An Empirical Research on Satisfaction of Tourism Public Service in National Forest Park

In recent years,leisure individual travel has become a trend of tourism development.Visitors are highly dependent on the public service system of scenic spots.The educational circles at home and abroad are paying more and more attention to the study of tourism public services.Based on the theory of tourist satisfaction evaluation,this paper made an empirical study on the tourism public service system of Kunyu Mountain National Forest Park.It was found that there was a contradiction between the demand for tourism public services and the actual supply in Kunyu Mountain National Forest Park.Based on this,some measures were put forward,such as strengthening the construction of tourist information signs in scenic spots,strengthening the construction of communication facilities and convenient services for tourists,strengthening the training and supervision of service practitioners,and construction of organizations for protecting the legitimate rights and interests of tourists.

The Attention and Research of Domestic Academia on Public Cultural Service--Based on the Analysis of National Social Fund Project during Recent 20 Years

The construction of public cultural service is a practical way that safeguard people's basic cultural rights and interests,which is a upper design to construct a powerful culture of secialist country.It is of great significance to build a whole well-off society.The article is based on some cases of National Social Science Fund on the aspects of Public Cultural Service Project during 1994 to 2015 and put forward some advice and ideas in order to offer reference and lessens for the theoretical research and exploration of our country's Public Cultural Service.

Effectiveness of the Service Mapping Method in Re-designing the Bariatric Surgery Clinical Pathway of a Public Hospital

Background： Nowadays obesity is the world＇s common disease. Bariatric surgery is the only therapy that providessignificant cost savings within Public Health Service, but the lack of diagnostic paths universally accepted causes enormous waste ofresources and disruptions. Service Mapping is the ideal methodology to describe work＇s organization and to plan a new service model.Methods： The Service Mapping has been used to represent the actual state of the bariatric surgery service and starting from the criticalaspects found, we have developed a desirable state of the service. Results： Experience-based design has given centrality to thebeneficiary, making the bariatric service sensitive to patient＇s needs and expectations. The micro-organization of work has improvedprofessionals＇ integration, avoiding the creation of new operational entities or additional costs. The service has been simplified both forclinicians and hospital managers. The strategic repositioning of the dietician and general practitioner＇s recognition within the bariatricpath allowed us to achieve better clinical outcomes. Conclusions： Service Mapping has highlighted clinicians＇ difficulties in providingthe service, emphasizing the importance of the beneficiary. The iconic representation is a powerful explicit framework, fundamental formanagement purposes, to understand the role of every subject involved in the service, to rationalize work＇s organization, and integratehealthcare activities.

General review of National Digital Library development in the National Library of China

As an important part of National Digital Library(NDL),the National Digital Library Project(NDLP),which was launched in 2005,has attracted wide attention of the society in general.This paper introduces the general situation of the project from the following aspects,namely,the characteristics,objectives and contents.It also expounds on the basic ideas and the overall structure of the project and gives an introduction to the design of its basic platform,its application platform,its business management system and its standardization control system.In this paper,the digital resources construction and service delivery of the National Library of China(NLC)are introduced to cover both its present operation as well as those in conjunction with the opening of its new library building during its second-phase of library development.Finally,the most important and difficult point in the construction of the National Digital Library Project is analyzed from the following four perspectives:1)The long-term preservation of digital resources;2)the construction of knowledge organization system;3)the organic integration of the digital library and the traditional library;and 4)the risk of project management and system integration.

This paper describes the technology and service status of the platform, analyzes its problems, and details the future development of the alliance platform in the future.

A discourse on creating and rendering educational and cultural enrichment services to rural migrant workers by public libraries

As far as China's enormous success in her economic reforms and development is concerned,Chinese rural migrant workers indeed have had their biggest share of contributions.Yet ironically in return,they have only received a disproportionate meager share of benefit rewards.These people represent a huge economically deprived group at the bottom of the social totem pole in China's metropolises.On the whole as a social group,their educational attainment is relatively low as compared to their average urban coworkers.As such being the case,their rights to access some of the cost-free cultural and educational enrichment programs in the society are limited and not always assured.Nevertheless and in general speaking,they manifest a strong and consistent desire to acquire all sorts of new and practical knowledge by means of accessing the resources and facilities of their local public libraries.It is suggested in this paper that public libraries are in a good position to give strong support to the central government's strategic planning for the development of a public culture service systema).In implementing such a government initiative with an unswerving purpose of advancing social justice and equality,public libraries should strife to provide as many as possible their library services at no cost to the public,especially to those socially deprived rural migrant workers.

智慧化转型和升级是全民健身公共服务体系迈向更高水平的现代化需要,也是纾解服务供需矛盾、信息不对称等现实困境的人民美好生活需求.基于整体性治理、组织变革等理论依托,全民健身公共服务政府组织主要从治理理念、治理方式、治理体系、治理主体4个层面实现智慧化转型.运用文献查阅、案例分析和分类比较等方法,综合应用数字化信息技术,对原有资源布局和功能布局、健身载体空间、健身指导、赛事活动形式和场馆运营管理等内容实现智慧升级.研究认为,实现路径主要包括:完善全国智慧健身信息服务体系,建设品质化“智慧社区健身中心”,打造场景化运动体验空间,分层分类制定智慧标准化等,进而推动全民健身公共服务的现代化治理和更高水平的发展.

运用文献资料法,探究区块链赋能全民健身公共服务供给治理的理论框架、变革向度及精准路径。研究认为:基于“服务金三角”理论模型构建全民健身公共服务供给治理框架,从服务需求重构、供给战略重构、供给系统重构、供给主体重构等方面诠释变革向度。并提出建构“链式”管理、“公有链”运作平台、需求精准管理和供给科学决策、创新赋能机制的供给实践框架,从供给需求、供给战略、供给系统、供给主体层面阐释区块链嵌入供给治理风险,为规避风险提出政府、企业、社会、个体应对路径。

着力破解全民健身公共服务不平衡不充分问题,是构建更高水平的全民健身公共服务体系,促进全民健身高质量发展,加快推进体育强国建设的迫切需要。运用文献资料、实地调研等方法研究后指出,全民健身公共服务不平衡主要表现为区域间、人群间、项目间发展不平衡;全民健身公共服务不充分主要表现为政策落实不到位、经费支持不充裕、人员配备不充足。经济发展水平、政治保障水平、文化繁荣水平、社会建设水平、生态环境保护水平的差异是全民健身公共服务不平衡不充分的主要成因。为此,需要将促进全民健身高质量发展作为根本任务,将加快全民健身创新发展作为第一动力,将实现全民健身协调发展作为内在要求,将助力全民健身绿色发展作为普遍形态,将推动全民健身开放发展作为必由之路,将保障全民健身共享发展作为最终目标。

高质量发展视阈下藏羌彝走廊公共文化服务效能评价

以藏羌彝走廊七个省(区)为研究对象,运用熵权TOPSIS模型评估2014—2019年藏羌彝走廊地区公共文化服务效能水平,着力推动藏羌彝走廊地区公共文化服务的高质量建设。结果显示:(1)藏羌彝走廊公共文化服务效能整体呈不断上升趋势,各地区间的公共文化服务效能绝对差距仍然较大,相对差距不断缩小。(2)藏羌彝走廊各地区公共文化服务效能空间分布呈现出较为明显的“东高西低”格局。(3)藏羌彝走廊地区公共文化服务效能障碍因子存在一定的地区差异性,但差异较小。针对各地区公共文化服务效能差距较大问题以及存在的障碍因素,提出实行差异化发展策略、优化及整合资源配置、加快建设公共文化服务数字化等相关建议。

公共服务动机的副作用:文献评述与机制探究

公共服务动机是公共管理领域长久不衰的重要议题,也是公共部门组织行为研究的持续焦点。公共服务动机常与积极的工作态度和行为相关联,但近年来一些研究发现公共服务动机会正向影响消极满意度、职业倦怠、缺勤等一系列消极的工作态度、心理健康和工作行为。论文利用PRISMA方法对现有讨论公共服务动机负面影响的文献进行全面梳理与总结,并借鉴个体-环境(不)匹配理论和工作需求-资源模型,揭示公共服务动机在作为自变量与调节变量时产生负面结果的机制差异,具体为:“物极必反”效应——个体-环境匹配在公共服务动机与工作投入的关系间发生催化作用;“负正得负”效应——公共服务动机增强个体-环境不匹配与资源损耗间的关系。未来研究可关注上述负面结果的可复制性,挖掘组织层面的负面影响,以及开发缓解公共服务动机负面结果的工具,从理论与实践层面重视公共服务动机的副作用。

智慧化赋能全民健身背景下高校体育社会服务的研究——以滁州市为例

通过文献资料法、问卷调查法、访谈法等方式,结合智慧化赋能全民健身的时代背景,对滁州市所在区域4所高校的体育场馆资源、体育社会服务情况进行了研究分析。研究发现,目前在智慧化赋能全民健身背景下,高校体育社会服务存在问题有:智慧体育资源稀少,无法满足受众需求;智慧化技术应用不广泛;服务态度差,缺乏科学完善的管理制度;对外开放时间不合理,资源利用率低下;经营模式不健全,商用和自用界限不清。针对以上问题,研究提出了相应的策略建议:拓展并升级智慧体育场馆资源、完善体育场馆管理制度和模式、创新定价收费模式、合理控制体育场馆的人流量、创新和健全体育场馆经营模式。

数据驱动提升全民健身公共服务质量的基本内涵、现实困境与优化路径研究

本文采用文献资料法、逻辑分析法、专家访谈法等研究方法,在分析数据驱动提升全民健身公共服务质量基本内涵的基础上,探讨了数据驱动提升全民健身公共服务质量的现实困境与优化路径。结果认为,数据驱动提升全民健身公共服务质量存在困境:数字基础设施建设相对薄弱、供需数据要素匹配存在偏差、部分需求对象数字素养缺乏、大数据技术嵌入服务的监管体系不健全。据此,提出以下优化路径:夯实以全面协同为理念的数字基础设施建设、基于大数据和算法建立服务供需匹配体系、打造以群众参与为核心的数字化服务生态系统、构建以数据互通为支撑的数字服务监管体系。

提高公共体育服务供给能力是体育强国建设的任务之一。改革开放后,我国公共体育服务供给历经政府单一主导阶段、政府与市场合作探索阶段和多元主体协同发展探索阶段。在发展中存在供给主体间协同机制不健全、供给效率低效、精准化程度不足等问题。为此,应促进公共体育服务社会化,完善多元化供给模式;丰富供给内容,提升供给效率;加强全局谋划,提升供给精准化水平。

全民健身理念下城市小微空间营造策略研究——以武汉市洪山区微型公共空间规划设计为例

随着城市发展由增量转存量优化,借助城市碎片空间打造非正式的体育场所,有望为我国人均体育面积不足问题提供可行的解决方案。在武汉运动型口袋公园中,存在着使用者实际需求与空间布局不协调、器材和空间利用效率低下、场地健身氛围欠缺等多重现实问题。此外,针对小微空间的差异化营造研究还有待加强。该文基于武汉洪山区某地块的设计实践,提出由体育项目为主导转变为由人体活动为主导的设计思维,从用户画像—运动项目空间改进、弹性使用—提升空间可供性、增权赋能—运动空间再生产三个方面的改造设计策略,为全民健身背景下的城市更新提供参考。
