New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recen...New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.展开更多

Using panel data from 242 cities in China,we examine the impact of government research and development(R&D)spending on corporate technological innovation.We find that listed firms located in cities with higher gov...Using panel data from 242 cities in China,we examine the impact of government research and development(R&D)spending on corporate technological innovation.We find that listed firms located in cities with higher government R&D expenditures are more innovative than firms in other cities.Further,the positive effect of government R&D spending depends on fiscal instruments and factor allocation.Through subsidies and tax incentives,government R&D spending enhances firm innovation by alleviating financing constraints,improving employee creativity and ensuring efficient operations.We demonstrate that subsidies are more effective than taxes in spurring corporate technological innovation.We also show that the impact of government R&D spending is stronger for state-owned and high-tech enterprises than for other enterprises.Overall,our findings suggest that government R&D spending can substantially improve corporate technological innovation through fiscal instruments.展开更多
Over the past two decades,China has introduced significant changes to drug regulations through regulatory innovations to accelerate drug review and approvals,keeping in line with the rapidly growing scientific innovat...Over the past two decades,China has introduced significant changes to drug regulations through regulatory innovations to accelerate drug review and approvals,keeping in line with the rapidly growing scientific innovation in drug research and development(R&D).In this study,we outlined the revolution of drug regulation in China since the establishment of the State Drug Administration in 1998.More particularly,we performed a comprehensive analysis of newly approved anticancer drugs in China from the year 2005 to May 2021,as a powerful illustration of how the revolution has changed the drug R&D landscape.Innovative drug development in China has boomed,benefiting in particular from pro-innovation policies as well as expedited program designations by the authority.We found a significant increase in the number of both imported and domestic new anticancer drugs from 2005 to 2021,with the emergence of drugs with novel mechanisms of action,including immune checkpoint inhibitors and cell therapy products.Drug lag has also been dramatically shortened by more than 70%for imported drugs in years 2016-2020 compared to years 2006-2010.Furthermore,we provide an insight into the potential approaches to further optimize the science-based and clinical value-based regulatory and R&D drug ecosystem in China.This review provides evidence of significant impacts of regulations and policies on drug R&D and suggests that the constantly adapting regulatory ecosystem will speed up drug development in China and worldwide.展开更多
Researching China's innovative economic and financial innovation issues under the background of the New Normal, we need to carefully analyze the internal structure and interaction of China's macroeconomics.The...Researching China's innovative economic and financial innovation issues under the background of the New Normal, we need to carefully analyze the internal structure and interaction of China's macroeconomics.The computable general equilibrium(CGE) model has outstanding advantages on predicting the external shock influences on economic system, but previous studies on forecast for China's future economy mostly considered a high growth rate which is hard to comply with the New Normal scene. By constructing China's macroeconomic dynamic CGE(DCGE) model and anticipating the economic impact of the New Normal, this paper finds that the New Normal has a certain extent inhibition on China's macro-economy and innovation. However, after adding the research and development(R&D) subsidy policy, the negative impacts of the New Normal on macro-economy can be eliminated to realize the optimization of economic structure. In addition, after combining the financial innovation promoting policy and the Ke Qiang index through the simulation of macro-economy, we find that the quality of economic growth is improved. Finally, we provide the policy recommendations for the realization of an innovative economy under China's New Normal.展开更多
Research is essential for improvement of agricultural productivity,resource use and resilience,and for food systems transformation more broadly.This article analyzes the drivers of past agricultural productivity growt...Research is essential for improvement of agricultural productivity,resource use and resilience,and for food systems transformation more broadly.This article analyzes the drivers of past agricultural productivity growth in low-and middle-income countries(LMICs)and argues that productivity is not growing fast enough to meet the needs of a global population of 10 billion by 2050.A sustainable transformation of agri-food systems in LMICs will need greater and faster technical change.Higher investment in agri-food R&D is therefore needed to accelerate productivity growth and address the social,economic,nutritional and environmental challenges facing LMICs.Greater and bettertargeted investment in sustainable technologies and climate change mitigation and adaptation will be particularly important to reducing the climate change impacts on agriculture and food security in the coming decades.However,LMICs with small research systems and limited innovation capacity lack the scale and resources to effectively tackle the challenges ahead.Better coordination and a clear articulation of roles and responsibilities among national,subregional,regional and global R&D actors(both from the public and private sectors)are essential to ensuring that scarce financial,human,and infrastructure resources are optimized,duplications minimized,and synergies and complementarities enhanced.展开更多
This paper analyzes the impact of talent policy on the R&D personnel recruitment and corporate innovation.The research is based on more than 5.8 million online recruitments from listed companies from 2017 to 2018....This paper analyzes the impact of talent policy on the R&D personnel recruitment and corporate innovation.The research is based on more than 5.8 million online recruitments from listed companies from 2017 to 2018.The study makes five principal findings.Firstly,companies affected by talent policy have significantly increased the number of R&D personnel recruited.Secondly,at the policy level,the incentive effect varies according to different levels of talent policy subsidies and threshold requirements,with more significant effects observed where subsidies are higher and threshold requirements are lower.Thirdly,at the enterprise level,the incentive effect is more significant for high-tech enterprises,better-governance companies,and non-state-owned enterprises.Fourthly,at the city level,the incentive effect is more significant in cities with better economic development,higher administrative levels,and better scientific research support environments.Finally,after the introduction of talent policy,there have been significant improvements in enterprises'R&D investment,patent output and R&D efficiency.In terms of R&D personnel recruitment,this paper provides micro-level evidence for the influence effect,and identifies specific mechanisms and boundary conditions of talent policy on corporate innovation.It expands the research on the influence effect of government and institutional factors on corporate innovation.In addition,it provides reference for accelerating the building up of a talent-strong country,deepening the implementation of innovation-driven development strategy and realizing economic transformation and upgrading.展开更多

This paper study argues that some disruptive new trends are surfacing with the emergence of new technologies,which makes an efficient and effective R&D and innovation system even more relevant for any country to c...This paper study argues that some disruptive new trends are surfacing with the emergence of new technologies,which makes an efficient and effective R&D and innovation system even more relevant for any country to compete at a global level.Against this backdrop,the study tries to measure the effectiveness of the Chinese innovation system,using the“R&D spending as percentage of GDP”as the input variable and the“contribution of R&D and related business activities to the value‐added manufacturing exports”as the output variable.Based on a 59‐country sample in the OECD‐WTO TiVA database,the regression results show a significant and positive correlation between the two variables.The findings also complement with other existing empirical and qualitative studies in this area.The overall findings show that China has achieved significant efficiency and effectiveness in its innovation system compared with many other countries;in fact,since 2009,the efficiency has accelerated.However,it still lags behind the major global players.This means China still has some room to improve in order to transform its increasing inputs in R&D and technology innovation into commensurate outputs.This situation calls for further improvements in its innovation ecosystem.展开更多
The network analysis of a technological system combines the interindustry transactions with a matrix of sectoral innovative efforts as measured by R&D investment intensity.The matrixes of interindustry transaction...The network analysis of a technological system combines the interindustry transactions with a matrix of sectoral innovative efforts as measured by R&D investment intensity.The matrixes of interindustry transactions of R&D-embodied products(innovations)are weighted matrixes where the interindustry flows measure the intensity of the innovation diffusion.In the past,studies using this approach in innovation studies have transformed weighted matrixes into binary matrixes of zero and one element where the flows less than a selected threshold value were considered to be zero and the flows greater than the threshold value were counted as one.Such matrix transformation leads to the loss of a great deal of information.In the present study,using degree and clustering coefficients for both binary direct as well as weighted direct techno-economic networks of the manufacturing sector of the German economy,we show that the binary directed network analysis is incapable of refined ranking of interindustry innovation transactions.The total degree index based on the weighted network of the German techno-economic system assigns a unique ranking to each sector,and clustering coefficients show that at least 75%of sectors in the network of Germany have two links with the other industries.However,the same indices based on the binary network are incapable of such refined ranking.展开更多

文摘Digital transformation has brought new vitality into enterprises'innovative development.Traditional manufacturing industries have leveraged digitalization to drive technological advancements,thereby promoting corporate green technology innovation and achieving the goal of coordinated transformation toward digital and green development.This paper employs annual data of China's A-share listed manufacturing companies from 2007 to 2020 to examine the impact of digital transformation on corporate green technology innovation and the underlying mechanism of this impact.The results indicate that digital transformation significantly enhances corporate green technology innovation,and this enhancing effect is even more significant in state-owned enterprises and high-tech enterprises.The mechanism test reveals that enhancing digital transformation can not only improve enterprises'information transparency and strengthen positive market expectations,but also encourage enterprises to increase R&D investment,ultimately enhancing the level of their green technology innovation.The empirical findings of this paper can provide valuable insights for government departments to formulate strategies that can promote green innovation in the manufacturing industry,drive high-quality development,and contribute to the achievement of carbon peaking and carbon neutrality targets.

文摘Adopting community-based innovations in agroforestry is key to enhancing livelihoods in forest farmer communities.This research aimed to explore the perceived advantages of the forest farmer technique of coffee branch bending to overcome the light limitations under the shade of a pine forest.The concepts of perceived characteristics of innovation were used to explore the advantages of this technique.Using a case study of an exclusive forest farmer clique in UB(University of Brawijaya)Forest in Indonesia,it was found that the local technique had high perceived relative advantages.Compared to the others,the bending technique increases coffee production and is easy to do.It was also found to be superior to reducing production costs and is perceived as more environmentally friendly,promoting it as a valuable sustainable practice.Technical experts need to validate it and may embrace it as a co-innovation for the available external agroforestry recommendations.Its adaptability to the local socio-ecological context and techno-economical constraints makes it a prospective innovation to be extended through social forestry programs.
文摘Enabling innovation and access to health technologies remains a key strategy in combating infectious diseases in low-and middle-income countries(LMICs).However,a gulf between paying markets and the endemicity of such diseases has contributed to the dearth of R&D in meeting these public health needs.While the pharmaceutical industry views emerging economies as potential new markets,most of the world’s poorest bottom billion now reside in middle-income countries-a fact that has complicated tiered access arrangements.However,product development partnerships-particularly those involving academic institutions and small firms-find commercial opportunities in pursuing even neglected diseases;and a growing pharmaceutical sector in BRICS countries offers hope for an indigenous base of innovation.Such innovation will be shaped by 1)access to building blocks of knowledge;2)strategic use of intellectual property and innovative financing to meet public health goals;3)collaborative norms of open innovation;and 4)alternative business models,some with a double bottom line.Facing such resource constraints,LMICs are poised to develop a new,more resource-effective model of innovation that holds exciting promise in meeting the needs of global health.

文摘Using panel data from 242 cities in China,we examine the impact of government research and development(R&D)spending on corporate technological innovation.We find that listed firms located in cities with higher government R&D expenditures are more innovative than firms in other cities.Further,the positive effect of government R&D spending depends on fiscal instruments and factor allocation.Through subsidies and tax incentives,government R&D spending enhances firm innovation by alleviating financing constraints,improving employee creativity and ensuring efficient operations.We demonstrate that subsidies are more effective than taxes in spurring corporate technological innovation.We also show that the impact of government R&D spending is stronger for state-owned and high-tech enterprises than for other enterprises.Overall,our findings suggest that government R&D spending can substantially improve corporate technological innovation through fiscal instruments.
文摘Over the past two decades,China has introduced significant changes to drug regulations through regulatory innovations to accelerate drug review and approvals,keeping in line with the rapidly growing scientific innovation in drug research and development(R&D).In this study,we outlined the revolution of drug regulation in China since the establishment of the State Drug Administration in 1998.More particularly,we performed a comprehensive analysis of newly approved anticancer drugs in China from the year 2005 to May 2021,as a powerful illustration of how the revolution has changed the drug R&D landscape.Innovative drug development in China has boomed,benefiting in particular from pro-innovation policies as well as expedited program designations by the authority.We found a significant increase in the number of both imported and domestic new anticancer drugs from 2005 to 2021,with the emergence of drugs with novel mechanisms of action,including immune checkpoint inhibitors and cell therapy products.Drug lag has also been dramatically shortened by more than 70%for imported drugs in years 2016-2020 compared to years 2006-2010.Furthermore,we provide an insight into the potential approaches to further optimize the science-based and clinical value-based regulatory and R&D drug ecosystem in China.This review provides evidence of significant impacts of regulations and policies on drug R&D and suggests that the constantly adapting regulatory ecosystem will speed up drug development in China and worldwide.

文摘Researching China's innovative economic and financial innovation issues under the background of the New Normal, we need to carefully analyze the internal structure and interaction of China's macroeconomics.The computable general equilibrium(CGE) model has outstanding advantages on predicting the external shock influences on economic system, but previous studies on forecast for China's future economy mostly considered a high growth rate which is hard to comply with the New Normal scene. By constructing China's macroeconomic dynamic CGE(DCGE) model and anticipating the economic impact of the New Normal, this paper finds that the New Normal has a certain extent inhibition on China's macro-economy and innovation. However, after adding the research and development(R&D) subsidy policy, the negative impacts of the New Normal on macro-economy can be eliminated to realize the optimization of economic structure. In addition, after combining the financial innovation promoting policy and the Ke Qiang index through the simulation of macro-economy, we find that the quality of economic growth is improved. Finally, we provide the policy recommendations for the realization of an innovative economy under China's New Normal.
文摘Research is essential for improvement of agricultural productivity,resource use and resilience,and for food systems transformation more broadly.This article analyzes the drivers of past agricultural productivity growth in low-and middle-income countries(LMICs)and argues that productivity is not growing fast enough to meet the needs of a global population of 10 billion by 2050.A sustainable transformation of agri-food systems in LMICs will need greater and faster technical change.Higher investment in agri-food R&D is therefore needed to accelerate productivity growth and address the social,economic,nutritional and environmental challenges facing LMICs.Greater and bettertargeted investment in sustainable technologies and climate change mitigation and adaptation will be particularly important to reducing the climate change impacts on agriculture and food security in the coming decades.However,LMICs with small research systems and limited innovation capacity lack the scale and resources to effectively tackle the challenges ahead.Better coordination and a clear articulation of roles and responsibilities among national,subregional,regional and global R&D actors(both from the public and private sectors)are essential to ensuring that scarce financial,human,and infrastructure resources are optimized,duplications minimized,and synergies and complementarities enhanced.
文摘This paper analyzes the impact of talent policy on the R&D personnel recruitment and corporate innovation.The research is based on more than 5.8 million online recruitments from listed companies from 2017 to 2018.The study makes five principal findings.Firstly,companies affected by talent policy have significantly increased the number of R&D personnel recruited.Secondly,at the policy level,the incentive effect varies according to different levels of talent policy subsidies and threshold requirements,with more significant effects observed where subsidies are higher and threshold requirements are lower.Thirdly,at the enterprise level,the incentive effect is more significant for high-tech enterprises,better-governance companies,and non-state-owned enterprises.Fourthly,at the city level,the incentive effect is more significant in cities with better economic development,higher administrative levels,and better scientific research support environments.Finally,after the introduction of talent policy,there have been significant improvements in enterprises'R&D investment,patent output and R&D efficiency.In terms of R&D personnel recruitment,this paper provides micro-level evidence for the influence effect,and identifies specific mechanisms and boundary conditions of talent policy on corporate innovation.It expands the research on the influence effect of government and institutional factors on corporate innovation.In addition,it provides reference for accelerating the building up of a talent-strong country,deepening the implementation of innovation-driven development strategy and realizing economic transformation and upgrading.
文摘This study investigates the nonlinear relationship between R&D expenditures,innovation,productivity,high-tech export products.Previous empirical research used linear standard structures to deal with these kinds of specifications,and it has shown that the linearity is frequently conditioned by other macroeconomic factors such as the level of development and the financial openness.Based on these arguments,our study investigates this question in econometric specification using panel smooth threshold regression methodology proposed by Gonzalez et al.in 2005.Our findings suggest that there is a threshold effect within the links between R&D expenditures,innovation,and productivity.The effect of R&D expenditures,innovation,productivity,and medium and high technology product exports is mixed.However,both positive and negative effects are found,depending on which innovation indicators are used or on which level of threshold variable is the most appropriate.The results advocate that the level of economic development can be considered as target indicators to conduct an innovation policy.

文摘This paper study argues that some disruptive new trends are surfacing with the emergence of new technologies,which makes an efficient and effective R&D and innovation system even more relevant for any country to compete at a global level.Against this backdrop,the study tries to measure the effectiveness of the Chinese innovation system,using the“R&D spending as percentage of GDP”as the input variable and the“contribution of R&D and related business activities to the value‐added manufacturing exports”as the output variable.Based on a 59‐country sample in the OECD‐WTO TiVA database,the regression results show a significant and positive correlation between the two variables.The findings also complement with other existing empirical and qualitative studies in this area.The overall findings show that China has achieved significant efficiency and effectiveness in its innovation system compared with many other countries;in fact,since 2009,the efficiency has accelerated.However,it still lags behind the major global players.This means China still has some room to improve in order to transform its increasing inputs in R&D and technology innovation into commensurate outputs.This situation calls for further improvements in its innovation ecosystem.

文摘The network analysis of a technological system combines the interindustry transactions with a matrix of sectoral innovative efforts as measured by R&D investment intensity.The matrixes of interindustry transactions of R&D-embodied products(innovations)are weighted matrixes where the interindustry flows measure the intensity of the innovation diffusion.In the past,studies using this approach in innovation studies have transformed weighted matrixes into binary matrixes of zero and one element where the flows less than a selected threshold value were considered to be zero and the flows greater than the threshold value were counted as one.Such matrix transformation leads to the loss of a great deal of information.In the present study,using degree and clustering coefficients for both binary direct as well as weighted direct techno-economic networks of the manufacturing sector of the German economy,we show that the binary directed network analysis is incapable of refined ranking of interindustry innovation transactions.The total degree index based on the weighted network of the German techno-economic system assigns a unique ranking to each sector,and clustering coefficients show that at least 75%of sectors in the network of Germany have two links with the other industries.However,the same indices based on the binary network are incapable of such refined ranking.
