On the basis of water resource carrying capacity and water quality carrying capacity, water environmental carrying capacity index of public resource tourist attraction was constructed, the model for the water environmental carrying capacity of public resource tourist attraction was established on the basis of matter-element model and analytical hierarchy process. By applying this method, water environmental carrying capacity situation of a certain public resource tourist attraction can be gained, moreover, situations about several aspects of water environmental carrying capacity can be evaluated.展开更多

In order to resolve the problem of resources publication and discovery in Manufacturing Grid (MGrid), the classification of manufacturing resources is first researched after which the resources encapsulation class modes are put forward. Then, a scalable two-level resource management architecture is constructed on the model, which includes root nodes, domain nodes and leaf nodes. And then an RIMS is proposed, and the resources publication and discovery mechanism are detailedly described. With the financial and economic crisis of 2008, there has been a coordination of states (G20) for the implementation of affirmative action in order to support the international financial system. Our hypothesis is that resource dependence is the basis of all interactions between the public and private sectors. The fact that the public sector bails out private sector activity shows that it is beneficial to citizens through employment and taxes repaid by the company and all this contributes to social stability. Here we develop an argument in two phases. The first is to revisit the question of the relationship between the state and the market. The second part develops the hypothesis by focusing on the interdependence of resources. It addresses why the “blessing” of abundant natural resources often turns into a “curse” in many countries and regions, focusing on the crowding-out effect of natural resources on human capital. According to our empirical analysis of provincial panel data from China, natural resource dependence is significantly and negatively correlated with human capital accumulation. The crowding-out effect of natural resources on human capital exists only in the central and western regions of China. Our introduction of an interaction term for natural resource dependence and public education investment underscores the possibility of investing in public education to reduce the crowding-out effect of natural resource dependence on human capital. The government should utilize the income of the natural resource sector to increase investment in education to enhance local human capital.展开更多

Improving water use efficiency is the key solution to dealing with this issue. There are two basic mechanisms practiced in the world aiming to pursue water conservation, i.e. administrative and market-based management pattern. Water as an irreplaceable resource with many attributes, either public or market-based management mechanism has its disadvantages. In order to avoid the inherent "administrative failure" or "market failure", this paper emphasizes the importance of changing traditional water resource management mechanism to establish a mixed mechanism of public and market water management based on China’s conditions and experiences from developed countries. Three key aspects of this combined mechanism are identified in this paper, i.e. recognizing and managing water rights to promote efficiency, strengthening effectiveness of government management to lower transaction cost and encouraging water user participation to increase flexibility.
