The coordinated evolution of ecological environment,public service,and tourism economy along the Silk Road Economic Belt,using the Dual-Carbon Targets

Carbon peak and carbon neutrality(dual-carbon)are important targets for the international response to climate change.The Silk Road Economic Belt is a strategic resource region and is important for future ecological environment and tourism development.Based on the“dual-carbon”targets,the Single index quantification,Multiple index synthesis,and Poly-criteria integration evaluation model were used in this study to measure the coordinated development index of the ecological environment,public service,and tourism economy along the Silk Road Economic Belt and to analyze its spatial and temporal evolution.Further,it explores the dynamic evolution and development trend of the three systems using the Kernel Density and Grey Markov Prediction Model.The results show that the coordinated development index along this region needs to be improved during the study period.Furthermore,the coordinated development index of the Southwest region is relatively higher than that of the Northwest region.From the development trend of the three systems,all of them develop in a stable manner;however,the tourism economy system is easily affected by external disturbances.The coordinated development index of the three systems changes dynamically and tends to be in a good state of coordination.There is a certain spatial and temporal heterogeneity.The gravity center of the coordinated development index has been in the Southwest region.During the forecast period,the coordinated development index along this region will improve significantly,while insufficient and unbalanced development will continue.

Research on Sports Public Service Supply in the Chengdu-Chongqing Twin-City Economic Circle under the Background of Regional Economic Development

Using literature,questionnaires,interviews,and mathematical statistics to investigate the current situation of sports public services in the Chengdu-Chongqing Twin-city Economic Circle.The results show that there are some problems in Chengdu-Chongqing sports public services,such as big difference in the development level of supply between urban and rural areas,low supply level,low efficiency,supply mechanism defect,lack of social sports instructors,an outstanding contradiction between the quality of sports public service and residents’demand.To address the problems,government departments should accelerate the transformation of government functions,improve the relevant regulations and systems,increase the investment in sports public services,improve the quality of supply,cultivate the backbone team,integrate resources,and combine the national characteristics with regional characteristics,take into account the personalized needs of the residents,combine the sports public services with intelligence,and build the service system of“Internet+Fitness.”

Exploring the Commuters’ Willingness-to-Pay and Its Influencing Factors for an Improved Public Bus Service in Dhaka City

Improved transportation services are a crucial component of urban growth, particularly in emerging cities like Dhaka. Ensuring an improved public bus service quality is a challenge for the city’s transport planners and policy makers. Nevertheless, this challenge can’t be met without the support of the residents of this city. This study intends to evaluate the commuters’ willingness to pay (WTP) for an improved and better public bus service quality in Dhaka city. It also attempts to explore the factors affecting the commuters’ WTP amounts. In order to accomplish the study’s goals, a stated preference survey was designed to enquire into the whys and wherefores of female passengers’ harassment on public buses and also to prefer some influential service quality features. WTP values of respondents were calibrated using binary and ordinal logistic models, and these models were developed using SPSS version 26. The results indicate that the majority of respondents were willing to pay more for better service facilities, and they point to security as the most important factor in determining how much extra fare commuters are willing to pay. The results also demonstrate that commuters’ WTP amounts are highly influenced by the respondents’ monthly income. Results from this study have important policy implications, such as protecting women’s safety on public transportation and taking commuters’ socio-demographic characteristics into account before enacting any legislation or increasing fares.

Research on the Strategy of Promoting Daqing to Create a National Public Employment and Entrepreneurship Service Demonstration City

Based on the research on the basic status quo of the construction of public employment and entrepreneurship service system in Daqing, this paper analyzes the problems existing in Daqing’s establishment of a national public employment and entrepreneurship service demonstration city, and gives countermeasures and suggestions from three levels: optimizing the public employment and entrepreneurship service system, innovating the public employment and entrepreneurship service mode, and improving the entrepreneurship driven employment support system.

SOA-based RFID public services infrastructure:architecture and its core services

Radio frequency identification （RFID） has prominent advantages compared with other autoidentification technologies. Combining RFID with network technology, physical object tracking and information sharing can possibly be carried out in an innovative way. Regarding open-loop RFID applications, RFID public services infrastructure （PSI） is presented, PSI architecture is designed, and service modules are implemented, and a demonstrative application system, blood management and traceability system, is studied to verify PSI. Experimental results show the feasibility of the proposed architecture and the usability of PSI framework software.

GIS-Based Public Services Analysis Based on Municipal Election Areas: A Methodological Approach for the City of Makkah, Saudi Arabia

The spatial fairness of public services is a major aspect in offering a healthy and cheerful living environment in a city. The Geographic Information System (GIS) technology has been applied to investigate the spatial distribution of some selected public services over the municipal election areas within Makkah city, Saudi Arabia. These services include education, health, security, religious, commercial, and sports services. The attained results show that except for religious services, other public services are not quantitatively proportional with the population variations in Makkah. It has been found that the third election area posses almost one third of five public services and two thirds of the sport services. That might be attributed to the fact that the third election area possesses almost a quarter of the city population. But, although the first election area has a closer percentage of the total population, it does not include a comparable percentage of public services. On a spatial basis, results of GIS spatial analysis (particularly the Euclidian distance, the mean distance band to a neighbor, the standard distance, the directional distribution ellipse, and the average nearest neighbor ratio tools) have concluded that there is inequity in the services distribution over municipal election areas in Makkah city. Consequently, it is recommended that local planners and decision makers should take the obtained results into consideration to achieve fair and better distribution of public services in the city.

Study on the Supply Efficiency of Rural Public Service in China Based on Three-stage DEA Model

Improving the supply efficiency of rural public service is an important way to solve the severe shortage of rural public service. In this article,we use three-stage DEA model to carry out empirical research of the supply efficiency of rural public service in 31 provinces and regions of China. The results show that if without control over exogenous environment variables and random brunt,the classic DEA method will overestimate the rural public service efficiency; after controlling the impact of the external environmental factors,the mean of supply efficiency of rural public service in 31 provinces and regions of China is 0. 697; the improved rural per capita income,population density,population size and the educational level of residents,is a significantly favorable factor for enhancing the supply efficiency of rural public service,while the increase in the proportion of fiscal spending on rural public service to GDP plays no significant role in improving the rural public service efficiency; according to their efficiency type,the provinces and regions should adopt some measures,such as improving the management level or expanding the supply scale,to improve the supply efficiency.

Remodeling of Rural Public Service Supply Mechanism under the Background of New Village Construction

Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.

The Role of Library and Information Science Education in the Development of Community Health Information Services for People Living with HIV/AIDS: Perspectives of Directors and Managers of Public Libraries

This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.

Factors Influencing the Supply Efficiency of Basic Public Service at County Level

In this paper,we use DEA-Tobit model to conduct empirical study on the governmental supply efficiency of public service in Chongqing's 38 counties and the influencing factors during the period 2008-2011.The results show that the supply efficiency of basic public service at county level is generally low,and there is significant regional differences and strong volatility;per capita GDP,population density and population size,and level of education of the residents,are significantly correlated with the supply efficiency of basic public service at county level,but traffic density,urbanization level,and the proportion of government spending on public service to total fiscal expenditure,have no significant effects on the efficiency of basic public service at county level.Based on this,we propose some policy recommendations for enhancing the level of local economic development and the level of education,and reasonably guiding the residents'agglomeration.

An Empirical Research on Satisfaction of Tourism Public Service in National Forest Park

In recent years,leisure individual travel has become a trend of tourism development.Visitors are highly dependent on the public service system of scenic spots.The educational circles at home and abroad are paying more and more attention to the study of tourism public services.Based on the theory of tourist satisfaction evaluation,this paper made an empirical study on the tourism public service system of Kunyu Mountain National Forest Park.It was found that there was a contradiction between the demand for tourism public services and the actual supply in Kunyu Mountain National Forest Park.Based on this,some measures were put forward,such as strengthening the construction of tourist information signs in scenic spots,strengthening the construction of communication facilities and convenient services for tourists,strengthening the training and supervision of service practitioners,and construction of organizations for protecting the legitimate rights and interests of tourists.

Analysis of Coordination between the Public Service in Rural Areas and Socio-economic Development——A Case Study of Sichuan Province

Taking Sichuan Province as an example,by using the overall evaluation function of Sichuan's rural public service equalization development level and rural socio-economic development level,we conduct profound analysis on coordination between public service in Sichuan's rural areas and socio-economic development from 2003 to 2008.The results show that the coordination between rural public service and socio-economic development in Sichuan Province is not high,and the equalization phenomenon of rural public service construction and socio-economic development is very prominent.The equalization development of public service in rural areas of Sichuan Province from 2003 to 2008 lags behind socio-economic development.The coordination between public service equalization system in rural areas of Sichuan Province and socio-economic development system abates continuously;the coordination between infrastructure and socio-economic development increases slowly;the coordination between education and socio-economic development declines sharply;the coordination between public culture and socio-economic development tends to decrease;the coordination between ecological environment construction and socio-economic development decreases continuously with great amplitude;the coordination between public health and socio-economic development decreases continuously;the coordination between science and technology and socio-economic development lingers at low level;the coordination between social security and employment,and socio-economic development increases in fluctuation,but with small amplitude.

An Analysis of Public Service Structural Imbalances in Rural China

Rectifying the structural imbalance between the provision of and demand for rural public services can effectively boost the efficiency of public funds utilization and the level of public service provision. Based on the findings of a field survey, this article presents a summary of the structural imbalance between the provision of and demand for rural public services. This paper holds that the structural imbalance is primarily reflected in the dislocation between provision and demand, the unsuitable mode of provision, the monolithic provision mechanism, the excessive focus on construction at the expense of governance and the overemphasis of counties and townships at the cost of villages. Such structural imbalance is principally because of the limited financial strength of government at the grass-roots level due to treasury centralization and the over-dependence of public services on special funds allocated by government at or above provincial level.

Chinese medical service and medical education in urgent need of reform in the context of public welfare-based medical reform

After six years＇medical reform,about 7.8 billion person-times of medical service has been achieved by2014,and the number of persons covered by basic medical insurance for urban employees,basic medical insurance for urban residents,and new rural cooperative medical insurance exceeded 1.3 billion,of which the coverage ratio reached as high as over 95%,establishing the largest basic medical security network in the world.

Value Assessment of Ecosystem Service Function of Ecological Public Welfare Forests in Wenchang City

Based on the measurement parameters and index in the Specifications for Assessment of Forest Ecosystem Services in China(LY/T 1721-2008),the value of ecological service functions of ecological public welfare forest in Wenchang City was evaluated and analyzed.The results show that the total value of ecosystem service function of ecological public welfare forests in Wenchang City is about 4.020 billion yuan,of which storage capacity,water purification,soil fixation,fertilizer(N,P and K fertilizer) conservation,carbon sequestration,oxygen release,forest nutrient accumulation,providing anion,absorbing SO_2,absorbing fluoride,absorbing NxO,absorbing soil heavy metals,dust retention,noise reduction,sterilization,forest protection,forest biodiversity protection,and forest recreation(ecological tourism) are about 1.510 billion,582.256 million,3.769 million,268.220 million,116.360 million,2.747 million,22.682 million,42.817 million,1.722 million,74,600,131,900,187.918 million,77.409 million,28.721 million,43.090 million,180.696 million,571.036 million,and 108.677 million yuan

A Contrastive Analysis of Interpersonal Function of Public Service Advertising in English and Chinese

This paper adopts Halliday’s systemic functional grammar as the theoretical framework to make a contrastive analysis of the interpersonal meaning of Environmental Protection Public Service Advertising from the perspective of mood and modality.It is found that there are both similarities and differences in the realization of interpersonal meaning in the discourse of both English and Chinese environmental protection public service advertising.In terms of mood,both tend to use declarative,imperative,interrogative mood,among which the declarative mood is the most frequently used,while the imperative mood is the second.In the aspect of modality,the use of modal words in English environmental protection advertising language is more abundant,and it is customary to use modal words with low emotional value to realize interpersonal meaning,while Chinese advertisements prefer more modality words with high emotional value.

Fuzzy Analysis and Evaluation of Public Transport Service Quality: A Case Study of Dar es Salaam City, Tanzania

Urban public transport plays a critical role in stimulating economic development of any nation since most of the revenues come from cities. The majority of the city dwellers of any country use public transport. The evaluation of public transport service quality provides a valuable feedback to commuter operators to ensure continuous improvement of level of service and to the government to take appropriate measures for enhancing the quality of public transport service. This paper analyses and evaluates service quality of Road Public Transport (RPT) (i.e. minibuses and buses) and Urban Rail Transport (URT) in Dar es Salaam City, Tanzania. Since service quality and its attributes are intangible and vague, a fuzzy evaluation model is developed and applied. The formulated model is composed of Fuzzy Entropy Method (FEM) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The overall evaluation procedure is as follows: initially, an intensive literature search and experts’ opinions are employed to establish criteria for evaluating the service quality of public transport in Dar es Salaam City. The developed FEM is used to obtain criteria weight. Lastly, the formulated TOPSIS is used to provide an overall ranking of urban public transport service quality. The overall evaluation shows that urban rail transport outperforms road public transport in terms of service quality. Nevertheless, the urban rail transport service in Dar es Salaam City is currently not well developed as it is provided on very limited routes. Thus, the Tanzania government, the rail transport operator i.e. Tanzania Railway Limited (TRL) and the agency responsible for the provision of rail infrastructure i.e. Reli Assets Holding Company (RAHCO) are advised to design and employ Public-Private-Partnership (PPP) schemes i.e. concession contracts to invest more in rolling stocks, locomotives and rail wagons so that the rail transport service is available on many routes of the road public transport to bring fair competition between the two operators.

Social Marketing:An Advocacy Empirical Analysis of Service Objects of Public Welfare Organizations

The ultimate goal of social marketing is to change the behavior,attitude,concept,and so on of target audiences.For the public welfare organization,the basis of its service project design is the organization's mission and location.The key to achieve the organizational mission is to be able to lock the service objects and respond to the needs of service objects effectively.This research is based on the theoretical framework of social marketing and based on the questionnaire survey and analysis of the advocacy effectiveness and problems of service objects of the 327 public service organizations in China.Using the Delphi method and the entropy method,the 6P model of social marketing for service objects advocacy in the field of domestic public welfare practice is concise,and a new operational mechanism for service objects advocacy of public welfare organizations is proposed to implement the mission and value of public welfare organizations and contribute to the change of service objects.

Is the Urban Shrinkage Inhibits the Improvement of Public Service Level?

Public services provide convenient conditions for urban residents to study,work and live,and have important significance for improving the life quality of residents and improving the level of welfare.However,while China’s spatial economic is heading towards agglomeration development,a large number of cities have shrunk,which has made unbalanced supply of public services between regions increasingly prominent.Based on the existing literature and the development reality,this paper analyzes the impact of urban shrinkage on the public service level from the public service supply mechanism,and discusses the heterogeneous effects of different labor shrinkage on public services.The results of the study show that urban shrinkage will inhibit the improvement of public service level,but inter-governmental competition makes the labor shrinkage of industry and service industry promote the improvement of public service level.In addition,this paper takes economic development level as a moderating variable to study the moderating effect of economic development level in the impact of urban shrinkage on public service levels.It is found that the reduction of economic development level will promote government competition and provide more public services.

Public library services to older adults in China:An empirical study based on content analysis

Purpose:The research is undertaken to help the Chinese public libraries answer the growing needs for library services to the elderly.Based on an investigation of the current situation of the services to older adults in China and a comparative analysis of the services in the U.S.,we attempt to explore what improvements the Chinese public libraries can make to better serve the needs of older adults.Design/methodology/approach:We empirically analyzed the older adults services of 271public libraries in China from 2002 to 2011 via content analysis of both the print materials such as the regulations and policies released by these libraries and the related information on the libraries' websites and the Internet Web pages.Findings:Great strides have been made in the Chinese public libraries' services to older adults in constructing service systems,providing facilities and equipment,exploring cooperative programming,and planning diversified and regularly scheduled activities.Compared with American counterparts,however,the Chinese public libraries need to catch up in understanding the elderly people as library users,planning customized services,formulating service guidelines and evaluation systems,and working with other local agencies for cooperative programming for seniors in communities.Research limitations:It is hard to collect more data covering more geographical areas and longer periods of time.The content analysis of libraries' policies and regulations is a very rough approximation of the libraries' 'real' services.The study should be extended to visits to public libraries in the future.Practical implications:This study provides useful information for the Chinese library policymakers to formulate regulations and policies to provide services to older adults.Originality/value:To the best of our knowledge,the comprehensive survey reported in this paper is the first in-depth investigation of the current situation of public library services to older adults in China,providing the analysis framework for more in-depth surveys in the future.
