Publication behaviour and(dis)qualification of chief editors in Turkish national Social Sciences journals

Purpose:This study investigated the publication behaviour of 573 chief editors managing 432 Social Sciences journals in Turkey.Direct inquiries into editorial qualifications are rare,and this research aims to shed light on editors’scientific leadership capabilities.Design/methodology/approach:This study contrasts insider publication behaviour in national journals with international articles in journals indexed by the Web of Science(WOS)and Scopus.It argues that editors demonstrating a consistent ability to publish in competitive WOS and Scopus indexed journals signal high qualifications,while editors with persistent insider behaviour and strong local orientation signal low qualification.Scientific leadership capability is measured by first-authored publications.Correlation and various regression tests are conducted to identify significant determinants of publication behaviour.Findings:International publications are rare and concentrated on a few individuals,while insider publications are endemic and constitute nearly 40%of all national articles.Editors publish 3.2 insider papers and 8.1 national papers for every SSCI article.62%(58%)of the editors have no SSCI(Scopus)article,53%(63%)do not have a single lead-authored WOS(Scopus)article,and 89%publish at least one insider paper.Only a minority consistently publish in international journals;a fifth of the editors have three or more SSCI publications,and a quarter have three or more Scopus articles.Editors with foreign Ph.D.degrees are the most qualified and internationally oriented,whereas non-mobile editors are the most underqualified and underperform other editors by every measure.Illustrating the overall lack of qualification,nearly half of the professor editors and the majority of the WOS and Scopus indexed journal editors have no record of SSCI or Scopus publications.Research limitations:This research relies on local settings that encourage national publications at the expense of international journals.Findings should be evaluated in light of this setting and bearing in mind that narrow localities are more prone to peer favouritism.Practical implications:Incompetent and nepotistic editors pose an imminent threat to Turkish national literature.A lasting solution would likely include the dismissal and replacement of unqualified editors,as well as delisting and closure of dozens of journals that operate in questionable ways and serve little scientific purpose.Originality/value:To my knowledge,this is the first study to document the publication behaviour of national journal chief editors. 展开更多

A qualification test for the reliability of a newly-developed Diver Gas Recovery System (DGRS) was carried out in the Naval Medical Research Institute of the People's Liberation Army, China from March 29 to April 2, 1995. A sequential test plan of high discrimination ratio for the mean time between failures (MTBF) was adopted. The test procedures simulated those of a 300 msw dive. A hyperbaric breathing machine was used for the simulation of diver's respiratory functions. Parameters, such as diving depth, respiratory minute volume (RMV), CO2 production, gas flow rate, partial pressure of carbon dioxide, and ambient temperature and himidity were all displayed and recorded with a microcomputer system. The results indicated that no failure occurred during the 91.5 h operation. According to the acceptance and rejection criteria specified in the statistical test plan, a no-failure score in the 88 h operation is acceptable. Therefore, the DGRS has been demonstrated to meet the requirements of MTBF specified in the contract. 展开更多

Digital twins have emerged as a promising technology for maintenance applications,enabling organizations to simulate and monitor physical assets to improve their performance.In Operation and Maintenance(O&M),digital twin facilitates the diagnosis and prognosis of critical assets,forming the basis for smart maintenance planning and reducing downtime.However,there is a lack of standardized approaches for the qualifications of digital twins in maintenance,leading to low trustworthiness and limiting its application.This paper proposes a novel framework for the qualifications of digital twins in maintenance based on five pillars,namely fidelity,smartness,timeliness,integration,and standard compliance.We demonstrate the effectiveness of the framework through two case studies,showing how it can be implemented on digital twins for preventive maintenance and condition-based maintenance.Our proposed framework can help organizations across different industrial domains develop and implement digital twins in maintenance more effectively and efficiently,leading to significant benefits in terms of cost reduction,performance improvement,and sustainability. 展开更多

Clinical-DNA Correlates of Anxiety in Patients with Ehlers-Danlos Syndrome

Introduction: Anxiety disorders have a lifetime prevalence of 34% with a similar level of heritability (31%) yet lack objective markers that could differentiate patients with underlying conditions. Up to 60%-70% of patients with Ehlers-Danlos syndrome have anxiety that meets criteria of generalized anxiety disorder, their clinical-DNA findings worth examining as biomarkers for patients with generalized anxiety. Method: Of the 1899 patients diagnosed with Ehlers-Danlos syndrome, 1261 were systematically evaluated for 80 history and 40 physical findings and separated into 826 who reported anxiety and 435 who did not. The most consistently reported or management-directing 60 of these clinical findings were, along with variations in genes relevant to these disorders, examined for association with anxiety. Results: Among the 30 anxiety- associated findings judged most predictive of Ehlers-Danlos syndrome in patients with anxiety were expected ones of adrenergic stimulation (difficulty concentrating-87% frequency and 1.26 anxiety/no anxiety ratio;chronic fatigue-84%, 1.17;sleep issues 69%, 1.52 that are criteria for generalized anxiety disorder) or of cholinergic suppression (e.g., frequent nausea 64%, 1.26). Less associated but more discriminating for underlying disease were those reflective of neuromuscular impact (e.g., chronic daily headaches 76%, 1.12);hypermobility (e.g., awareness of flexibility 72%, 1.03), or skin changes (e.g., elasticity around jaw 71%, 1.06). Anxiety-associated DNA variants included 54 of 88 in collagen type I/V/VII/IX genes, 14 of 16 in sodium channel SCN9A/10A/ 11A genes, 59 of 85 in POLG/MT-DNA genes, and 21 of 28 in profilaggrin- FLG genes that respectively impacted tissue laxity, sensory neural, autonomic-mitochondrial, and autonomic-inflammatory functions. Conclusion: Analysis of pathogenetic mechanisms in Ehlers-Danlos syndrome selected some 50 clinical-DNA findings useful for its diagnosis in those with generalized anxiety disorders. 展开更多

In classical nonlinear programming, it is a general method of developing optimality conditions that a nonlinear programming problem is linearized as a linear programming problem by using first order approximations of the functions at a given feasible point. The linearized procedure for differentiable nonlinear programming problems can be naturally generalized to the quasi differential case. As in classical case so called constraint qualifications have to be imposed on the constraint functions to guarantee that for a given local minimizer of the original problem the nullvector is an optimal solution of the corresponding 'quasilinearized' problem. In this paper, constraint qualifications for inequality constrained quasi differentiable programming problems of type min {f(x)|g(x)≤0} are considered, where f and g are qusidifferentiable functions in the sense of Demyanov. Various constraint qualifications for this problem are presented and a new one is proposed. The relations among these conditions are investigated. Moreover, a Wolf dual problem for this problem is introduced, and the corresponding dual theorems are given. 展开更多

In order to safeguard environmental public interests, many local prosecutorial organizations have practiced environmental public interests litigation. Since Chinese law has not made explicit stipulation on the function of the People's Procuratorate instituting environmental public interest litigation, the plaintiff's subject qualification for environmental public interest litigation instituted by the People's Procuratorate is still in question. Copper, manganese, mercury and cadmium hallow cathode lamps were used for qualification purposes. Design qualification and installation qualification met the criteria of user requirements. Wavelength accuracy and reproducibility, resolution and baseline stability are in compliance with user requirements. Characteristics concentration or sensitivity, detection limit and characteristics mass were performed as a part of operational qualification which is 0.062 μg/mL, 0.00354 μg/mL, 1.41 pg respectively. Results of % RSD for precision study is 0.352 and 0.487 for flame and graphite furnace mode respectively fulfilled criteria of qualification. Performance qualification results of 20 consecutive days demonstrate the predetermined specification. Analytical instrument qualification and method validation relationship is also described by assay performed on haemodialysis concentrate. Good precision (2) greater than 0.9997 for potassium, magnesium and calcium linear curves, lower detection limits for all three ingredients and robust assay data as a part of validation studies conform the qualified AAS for its intended application. 展开更多

The common questions in Germany foreign aid programs are: when German experts were on site, the project was on the operation; when he/they left, only memory was left. First,theoretical inference was used to get the acceleration coefficients of super Gauss vibration stress and temperature stress. Then, by applying these coefficients, an accelerated reliability qualification testing curve was obtained from the standard tests. Finally,the actual experiment on a digital marine control device was carried out under the proposed testing method.The experiment result shows that the proposed method can reduce the total experiment time and improve the efficiency of the reliability qualification test. 展开更多

With the increasing demand for new technologies in HPHT (high pressure high temperature) wells, more and more attention has been paid to the system of technical qualifications. Most established norms, standards and recommended practices are written in prescribed formats, setting out methods, procedures and acceptance criteria for product design, manufacture and testing. However, established norms, standards or recommended practices may not adequately cover new technologies or applications. The technical qualification system is established in this paper, which can identify the potential failure modes and some activities in order to control the uncertainties and increase confidence of using new technology. A risk-based technical qualification system is used to assess non-traditional operations. It includes following seven main steps: system breakdown, technology assessment and classification, technical novelty, failure model and risk analysis, risk-based qualification planning and participation level development. The core of technical qualification system is to understand the ways and causes of system failure, and to carry out corresponding activities to provide evidence that the system will not fail. Through the technical identification process, the detailed equipment/operation specifications and identification requirements have been formulated. Different levels of participation are assigned for each eligibility activity, depending on the hazard and risk. It is proved that the application of the technical qualification principle in the systematic evaluation and control of the risks of new technologies or new applications is successful. In HPHT wells in particular, operators can move from a reactive approach to a proactive approach. 展开更多

In this 21st century a lot of women are experiencing marital challenges due to the various and important roles they perform in the home and in the society,which may require some psychological remedies.The research was on marital stress and married working women:the role of coping strategies,self-concept and educational qualification.Three hundred and seventy-seven(377)participants whose ages were between 25 to 55 years(mean 40.63 and SD 7.59)participated in the study.Three research instruments were used for data collection while three-way Analysis of Variance was used for data analysis.Result disclosed that emotion-focused strategies yielded less manifestation of marital stress(1,369)=4.44,sig.=.036;in the same manner,those with higher educational qualification presented less manifestation of marital stress(1,369)=6.33,sig.=.012.It was equally specified that coping strategies together with self-concept had a joint impact on marital stress(1,369)=5.88,sig.=.016;a joint influence was also observed between self-concept and educational qualification on marital stress(1,369)=4.18,sig.=.042.Hence,married working women should strive for higher education and also use emotion-focused coping strategies in dealing with marital stress. 展开更多

Chip designers employ computer-aided design,circuit simulation,and design rule check systems.Lithography engineers employ model-based OPC(Optical Proximity Correction)and model-based print-simulation systems.Reticle inspection teams employ Aerial Image Measurement Systems®and Virtual Stepper®Systems.These teams are accustomed to evaluating and deploying state-of-the-art computational systems.When real-silicon fabrication begins,however,the teams responsible for line monitoring,wafer inspection,and yield attainment operate without the benefit of similarly advanced computational systems.In this paper we describe such a system and explore its applications and benefits.The system has received three U.S.patents[1-3]and brings together the significant potential of CAD(Computer Aided Design)layout(GDS,OASIS),Die-to-Database,and Machine Learning to build a dynamic,self-improving computational system.Featuring care area generation,advanced machine learning-based SEM(Scanning Electron Microscope)sampling that optimizes both DOI(Defect of Interest)capture rate and discovery of new defect types,comprehensive extraction of all Information of Interest(IOI)from all SEM images,detection of defect types not possible before,massive pattern fidelity analysis,full chip pattern decomposition and risk scoring via machine learning,innovative PWQ(Process Window Qualification)analysis and process window determination,risk assessment of new tape-outs,large scale in-wafer OPC verification and more,the system delivers a comprehensive pattern centric platform for process technology development and manufacturing. 展开更多

Structural Design Optimization of a Vertical Axis Wind Turbine for Seismic Qualification and Lightweight

Recently, there is a growing interest in seismic qualification of ridges, buildings and mechanical equipment worldwide due to increase of accidents caused by earthquake. Severe earthquake can bring serious problems in the wind turbines and eventually lead to an interruption to their electric power supply. To overcome and prevent these undesirable problems, structural design optimization of a small vertical axis wind turbine has performed, in this study, for seismic qualification and lightweight by using a Genetic Algorithm (GA) subject to some design constraints such as the maximum stress limit, maximum deformation limit, and seismic acceleration gain limit. Also, the structural design optimizations were conducted for the four different initial design variable sets to confirm robustness of the optimization algorithm used. As a result, all the optimization results for the 4 different initial designs showed good agreement with each other properly. Thus the structural design optimization of a small vertical-axis wind turbine could be successfully accomplished. 展开更多
