Research on Public Engineering Emergency Decision-Making Based on Multi-Granularity Language Information

To effectively deal with fuzzy and uncertain information in public engineering emergencies,an emergency decision-making method based on multi-granularity language information is proposed.Firstly,decision makers select the appropriate language phrase set according to their own situation,give the preference information of the weight of each key indicator,and then transform the multi-granularity language information through consistency.On this basis,the sequential optimization technology of the approximately ideal scheme is introduced to obtain the weight coefficient of each key indicator.Subsequently,the weighted average operator is used to aggregate the preference information of each alternative scheme with the relative importance of decision-makers and the weight of key indicators in sequence,and the comprehensive evaluation value of each scheme is obtained to determine the optimal scheme.Lastly,the effectiveness and practicability of the method are verified by taking the earthwork collapse accident in the construction of a reservoir as an example.

Decision-Making Model of Public Service Facility Configuration in Multi-agent Communities and Its Application

The decision.making process of the public service facility configuration in multi.agent community is usually simplistic and static. In order to reflect dynamic changes and interactions of all behavior subjects induding of residents, real estate developers and the government, a decision-making model of public service facility configuration according to the multi-agent theory was made to improve the efficiency of the public service facility configuration in community and the living quality of residents. Taking a community to the cast of Jinhui Port in Fengxian District in Shanghai for example, the model analyzed the decision-makers＇ adaptive behaviors and simulated the decision.making criteria. The results indicate that the decision-making model and criteria can be well of satisfying the purpose of improving validity and rationality of public service facility configuration in large community.

Developing a Comprehensive Regime for Personal Information Protection in Networked Chinese Public Sectors

With the increasing sharing and reuse of personal information resources for better public services, the effective protection and management of personal information as organizational and individual assets as well as social resources are becoming more and more important in networked Chinese public sectors. Existing studies of personal information protection in China is mainly conducted from the legal perspective with a focus on the development of appropriate legislation and policies at the national level. There is little research on how specific legislation and polices can actually be implemented in an effective manner and what impacts such legislation and policies have on individuals, organizations, and the society. To adequately address this issue, this study investigates the legal requirements for personal information protection based on the relevant laws, regulations, and standards in China. It proposes a comprehensive regime for personal information protection in the networked public sectors in China. Such a regime takes the advantages of existing discipline-based approaches, legal requirements, and control mechanisms for personal information protection. It can be used to facilitate the provision of public services in the networked Chinese public sectors through the adequate protection of personal information and the effective management of personal information.

The COVID-19 and the“European Solution”of Data-based Approach to Governance:Public Security or Data Protection?

To cope with the challenges of CoViD-19,europe has adopted relevant measures of a data-based approach to governance,on which scholars have huge differences,and the related researches are conducive to further discussion on the differences.By sorting out the challenges posed by the pandemic to public security and data protection in europe,we can summarize the“european Solution”of the data-based approach to governance,including legislation,instruments,supervision,international cooperation,and continuity.The“Solution”has curbed the spread of the pandemic to a certain extent.However,due to the influence of the traditional values of the EU,the“Solution”is too idealistic in the balance between public security and data protection,which intensifies the dilemma and causes many problems,such as ambiguous legislation,inadequate effectiveness and security of instruments,an arduous endeavor in inter national cooperation,and imperfect regulations on digital green certificates.Therefore,in a major public health crisis,there is still a long way to go in exploring a balance between public security and data protection.

An Academic Summary of the International Seminar Series on “State Responsibilities for the Protection of Human Rights in Public Health Crises”

On June 8,2020,an international video conference on"State Responsibilities for the Protection of Human Rights in Public Health Crises,"co-organized by the Human Rights Center of Jilin University,the Law School of Jilin University,the Theoretical Law Research Center of Jilin University and Saint-Petersburg State University of Russia,was successfully held under the guidance of the China Society for Human Rights Studies.Chinese and foreign experts and scholars from universities and research institutions at home and abroad participated in the discussion.In the context of a public health crisis and against the background of a complex international situation,the seminar discussed the responsibility of a state to protect human rights from the perspective of the rights and obligations of states regulated by international laws and the international cooperation exhibited by international relations.It fully demonstrated the importance of multilateral cooperation and promoted the concept of a community with a shared future for human beings.

Validating the CorrectWearing of Protection Mask by Taking a Selfie:Design of a Mobile Application“CheckYourMask”to Limit the Spread of COVID-19

In a context of a virus that is transmissive by sputtering,wearing masks appear necessary to protect the wearer and to limit the propagation of the disease.Currently,we are facing the 2019-2020 coronavirus pandemic.Coronavirus disease 2019(COVID-19)is an infectious disease with first symptoms similar to the flu.The symptom of COVID-19 was reported first in China and very quickly spreads to the rest of the world.The COVID-19 contagiousness is known to be high by comparison with the flu.In this paper,we propose a design of a mobile application for permitting everyone having a smartphone and being able to take a picture to verify that his/her protection mask is correctly positioned on his/her face.Such application can be particularly useful for people using face protection mask for the first time and notably for children and old people.The designed method exploits Haar-like feature descriptors to detect key features of the face and a decision-making algorithm is applied.Experimental results show the potential of this method in the validation of the correct mask wearing.To the best of our knowledge,our work is the only one that currently proposes a mobile application design“CheckYourMask”for validating the correct wearing of protection mask.

Closed-loop supply chain network equilibrium strategy model with environmental protection objectives

With the increasing popularity of ecological civilization and sustainable development,enterprises should consider environmental protection measures in their operations in addition to pursue their economic interests.This paper establsihes a closed-loop supply chain network model composed of multiple suppliers,manufacturers,retailers,recyclers,and demand markets—regarding their dual goals of the profit maximization and the minimization of carbon emissions.The conditions necessary for establishing overall equilibrium and an equilibrium model of the entire closed-loop supply chain network are determined by applying variational inequality and dual theory.A modified projection contraction algorithm is used to design a model-solving program.Finally,using numerical examples,the paper conducts a comparative static analysis on important parameters such as the weight coefficients of environmental protection objectives and consumers'awareness of low-carbon environmental protection and attains some beneficial enlightenment on management.The results indicate that when the environmental protection objectives of a certain type of enterprise increases,both the economic benefits and environmental protection performance will improve;when the environmental protection objectives of all enterprises increases simultaneously,environmental protection performance improves significantly,but the changes in economic benefits of different enterprises are inconsistent and profit coordination is more complex.Although consumers’awareness of low-carbon preference could improve environmental performance,it reduces the overall profits of network members and the entire closed-loop supply chain network as a whole.The above conclusions can be used as a reference for the government in designing low-carbon environmental protection policy and in closed-loop supply chain research.

Land Expropriation and Constitutional Protection of Farmers' Rights

One of the reasons for many social tragedies resulted from land expropriation in China is failure of the constitution to bring into play its due functions in standardizing land expropriation power of the government and protecting farmers' rights.In the existing land expropriation system,government is not only a policy maker of land expropriation,but also a "referee" of dispute over land expropriation.Government' land expropriation power and land-expropriated farmers' rights become out of balance.As a result,some local governments do not attach importance to farmers' rights,making land-expropriated farmers dissatisfied and consequently leading to some social tragedies unfavorable for harmony and stability.To fundamentally settle disputes over land expropriation and realize win-win of farmers' right and state interest,it should bring into full play functions of the constitution through protecting farmers' right to participate in land expropriation and establishing constitution evaluation mechanism.

Operationalizing Cultural Autonomy in International Law as a Form of Effective Participation in Decision-Making

According to most commentators,cultural autonomy is not a right recognized by positive international law.This article argues that the core elements of cultural autonomy can be derived from the right to effective participation guaranteed by Article 15 of the Framework Convention on the Protection of National Minorities(FCNM).The existing standards developed by the Advisory Committee on the Framework Convention are rather vague,and fail to regulate several issues important for effective participation.This is not determined by the wording of the Convention,but by the Committee’s choice to provide states with a very wide margin of appreciation.To fill in the gaps in the Committee’s jurisprudence,the article examines the case study of a recently adopted law on support for minority cultures in Slovakia.By using a qualitative-substantive approach,it specifies the content of cultural autonomy by defining its purpose,as well as the conditions under which it can be achieved.Applying the Committee’s general criteria to the specific problems raised by the Slovak law,the article establishes the core positive law requirements vis-à-vis the right to cultural autonomy.In closing,the article argues that the Committee should adopt detailed standards,similar to those proposed in the text,in order to enforce the right to effective participation in practice.Operationalizing effective participation leads in substance to the enforcement of the right to cultural autonomy,which is a developed form of the former.

On the Expansion and Realization of the Right to Environmental Information in Environmental Protection Supervision

As an innovation in the environmental governance system that breaks the traditional hierarchical structure,environmental protection supervision has not only played a significant role in protecting tangible environmental rights but also expanded the basic scope of the right to environmental information—part of procedural environmental rights.In the supervision of environmental protection,the objects of the right to environmental information and the subjects of the obligation to provide environmental information have been both expanded,with the focus shifting from government information to Party information and from administrative organs to Party organs.This vividly demonstrates the Communist Party of China’s concrete efforts to protect human rights in the field of the endeavor to build an ecological civilization.At present,the realization of the right to environmental information in environmental protection supervision still faces problems such as insufficient standards and norms,disordered practice and operation,and lack of liability guarantee.In this context,based on renewing relevant subjects’cognition of the right to know in environmental protection supervision,we should further improve and specify the rule for disclosing information about environmental protection supervision,rationally distribute the obligations for information disclosure in environmental protection supervision,and clarify the accountability rules for violating relevant requirements for information disclosure,so as to promote the overall development of the environmental protection supervision system while guaranteeing the realization of the right to environmental information.

Public Security Penalties Law Respects, Protects Human Rights

On August 28, 2005, China＇s highest legislature adopted the Law on Penalties in Respect to Public Security Management （hereinafterrefen＇ed to as the Public Security Penalties Law for short）. The Law, adopted at the 17th meeting of the Standing Committee of the Tenth National People＇s Congress, shall become effective for implementation on March 1, 2006 to replace the Regulations on Penalties in Respect to Public： Security Management （Herein after referred to as the Public Security Penalties Regulations for short） that has been in practice for 18 years.

Compensatory Damages in Personal Information Public Interest Litigation in China: Challenges and Prospects

In contrast to private interest litigation,public interest litigation provides a more potent solution to personal information infringements marked by extensive scope,unspecified victims,and limited individual loss.However,com⁃pensatory damages remain a contentious issue,both in theory and in practice,within the legal framework of personal in⁃formation public interest litigation.Through an empirical study conducted within China's judicial practice,this paper reveals that the pending issue concerning the nature and function of compensatory damages has caused highly contra⁃dictory verdicts regarding their calculation and allocation,as well as their relationship with other forms of pecuniary li⁃abilities.Only by acknowledging the role of compensatory damages imposed in personal information public interest liti⁃gation as"Skimming off Excess Profits",and affirming their function as deterrence rather than compensation can they truly achieve the broader objective of safeguarding personal information security and promoting public welfare,as well as avoid disrupting the harmony of the existing legal landscape.

Forest protected area governance in Bangladesh:a focus on the legal and policy framework

In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national development strategies.The study calls for systematic focus on regular research on the performance of co-management in the country,and efforts towards improving the implementation mechanisms in the field.

Research on the Planning and Management of National Parks: Based on the Public Engagement Mechanism

National Parks not only undertake the basic functions of protecting natural ecological environment, but also play a variety of functions such as the cultivation, scientific research, environmental education, natural recreation, etc. China’s National Park career entered a new chapter after the third Plenary Session of the 18th CPC Central Committee. It is urgent to make specific and operable research as a reference in practice. This paper takes the national parks of the US as the research object to analyze the specific methods and planning process based on the public engagement mechanism, thus improve the planning and management of national parks in China.

Research Progress of Public Participation in National Park Affairs in Foreign Countries Based on CiteSpace

It is of great value and practical significance to study the theoretical system and practice mode of public participation in national park affairs.On the basis of foreign literatures on public participation in national parks collected in Web of Science database,CiteSpace is used to elaborate from four aspects:general situation,main contents and research comments of public participation in national parks (protected areas),and implications for China studies.The results showed that the studies on public participation in national parks in foreign countries started early,with wide range of fields and multi-disciplinary characteristics,but the studies also had limitations.The author considers that China should systematically improve the research in related fields.

Research on the Public Perception of Yangzhou Historical and Cultural Districts Based on Network Review Text Analysis

The historical and cultural districts of a city serve as important cultural heritage and tourism resources.This paper focused on four such districts in Yangzhou and performed semantic analysis on online public comments using ROST CM6 software.According to the high frequency words,attention preference of district site elements,activities and feelings in Yangzhou historical and cultural districts were analyzed.Through the analysis of semantic network and public emotional tendency,the relationship between the protection and utilization of Yangzhou historical and cultural districts and the perception and demand of users were discussed,and some suggestions for the protection,utilization and renewal of historical and cultural districts were put forward.
