development level in the impact of urban shrinkage on public service levels.It is found that the reduction of economic development level will promote government competition and provide more public services.
文摘The impact of different public service facilities is obtained by investigating the infl uence of public service facilities on distribution pattern of housing price in 25 cities.According to the survey results,public education service facilities have the highest weight and the greatest impact,which also refl ects the root of“school district housing fever”from the side.Public sports service facilities have the lowest score when compared with other options.This is not because public sports service facilities are not important,but is determined by actual situation of social development and actual living standard of residents in China.From the improvement and enhancement of urban public service facilities,the construction of public service facilities should be convenient for people’s education,health,culture and entertainment.

文摘The decision.making process of the public service facility configuration in multi.agent community is usually simplistic and static. In order to reflect dynamic changes and interactions of all behavior subjects induding of residents, real estate developers and the government, a decision-making model of public service facility configuration according to the multi-agent theory was made to improve the efficiency of the public service facility configuration in community and the living quality of residents. Taking a community to the cast of Jinhui Port in Fengxian District in Shanghai for example, the model analyzed the decision-makers' adaptive behaviors and simulated the decision.making criteria. The results indicate that the decision-making model and criteria can be well of satisfying the purpose of improving validity and rationality of public service facility configuration in large community.
文摘Rural public service is the services provided to rural residents to fulfill the needs of agricultural production, development of rural economy and improvement of peasant's living standard. Improving rural public service system is good for promoting the development of rural economy, enhancing the quality of peasant's living standard, narrowing the gap between rural and urban areas and constructing socialistic harmonious society. Currently, our rural power grid construction can meet the essential needs of economic and social development in rural areas. Rural water conservancy structure also fulfills the needs of agricultural production and peasant's life. Rural traffic condition has an obvious improvement. Education, culture, medical care and other public services all have a general enhancement. However, comparing to the city, rural public service system still exists some problems including imperfect infrastructures, low-quality education and medical treatment, low-level living environment and so on. Therefore, it is needed to establish a long-acting system of rural public service to boost the reform of rural basic education, improve the facilities of rural medical treatment, promote the reform of rural cooperative medical service, enhance the management of rural governance and improve the quality of rural life and environment.
文摘The situation of the contemporary economic systems is based on their ability to ensure optimal response to the customer needs. There are several important groups of clients, who may determine development processes and who are recipients of public services. They include: residents, entrepreneurs, tourists, and State Treasury. Local governments are equipped with a range of legal instruments to provide public services addressed to the selected clients. The objective of this paper is to present the application of the AHP method to assess the significance of the selected categories of public services for different groups of clients in Poland. The results allow setting priorities for future policy and adjust the tasks to the specific expectations of each group of clients. The model of assessment of public services was built using the analytic hierarchy process (AHP). Since the 1970's, this multicriteria decision-support method has been used by researchers and practitioners in many areas of socioeconomic life. The case study presented in this paper involved 14 experts--public administration workers in one of the districts in Southern Poland. The survey consisted of two stages. First, they assessed--using the AHP--the influence of each group of customers on local development processes. The most important was "business" (priority 38.7%), followed by "tourists" (29.7%), "citizens" (26.1%), and "central administration" (5.5%). Second, they evaluated at the five-point Liken scale the influence of over 20 different public services with respect to different groups of clients. The results were aggregated using arithmetic mean and multiplied by the priorities of the clients. The synthesized final score indicated the most significant public activities overall, which were "roads" (4.16), "transport" (3.93), and "tourism" (3.84).

文摘As China’s urbanization enters a transitional period,diversified supply of public service facilities and the improvement of public service facilities from the level of social equity are important themes of urban planning.The core policies and concepts of the planning of public service facilities in Greater London under the framework of the statutory urban planning system were analyzed,and the characteristics were summarized to seek possible references.Greater London takes development planning as the core,and integrates the planning of public service facilities into economic growth,overall spatial development,community construction,and the improvement of residents’ welfare from the regional to the local level under the guidance of the national policy planning framework.Among them,providing diversified infrastructure and services,focusing on diverse population needs and equal choices of different social groups,ensuring the accessibility of facilities and services,and emphasizing barrier-free design are worthy of reference for urban planning in China.
