Urban Water Supply Industry Marketization of China in View of Public Water Service and Water Resource Management

Started with the discussions on the value orientation of urban water supply industry marketization,the article points out that the current urban water supply industry marketization reform is inconsistent with the goal of public water service equalization to some extent.The article also analyzes the problems emerged in urban water supply industry marketization reform and various rea-sons in view of efficiency and fairness.An efficiency and fairness oriented management model is built in this article to illustrate how the government should conciliate interests of various communities involved in the process of marketization reform of the urban water supply industry so as to actualize the coordination of efficiency and fairness.At the end,an assumption on urban water price is put forward to help achieve the public water service equalization.

The Role of Library and Information Science Education in the Development of Community Health Information Services for People Living with HIV/AIDS: Perspectives of Directors and Managers of Public Libraries

This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.

Recommendations for Construction and Management of Ecological Public Welfare Forest in Hainan Province

This paper firstly evaluated ecological service functions of ecological public welfare forest in Hainan Province. Then,it introduced value structure and existing problems of ecological service functions. Focusing on optimization and adjustment of scale and distribution of ecological public welfare forest,it came up with recommendations for construction and management of ecological public welfare forest in Hainan Province.

From public to private solid waste management:Stakeholders’perspectives on private-public solid waste management in Lobatse,Botswana

Upon the realization that urban areas can only achieve sustainable solid waste management systems through an interplay of partnerships and stakeholders,developing countries have geared themselves towards the privatization of waste management services in efforts to reduce costs and improve efficiency.Lobatse,a town located in the south of Botswana,faces the increasing challenges of poor waste management due to the lack of finances and resources available to the Lobatse Town Council,which hinders efforts towards a sustainable waste management system.This has negative implications for public health and the environment,as a result of solid waste pollution from littering and the illegal dumping of waste.This work examines the current state of solid waste management and its challenges in Lobatse,within the context of the interplay between public and private solid waste management.The study aims to perform a social exploration of the efficiency of waste management services,considering the political economy and households’perceptions towards these services.Key stakeholders were interviewed and a social survey of 222 households was conducted to generate primary data.The findings indicate that the involvement of the private sector yielded positive outcomes,as it increased the solid waste collection frequency and improved the quality of the waste management service.Most of the stakeholders were in favor of privatization,and the households were satisfied and willing to contribute towards the cost recovery of solid waste management.It is,therefore,recommended to promote and establish a private-public-community partnership in the town to improve the quality of the waste management system.

Effectiveness of the Service Mapping Method in Re-designing the Bariatric Surgery Clinical Pathway of a Public Hospital

Background： Nowadays obesity is the world＇s common disease. Bariatric surgery is the only therapy that providessignificant cost savings within Public Health Service, but the lack of diagnostic paths universally accepted causes enormous waste ofresources and disruptions. Service Mapping is the ideal methodology to describe work＇s organization and to plan a new service model.Methods： The Service Mapping has been used to represent the actual state of the bariatric surgery service and starting from the criticalaspects found, we have developed a desirable state of the service. Results： Experience-based design has given centrality to thebeneficiary, making the bariatric service sensitive to patient＇s needs and expectations. The micro-organization of work has improvedprofessionals＇ integration, avoiding the creation of new operational entities or additional costs. The service has been simplified both forclinicians and hospital managers. The strategic repositioning of the dietician and general practitioner＇s recognition within the bariatricpath allowed us to achieve better clinical outcomes. Conclusions： Service Mapping has highlighted clinicians＇ difficulties in providingthe service, emphasizing the importance of the beneficiary. The iconic representation is a powerful explicit framework, fundamental formanagement purposes, to understand the role of every subject involved in the service, to rationalize work＇s organization, and integratehealthcare activities.

Public Transport Service Provisions and Policy Implications for Columbarium Trips

Grave-sweeping is one of the popular special events in Asian cities,especiallyin Chinese societies,in which families express filial piety to their ancestors during two traditional grave-sweeping festivalsin a year.The extraordinary high travel demandis often attracted to columbaria within a relative short period around the festivals,and induces severe impacts to the local traffic.It is challenging for the government and private operators to formulatea public transport service setting to satisfactorily cater all the visitors'travel demand.This paper aims to proposean optimization frameworkto identifythe optimalprovisions of public transport services for columbarium trips to achieve consumer surplus or profit maximization.Numerical studies are carried out usingthe travel demand data collected from a selected columbarium,to examine the effects of different public transport service settings to the policyobjectivesin variouscases.The modelresults showthat the current situation is neither consumer surplus nor profit optimum.Improvement schemes are suggested in relation to allow various fares during different visit periods and provide multiple public transport feeder services to serve the visitors during the high travel demand period.

A Preliminary Study of Just-in-Time Methods for a Seamless Public Transportation Information Framework

A seamless multimodal transit system has been a goal for transportation planners and users. Owing to the developments of advanced public transportation and telecom technologies such as automatic vehicle location (AVL) and real-time passenger information system, key just-in-time (JIT) concepts can now be realized in process design and coordinated scheduling to shape a seamless multimodal transit system. JIT refers to a production system that times both movements of goods during production and delivery from suppliers together. It meets the same logic for seamless multimodal services. Therefore, this study innovatively analyzes possible public transportation technologies for JIT uses;moreover, to layout the possible application frame-work of a transportation technology based JIT multimodal transit system for main station area in Taipei city. With this innovative framework, multimodal transit services can deliver to the right place at right time.

Business Process Analysis and Simulation: The Contact Center of a Public Health and Social Information Office

This article proposes a framework, called BP-M* which includes: 1) a methodology to analyze, engineer, restructure and implement business processes, and 2) a process model that extends the process diagram with the specification of resources that execute the process activities, allocation policies, schedules, times of activities, management of queues in input to the activities and workloads so that the same model can be simulated by a discrete event simulator. The BP-M* framework has been applied to a real case study, a public Contact Center which provides different typologies of answers to users’ requests. The simulation allows to study different system operating scenarios (“What-If” analysis) providing useful information for analysts to evaluate restructuring actions.

From institutional merger integration to institutional strategic transformation:A case study of the strategic management paradigm at Shanghai Library

This article attempts to apply the strategic management theory to the subsequent shaping up of a readjusted strategic development policy for Shanghai Library after its merger with the Institute of Scientific and Technological Information of Shanghai(ISTIS)in 1995.It also tries to analyze and explicate such an empirical implementation of institutional reintegration process through strategic management at Shanghai Metropolitan Library.By doing so,it aims to present an objective case study of activities based on the strategic management paradigm at a major Chinese metropolitan public library.

公共数字文化服务残疾人用户利用影响因素及信息无障碍完善路径研究

公共数字文化服务的信息无障碍建设是公共文化服务均等化发展、促进数字包容的重要议题。文章综合运用5S模型及民族志决策树模型等方法,针对残疾人用户群体开展实地访谈调研,对以残疾人为代表的特殊群体公共数字文化服务利用需求、障碍等进行实证分析研究;并对服务利用的影响因素进行扎根理论编码分析,形成残疾人群体公共数字文化服务利用影响因素的理论框架;在此基础上,提出公共数字文化服务信息无障碍完善路径,以更好地解决残疾人群体在利用公共数字文化服务过程中遇到的问题,促进数字时代公共文化服务均等化发展。

项目管理在公立医院等级评审中的应用

在各级公立医院整体医疗服务能力与综合实力评价中,等级评审是非常重要的评估方法,可以从多角度、全方位了解医院运行和管理情况,在此基础上对医院总体情况进行评估,医院的整体服务能力体现更加全面。随着医改的深入以及公立医院高质量发展的新要求,各级医院开始运用项目管理对院内各项事务进行管理。淮安某大型公立医院将项目管理方法应用于医院等级评审,从项目启动、项目计划、项目执行与监管到项目结束,结合各种管理工具,使得工作计划更有系统性、目标更明确、项目执行更有重点、团队更有凝聚力,最终顺利完成医院等级评审全过程,为公立医院高质量发展提供新思路。

公共文化服务体系运转的理论框架、制度逻辑和健全路径

健全和完善现代公共文化服务体系是建设社会主义文化强国的关键议题,也是进一步全面深化改革、推进中国式现代化的重要任务之一。但公共文化服务领域专门理论贫瘠,导致学界和业界很难对“如何健全”“如何完善”的新时代之问做出富有深度的回答。本文受“多重制度逻辑”理论的启发、立足长期的调研工作,通过系统梳理、整合现有研究成果,构建了解释公共文化服务体系如何运转的“实践—制度”分析框架。作为一套整合性的专门理论,“实践—制度”框架由五个命题组成,把制度逻辑及其内部张力确立为公共文化理论研究的中心课题,并为该课题的求解提供了线索和思路。文章利用“实践—制度”框架,为现代公共文化服务体系的高速发展提供了一种解释,认为“项目逻辑”与“常规逻辑”、“行政逻辑”与“专业逻辑”、“供给逻辑”与“需求逻辑”三组制度逻辑关系是推动现代公共文化服务体系高速发展的原因,也塑造了难以消解的系统性难点和痛点。文章提出构建政府主导的协同治理模式、打造嵌入中国社会的制度体系、健全问题导向的创新示范制度、推进更富深度的国际经验研究等建议,初步回应了“如何健全现代公共文化服务体系”的问题。相比解释路径与研究建议,作为理论工具的“实践—制度”框架更值得重视,文章试图通过这一工具的构建,唤醒学界对于公共文化服务领域运作规律的理论讨论。图1。表3。参考文献36。

高承诺工作系统对基层青年公务员主动担责行为影响机理研究:一个链式中介模型

在新时代背景下,明晰基层青年公务员敢变革、善作为的主动担责行为背后复杂且动态的影响因素和驱动机制,激励青年公务员扎根基层建功立业是一个重要的管理问题。基于自我决定理论,文章构建“高承诺工作系统—心理授权—公共服务动机—主动担责行为”的链式中介模型,在2个时点上收集315份基层青年公务员的数据进行验证。结果显示:高承诺工作系统对基层青年公务员主动担责行为有正向影响;心理授权与公共服务动机均在高承诺工作系统对基层青年公务员主动担责行为的影响中起部分中介作用;心理授权与公共服务动机均在高承诺工作系统对基层青年公务员主动担责行为的影响中起链式中介作用。基于此,为进一步激励基层青年公务员的主动担责行为,提升基层青年公务员的活力和能动性,需要多方发力,在构建高承诺工作系统的同时尤其要重视增加基层青年公务员心理授权,提高基层青年公务员的公共服务动机。
