Research on Sports Public Service Supply in the Chengdu-Chongqing Twin-City Economic Circle under the Background of Regional Economic Development

Using literature,questionnaires,interviews,and mathematical statistics to investigate the current situation of sports public services in the Chengdu-Chongqing Twin-city Economic Circle.The results show that there are some problems in Chengdu-Chongqing sports public services,such as big difference in the development level of supply between urban and rural areas,low supply level,low efficiency,supply mechanism defect,lack of social sports instructors,an outstanding contradiction between the quality of sports public service and residents’demand.To address the problems,government departments should accelerate the transformation of government functions,improve the relevant regulations and systems,increase the investment in sports public services,improve the quality of supply,cultivate the backbone team,integrate resources,and combine the national characteristics with regional characteristics,take into account the personalized needs of the residents,combine the sports public services with intelligence,and build the service system of“Internet+Fitness.”

Intestinal complications in patients with Crohn's disease in the Brazilian public healthcare system between 2011 and 2020

BACKGROUND This is a secondary database study using the Brazilian public healthcare system database.AIM To describe intestinal complications(ICs)of patients in the Brazilian public healthcare system with Crohn’s disease(CD)who initiated and either only received conventional therapy(CVT)or also initiated anti-tumor necrosis factor(anti-TNF)therapy between 2011 and 2020.METHODS This study included patients with CD[international classification of diseases–10th revision(ICD-10):K50.0,K50.1,or K50.8](age:≥18 years)with at least one claim of CVT(sulfasalazine,azathioprine,mesalazine,or methotrexate).IC was defined as a CD-related hospitalization,pre-defined procedure codes(from rectum or intestinal surgery groups),and/or associated disease(pre-defined ICD-10 codes),and overall(one or more type of ICs).RESULTS In the 16809 patients with CD that met the inclusion criteria,the mean follow-up duration was 4.44(2.37)years.In total,14697 claims of ICs were found from 4633 patients.Over the 1-and 5-year of follow-up,8.3%and 8.2%of the patients with CD,respectively,presented at least one IC,of which fistula(31%)and fistulotomy(48%)were the most commonly reported.The overall incidence rate(95%CI)of ICs was 6.8(6.5–7.04)per 100 patient years for patients using only-CVT,and 9.2(8.8–9.6)for patients with evidence of anti-TNF therapy.CONCLUSION The outcomes highlighted an important and constant rate of ICs over time in all the CD populations assessed,especially in patients exposed to anti-TNF therapy.This outcome revealed insights into the real-world treatment and complications relevant to patients with CD and highlights that this disease remains a concern that may require additional treatment strategies in the Brazilian public healthcare system.

Reacting to Epidemics:The Innovative Imperial Public Health System during the Late Northern Song Dynasty

Song China was a period in which China experienced a great increase in its population.Concurrently,the Song dynasty also experienced a rise in the frequency of epidemics and two major wars with the Western Xia and Liao dynasties during the 1000s and 1040s.The consequences of these changes were exacerbated by the increased geographical mobility of certain social groups such as traders and examinees attending civil service examinations.Thus,casualties of wars,epidemics,or disease,especially of people whose families were far away and could not care for them were left without care and“their corpses often lay bare along the roads.”This new social environment created a need for general relief.The Northern Song government(960-1127 CE),especially during the reign of Emperor Huizong,established an innovative public health system to address this issue.The public health system included poorhouses,public hospitals,and pauper’s cemeteries.The first were more of charity organizations,whereas the latter two promoted public health by providing medical services for the poor and burial for those that nobody cared for.In terms of rationale behind these institutions,on the one hand,they constituted an attempt to get the poor and homeless off the streets while providing them relief or burial.On the other hand,it seems that Huizong’s deep concern with medicine propelled him to design and implement a comprehensive public health system oriented to prevent contagion and outbreak of epidemics.This article depicts the background,the organization,and the functions of the system.The article also discusses the conditions and reasons that gave rise to such a unique undertaking by the Northern Song government.

The Supply-Demand Analysis and Mechanism Innovation of Chinese Rural Public Goods

The connotation of rural public goods is expounded.The rural public goods refer to the products and labors that satisfy the production and living of rural residents,economic growth and social progress.The rural public goods is characterized by non-excludability,non-competitiveness and indispensability of other general public goods.The supply situation of Chinese government to rural public goods is analyzed,as well as the demand situation of rural public goods,which includes farmers' demand on training,the assistance demand of rural weak groups,farmers' demand on comfortable living conditions and farmers' demand on "soft" public goods.The paths for innovating the supply mechanism of rural public goods are put forward,which cover perfecting the decision mechanism of public goods supply;scientifically distributing the supply responsibility of rural public goods;facilitating the reform of each supporting equipment and exploring the multiple capital collecting channels of rural public goods.

Demand of Rural Public Goods in Western Ethnic Minority Areas

In the context of Development of the West Regions and the construction of new countryside,on the basis of defining the concept of public goods,this article analyzes the status quo and layers of demand of rural public goods in western ethnic minority areas:the demand of rural public goods in ethnic minority areas shows "pyramid" structure,that is,the most basic layer is production-based rural public goods,followed by life-based rural public goods and democratic-management-based rural public goods.Finally the countermeasures for achieving effective demand of rural public goods are put forward as follows:adhere to customers(farmers)-oriented principle;innovate upon the rural residents' demand expression mechanism of public goods in ethnic minority areas;achieve diversification of supply subject of rural public goods in ethnic minority areas.

Creating Inclusive Global Value Chains under the BRI from the Perspective of Public Goods Supply and Demand

Supply and demand of public goods provide a brand-new theoretical framework for research on the creation of inclusive global value chains(GVCs)under the Belt and Road Initiative(BRI).The supply of international public goods is an important positive variable for creating global value chains under the BRI,in which China and other developing countries involved,as well as their small and medium-sized enterprises(SMEs),are microscopic entities.When the BRI’s supply of instrumental,institutional,and conceptual international public goods is in equilibrium with the demand of GVC entities for public goods,the BRI creates necessary conditions for the extension of GVCs.GVCs created under the BRI are of great value in promoting inclusiveness,fair income distribution,balanced regional development,and the restructuring of international economic governance.Under the current GVC system,some developed countries have been wary about the BRI and even developed misgivings and biases.Nevertheless,developed countries may play an active role in bridging gaps in the BRI’s development and complement their respective strengths with developing countries for win-win cooperation.

基于Vissim仿真系统的公共停车楼交通影响评估

为避免大型公共停车楼建成后,产生吸引的交通量对周边道路交通产生严重影响。该文以重庆礼嘉公共停车楼为例,开展交通影响评估工作。首先,采用传统的“四阶段”法,对停车楼建成后早晚高峰时段周边路段交通量变化进行预测分析;其次,借助Vissim仿真软件进行模拟评估,对公共停车楼建成前后城市路网进行交通仿真应用,得到客观评估结论,从而为规划管理部门提供决策参考。

基于S-O-R理论的新型公共阅读空间用户流失行为分析——来自大众点评网用户评论

文章以大众点评网站中新型公共阅读空间的评论数据为对象,以S-O-R模型为理论基础,利用Python爬取其“中评”与“差评”的评论数据,运用内容分析法归纳得出新型公共阅读空间用户流失行为的主要因素,并构建新型公共阅读空间用户流失行为模型。在此基础上,提出提高新型公共阅读空间服务效能的相关建议,为提高新型阅读空间的服务质量,降低用户流失率提供参考。

农业节水灌溉REITs项目IRR测算研究

通过农业节水灌溉特许经营项目REITs案例研究发现,基础设施特许经营项目存在价值漏损时,可采用修正的B-S期权模型进行估值,可分配现金流用于分红的比例越高,投资收益越高,但项目的看涨期权价值越低。在项目高溢价转让的情况下,银行贷款比例越高、偿还时间越短,投资内部收益率(IRR)及投资收益可能越低;收益波动越大,看涨期权价值越大,但IRR可能会下降。采用B-S期权定价模型丰富了现有经营权类公募REITs资产估值方法,具有推广应用价值。对公募REITs产品在不同贷款比例、还款期限以及分红条件下确定合理投资收益,具有实践指导作用。

基于ALNS-TS算法的半灵活型需求响应公交调度问题

半灵活型需求响应公交模式往往拥有1个基准线路方向与1批确定访问的固定站点,服务车辆可以根据预约请求灵活响应候选的可变站点为其提供服务,当可变站点无请求时则不服务.基于低客流区域内需求响应公交服务所面临载客率低、运营成本高等问题,完善该模式的发车条件,设计差异化票价策略和未预约乘客服务判断的半灵活型需求响应公交服务系统,并建立车辆路径优化模型.为提高算法的搜索空间范围和局部搜索强度,设计了混合自适应大邻域禁忌搜索算法进行模型求解.以中国广州市黄埔区公交站点网络作为案例分析,结果表明,在新策略模式下,去除和未去除未预约乘客的半灵活型需求响应公交的票价收入较传统模式分别提高3.0%和15.5%,响应未预约乘客服务模式的服务人数可以提高7.5%;混合自适应大邻域搜索算法在求解速度和求解质量上均有较好表现,与混合模拟退火算法和遗传算法相比,计算时间分别节约76.9%和97.0%.

健康中国背景下“G-U-S”公益性体育服务模式的构建与实施

基于“健康中国”时代背景,对政府购买服务、高校提供服务和社会大众享受服务的“G-U-S”公益性体育服务模式构建的理论基础、主体框架及运行机制进行阐释,并以青少年体育服务为案例进行具体实施和效果检验。结果表明:“G-U-S”模式成效显著,服务对象满意度高,不仅能够达到提高其体育运动成绩,还能够促进体育兴趣培养和体育锻炼参与,具有校内和其他社会体育培训机构所不具备的优势。模式发展策略包括“G-U-S”的稳定发展有赖于高校资源共享的良性循环、高效运行离不开政府有效的组织监管、高质量服务必须坚持以服务对象需求为导向。

Performance Evaluation of Public Bus Transportation by Using DEA Models and Shannon’s Entropy:An Example From a Company in a Large City of China

The purpose of this paper is to assess the operational efficiency of a public bus transportation via a case study from a company in a large city of China by using data envelopment analysis(DEA)model and Shannon’s entropy.This company operates 37 main routes on the backbone roads.Thus,it plays a significant role in public transportation in the city.According to bus industry norms,an efficiency evaluation index system is constructed from the perspective of both company operations and passenger demands.For passenger satisfaction,passenger waiting time and passenger-crowding degree are considered,and they are undesirable indicators.To describe such indicators,a superefficient DEA model is constructed.With this model,by using actual data,efficiency is evaluated for each bus route.Results show that the DEA model with Shannon’s entropy being combined achieves more reasonable results.Also,sensitivity analysis is presented.Therefore,the results are meaningful for the company to improve its operations and management.

Cotton's Water Demand and Water-Saving Benefits under Drip Irrigation with Plastic Film Mulch

The primary purpose of this research was to give suitable irrigation program according to the growth period and water requirement.A cotton field experiment with mulched drip irrigation was conducted at the National Field Observation and Research Station for Oasis Farmland Ecosystem in Aksu of Xinjiang in 2008.Water balance method was adopted to study the water requirement and water consumption law of cotton under mulched drip irrigation in Tarim Irrigated Area.Statistical analysis of experimental data of irrigation indicates that the relationship between yield of cotton and irrigation presents a quadratic parabola.We fit the model of cotton water production on the basis of field experimental data of cotton.And the analysis on water saving benefit of cotton under mulched drip irrigation was done.Results indicate that water requirements for the irrigated cotton are 543 mm in Tarim Irrigated Area.The water requirements of seedling stage is 252 mm,budding stage is 186 mm,bolling stage is 316 mm and wadding stage is 139 mm.the irrigation amount determines the spatial distribution of soil moisture and water consumption during cotton life cycle.However,water consumption at different growth stages was inconsistent with irrigation.Quantitatively,the water consumed by cotton decreases upon the increase of irrigation amount.From the perspective of water saving,the maximal water use efficiency can reach 3 091 m3/ha.But the highest cotton yield needs 3464 m3/ha irrigation water.In summary,compared to the conventional drip irrigation,a number of benefits in water saving and yield increase were observed when using plastic mulch.At the same amount of irrigation,the cotton yield with plastic mulch was 30.2% higher than conventional approaches,and the efficiency of water utilization increased by30.2%.While at the same yield level,29.3% water was saved by using plastic mulch,and the efficiency increased by 41.5%.

How the African Public Views China＇s Aid to Africa

As a vital part of China's foreign relations,China's aid to Africa has scored great achievements.Based on data from the Afrobarometer Survey in 2010 and data from the database of China's aid to Africa in 2000-2010 co-created by the US Center for Global Development and AidData,this paper dissects the macro-and micro-level determinants of the African public's perception of the effectiveness of aid from China through an empirical analysis.As descriptive statistics reveal,the African public has a highly positive view of aid from China despite country differences.According to our further analysis of a multilevel model,aid recipients with higher levels of democracy and economic development have a more favorable view of aid from China,while the size and sector of aid from China are not correlated with public favorability.At the micro-level,age,gender,education,race and media consumption are positively correlated with the public perception of aid.In conclusion,China must refocus its future aid programs on livelihood and welfare that directly benefit local people,rather than simply increasing the amount of aid.In delivering its commitments to Africa,China must also attach importance to public communication and "telling the China story " in its international affairs to improve its national image and gain more recognition by the African people.

NTRU_SSS:Anew Method Signcryption Post Quantum Cryptography Based on Shamir’s Secret Sharing

With the advent of quantum computing,numerous efforts have been made to standardize post-quantum cryptosystems with the intention of(eventually)replacing Elliptic Curve Cryptography(ECC)and Rivets-Shamir-Adelman(RSA).A modified version of the traditional N-Th Degree Truncated Polynomial Ring(NTRU)cryptosystem called NTRU Prime has been developed to reduce the attack surface.In this paper,the Signcryption scheme was proposed,and it is most efficient than others since it reduces the complexity and runs the time of the code execution,and at the same time,provides a better security degree since it ensures the integrity of the sent message,confidentiality of the data,forward secrecy when using refreshed parameters for each session.Unforgeability to prevent the man-in-the-middle attack from being active or passive,and non-repudiation when the sender can’t deny the recently sent message.This study aims to create a novel NTRU cryptography algorithm system that takes advantage of the security features of curve fitting operations and the valuable characteristics of chaotic systems.The proposed algorithm combines the(NTRU Prime)and Shamir’s Secret Sharing(SSS)features to improve the security of the NTRU encryption and key generation stages that rely on robust polynomial generation.Based on experimental results and a comparison of the time required for crucial exchange between NTRU-SSS and the original NTRU,this study shows a rise in complexity with a decrease in execution time in the case when compared to the original NTRU.It’s encouraging to see signs that the suggested changes to the NTRU work to increase accuracy and efficiency.
