Research on the Causes of Hindering the Performance of Campus Sports Resources in Public Sports Service

Aiming at the problems in reality, this paper makes a systematic analysis based on the investigation and research on the current situation of the sports resources in public sports service of Changzhou University, from the aspects of public sports service system, facilities planning and social sports industrialization. In order to connecting the school＇s physical education and public sports services as seamlessly as possible, it becomes a union for the coordination with each other, and provides the national fitness campaign with rapid and healthy conditions.

Research on the Third Party Performance Evaluation in Constructing Modern Public Sports Services

This paper introduces the third party performance evaluation in the construction of demonstration area for modem public sports services in Changzhou through research methods such as literature, expert interview and case study, so as to promote the quality of demonstration area constructed for modem public sports services, truly show the social application value of the construction of demonstration area for modem public sports services, and achieve national fitness and the development of public sports.

Correlation Analysis on Environmental Factors Influencing the Development of Urban and Rural Public Sports Equalization Service in South Jiangsu Province

In order to understand the related factors that affect the development of the Equalization Service of public sports in the urban and rural areas of South Jiangsu, the status of the equalization service has been analyzed. There are still obvious inequalities between urban and rural public sports services in South Jiangsu, which are mainly influenced by macro factors such as culture, economy, politics, urban and rural population, urban-rural disparity and social gap of wealth.

On the Basis of SWOT Analysis Method to Xichang Rural Public Sports Service System Optimization Path

In October 2021,the State General Administration of Sport officially issued the“14th Five-Year”sports development plan and proposed to build a higher level of national fitness public service system,the people’s physical literacy and health level is further improved,and the sense of gain and happiness is constantly improved(General Administration of Sport of China,2021).China has lifted itself out of poverty across the board.The 19th CPC National Congress put forward the rural revitalization strategy,fully implemented the national fitness program,and accelerated efforts to build a healthy China.We should fully tap the new drivers of sports development,optimize the spatial distribution of sports development,and conform to the new trend of urbanization and rural revitalization.Based on SWOT analysis,this paper analyzes the current situation of the reconstruction of the rural public sports service system in Xichang after poverty alleviation,and explores the optimization path for the reconstruction of the rural public sports service system in Xichang,in order to make modest contribution to the development of sports in Xichang.

Study on Market Supply of Rural Public Sports Service in China

In the main trend of gradually improving socialist market economy and establishing public service type government,market supply of rural public sports service is necessary. On the basis of unique characteristics of China's rural society and market experience of domestic and foreign public service,market supply methods were discussed about rural public sports service. However,there are certain factors restricting market supply in this process. On the basis of the analysis,it came up with several optimization measures for market supply of rural public sports service.

Functions of Relationship Capital in Rural Public Sports Service

The field survey of two natural villages found that the relationship capital plays an important role in rural public sports service benefiting from the rural elite operation mode. However,negative effect brought by the relationship capital should not be neglected,including distorting the social equity,increasing social transaction cost,and weakening the public trust in government. It is a top priority to effectively evade its negative effect and bring into full play huge potential of the relationship capital.

Research on Sports Public Service Supply in the Chengdu-Chongqing Twin-City Economic Circle under the Background of Regional Economic Development

Using literature,questionnaires,interviews,and mathematical statistics to investigate the current situation of sports public services in the Chengdu-Chongqing Twin-city Economic Circle.The results show that there are some problems in Chengdu-Chongqing sports public services,such as big difference in the development level of supply between urban and rural areas,low supply level,low efficiency,supply mechanism defect,lack of social sports instructors,an outstanding contradiction between the quality of sports public service and residents’demand.To address the problems,government departments should accelerate the transformation of government functions,improve the relevant regulations and systems,increase the investment in sports public services,improve the quality of supply,cultivate the backbone team,integrate resources,and combine the national characteristics with regional characteristics,take into account the personalized needs of the residents,combine the sports public services with intelligence,and build the service system of“Internet+Fitness.”

中华体育精神融入高职体育课程思政的案例教学实践研究

中华体育精神是中国体育的灵魂和精髓,将其融入高职体育教学是提升高职体育课程思政教学效果的积极尝试。通过明确中华体育精神融入高职体育教学的目标,分析高职体育课程思政教学的现状与问题,结合教学设计整体思路,提出将中华体育精神融入课堂的途径,注重体育特色育人资源的更新与维护,引导学生领悟中华文明的精神标识,实现体育课程思政的育人功能。

资源整合视域下我国残疾人公共体育服务体系优化研究

基于政府与社会资源整合的视角和基础理论,优化具有中国特色的残疾人公共体育服务体系既存在现实制度基础,同时也是我国残疾人体育以及相关体育职能部门实现体制突破的重大机遇。研究认为,如今针对残疾人公共体育服务体系的资源整合关键在于紧密围绕残疾人公共体育服务基本体系框架,在残疾人公共体育服务需求侧强化需求牵引能力,健全需求表达机制并建立动态的反馈优化流程;资源配置亟待完善两级法规细则的同时积极落实在地化思考,实现多元分配主体模式并强调有效的宏观调控,从而以优化体育资源整合机制为契机和手段,进一步推动我国残疾人公共体育服务体系的构建与完善。

整体性视域下公共体育服务跨域治理的推进思路研究

整体性理论是专门针对新公共管理导致的部门化、碎片化和裂解性问题,所提出的全新公共行政理论。运用文献资料法、逻辑分析法,提出公共体育服务跨域治理的基本内涵,认为整体性治理运用于公共体育服务跨域治理在目标导向、价值追求、治理结构、运行机制等方面存在显著的契合性。提出实现公共体育服务的跨域治理需要:转变治理理念,从“分割式治理”到“整体性治理”;创设统筹机构,设立跨域协同治理的组织机构;整体性治理与公共体育服务跨域治理的治理结构契合;强化激励约束,构建跨区域治理的激励约束机制。

社会体育指导员30年发展的成效、经验和展望

采用文献法、访谈法和考察法等,对我国社会体育指导员30年发展的历程进行梳理,全面展示30年发展的成效,探讨发展的基本经验与未来发展方向,以充分发挥其在构建更高水平全民健身公共服务体系中的重要作用。社会体育指导员建设成效包括队伍规模持续扩大,培育全民健身工作的骨干人才;协会建设日益完善,增强社会体育指导员组织效能;培训体系不断完善,提升社会体育指导员服务能力;信息平台初具规模,提高社会体育指导员管理效率;制度改革持续优化,形成中国特色社会体育指导员制度;作用发挥不断增强,助推全民健身事业的高质量发展。发展经验包括国家治理体系下的政策制度支持、央地联动框架下的协同治理模式、政府财政支持下的培训考核机制、全民健身服务体系下的服务活动创新、压力体制模式下的目标考核举措及公共服务体系下的综合资源保障。未来应建立完善的指导员政策制度框架、构建高效的指导员组织管理结构、塑造良好的指导员服务体系、打造全面的指导员支持保障机制,以促进指导员工作的高质量发展。

基于集约共享理念的公共体育建筑设计——以杭州经济技术开发区大学城北体育健身中心为例

在以人为本、运维优先,可持续发展为基本理念的时代背景下,公共体育建筑设计正朝集约化与共享化发展。目前,国内的相关实践正在积极转型,对已有成功经验进行总结具有重要现实意义。该文以杭州经济技术开发区大学城北体育健身中心项目为例,分析了用地紧张条件下的体育建筑设计策略,主要包括集约布局、设计特色立面、设置共享空间、打造活力社区与布置多功能复合场馆五个方面,以期为新时代城市公共体育建筑设计提供探索经验。

运用文献资料法、逻辑分析法,立足全民健身战略,审视我国公共体育服务高质量发展的理论内涵,对全民健身战略下我国公共体育服务高质量发展的价值、困囿与策略进行深层分析。研究认为:创新发展是公共体育服务供给效能发挥的重要驱动;协调发展是公共体育服务政策精准落实的内化要求;开放发展是公共体育服务多元领域融合的现实趋势;绿色发展是公共体育服务设施数字转型的底层理念。但也面临专业指导人才供给模式创新滞后;地方公共体育服务政策执行受阻;公共体育服务跨领域融合开放实效不足;公共体育服务基础设施量质齐升乏力;公共体育服务资源共享辐射范围受限等困囿。基于此,提出加快社会体育指导员创新性转型,加强政府政策颁布合理规范化,提升公共体育服务对外开放力度,完善体育场地设施全方位建设,完善公共体育服务资源共享机制等策略。

社会治理共同体视域下全民健身公共服务治理效能提升探究

运用文献资料、比较分析、模糊集定性等方法,探究社会治理共同体视域下全民健身公共服务治理效能提升的内涵、困境,并提出路径。从价值指向、主体互嵌、行动载体三方面论述社会治理共同体视域下全民健身公共服务治理效能提升的内涵。困境:数字化治理应用受阻,基础资源配给不均衡,配套监督措施不健全。路径:加强数字工具纵深衔接,加大基础资源保障力度,健全评估监督制度体系。

我国群众体育公共财政支出效率测度与评价——基于三阶段DEA-Malmquist指数模型的实证分析

基于现有群众体育公共财政支出绩效评价研究,采用三阶段DEA-Malmquist指数模型,探究2013—2021年我国31个省份群众体育公共财政支出的静态和动态效率。结果表明,环境因素对我国群众体育公共财政支出效率存在较大影响;剔除环境因素和随机扰动后,我国群众体育公共财政支出的综合效率有所提升,但仍受到规模效率的制约,存在一定的提升空间;地区间呈现出“东部>中部>西部”的异质性特征,各省份之间的综合效率差距较大;从Malmquist指数及其分解的动态变化来看,全要素生产率指数得到了优化,其中技术进步发挥了主要的促进作用。基于此,提出要加强资源统筹管理,打造多元协同主体,完善转移支付制度,提高预算信息化水平。

Local Knowledge of Sports Integration Education

This study aims to understand public physical education teachers’cognition of inclusive sports in Chinese universities,and to further explore the practical significance and theoretical enlightenment of this specific cognition.This research adopted the TMATIES scale to measure,and then,based on grounded theory,selected 30 physical education teachers from six national universities(the first batch of inclusive demonstration universities),for in-depth interviews.The study found that these teachers’cognition of inclusive sports in universities mainly consists of four dimensions:the instinct and value of inclusive sports,challenges of implementing inclusive sports,teaching implementation and evaluation of inclusive sports,and improvement of teachers’skills in the process of implementing the inclusive sports.It is necessary to expand the professional talent training path of inclusive sports and build a multidimensional student safety guarantee system to promote the high-quality development of inclusive sports.

我国体育助力物质生活共同富裕的内在逻辑、现实状况与改革建议——基于三次分配理论的视角

运用文献资料法和逻辑分析法,根据三次分配理论探讨我国体育助力物质生活共同富裕问题。认为,市场通过体育产业的发展推动初次分配,政府通过公共体育服务促进二次分配,社会通过体育慈善活动助力三次分配。我国体育助力物质生活共同富裕成效显著,具体表现为:体育产业推动经济社会持续发展,成为吸纳就业的重要领域;转移支付制度平衡了区域间、层级间财政差距,政府对公共体育服务投入保障不断增强;体育慈善组织体系与功能日益完善,体育志愿服务规范有序发展。同时也存在体育产业富民不足、吸纳就业结构冲突;转移支付绩效不高、政府投入增长缓慢;体育慈善社会支持不足,体育志愿服务长效机制缺乏等问题。为此,应坚持党的全面领导和以人民为中心的发展思想,推进体育助力共同富裕的进程;要做大做强体育产业,以市场竞争夯实初次分配的基础;强化政府责任,以公平为导向做好二次分配工作;社会层面要营造体育慈善氛围,以奉献助力三次分配。

数字赋能农村体育公共服务高质量供给的内在机制与现实路径

随着数字技术的快速发展,数字赋能农村体育公共服务已成为推动农村体育公共服务高质量供给的重要手段。文章分析了数字赋能农村体育公共服务内涵、数字赋能对农村体育公共服务的促进作用以及数字赋能农村体育公共服务高质量供给的动力机制。同时,提出了数字赋能助推农村公共服务高质量发展的现实路径,包括树立以人民为中心的农村体育公共服务数字化供给理念、营造以多元共治为核心的数字农村体育公共服务生态共同体、打造以农村居民参与为重心的数字农村体育公共服务包容体以及形成以开放共享为准心的数字农村体育公共服务监管体系。
