The Role of Library and Information Science Education in the Development of Community Health Information Services for People Living with HIV/AIDS: Perspectives of Directors and Managers of Public Libraries

This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.

NECESSITY AND METHOD OF PUBLIC PARTICIPATION IN STRATEGIC ENVIRONMENTAL ASSESSMENT OF CHINA

Public participation has been one of important problems in the strategic environmental assessment (SEA). In this paper, the origin and the present research-conditions of public participation in SEA were analyzed. And the necessity of public participation was illuminated from following three aspects: 1) the public participation in China′s SEA is a key method of gaining the public support; 2) the public participation is one important source of gaining information; 3) the public participation is a good way to overcome the obstruction in the traditional mechanism of making strategy decision. Effective public participation should be involved in the whole process of SEA, and the public participators should include the public representatives of the groups affected by environmental change, the specialists in SEA and relevant fields, persons who are interested in the strategy and media, and so on. Various methods of public participation in SEA, including the methods of obtaining information and information feedback or consultation, were discussed. Further, the function, the advantages and the disadvantages of each method were discussed in detail, too.

Value Assessment of Ecosystem Service Function of Ecological Public Welfare Forests in Wenchang City

Based on the measurement parameters and index in the Specifications for Assessment of Forest Ecosystem Services in China(LY/T 1721-2008),the value of ecological service functions of ecological public welfare forest in Wenchang City was evaluated and analyzed.The results show that the total value of ecosystem service function of ecological public welfare forests in Wenchang City is about 4.020 billion yuan,of which storage capacity,water purification,soil fixation,fertilizer(N,P and K fertilizer) conservation,carbon sequestration,oxygen release,forest nutrient accumulation,providing anion,absorbing SO_2,absorbing fluoride,absorbing NxO,absorbing soil heavy metals,dust retention,noise reduction,sterilization,forest protection,forest biodiversity protection,and forest recreation(ecological tourism) are about 1.510 billion,582.256 million,3.769 million,268.220 million,116.360 million,2.747 million,22.682 million,42.817 million,1.722 million,74,600,131,900,187.918 million,77.409 million,28.721 million,43.090 million,180.696 million,571.036 million,and 108.677 million yuan

Research on Public Participation and Information Publicity in Strategic Environmental Assessment

It has been generally recognized that strategic environmental assessment integrates environment and development into decision-making and becomes an important decision-making tool for implementing sustainable development. This paper firstly introduces the relationships of SEA, public participation(PP)and information publicity(IP),then discusses the key parts in enforcing the effective process of PP: They are the methods for how to make sufficient information open (What), when to implement PP (When), who will determinate the public (Who), and how to make the models of PP (How). Six cases are compared and analyzed. At last, ways to improve the effectiveness of PP in China is also presented.

通过文献分析法深入解构图书馆开展学生成功评估工作的理念、思路和策略方法。以ACRL的Assessment in Action项目为例,分析北美地区不同类型高校图书馆开展学生成功评估的现状和趋势,提出评估工作具有紧贴高等教育环境变化、评估构面与时俱进以及通过混合式学习环境和同行交流圈提升图书馆员领导力等三大特点。在分析国内高校图书馆相关工作进展的基础上,提出应增强评估意识、合作能力和自身研究能力三点建议。

Overall Life Cycle Comprehensive Assessment of Pneumatic and Electric Actuator

Pneumatic actuators and electric actuators have almost been applied to all manufacturing industries. The two kinds of actuators can replace each other in most fields, such as the point to point transmission occasion and some rotating occasions. However, there are very few research results about the advantages and disadvantages of two kinds of actuators under the same working conditions so far. In this paper, a novel comprehensive assessment method, named as overall life cycle comprehensive assessment （OLCCA）, is proposed for comparison and assessment of pneumatic and electric actuators. OLCCA contains mechanical properties evaluation （MPE）, life cycle cost analysis based on users （LCCABOU） and life cycle environmental impact analysis （LCEIA） algorithm in order to solve three difficult problems： mechanical properties assessment, cost analysis and environmental impact assessment about actuators. The mechanical properties evaluation of actuators is a multi-objective optimization problem. The fuzzy data quantification and information entropy methods are combined to establish MPE algorithm of actuators. Two kinds of pneumatic actuators and electric actuators with similar bearing capacity and similar work stroke were taken for example to verify the correctness of MPE algorithm. The case study of MPE algorithm for actuators verified its correctness. LCCABOU for actuators is also set up. Considering cost complex structure of pneumatic actuators, public device cost even method （PDCEM） is firstly presented to solve cost division of public devices such as compressors, aftercooler, receivers, etc. LCCABOU method is also effective and verified by the three groups of pneumatic actuators and electric actuators. Finally, LCEIA model of actuators is established for the environmental impact assessment of actuators. LCEIA data collection method and model establishment procedure for actuators are also put forward. With Simapro 7, LCEIA comparison results of six actuators can be obtained： Fossil fuels are the major environmental factor of pneumatic and electric actuators; Environmental impact of electric actuator is large than one of pneumatic actuator under the similar mechanical properties and working conditions of pneumatic and electric actuators. The results are correct and correspond with the actual mechanical properties of actuators. This paper proposes a comprehensive evaluation method of the actuators, which can solve the critical problem that similar electromechanical products are very difficult to be compared with each other from the angle of performance, cost and environment impact.

Public library services to older adults in China:An empirical study based on content analysis

Purpose:The research is undertaken to help the Chinese public libraries answer the growing needs for library services to the elderly.Based on an investigation of the current situation of the services to older adults in China and a comparative analysis of the services in the U.S.,we attempt to explore what improvements the Chinese public libraries can make to better serve the needs of older adults.Design/methodology/approach:We empirically analyzed the older adults services of 271public libraries in China from 2002 to 2011 via content analysis of both the print materials such as the regulations and policies released by these libraries and the related information on the libraries' websites and the Internet Web pages.Findings:Great strides have been made in the Chinese public libraries' services to older adults in constructing service systems,providing facilities and equipment,exploring cooperative programming,and planning diversified and regularly scheduled activities.Compared with American counterparts,however,the Chinese public libraries need to catch up in understanding the elderly people as library users,planning customized services,formulating service guidelines and evaluation systems,and working with other local agencies for cooperative programming for seniors in communities.Research limitations:It is hard to collect more data covering more geographical areas and longer periods of time.The content analysis of libraries' policies and regulations is a very rough approximation of the libraries' 'real' services.The study should be extended to visits to public libraries in the future.Practical implications:This study provides useful information for the Chinese library policymakers to formulate regulations and policies to provide services to older adults.Originality/value:To the best of our knowledge,the comprehensive survey reported in this paper is the first in-depth investigation of the current situation of public library services to older adults in China,providing the analysis framework for more in-depth surveys in the future.

An empirical research on strategic planning in public libraries of China's Mainland

Purpose: As an important issue, strategic planning in public libraries has been paid more attention in China recent years. However, a comprehensive and systematic research, especially strategic models based on empirical studies, is required in the public library strategic planning. The purpose of this research is to investigate the current practices and propose an appropriate reference and guidance of strategic planning in public libraries in China’s mainland.Design/methodology/approach: A questionnaire-based survey method is carried out to collect the views of public libraries staff at different levels in China’s mainland. The questionnaire is designed on the following four aspects toward strategic planning in public libraries: The attitude, the status quo, basic issues and the guides. The 882 valid questionnaires are processed by a statistic analysis to reflect the current practices of strategic planning in public libraries in China’s mainland.Findings: Our research results reveal that the unclear and confused understanding of the strategic planning still exist among the public libraries staff in China’s mainland. However, the majority of respondents still believe that the strategic planning in public libraries is significant and the library developments will be affected for lacking strategic planning. Moreover, it is considerable that the strategic plans are jointly made by independent agencies and public libraries, or by the public library itself. Also, guidelines and a set of softwares in strategic planning are needed.Research limitations/implications: The study was restricted to six main areas in China. A wider geographic sampling can preferable show the basic status of strategic planning in public libraries.The procedures of data collection would be another limitation. Nevertheless, case studies should be used in the further research.Originality: The importance of this research originates from a large number of first-hand data about strategic planning in public libraries in China’s mainland. The results provide extra perception into the future development of Chinese public libraries. The understanding obtained from this study will play a part in forthcoming evolution of this area of research.

Evaluation of Cross-Strait Public Library Website

In recent years, many evaluations on Web sites have been conducted, and relevant researches have also been carried out in academic circle. This paper introduces an innovative method called correspondence analysis to evaluate public library Websites from five aspects-traffic, visit, connectivity, speed and page views. Some suggestions based on the result of evaluation are given in this paper with an expectation to promote the construction and development of public library Websites.

A Study on the Theory and Approach of Environmental Impact Assessment in General Land Use Planning

In this paper,the theory and approach of environmental impact assessment in general land use planning are studied from different aspects.First,starting from the content and concept of general land use planning,the necessity of environmental impact assessment in general land use planning is illustrated.On the basis of its evaluation theories and methodologies,it attempts to establish index system of environmental impact assessment in general land use planning,and point outs that current general land use planning requires public participation.

Current Status and Analysis on Space Service in East China Public Libraries: A Case Study

This paper provides references for the space service of public libraries in China. 51 public libraries in East China were investigated in terms of space type, space facilities and space service reconstruction;the current situation of space service was analyzed and some problems were revealed. Based on the investigation, the characteristics of public libraries’ space service in East China are summarized from the perspective of space type, space service concept and space service mode. And the problems in the aspects of new space service level, space service facility construction and space service evaluation mechanism are pointed out. Through the analysis, space service strategies of public libraries in China are proposed: libraries’ overall quality should be strengthened;space service based on information technology should be promoted;users’ needs should be respected and evaluation mechanism should be developed.

The Implementation of the Common Assessment Framework at the General Hospital of Attica “KAT”

This paper discusses the implementation of the Common Assessment Framework(CAF)in the Greek civil service.CAF is based on the principles of total quality management(TQM)and is a tool for improving the performance of public bodies.Key element in its implementation is the dimension of organization self-assessment.This article defines the conceptual framework and analyses the management terms related to its application.Methods used include a review of academic and practical literature,as well as the case study of a particular department of the Greek public administration:a public hospital.In addition,the paper presents the prerequisites for CAF implementation and provides a detailed description of the criteria.Finally,implementation progress in the selected public service is assessed and some recommendations for improvement are made.In conclusion,good practices and lessons learned from the implementation of the CAF are discussed.

Strategic environmental assessment in China

In the past three decades, especially in recent years, the environment has unceasingly deteriorated with rapid development of Chinese economy, and the inherent limitations of conventional project EIA have come to light. Thus, to pursue a broader course of sustainable development, the Chinese government has attached more and more importance to SEA. Strategic Environmental Assessment （SEA） is a frontier subject in the field of Environmental Impact Assessment （EIA）. This article describes the current situation of SEA in China, discusses major problems with SEA, and then recommends improvements in the system. EIA Act of the People＇s Republic of China was promulgated which explicitly provides SEA is required in regional and sector plans and programs. In order to promote comprehensive development of SEA, a lot of work has been done by SEPA. Some SEA ＂experiments＂ have been implemented, and some research has been conducted on the topic in China. But SEA as applied today in China is confronted with a host of methodological and institutional limitations. Moreover, public participation is often extremely limited, because the system restricts public participation. Policies and strategies are kept secret from the public. Most of the research has been focused on the concept, theory, and framework of SEA. Comprehensive application of SEA in China has yet to occur, and only a limited number of case studies are available. We believe SEA can be improved by the following recommendations： dividing SEA into two stages, formulating legislation to safeguard the funds for SEA, guiding actively the public to participate in SEA, completing basic data bank about SEA, and setting up Hall for Workshop of Meta-synthetic Engineering for SEA.

A questionnaire survey on reading and public library utilization of the disabled in Beijing

To investigate the reading activities and library use of the disabled, the authors conducted a questionnaire-based survey among 306 disabled people in four districts of Beijing. The result shows that the disabled mainly take reading as a way of self-education and leisure. They have interest in reading but spend little time on it. Moreover, their age and education level have certain influence on their reading time and effect. Libraries play an important role in the reading activities of the disabled, who have a very strong interes in using libraries, but are limited by such factors as long distance between their home and the libraries, their misperception of libraries, and lack of barrier-free facilities in the libraries. Therefore, public libraries are highly recommended to improve their layout resources, and facilities to provide better services for the disabled.

A survey of public needs for government information service in libraries

Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public libraries meet the user needs.Design/methodology/approach:The paper is founded on a survey among library users,librarians and non-library users.Paper questionnaires were distributed in the National Library of China and 32 provincial public libraries in China and electronic questionnaires were sent to non-library users.A total of 909 valid questionnaires were collected.Findings:A lot of attention is paid to policies,laws and regulations relating to common people’s work and lives such as science,technology,education,culture,finance,market supervision,health care,sports,urban construction and environment protection.A wide variety of government information resources is needed and information delivered to users shall be accurate and timely.Internet has become the main means of accessing government information and mobile phones the preferred Web access channel,while printed materials are considered important information sources.Users need assistance and training in the use of library information resources and services.Research limitations:The sample was limited to respondents from provincial-level public libraries,but city and county-level library users were not included.Practical implications:The survey results are beneficial for the Chinese public libraries to design service programs and improve their services.Originality/value:The paper is one of the comprehensive surveys on public needs for government information service in the Chinese libraries and some of die findings will be of wider interest for other libraries.
