The Knowledge Management Research of Agricultural Scientific Research Institution

Based on the perception of knowledge management from experts specializing in different fields,and experts at home and abroad,the knowledge management of agricultural scientific research institution can build new platform,offer new approach for realization of explicit or tacit knowledge,and promote resilience and innovative ability of scientific research institution.The thesis has introduced functions of knowledge management research of agricultural science.First,it can transform the tacit knowledge into explicit knowledge.Second,it can make all the scientific personnel share knowledge.Third,it is beneficial to the development of prototype system of knowledge management.Fourth,it mainly researches the realization of knowledge management system.Fifth,it can manage the external knowledge via competitive intelligence.Sixth,it can foster talents of knowledge management for agricultural scientific research institution.Seventh,it offers the decision-making service for leaders to manage scientific program.The thesis also discusses the content of knowledge management of agricultural scientific research institution as follows:production and innovation of knowledge;attainment and organizing of knowledge;dissemination and share of knowledge;management of human resources and the construction and management of infrastructure.We have put forward corresponding countermeasures to further reinforce the knowledge management research of agricultural scientific research institution.

On Agricultural Scientific Research Institutions Supporting and Serving Technological Innovation Entities

This paper firstly analyzed current situation of agricultural technological innovation system in China and obstacles restricting agricultural enterprises to become technological innovation entities. It discussed exploration and practice of Chinese Academy of Tropical Agricultural Sciences in supporting and serving technological innovation entities. Finally,it came up with ideas and approaches for supporting and serving technological innovation entities in the new trend,to provide a new idea and practice for agricultural scientific research institute supporting and serving technological innovation entities.

A Preliminary Study on Patent Application and Management of Agricultural Scientific Research Institutions

At present,there is a contradiction between the rapid growth of the number of patents declared and authorized by agricultural scientific research institutions and the decline of the efficiency of invention patents year by year,and the low conversion rate of patents.This paper discusses the patent application quantity,authorization quantity and patent efficiency of the Tropical Crops Genetic Resources Institute,Chinese Academy of Tropical Agricultural Sciences,analyzes the present situation of its work and the main problems existing in patent management,and puts forward the relevant suggestions.

Implications of the Development of Agricultural Research Institutes from the Perspective of New Quality Productive Forces

Combining with the important exposition of general secretary Xi Jinping on the development of new quality productive forces,this paper discusses the connotation and development requirements of new quality productive forces in agriculture,and reveals the relationship between the development of new quality productive forces and the professional work of scientific research institutes.On this basis,some policy recommendations are put forward for agricultural research institutes to develop new quality productive forces.

Discussions about Management of Scientific Research Projects in Agricultural Research Institutes: A Case Study of EPPI of CATAS

Taking Environment and Plant Protection Institute in Chinese Academy of Tropical Agricultural Sciences as an example,it summarized major experience and practice in management of scientific research projects from strengthening project database,enhancing project planning,reinforcing scientific research management team construction,bringing into play functions of academies and institutes,and improving management system. It analyzed existing problems and came up with recommendations from strengthening project process management,improving management team quality,and improving incentive mechanism,in the hope of providing reference for scientific research project management in agricultural scientific research institutes.

Analytic Methods for Quality Control of Scientific Publications Part VI: Presentation in Research Gate, Journal Indexing, and Recognition

In the world of science, recognition of scientific performance is strongly correlated with publication visibility and interest generated among other researchers, which is evident by downloads and citations. A published paper’s number of downloads and citations are the best indices of its importance and are useful measures of the researchers’ performance. However, the published paper should be valuated and indexed independently, and the prestige of the journal in which it is published should not influence the value of the paper itself. By participating in and presenting at congresses and international meetings, scientists strongly increase the visibility of their results and recognition of their research;this also promotes their publications. Status in Research Gate (RG), the so-called RG Score, the Percentile, and the h-index give researchers feedback about their performance, or their place and prestige within the scientific community. RG has become an excellent tool for disseminating scientific results and connecting researchers worldwide. RG also allows researchers to present achievements other than publications (e.g., membership in recognized associations such as the American Chemist Society, a biography in Marquis Who’s Who in the World, awards received, and/or ongoing projects). This paper discusses questions regarding how the RG Score, Percentile, and h-index are calculated, whether these methods are correct, and alternative criteria. RG also lists papers with falsified results and the journals that publish them. Thus, it may be appropriate to reduce the indices for such journals, authors, and the institutions with which these authors are affiliated.

Preliminary Study on Management of Agricultural Scientific Research Projects in the New Situation

Project management of agricultural scientific research institutions is an important section of agricultural scientific research plan management. It is of great significance for sustainable development of scientific research work of scientific research institutions. According to a series of opinions and notices about scientific and technological system reform issued by the state,and combining current situations of management of scientific research projects in scientific research institutions,this paper made a preliminary study on management of agricultural scientific research projects in the new trend. Finally,on the basis of the current situations of management of agricultural scientific research projects,it came up with pertinent recommendations,including strengthening communication and cooperation and actively declaring projects,strengthening preliminary planning of projects and establishing project information database,reinforcing project process management,ensuring on-time and high quality completion of projects,and strengthening learning and improving quality of management personnel.

Modes and Approaches of Promoting Rural Rejuvenation through the Integration of Industry-Universities-Research Institutions

Taking the Zhejiang Academy of Agricultural Sciences as an example,the modes and approaches of combing industry-universities-research institutions to promote rural revitalization by agricultural scientific research units are discussed.The main approaches are as follows:focusing on practical technical training to promote the transformation of scientific and technological achievements,transferring scientific and technological achievements to promote the deep integration of basic research,applied research and achievement transformation,and using the agronomist college as a carrier to promote the integrated development of industry-universities-research institutions and promote rural revitalization through systematic personnel training.

Practice and Reflection on Strengthening Grassroots Party Building Work in Agricultural Research Institutes:A Case Study of Changli Pomology Institute,Hebei Academy of Agricultural and Forestry Sciences

Changli Pomology Institute,Hebei Academy of Agricultural and Forestry Sciences is taken as the research object.Starting from the relationship between party building and scientific research,in response to the problems in grassroots party building in agricultural research institutes such as insufficient theoretical learning,single party building activity mode,and lack of incentive mechanism in party affairs work,the"three integrations"approach and"four integrations"model are proposed to strengthen the deep integration of party building and scientific research in provincial-level agricultural research institutes.The"three integrations"approach is the integrated development of party building and scientific and technological innovation,the integrated development of party building and scientific and technological services,and the integrated development of party building and technology talents.The"four integrations"model includes the implementation of party building innovation projects,the implementation of 1+N branch pairing and co-construction,the implementation of the"party building+"work method,and the implementation of"theme intersection"activities.The research aims to promote the deep integration of party building and scientific research in provincial-level agricultural research institutes.

Thoughts on Science and Technology Service in Agricultural Research Institutes:Taking Institute of Plant Protection of Hebei Academy of Agricultural and Forestry Sciences as an Example

Scientific and technological services are necessary for strengthening agriculture.Under the new situation,agricultural research institutes should give full play to their advantages,strive to innovate scientific and technological services methods,and improve scientific and technological service levels.Combined with the practice of science and technology work of Institute of Plant Protection of Hebei Academy of Agricultural and Forestry Sciences,this paper made an in-depth analysis on the present situations and existing problems in the scientific and technological services of agricultural research institutes.Based on the analysis,it came up with recommendations including change ideological concepts,strengthening service awareness,adhering to people-oriented principle,enhancing the team building,improving mechanism construction,stimulating innovative vitality,exploring service methods,and enriching service connotation,so as to improve scientific and technological service works.

创新链视角下地方公益农业类科研机构创新效率测度研究

文章基于创新链理论,将公益农业类科研机构划分为科技研发阶段和成果转化阶段,采用DEA-Malquist指数法测算2011—2020年21家福建省属公益农业类科研机构不同阶段科技创新效率。结果表明:10年间,科技研发阶段和成果转化阶段的创新效率均表现为退步状态,科技研发阶段创新效率下降5.10%,成果转化阶段下降3.20%,可见两阶段均有较大提升空间;21家机构不同阶段创新效率差距明显,47.62%的机构科技研发效率处于退步状态,创新指数最大差距达0.756,38.10%的机构成果转化效率处于退步状态,创新指数最大差距达0.919;机构创新发展模式差距大,23.81%为集约型,9.52%为粗放型,28.57%为研发高效-转化低效型,38.10%为研发低效-转化高效型。在此基础上,结合加快推进科技政策创新、科技体制改革等外部因素,引导机构形成学科布局、技术积累与产业经济发展格局相适应科研组织模式等内部因素,分类提出有针对性的对策建议。

From institutional merger integration to institutional strategic transformation:A case study of the strategic management paradigm at Shanghai Library

This article attempts to apply the strategic management theory to the subsequent shaping up of a readjusted strategic development policy for Shanghai Library after its merger with the Institute of Scientific and Technological Information of Shanghai(ISTIS)in 1995.It also tries to analyze and explicate such an empirical implementation of institutional reintegration process through strategic management at Shanghai Metropolitan Library.By doing so,it aims to present an objective case study of activities based on the strategic management paradigm at a major Chinese metropolitan public library.

省级公益类科研院所创新绩效评估及实证研究

在深化完善科研院所分类改革背景下,构建以创新质量和贡献为导向的包括创新基础、创新产出、成果转化、履职定位、创新环境在内的公益类科研院所创新绩效评价指标体系,并基于山西省省属科研院所数据,对三类科研院所创新绩效进行测度。研究发现:(1)公益一类、公益二类、转制事业单位三类科研院所在职责任务、服务对象和资源配置上存在着较大不同,绩效评价重点也因之变化;(2)比较创新绩效差异性,三类院所在履职定位和创新环境方面得分较为均衡,而在成果转化、创新产出、创新基础3个指标呈现较大差异;(3)省级公益类科研院所在基础设施、创新平台、高层次人才、创新产出、科技成果转化方面有待改善。基于此,针对不同类型科研院所创新绩效水平提升提出策略,以期为地方科研事业单位创新绩效改革提供决策依据。
